    The Afghanistan-Pakistan Wars, 2008–2009: Micro-geographies, Conflict Diffusion, and Clusters of Violence John O’Loughlin, Frank D. W. Witmer, and Andrew M. Linke1 Abstract: A team of political geographers analyzes over 5,000 violent events collected from media reports for the Afghanistan and Pakistan conflicts during 2008 and 2009. The violent events are geocoded to precise locations and the authors employ an exploratory spatial data analysis approach to examine the recent dynamics of the wars. By mapping the violence and examining its temporal dimensions, the authors explain its diffusion from traditional foci along the border between the two countries. While violence is still overwhelmingly concentrated in the Pashtun regions in both countries, recent policy shifts by the American and Pakistani gov- ernments in the conduct of the war are reflected in a sizeable increase in overall violence and its geographic spread to key cities. The authors identify and map the clusters (hotspots) of con- flict where the violence is significantly higher than expected and examine their shifts over the two-year period. Special attention is paid to the targeting strategy of drone missile strikes and the increase in their number and geographic extent by the Obama administration.     Transitioning Afghanistan in the Post-Withdrawal Era: Setting the Stage for a Stable Political Order Reza Sanati * Abstract : Within the coming year, the American led-NATO mission will begin withdrawing troops from Afghanistan. Though the decrease in troop levels in the short-term has been expected, the final date wherein all American and NATO troops leave the country is still a matter of heated debate, primarily for two reasons: the inconclusive steadiness of the present Afghan regime and the uncertainty of what a post-withdrawal Afghanistan would like. With this in mind, this article intends to explore both the logic of NATO intervention and the subsequent occupation of that war-torn country. It examines the primary reasons why stability and progress within Afghanistan have been elusive, the current debate amongst policy makers regarding the steps ahead, and finally proposing an alternative model that proposes a new US and NATO regional strategy that places the burden on Afghanistan stability and reconstruction on neighbors who share the larger NATO goal of a self-sufficient and stable Afghan government. Accordingly, the most potentially successful NATO approach towards Afghan stability would adopt the proven economic, social, political, infrastructural, and local governance models of regional states, and honing and adopting those models into the broader Afghan domestic theatre. In Badkhshan province in the north-east (Baharak district) six Afghan soldiers died in a bomb attack. In Maqur district in the western province of Badghis unknown killers assassinated a tribal elder. In Kunduz province in the north ten insurgents lost their lives in fighting. In Farah province in the west two civilians died when their house was hit by a shell. In Kunar province in the east, two civilians died in rocket fire from Pakistan, six civilians were injured. On 09 September 2014 insurgents started an attack near the border between the eastern provinces of Nuristan and Kunar in which two of them died. In fighting and air raids in Mohammad Agha district in the central province of Logar at least 16 insurgents were killed. In the western province of Badghi an Afghan secret service agent died in an ambush and five others were wounded. Unknown gunmen shot a tribal elder in Ma- qur district in the eastern province of Ghazni. In a NATO air strike against the Taliban on 10 September 2014 14 civilians were killed and 13 people in- jured in the eastern province of Kunar. Also in Kunar province the Taliban burnt down the houses of seven policemen and took a dozen civilians hostage. The Taliban death toll after a month-long military operation in Chahar Dara district in the north eastern province of Kunduz is 130.

    Nimroz Rapid Drought Assessment Zaranj, Kang and Chakhansoor Districts Conducted August 21st-22nd 2013 Figure 1 Dead livestock in Kang district Figure 2 Nimroz district map Relief International in Nimroz Relief International (RI) is a humanitarian, non‐profit, non‐sectarian agency that provides emergency relief, rehabilitation, and development interventions throughout the world. Since 2001, RI has supported a wide array of relief and development interventions throughout Afghanistan. RI programs focus on community participation, ensuring sustainability and helping communities establish a sense of ownership over all stages of the project cycle. Relief International has been working in Nimroz province since 2007, when RI took over implementation of the National Solidarity Program, as well as staff and offices, from Ockenden International. Through more than five years of work in partnership with Nimroz communities, RI has formed deep connections with communities, government, and other stakeholders such as UN agencies. RI has offices and is currently working in all districts of Nimroz, except for the newly added Delaram district (formerly belonging to Farah Province). RI has recently completed an ECHO WASH and shelter program and a DFID funded local governance program , and is currently implementing the National Solidarity Program and a food security and livelihoods program in the province. Nimroz General Information related to Drought Nimroz province is the most South Westerly Province of Afghanistan bordering Iran and Pakistan. The provincial capital is Zaranj, located in the west on the Iranian border. The population is estimated at 350,000 although, as for the rest of Afghanistan, no exact demographic data exists.1 There has been a flow of returnees from Iran over the last years, and the provincial capital has also grown due to internal migration.

    Global Coalition EDUCATION UNDER ATTACK 2020 GCPEA to Protect Education from Attack COUNTRY PROFILES AFGHANISTAN Attacks on education accelerated in Afghanistan during the reporting period. In 2018, a dramatic rise in attacks on schools occurred, almost half of which were associated with the use of educational facilities for voter registration and polling; polling-related attacks also occurred throughout the 2019 presidential elections process. Threats and attacks against students and education personnel also increased, particularly in areas of the country controlled by non-state armed groups. Context The 2017-2019 reporting period saw increased fighting between theAfghan government, international forces, and non- state armed groups, including the Taliban and the “Islamic State of Khorasan Province” (ISKP) in Afghanistan. In 2019, multiple peace talks between the United States and the Taliban took place in Qatar amidst ongoing fighting, however no peace deal was reached during the reporting period.238 Fighting between armed parties, along with targeted attacks by the Taliban and “ISKP”, caused substantial numbers of civilian casualties.239 In 2019, the United Nations Assistance Mission in Afghanistan (UNAMA) recorded 3,403 civilian deaths and 6,989 civilian injuries – the lowest level of civilian casualties recorded since 2013.240 However, significant periods of violence occurred during the year; between July and September 2019, UNAMA recorded the highest number of civilian casualties in a single quarter since 2009.241 Violence particularly impacted young people in 2019, when the UN reported that children comprised 30 percent of all civilian causalities and 78 percent of all casualties from explosive remnants of war (ERW) and landmines.242 Rising insecurity appeared to have a negative effect on school attendance.
