Left of the Dial, Right on the Music: 50 Years of Georgia State FM Radio by Andreas Preuss Under the Direction of Joseph Perry, Ph.D. A Thesis Submitted in Partial Fulfillment of the Requirements for the Degree of Master of Arts in the College of Arts and Sciences Georgia State University 2021 ABSTRACT This study places the Georgia State radio station within the historical context of Atlanta cultural production, career development, and as a voice of the GSU student. Race, gender, and economic factors sparked the necessary tension for the station to adjust alongside the ever- changing trends of popular music and the media industry. WRAS/Album 88 started broadcasting from campus at 88.5 on the FM dial in January 1971. Georgia State students played music that spoke to their generation, music that was at first rejected by commercial broadcasters, then appropriated for profit. The station soon became a player in the Atlanta radio market. Throughout its history, the competition between WRAS, commercial, and public broadcasters was a point of contention, as well as the push and pull of the audience. The campus station speaks to the larger picture of American college radio impact and experience as a unique yet under studied field. Without their commitments to play music for their audience, who knows if alternative music/college rock would have survived. They did it for free. I can still hear the rambling voices during breaks announcing songs, “before that was,” “and then,” all to provide their listeners with an awareness of great music. I would then rush to the record store, buy the vinyl copy, and put it on the turntable. Thanks for the memories. My wife, Marion (Nonnie) Thompson Preuss, was also a college DJ. I think it was our connection with college radio that sparked our relationship, and for that I am forever grateful. She had served in this House for a five-year period and her father had been the former longest serving Speaker in this Parliament. I thought that I should just bring this to the notice of hon. Members who may care to express condolences. The Minister of Housing and Settlements (Hon. John Humphrey): Mr. Speaker, anyone who has been in political life for as long as I have been would have known Arnold Thomasos when he was Speaker of this House. Those who, in fact, were in this House when he presided as Speaker would have known that he did not tolerate nonsense; he was a very strict Speaker. We could only judge that, as a parent, he would have been as strict and added to the strictness would have been the principle of love for his child. I had the advantage of knowing the late Gloria Thomasos-Pollard because I served for a while in the government in which she was involved. I must say that my knowledge of her late father and herself confirm, in fact, what I started saying that Gloria did manifest discipline, friendliness, and strictness, but she was a delightful person and all of us have fond memories of our association with her and also with her late father.

Tekel, hereby submit my support for Mr. John Pavlica, Jr.'s Motion to Dismiss the Commission's Report and Order, as adopted October 10, 2002, which currently allows the preliminary use of In-Band, On-Channel (IBOC) digital audio broadcasting (also known by the marketing name "HD Radio") on the AM and FM radio bands. For over a decade, various attempts have been made at designing and implementing an IBOC system for the U.S. radio airwaves, but these attempts have been unsuccessful due to numerous flaws, and iBiquity's current IBOC system is no different. As currently designed and authorized, IBOC is an inherently flawed system that has the potential to cause great harm to the viability, effectiveness, and long-term success of existing analog AM and FM radio broadcasting services. IBOC is a proprietary system Currently, there is only one proponent of an IBOC system whose design has been submitted, studied, and approved -- that of iBiquity Digital Corporation (iBiquity). This is an unprecedented case of the use of a proprietary broadcasting system. Virtually all other enhancements to broadcasting services that have been introduced over the years have been borne out of competition between the designs of various proponents: AM Stereo, FM Stereo, color television, multi-channel television sound, and most recently, High Definition television (HDTV). Then his follow-up Hold On to Your Dreams widened the timeline, honing in on a valuable contributor to New York’s downtown music scene—cellist and composer Arthur Russell. While LStD ranged widely across many spaces, DJs, artists, assorted characters and issues, the Russell biography was an intimate portrait of a key player, who died from AIDS-related complications in 1992. Life and Death on the New York Dance Floor 1980–1983 (henceforth Life and Death) is the third segment in Lawrence’s New York project. Now he narrows the timeline and brings a forensic examination to just four years in the party scene. On the title, Lawrence explains, “the reference to life is intended to evoke the way that New York party culture didn’t merely survive the hyped death of disco but positively flourished in its wake”. And he clearly and convincingly argues that the short period was one characterised by a stirring artistic ferment, across music, art, dance and club space innovation. Lawrence explains: “instead of depicting the 1980–1983 period as a mere bridge that connected the big genre stories of 1970s disco and 1980s house and techno, I submitted to its kaleidoscope logic, took my foot off the historical metronome, and decided to take it—the book—to the bridge” (ix).
