Aruba, Curaçao and Sint Maarten made up part of the Netherlands Antilles until their dissolution in 2010. The Netherlands has since governed the other Netherlands Antilles islands as (special) municipalities: Bonaire, Sint Eustatius and Saba. NB Bonaire, Sint Eustatius and Saba, also referred to as the BES islands, are described under the education system for Curaçao. Form of government The Netherlands is a parliamentary democracy with a king as its head of state and a government led by a prime minister. Parliament comprises the Senate, with a total of 75 members, and the House of Representatives with 150 members. The Netherlands is divided into 12 provinces. The responsibilities of the government and provinces are set out in the constitution. European Union As a Western European nation, the Netherlands has been a member of the EU since 1958. Aruba, Curaçao, Sint Maarten and the Dutch municipalities in the Caribbean are not part of the EU. Education The Ministry of Education, Culture and Science (ministerie van Onderwijs, Cultuur en Wetenschap – OCW) is responsible for the education system and must comply with relevant national legislation in the form of: • the Primary Education Act; • the Secondary Education Act; • the Act on Vocational Education and Training (WEB); • the Higher Education and Scientific Research Act (WHW); • the Student Finance Act 2000 (WSF 2000). The WSF was most recently amended in 2007, with the following major result: effective 1 September 2007, students working to obtain a higher education degree abroad may continue to receive their grants and loans under specific circumstances. Ministry of Education The Ministry of Education, Culture and Science is largely responsible for education funding, sets general education policy and determines the broad frameworks in terms of admission requirements and the structure and objectives of the Education system The Netherlands | Nuffic | 2nd Edition, January 2011 | Version 6, July 2019 5 Flow chart Education system The Netherlands education system. The Ministry of Health, Welfare and Sport and the Ministry of Economic Affairs and Climate Policy are also involved in substantive aspects of higher education. Institutions at all levels (primary, secondary and higher education) have been offered a greater degree of freedom to implement government policy as they see fit. Education system The Dutch education system is made up of: • primary education; • secondary education; and • higher education. Higher education is based around a binary system, which distinguishes between: • research-oriented higher education (WO); and • higher professional education (HBO). General features • Compulsory education: age 5 to 16. • Language of instruction: Dutch, although English is increasingly common (at all levels). • School year: August to July (varies depending on the region). • Academic year: 1 September to 31 August. Education system The Netherlands | Nuffic | 2nd Edition, January 2011 | Version 6, July 2019 6 Flow chart Education system The Netherlands Primary and secondary education Primary education Dutch children receive primary education (basisonderwijs): • between the ages of 4 and 12; • it is compulsory from age 5. Primary education lasts 8 years (groups 1-8) and is offered at primary schools and special needs primary schools. These forms of education are jointly referred to as primary education. There are both public and special primary schools; the latter are based around a specific belief and/or didactic principle (e.g. Dalton Plan and Montessori schools). A total of 19 primary schools also offer bilingual education (vroegvreemdetalenonderwijs, VVTO). Pupils subsequently transfer to secondary education institutions at various levels, depending on their results. Pupils in group 8, the final year of primary education, choose a secondary education pathway. This choice will generally be based on the school type recommendation. Secondary education There are 2 basic pathways: • general education (VMBO-T, and HAVO or VWO); • pre-vocational secondary education (VMBO-bb/kb/gl). Secondary education (voortgezet onderwijs), which was referred to as middelbaar onderwijs prior to introduction of the so-called Mammoth Act in 1968, is intended for children aged 12 through 16, 17 or 18. Education is compulsory for pupils aged 5 to 16. Young people between the ages of 16–18 are subject to basic qualification requirement, i.e. they must attend school until they have obtained a diploma (basic qualification) or reached the age of 18. General secondary education (HAVO/VWO) Pupils can choose between 2 types of education: • senior general secondary education (hoger algemeen voortgezet onderwijs, HAVO); • pre-university education (voorbereidend wetenschappelijk onderwijs, VWO). There are various types of VWO schools: • gymnasium • atheneum • VWO+ • technasium Education system The Netherlands | Nuffic | 2nd Edition, January 2011 | Version 6, July 2019 7 Flow chart Education system The Netherlands Pupils at a gymnasium follow all regular atheneum subjects supplemented with Greek and Latin. VWO+ (VWO plus) consists of atheneum subjects supplemented with Latin. VWO and HAVO pupils can opt for a technasium. This is a type of school that emphasises research & design and focuses on the development of sciences-related skills. Some schools also offer bilingual education (tweetalig onderwijs, TTO). At these schools, HAVO and VWO pupils are taught part of the curriculum in a second language. Although this will generally be English, German and French are logically more common in the border regions with Germany and Belgium respectively. At least 50% of all lower-year classes are taught in the second language. Senior general secondary education (HAVO) • Duration: 5 years (3 initial lower-level years + 2 upper years). • Content: broad range of subjects during the initial years, followed by a subject cluster (profiel) for more in-depth specialisation. Diploma: HAVO diploma, following a national examination in at least 7 subjects. Pre-university education (VWO) • Duration: 6 years (3 initial lower-level years + 3 upper years). • Content: broad range of subjects during the initial years, followed by a subject cluster (profiel) for more in-depth specialisation. Diploma: VWO diploma, following a national examination in at least 8 subjects. The lower-level years offer a broad range of subjects that are basically accessible to all pupils with a HAVO or VWO recommendation. All pupils must also take part in orientation programmes aimed at finding a suitable future study and profession. After 1 or 2 years of transition class, pupils will be issued a recommendation for HAVO or VWO. Subject cluster By the end of year 3, pupils must choose 1 of the 4 available subject clusters in preparation for the various higher education tracks: • culture and society • economics

    The PhD and the degree structure of South African higher education: A brief and rough guide [Presented at the CHET seminar 'Knowledge Production in South African Higher Education' on 23 February 2012] While the PhD has come to be generally known as the highest qualification offered in higher education it by no means always has the same connotation or a universal significance. Depending on the historical trajectory and degree structure of the higher education system concerned the PhD can radically differ in content, status and function. Doctoral qualifications have a long history; significantly, though, the PhD was not always considered to be either the pinnacle or supreme benchmark of higher education. In the Oxbridge tradition of teaching universities, for example, the PhD long had a marginal function and a somewhat dubious status. The increasing prominence of the PhD was closely associated with the rise of the German and American model of the research university since the late 19th century. Even so, it should also be noted that European higher degree systems traditionally differentiated between two types of terminal qualifications: the ‘research doctorate’ as distinct from the (professional) Habilitation in Germany, the doctorandus (drs) as distinct from the doctor (dr) in the Netherlands, the different categories of (research) doctorates in France etc. On closer examination it also transpires that in the US, too, the research PhD or doctoral program is by no means the only trajectory to a terminal higher education qualification.     Classifying Educational Programmes Manual for ISCED-97 Implementation in OECD Countries 1999 Edition ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT Foreword As the structure of educational systems varies widely between countries, a framework to collect and report data on educational programmes with a similar level of educational content is a clear prerequisite for the production of internationally comparable education statistics and indicators. In 1997, a revised International Standard Classification of Education (ISCED-97) was adopted by the UNESCO General Conference. This multi-dimensional framework has the potential to greatly improve the comparability of education statistics – as data collected under this framework will allow for the comparison of educational programmes with similar levels of educational content – and to better reflect complex educational pathways in the OECD indicators. The purpose of Classifying Educational Programmes: Manual for ISCED-97 Implementation in OECD Countries is to give clear guidance to OECD countries on how to implement the ISCED-97 framework in international data collections. First, this manual summarises the rationale for the revised ISCED framework, as well as the defining characteristics of the ISCED-97 levels and cross-classification categories for OECD countries, emphasising the criteria that define the boundaries between educational levels. The methodology for applying ISCED-97 in the national context that is described in this manual has been developed and agreed upon by the OECD/INES Technical Group, a working group on education statistics and indicators representing 29 OECD countries. The OECD Secretariat has also worked closely with both EUROSTAT and UNESCO to ensure that ISCED-97 will be implemented in a uniform manner across all countries.

Design/methodology/approach – The authors carried out two surveys amongst alumni of the integrated environmental science program of Utrecht University and their employers. The surveys addressed alumni’s working experiences and employers’ assessment of the core competencies of environmental science graduates. Findings – The surveys indicated that environmental science graduates have a fairly strong position on the labor market. They are employed in a diverse range of functions and working sectors, including consultancy agencies, research institutions, governmental organizations and NGOs. Graduates as well as employers consider a number of generic academic skills (e.g. intellectual qualities, communication skills) as well as discipline specific professional knowledge and practical skills as important competencies for the working practice of environmental scientists. Practical implications – These insights can be used for the improvement of environmental science curricula in order to increase the employability of their graduates. Originality/value – This paper presents data on the labor market position of graduates of “integrated” environmental science programs and provides insights into the core competencies of these graduates.     Doctorate 1 Doctorate A doctorate is an academic degree or professional degree that, in most countries, qualifies the holder to teach at the university level in the specific field of his or her degree, or to work in a specific profession. The research doctorate, or the Doctor of Philosophy (Ph.D.) and its equivalent titles, represents the highest academic qualification. While the structure of U.S. doctoral programs is more formal and complex than in some other systems, the research doctorate is not awarded for the preliminary advanced study that leads to doctoral candidacy, but rather for successfully completing and defending the independent research presented in the form of the doctoral dissertation (thesis). Several first-professional degrees use the term “doctor” in their title, such as the Juris Doctor and the US version of the Doctor of Medicine, but these degrees do not universally contain an independent research component or always require a dissertation (thesis) and should not be confused with PhD degrees or other research doctorates.[1] In fact many universities offer Ph.D followed by a professional doctorate degree or joint Ph.D. with the professional degree (most often Ph.D. work comes sequential to the professional degree): eg. Ph.D. in law after J.D. or equivalent [2][3][4][5] in physical therapy after DPT,[6][7] in pharmacy after DPharm.[8][9] Often such professional degrees are refereed as entry level doctorate program [10][11][12] and Ph.D as postprofessional doctorate. In some countries, the highest degree in a given field is called a terminal degree, although this is by no means universal (the term is not in general use in the UK, for example), practice varies from country to country.

ABSTRACT The transformations, since WW II, of the system of mental health care in the U.S.A., have been described as a movement from exclusion to inclusion. One of the most important changes, the expansion, through patient's rights litigation, of the mental patient's constitutional rights, has had the effect of making traditional exclusionary forms of care in the large state mental hospital ethically unacceptable. The result has been a form of inadvertent inclusion of the mental patient in the community. Because of altered commitment procedures and reduced lengths of stay, the mental patient now spends most of his time in the community. In this -service context, high rates of readmission to public mental hospitals developed into a major public problem. High readmission rates are seen as the result of a mismatch between available services and the chronicity of the patient's disorder.
