The supports the aspirations of its listeners whilst ensuring station broadcasts on shortwave spectrum to the Southern, contemporary norms and values. The station emphasises Eastern and Western Africa audiences. The broadcasts are listener participation and actively seeks expert opinion, done in English, French, Chinyanja, Portuguese, Silozi and commentary and advice on various topical issues. Swahili. In a statement released by the SABC and Openview on March 25th 2021, the Public Broadcaster noted that “In addition to SABC 1, 2, and, 3, Openview will carry three additional television channels from the Public Broadcaster and all its 19 radio channels.” In general, we believe this to be a step in the right direction, and one that goes some way in ensuring more people can receive the SABC’s content and programming. As much as the deal deserves celebration, it is also an indictment on South Africa’s failures to fast-track policy implementation on Digital Terrestrial Television (DTT), something which directly negatively impacts the SABC. We note that the proposed switch off in March 2022 which appears to be being attempted by executive fiat will only likely result in numbers of people without even access to Free to air SABC with devastating results for those without access to satellite. At the same time the deal also highlights the unsustainability of the current model which relies on and requires significant costs going to Sentech. The deal signals not only the abject failure of DTT but another major battle looming over Sentech.

Much like the UN, the ICC brings representatives from all cricket-playing countries together to make administrative decisions about the future of cricket. Unlike the UN, however, not all countries have an equal input; the ICC decides which members are worthy of “Test” status (Full Members), and which are not (Associate Members). While the Council has experienced many successes, including hosting the prestigious World Cup and promoting cricket at a grassroots level, it also continues to receive its fair share of criticism, predominantly regarding the ICC’s perceived obstruction of the growth of the game within non- traditionally cricketing nations and prioritizing the commercialization of the sport over globalizing it.

    OFFICIAL GUIDE TO South Africa 2018/19 Communications 53 Official Guide to South Africa 2018/19 Communications 54 Department of Communications (DoC) and Digital Technologies (DCDT) Following the reconfiguration of government departments in June 2019, the DoC was merged with the Department of Telecommunications and Postal Services (DTPS) to form the new DCDT. The then DoC was spearheading the process of migrating broadcasting signals from analogue to digital. South Africa’s national digital network coverage comprises DTT transmission coverage of 84% of the population with the remaining 16% to be covered by satellite network. DTT is a reliable and cost-efficient means to distribute linear TV content and has many advantages over the analogue broadcasting system. One of its major advantages for communities is that it clears the analogue spectrum for the delivery of broadband mobile Internet and Wi-fi services. To view digital TV signals on an ordinary analogue TV set, consumers will need a set-top box (STB). Government will provide about five million poor TV-owning households with free STBs. Once the migration is complete, high definition TV telecast facilities would be available, along with expanded community, FM and satellite radio services to the entire population. During the 2017/18 financial year, the then DoC developed the White Paper on Audio-Visual and Digital Content Policy for South Africa, which provides enabling mechanisms to facilitate ownership of the new audio-visual digital content value chain by previously disadvantaged communities and small, medium and micro enterprises. Fourth Industrial Revolution (4IR) In 2018, Communications (and Digital Technologies) Minister Stella Ndabeni-Abrahams announced the “Building a Capable 4IR Army” capacity development programme to ensure that communities are equipped to take advantage of new digital technologies, unlock future jobs and drive competitiveness.
