  • A Independência Da Guiné-Bissau
    A Independência da Guiné-Bissau Regimes Políticos da Guiné-Bissau - Os dois primeiros Governos Provisórios de Portugal cumpriram a promessa de reconhecimento da República da Guiné-Bissau. Foi o adeus a uma província que era sempre a madrasta do Império Colonial, não fosse ela a mais pequena e a mais pobre das províncias em guerra. O facto de apenas existir um movimento de libertação – o PAIGC – tornou mais fácil chegar a um entendimento entre as entidades portuguesas e aquele movimento para, no fundo, aquelas reconhecerem a independência que já tinha sido unilateralmente declarada em 24 de Setembro de 1973. Após esta data, não faltaram países a reconhecerem o novo Estado: até ao final daquele ano, foram cerca de 40 e, em 31 de Maio de 1974, eram já 84. O 10 de Setembro de 1974 marca, assim, o início do rumo político de um novo Estado, deixado agora totalmente nas mãos do povo guineense, melhor dizendo, na mãos dos dirigentes políticos guineenses. Embora para estes, o dia efectivo da independência seja o 24 de Setembro de 1973. A Guiné-Bissau, desde então totalmente independente e administrada por mãos próprias, teve ao longo destes 34 anos muitas metamorfoses políticas que lhe proporcionaram grandes e graves contratempos para a consolidação da democracia, estabilidade política e desenvolvimento sócio-económico. Alguns anos sem eleições e com um sistema de partido único, depois golpes de Estado frequentes, a Guiné-Bissau acabou por “oferecer” ao seu povo graves desentendimentos políticos que só trouxeram desordens, pouco desenvolvimento e mais pobreza. De tal forma que muitos guineenses passaram a manifestar saudades do tempo em que os portugueses, apesar da nefasta guerra, distribuíam alimentação (arroz e outros produtos) em todo o território e apoiavam as populações que o desejassem, não só nas cidades e vilas, mas também nos locais mais recônditos onde existissem Tabancas.

Introduction 1. The present report is submitted pursuant to Security Council resolution 2267 (2016), by which the Council extended the mandate of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) until 28 February 2017 and requested me to report every six months on the situation in Guinea-Bissau and on progress made in the implementation of the resolution and the mandate of UNIOGBIS. The report also provides an update on key political, security, human rights, socioeconomic and humanitarian developments in Guinea-Bissau since my report of 2 August 2016 (S/2016/675). II. Major developments A. Political situation 2. The political situation in Guinea-Bissau continued to be dominated by the protracted political impasse in the country and by regional and international efforts to find a sustainable solution. A high-level delegation from the Economic Community of West African States (ECOWAS), led by the President of Guinea, Alpha Condé, in his capacity as ECOWAS Mediator for Guinea-Bissau, visited Bissau on 10 September. He was accompanied by the President of Sierra Leone, Ernest Bai Koroma, the Ministers for Foreign Affairs of Liberia and Sierra Leone, Marjon Vashti Kamara and Samura M.W. Kamara, and the President of the ECOWAS Commission, Marcel de Souza. The delegation held consultations with national political stakeholders, including the President, José Mário Vaz, the Speaker of the National Assembly, Cipriano Cassamá, the Prime Minister, Baciro Dja, representatives of the five parties with parliamentary seats and the group of 15 parliamentarians who had been expelled from the African Party for the Independence of Guinea and Cabo Verde (PAIGC).

    United Nations S/2018/791 Security Council Distr.: General 28 August 2018 Original: English Report of the Secretary-General on the progress made with regard to the stabilization and restoration of constitutional order in Guinea-Bissau I. Introduction 1. The present report, submitted pursuant to paragraph 28 of Security Council resolution 2404 (2018), is my fourth report on the progress made by Guinea-Bissau with regard to the stabilization and restoration of constitutional order in the country. It provides an update on relevant developments since my previous report, of 23 August 2017 (S/2017/715), and includes recommendations on the continuation of the sanctions regime, pursuant to Council resolution 2404 (2018) and in line with paragraph 12 of resolution 2048 (2012). 2. In fulfilment of the above request from the Security Council, the Department of Political Affairs undertook an assessment, in cooperation with the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS). During the same period, the Chair of the Security Council Committee established pursuant to resolution 2048 (2012) concerning Guinea-Bissau visited Bissau from 25 to 27 June 2018. A representative of the Secretariat participated in the Chair’s meetings with key stakeholders. II. Key findings 3. Since my previous report, there have been some encouraging signs of progress towards the resolution of the political and institutional impasse in Guinea-Bissau. Consensus on a new inclusive Government has been achieved, plenary sessions of the National Assembly have resumed, a state budget has been adopted, and the date for holding legislative elections has been set for 18 November 2018.

The present report is submitted pursuant to Security Council resolution 2458 (2019), by which the Council extended the mandate of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) until 28 February 2020 and requested that I report every six months on the situation in Guinea-Bissau and on progress made in the implementation of the resolution. The report also provides an update on key political, security, human rights and socioeconomic developments in Guinea-Bissau since my report of 7 February 2019 (S/2019/115). II. Major developments A. Political situation 2. Despite a difficult preparatory process, as highlighted in my previous report, the twice-delayed legislative elections took place on 10 March 2019 and were deemed credible by international electoral observers from the African Union, the Community of Portuguese-speaking Countries, the Economic Community of West African States (ECOWAS), the Organization of Islamic Cooperation, the United Kingdom of Great Britain and Northern Ireland and the United States of America. However, renewed tensions marked the aftermath of the legislative elections. The Group of Five international partners represented in Guinea-Bissau (the African Union, the Community of Portuguese-speaking Countries, ECOWAS, the European Union and the United Nations) continued to engage and encourage the country’s political actors to seek solutions within the framework of the Constitution of Guinea-Bissau and the rule of law.
