Welcome aboard the River Valley Transit Bus System!

River Valley Transit is celebrating 50 years of public transportation in the City of Williamsport and surrounding communities. On August 8, 1969, the City officially began operation of the buses under the newly created Williamsport Bureau of Transportation (WBT), having purchased the privately operated Williamsport Bus Company with the help of grants from the federal Urban Mass Transportation Administration and the Pennsylvania Department of Transportation.

For you History buffs, the first decade of this transition from private to public transit saw construction of a new maintenance facility and office space for the Bureau of Transportation and the purchase of twelve new Twin-Coach buses in its initial attempt to update its antiquated fleet. While the City of Williamsport was the owner and operator of the new transit system, a partnership including surrounding communities – including Old Lycoming and Loyalsock Townships along with the boroughs of Montoursville, South Williamsport, and Duboistown – was formed to provide local funds necessary to provide local matches state and federal operating grants. In 1977 WBT implemented a comprehensive new system of routes and schedules that greatly improved service levels and ridership, which reached the one million mark for the first time in 1979!

In 1980, although still the Williamsport Bureau of Transportation for administrative purposes, the operating system changed its name to City Bus, with the motto “We Take Pride in Every Ride.” In that same year City Bus began to upgrade its fleet with the acquisition of eight new GMC fully-accessible buses with wheelchair ramps and lifts, and then in 1983 it purchased seven new Neoplan buses, making the City Bus fleet the most modern in Pennsylvania. Also, in its first move toward regionalization, City Bus extended bus service to the Lycoming Mall and the Borough of Muncy in 1988. In 1990 City Bus purchased the first of its three trolleys.

As a result of a study of downtown Williamsport infrastructure needs, a development plan was conducted by the City, Lycoming County, and the Chamber of Commerce. In 1998 construction began on a transit facility on the corner of Third and Pine streets. This Trade & Transit Center I, which opened in 1999 on the former site of L.L. Stearns Department Store, operates as a central hub for transit system operations which facilitates easy transfers and provides numerous amenities for passengers. A decade and a half later the Trade & Transit Centre II was built to expand RVT’s downtown hub.

In 2003 service was initiated on the new Tri-Town connector which linked the Boroughs of Montgomery and Hughesville with Muncy and Lycoming Mall. In 2005 City Bus changed its name to River Valley Transit (RVT) to better represent its commitment to meeting the mobility needs of the public throughout the River Valley Region. This regional involvement grew substantially in 2011 when RVT began managing the Endless Mountains Transportation Authority, now know as BeST Transit, which operates fixed route and shared ride service in Bradford, Tioga, and Sullivan Counties to the North of Williamsport. And, currently, RVT is conducting a three year demonstration program to provide bus service in nearby Clinton County and the City of Lock Haven. In addition, we are exploring the possibility of extending fixed route service to Columbia, Montour, Northumberland, Union, and Snyder Counties below Williamsport. Along the way, as RVT has continued to upgrade its fleet, it has been fulfilling a long-time commitment to operate only clean-air compressed natural gas fueled vehicles, and we now have 19 CNG buses in the fleet with four more on order.

Summary of Route Changes Effective Monday, August 5, 2019

• Tri Town Connector Montgomery will service Muncy Green inbound and outbound. Outbound and inbound to and from Muncy the bus will use John Brady Dr. instead of I-180.

• Tri Town Hughesville will service Muncy Green inbound and outbound. The time point for both routes at Muncy Green will be :34 after outbound and :21 after inbound.

• The Lycoming Mall bus will proceed from the Transit Centre on Third St. to Mulberry to Washington Blvd. to Third St. Inbound the route will be Third to Washington Blvd. to Mulberry to 4th to William to the TTC. Additionally, there will not be a Lycoming Mall bus departing the TTC on the half hour on Fridays and Saturdays.

• The Nightline East bus will proceed outbound the same as the Mall bus. The bus will exit I-180 at the Lycoming Mall exit and proceed to Lycoming Crossing. There is no service to the Lycoming Mall. Inbound from Walmart the bus will use Montour St. to Broad St. to Third St. instead of I-180. Also inbound the bus will turn from Washington Blvd. onto Mulberry to 4th to Pine to the TTC.

• The Nightline West inbound will be 4th to Grier to 3rd to Maynard to 4th.

Transit Information Centre - Located inside the transit lobby, the Transit Information Centre is open for you to purchase tokens, passes and obtain information pertaining to various River Valley Transit programs. The information center is staffed by River Valley Transit personnel. Transit Information System (TIS) - Bus stop display signs are located inside the transit lobby and outside along Transit Drive. These signs, and announcements over the PA system, provide the location of buses arriving and departing from the Trade & Transit Centre.

Park-N-Ride - In an arrangement with the Williamsport Parking Authority, River Valley Transit has secured parking spaces in the Third Street parking garage. If you park at the garage and utilize any River Valley Transit service, you can park for free up to two (2) hours. Simply obtain a transfer upon departing the bus and show this transfer to the booth attendant. Penn College and Lycoming College students park free for any amount of time by showing this transfer along with a current, valid school ID. Park ‘N Ride Locations: • Loyalsock Township. Look at the map in the schedule and locate the time point right before your stop. The number of this time point on the map corresponds to the numbered columns in the timetable section of the schedule.

Times listed in the columns give the time when the bus is scheduled to leave that time point. If you are at a stop which is located between time points, the bus will arrive after the time shown for the previous time point, but before the time shown for the next time point. Time points are numbered in the direction the bus runs along the route.

River Valley Transit Paratransit Service is operated by the River Valley Transportation Services in compliance with the Americans with Disabilities Act of 1990 (ADA).

ELIGIBILITY: River Valley Transit Plus provides transportation services for those individuals with disabilities that prevent them from using the fixed route buses. The disability must make it impossible to board buses or to navigate through the bus system because of a physical or cognitive impairment. Additionally, those with a specific disability related condition which interacts with architectural or environmental barriers to prevent travel to and from bus stops may also be eligible.

Individuals must be certified as ADA eligible before they can utilize the River Valley Transit Paratransit Service. Applications are available from River Valley Transit and various agencies. Call River Valley Transit at 570-326-2500 (Voice) or 570-327-7506 (TDD) for more information.

SERVICE AREA, DAYS AND HOURS: The River Valley Transit Paratransit Service area is defined by 3/4 of a mile from any River Valley Transit route and within the municipalities participating in the River Valley Transit fixed route system. A map showing the specific service area is available from River Valley Transit.

River Valley Transit Paratransit Service will be available the same days and hours as the River Valley Transit fixed route system.

FARES: For each trip you make on River Valley Transit Paratransit Service, a fare of $4.00 will be charged. Each stop you make is counted as one trip.

VOTER REGISTRATION: As part of the ADA complimentary service, River Valley Transit is required by federal law to offer voterregistration opportunities to all age eligible clients. With your application for River Valley Transit Paratransit Service, River Valley Transit will include a voter registration form or you can register to vote at the River Valley Transit main office at 1500 West Third Street, Williamsport. Assistance in completing the voter registration form will be provided upon request or by calling the Pennsylvania Department of State Bureau of Elections at 1-800- 552-VOTE or the Lycoming County Voter Registration Office at 570-327-2267.

RIVER VALLEY TRANSIT ADA/TRANSIT ADVISORY COMMITTEE: If you want to be a part of the River Valley Transit ADA/Transit Advisory Committee, please feel free to call River Valley Transit. This committee meets on a quarterly basis to discuss issues related to the accessible fixed route service, paratransit service, and other related topics.

River Valley Transit operates route/point deviation services 3/4 of a mile from any River Valley Transit fixed routes within the Greater Williamsport Area. RVT Title VI Compliance

The ADA regulations require public entities operating fixed route transportation service to provide paratransit as a complement to their fixed route service. This paratransit service, intended for people who cannot use accessible fixed route transportation, must be comparable to the fixed route system in forms of coverage and level of service. This service has to be provided during the same days and hours as fixed route service with comparable fares. Service has to be provided to locations within 3/4 of a mile of the River Valley Transit routes.

River Valley Transit Plus, WBT’s ADA paratransit service, was initiated in November 1992, making complementary paratransit service available to ADA eligible clients. In November 1996, River Valley Transit Plus obtained full compliance with all six ADA paratransit service requirements. River Valley Transit Plus service is available from 5:30 a.m. to 11:45 p.m., Monday through Saturday.

Responsibility for service delivery has been contracted with STEP, Inc., which operates a larger shared ride paratransit service in the area. WBT certifies clients as eligible for the paratransit service, but STEP is responsible for accepting reservations and providing transportation to meet trip requests. The ADA paratransit service fare, which is currently $4.00, is twice the River Valley Transit base fare.
