ATTACHMENT 5 Geological Assessment (Tonkin & Taylor) Job No: 1007709 10 January 2019 McConnell Property PO Box 614 Auckland 1140 Attention: Matt Anderson Dear Matt Orakei ONF Assessment 1- 3 Purewa Rd, Meadowbank Introduction McConnell Property is proposing to undertake the development of a multi-story apartment building at 1 - 3 Purewa Road, Meadowbank. The property is located within an area covered by the Outstanding Natural Feature (ONF) overlay of the Auckland Unitary Plan. The overlay relates to the Orakei Basin volcano located to the west of the property. The ONF overlay requires consent for the earthworks and the proposed built form associated with the development of the site. McConnell Property has commissioned Tonkin & Taylor Ltd (T+T) to provide a geological assessment of the property with respect to both the ONF overlay and the geological characteristics of the property. The purpose of the assessment is to place the property in context of the significant geological features identified by the ONF overlay, and to assess the geological effects of the proposed development. Proposed Development The proposal (as shown in the architectural drawings appended to the application) is to remove the existing houses and much of the vegetation from the site, and to develop the site with a new four- storey residential apartment building with a single-level basement for parking. The development will involve excavation of the site, which will require cuts of up to approximately 6m below existing ground level (bgl). The cut depths vary across the site, resulting in the average cut depth being less than 6m bgl. Site Description The site is located at the end of the eastern arm of the ridgeline that encloses the Orakei Basin (Figure 1). -

Follow the estuary past a camping ground, a boat ramp & holiday baches until wooden steps lead up to the Findlay Street walkway. From Findlay Street, head left into Molesworth Drive until reaching Mangawhai Village. Then a right into Moir Street, left into Insley Street and across the estuary then left into Black Swamp Road. Follow this road until reaching Pacific Road which leads you through a forestry block to the beach and the next stage of Te Araroa. Bypass Note: You could obtain a boat ride across the estuary to the Mangawhai Spit to avoid the road walking section. Care of sand-nesting birds is required on this Scientific Wildlife Reserve - please stick to the shoreline. Just 1km south, a stream cuts across the beach and it can go over thigh height, as can other water crossings on this track. Follow the coast southwards for another 2km, then take the 1 track over Te Ārai Point. Once back on the beach, continue south for 12km (fording Poutawa Stream on the way) until you cross the Pākiri River then head inland to reach the end of Pākiri River Road. -

Fromont CI- School of Environmental and Marine Sciences, Tamaki Campus, University of Auckland, Private Bag 92019, Auckland SUMMARY Rhamnus (Rhamnus alaternus) is an environmental weed on the Inner Hauraki Gulf Islands, Auckland. The species has densely colonised coastal slopes of Motutapu Island and invaded unique Metrosideros forest on Rangitoto Island. It can develop dense leafy canopies under which no other plants grow. If left unhindered, rhamnus is likely to smother areas reserved for reforestation in a large restoration programme on Motutapu Island, and progressively replace native plants on Rangitoto Island. Ample seed dispersal of rhamnus is facilitated by common frugivorous birds. Spread of the species is restricted by stock grazing and rabbit browsing, but was probably recently enhanced by the removal of large numbers of possums and wallabies from Motutapu and Rangitoto Islands. INTRODUCTION Rhamnus (Rhamnus alaternus) also called evergreen, or Italian buckthorn, is a small Mediterranean evergreen tree (Zohary 1962, Tutin et al. 1968, Di Castri 1981). It was sold in New Zealand last century (Hay's Annual Garden Book 1872), but this seems to have been discontinued, as rhamnus is generally not well known as a garden plant in New Zealand today. Rhamnus has naturalised locally from Northland to Otago, particularly in coastal environments (Fromont 1995). The species has become a serious environmental weed in the Auckland Region mostly on the islands of the Inner Hauraki Gulf. -

Geohazards form a great variety of natural phenomena that should be properly identified, and their importance communicated to all levels of society. For at least six centuries the island was a base for Maori gardening and fishing. Subsequent activity includes farming from 1840 and a destination for picnic excursions, both continuing to the present day The archaeological landscape of the island is outstanding because of its completeness and intactness. The island has a wide range of site types including some that are rare in the Auckland region: archaic middens, fish traps and stone structures. Archaeological sites play a key role in preserving a record of the past, comparable in value to museums and archives. -

Brunton Ecology and Conservation Group, Institute of Natural Sciences, Massey University, Private Bag 102-904, Auckland, New Zealand * Corresponding author e-mail: [email protected] SUMMARY The red-fronted parakeet Cyanoramphus novaezelandiae is a vulnerable New Zealand endemic with a fragmented distribution, mostly inhabiting offshore islands free of introduced mammalian predators. Four populations have been established since the 1970s using captive-bred or wild-sourced individuals translocated to islands undergoing ecological restoration. To establish a new population in the Hauraki Gulf, North Island, a total of 31 parakeets were transferred from Little Barrier Island (Hauturu) to Motuihe Island in May 2008 and a further 18 in March 2009. Overall 55% and 42% of individuals from the first translocation were confirmed alive at 30 and 60 days post-release, respectively. Evidence of nesting and unassisted dispersal to a neighbouring island was observed within a year of release. These are outcomes are promising and indicate that translocation from a remnant wild population to an island free of introduced predators is a useful conservation tool to expand the geographic range of red-fronted parakeets. As part of the plan change, Euroclass Services Ltd seeks to: § rezone the existing quarry zoning associated with the Stonehill Business Park under the AUPOP to Business - Heavy Industry § remove the ONF classification from the southern part of the plan change area that generally corresponds to the site at 79 McLaughlins Road (refer to Figure 1), as this is considered to be erroneous.
