Transit Strategies SEASONAL AND SPECIAL EVENT SERVICE Public transit, and transportation in general, are often planned to serve trips that are made day- in and day-out. However, some trips are made only seasonally, and others are made to and from special events – for example, WaterFire in Providence and the Newport Jazz Festival. Seasonal and special event transit services serve these types of trips, so as to: Mitigate traffic and parking congestion Provide transportation choices that do not require use of a car Provide access for those who don’t own cars Support the local economy by providing services that encourage tourism RIPTA Beach Bus Ad Types of Services Public transit can be expanded to provide service for different types of events and recreational needs, through a variety of modes including buses, shuttles, trains, and ferries. Seasonal Destinations: At many seasonal destinations, such as Rhode Island’s beaches, peak season travel volumes are very high during the peak season but very low during the off-season. Seasonal service provides service when demand is high but not at other times. At other seasonal destinations, such as Newport, there is demand for transit year-round, but demand is much higher in the summer due to an influx of visitors, summer residents, and summer workers. Sporting and Cultural Events: Sporting and cultural events draw large crowds that create traffic and parking issues. Special event service is designed to serve specific events that draw large numbers of attendees. The special event service can be new service or more frequent service on existing routes. Transit Strategies | 1 Year-Round Tourism Services: Agencies can run shuttles or services targeted at tourists year-round, decreasing the need to rent cars while travelling. -

Issued on October 15, 2019 Report Issued under Section 15A of the Authority’s Enabling Act on the Proposed 2020 Summer Operating Schedules of the Woods Hole, Martha’s Vineyard and Nantucket Steamship Authority Introduction Section 15A of the Enabling Act of the Woods Hole, Martha’s Vineyard and Nantucket Steamship Authority (the “SSA”) requires the SSA to post and advertise in newspapers with general circulation in Falmouth, Barnstable, Martha’s Vineyard, Nantucket and New Bedford all of its proposed schedule changes at least 60 days prior to their effective date. St. 1960, c. 701, §15A. Accordingly, the SSA placed advertisements of its proposed 2020 Summer Operating Schedules for the period from May 15 through October 20, 2020 in the following newspapers: . The Inquirer and Mirror and The Martha’s Vineyard Times on July 25, 2019; and . The Cape Cod Times, The Falmouth Enterprise, The Standard-Times and the Vineyard Gazette on July 26, 2019. The SSA’s Enabling Act also provides that, if the SSA receives a petition within 30 days of those advertisements that is signed by not less than 50 persons who are residents of any of those communities requesting a public hearing on the proposed schedule changes, the SSA is to conduct a public hearing within 14 days of receiving the petition. In addition, the hearing is to take place in the community where the greatest number of petitioners reside. On August 26, 2019, the SSA received a petition with respect to its proposed 2020 Summer Operating Schedules that was signed by 50 residents of the Town of Falmouth (Appendix A). -

Hanover of Dukes County (who participated remotely by telephone conference call); Elizabeth H. Gladfelter of Falmouth; and Moira E. Tierney of New Bedford. Port Council Chairman Robert V. Cape Cod Lighthouses Locations Click on a lighthouse on the map for more information The climb up circular stairs to the top of a lighthouse tower is not for the squeamish or for those afraid of heights. Most lighthouses have interesting stories related to their history. Some are open to the public and have “visiting hours.” Others are open only on special occasions. Usually a tour guide will take you through the building and offer you tales of lighthouse living. The winding staircases, the distant echo of your footsteps, waves hitting against the rock, distant ship hooting…that’s the dejavu you get when you visit the Cape Cod Lighthouses. It is as if you are part of the whole system that emits navigational lights to guide hundreds of ships to dock safely. Lighthouses are navigational aids that mark the perilous reeds, hazardous shoals and poorly charted coastlines for safe harbor entry. Once upon a time, the lighthouses were the marine pilot’s most important aids but the advent of electronic navigation has led to their decline. The system of lights and lamps on the lighthouses are also expensive to maintain. The vantage points occupied by the lighthouses make them a tourists’ attraction. You’ll go up the winding staircase with your pair of binoculars and voila! The beautiful Cape Cod Coastline spreads right before your eyes. Race Point Light Located in Provincetown, Massachusetts, the Race Point Lighthouse is one of the historical building in the National Register of Historic Places. It was first built in 1816, but the current 45-foot tall tower was built in 1876. -

JACK – DIRECTOR, PUBLIC WORKS RE: CAPE COD CANAL TRANSPORTATION STUDY (DRAFT) MassDOT has released their Draft Cape Cod Canal Transportation Study for public comment. Comments are due NLT June 20th, 2019. Initiated in 2014, the study has been five years in the making. The purpose of the study is to: “…evaluate existing and future transportation safety and congestion deficiencies in the Cape Cod Canal study area.” with the goal to “Improve transportation mobility and accessibility in the Cape Cod Canal area and provide year-round connectivity over the canal and between the Sagamore and Bourne Bridges.” In general, the study focuses on relieving congestion and improving multi-modal access within the study area which generally includes both bridges, their N & S approaches, the canal roads (Sandwich Rd. along the south and Scenic Hwy. along the north) and, to a limited extent, the section of Rt. 6 eastbound from the Sagamore bridge to exit 2 (Rt. 130). Evaluation criteria were grouped into six categories: 1) Transportation; 2) Environment; 3) Community; 4) Land Use / Economic Development; 5) Safety and 6) Feasibility. Potential solutions / improvements were grouped in seven different “Case” scenarios identified as Case 1, 1A, 1B, 2, 2B, 3 and 3A as described below. Case 3-A is the recommended set of solutions to address the widest variety of needs, but is also the most costly. Case 3 and 3-A both presume bridge replacements – the primary difference between the two are that case 3-A presumes a Highway Interchange at the Bourne rotary, thus the Rt. -
