Penerbitan buku ini diharapkan dapat bermanfaat bagi kehidupan bangsa dan negara Indonesia dalam memahami dan mengenal sumber-sumber karakteristik kegempaan serta dampak dan risiko yang akan ditimbulkannya. Gempa adalah salah satu fenomena alam yang tidak dapat kita hindari atau tidak dapat dicegah. Kemunculan peristiwa gempa sangatlah sulit untuk diprediksi secara akurat. Oleh karena itu, hal ini menempatkan gempa sebagai salah satu bencana terbesar di Indonesia karena risiko yang dapat ditimbulkan. Sebagaimana diketahui seluruh wilayah Indonesia berada pada kawasan Cincin Api Pasifik, yaitu suatu kawasan yang paling sering mengalami gempa. Oleh karena itu dapat dikatakan, Indonesia selalu berhadapan dengan ancaman goncangan akibat pergerakan lempeng tektonik. Goncangan ini setidaknya dapat terjadi hampir setiap hari dengan kekuatan sekitar magnitudo 5 atau 6. Kekuatan yang lebih tinggi di atas magnitudo 7 juga berpotensi muncul yang diprediksi yang setiap tahunnya dapat terjadi dua hingga tiga kali. Risiko bahaya yang ditimbulkan sungguh luar biasa, baik berdasarkan iii korban jiwa maupun kerusakan infrastruktur dan terganggunya lingkungan hidup. Hal ini dapat dirasakan ketika gempa yang terjadi di Kabupaten Pidie Jaya, Provinsi Aceh pada hari Rabu,7 Desember 2016, Pukul 05.03.36 WIB. Gempa dengan kekuatan magnitudo 6,5 menimbulkan korban jiwa 104 orang, 139 orang luka berat, 718 orang luka ringan, dan 43.529 orang harus mengungsi. Disamping itu, gempa tersebut telah mengakibatkan kerugian infratruktur yang sangat besar. Puluhan ribu rumah dan gedung mengalami kerusakan dan roboh, jalan dan jembatan rusak, dan terganggunya sinyal komunikasi sehingga menimbulkan pemadaman listrik. Menyadari begitu besarnya dampak yang ditimbulkan oleh peristiwa gempa sebagaimana yang terjadi di Pidie Jaya, pemerintah dan seluruh lapisan masyarakat dituntut untuk selalu waspada dengan melakukan berbagai tindakan pencegahan. Melalui “kesiapsiagaan” berbagai dampak atau risiko yang mungkin timbul dapat diminimalkan. Untuk itu, semua informasi sumber gempa, penguasaan ilmu pengetahuan dan teknologi untuk penanganan pencegahan, penelitian dan penyiapan standar pedoman manual mitigasi bencana harus disebarkan kepada seluruh masyarakat Indonesia. Tersusunnya buku Peta Sumber dan Bahaya Gempa Indonesia Tahun 2017 oleh Tim Pemutakhiran Peta Bahaya Gempa Indonesia Tahun 2017 dan Penyiapan Pusat Studi Gempa Nasional dapat dijadikan ukuran capaian kinerja dari para peneliti dan akademisi dari beberapa kementerian dan lembaga, serta para praktisi dan asosiasi, untuk kepentingan bangsa dalam mempersiapkan masyarakat Indonesia untuk mampu menyiapkan diri dalam menghadapi bencana gempa kelak. Data sumber kegempaan yang ada hingga saat ini dapat menjadi acuan dasar yang lengkap dan akurat, khususnya dalam menyusun pemutakhiran peta bahaya gempa 2017, sehingga proses penyiapan peta ini dapat berlangsung secara terpadu dan berkelanjutan. iv Saya berharap bahwa buku ini dapat disebarluaskan dan dipublikasikan kepada seluruh masyarakat Indonesia, khususnya untuk dijadikan acuan bagi para peneliti dan akademisi serta seluruh lapisan masyarakat. Selain itu, penerbitan buku ini diharapkan dapat menyadarkan seluruh masyarakat Indonesia dalam memahami bahwa wilayah Indonesia sangat rawan terhadap bahaya gempa. Peristiwa gempa tidak dapat dihindari dan diprediksi secara tepat kapan akan terjadi. Hal ini tentunya akan menimbulkan ancaman bagi seluruh aspek kehidupan masyarakat Indonesia. Segala upaya untuk mengurangi risiko bahaya gempa perlu dilakukan dengan tindakan pencegahan sebagai tindakan preventif penanggulangan bencana. Salah satu upaya yang dilakukan adalah dengan pemutakhiran Peta Hazard Gempa Indonesia 2010 yang dilakukan pada tahun 2017. Peta Bahaya Gempa Indonesia 2017 yang terdapat dalam buku ini dapat dijadikan acuan dan diterapkan untuk kepentingan perencanaan, pelaksanaan, dan pengendalian pembangunan infrastruktur, khususnya untuk mengurangi risiko bahaya gempa. Sc. viii KATA PENGANTAR Menindaklanjuti penugasan Bapak Menteri Pekerjaan Umum dan Perumahan Rakyat tentang perlunya pemutakhiran Peta Bahaya Gempa 2010 yang digunakan sebagai standar perencanaan gedung dan infrastruktur tahan gempa Indonesia, maka Pusat Penelitian dan Pengembangan Perumahan dan Permukiman, Badan Penelitian dan Pengembangan, telah selesai melakukan menyusun Peta Sumber dan Bahaya Gempa Indonesia Tahun 2017. Proses penyusunan Peta Sumber dan Bahaya Gempa Indonesia Tahun 2017 saat ini berbeda dengan yang telah dilaksanakan sebelumnya. Proses pemutakhiran peta yang dilakukan saat ini telah memperhatikan rencana penyusunan yang terarah, terpadu, terkoordinasi, secara berkala dan berkelanjutan. Untuk itu, diperlukan Pusat Studi Gempa Nasional (PuSGeN) yang mewadahi kegiatan yang melibatkan para peneliti, para akademisi, dan para pakar/praktisi dengan fungsi memberikan informasi ilmiah kegempaan untuk mempersiapkan bangsa Indonesia dalam menghadapi bahaya dan risiko gempa. Adapun tugasnya adalah 1) meneliti dan mengembangkan, mendiseminasi serta mempromosikan ilmu pengetahuan dan teknologi, perangkat-perangkat, dan praktik-praktik pengurangan risiko bencana gempa, 2) membangun sinergi antardisiplin ilmu dan kelembagaan yang terkait dengan gempa. PuSGeN beranggotakan tim penyusun dari Kementerian Pekerjaan Umum dan Perumahan Rakyat, Kementerian Energi dan Sumber Daya Mineral, Kementerian Riset Teknologi dan Pendidikan Tinggi, Kementerian Perhubungan, Badan Meteorologi Klimatologi dan Geofisika, Badan Nasional Penanggulangan Bencana, Lembaga Ilmu Pengetahuan Indonesia, Badan Informasi Geospasial, Institut Teknologi Bandung, dan unsur asosiasi serta didukung oleh Geoscience Australia. Adapun pelaksanaan kegiatan Tim Pemuktahiran Peta Bahaya Gempa Indonesia Tahun 2017 dan Penyiapan Pusat Studi Gempa Nasional dibebankan kepada DIPA Kegiatan Pengembangan Kerja Sama di Pusat Litbang Perumahan dan Permukiman, Badan Litbang, Kementerian Pekerjaan Umum dan Perumahan Rakyat Tahun Anggaran 2017. Hasil capaian kegiatan PuSGeN adalah tersusunnya “Peta Sumber dan Bahaya Gempa Indonesia Tahun 2017” serta konsep “Organisasi dan Tata Laksana Pusat Studi Gempa Nasional”. To evaluate the seismic hazard along the Great Sumatran fault (GSF), we installed the Aceh GNSS network for the Sumatran fault system (AGNeSS) in March 2005. The AGNeSS observed co-seismic offsets due to the April 11, 2012 Indian Ocean earthquake (Mw 8.6), which is the largest intraplate earthquake recorded in history. The largest offset at the AGNeSS site was approximately 14.9 cm. Two Mw 6.1 earthquakes occurred within AGNeSS in 2013, one on January 21 and the other on July 2. We estimated the fault parameters of the two events using a Markov chain Monte Carlo method. The estimated fault parameter of the first event was a right-lateral strike-slip where the strike was oriented in approximately the same direction as the surface trace of the GSF. The estimated peak value of the probability density function for the static stress drop was approximately 0.7 MPa. On the other hand, the co-seis- mic displacement fields of the second event from nearby GNSS sites clearly showed a left-lateral motion on a north- east–southwest trending fault plane and supported the contention that the July 2 event broke at the conjugate fault of the GSF.

CHENG3 SUMMARY Singapore is believed to be located in an aseismic region. However, tremors caused by distant Sumatra earthquakes have reportedly been felt in Singapore for many years. Based on previous studies for Singapore, the maximum credible earthquakes (MCEs) from Sumatra have been hypothesized to be a subduction earthquake (Mw = 9.0) and a strike-slip earthquake (Mw = 7.5). Response at a soft soil site in Singapore to the synthetic bedrock motions corresponding to these maximum credible earthquakes are simulated using a one-dimensional wave propagation method based on the equivalent-linear technique. A typical high-rise residential building in Singapore is analyzed to study its responses subjected to the MCE ground motions at both the rock site and the soft soil site. The results show that the base shear force ratios would exceed the local code requirement on the notional horizontal load for buildings. Because of the large aspect ratio of the floor plan of the typical building, the effects of flexible diaphragms are also included in the seismic response analyses. INTRODUCTION The 1985 Michoacan earthquake, in which a large earthquake (Ms = 8.1) along the coast of Mexico, caused destructions and loss of lives in Mexico City, 350 km away from the epicenter. Learning from the Michoacan earthquake, it has been recognized that urban areas located rather distantly from earthquake sources may not be completely safe from the far-field effects of earth tremors.

Resosudarmo Division of Economics Research School of Pacific and Asian Studies Australian National University E-mail: [email protected] [email protected] Abstract: The purpose of this paper is to document and analyze the immediate economic impact of the Indian Ocean tsunami generated by the Sumatra-Andaman earthquake of 26 December 2004 and the disaster management process in the immediate aftermath of the disaster with a focus on the two worst affected countries – Indonesia (Aceh province) and Sri Lanka. The 26 December Tsunami is unique among large disasters in recorded human history, not only because of the sheer number of causalities and massive displacement of people, but also because of the unprecedented international donor response and the logistic challenges faced by international organizations and aid agencies in organizing and coordinating relief efforts. Our preliminary findings points to the importance of educating the public about simple precautions in the event of a disaster and enforcement of coastal environmental regulations as disaster prevention policies. The findings also makes a strong case for designing policies and programs, as an integral part of national development strategy, for mitigating the impact of natural disasters on the poor and highlights the need for combining international aid commitments with innovative approaches to redressing problems of limited aid absorptive capacity in disaster affected countries. Southern segment of Sumatran fault is one of sources of earthquakes in Lampung Province. Hazard map is used as consideration in developing region. The source of hazard comes from stress accumulation of crust which can be derived from movement of points in surface. The study of determining fault location which is source of hazard is important for sustainable development in Lampung Province. The source of hazard is southern segment of Sumatran fault which stretched on Tanggamus, Lampung in south end of Sumatra Island. Tanggamus District has capital in Kota Agung, one of cities with oldest civilization in Lampung Province so that its natural landscape had sedimentated. It causes the delineation of Sumatran Fault Zone by using Digital Terrain Model conducted on previous research had the flaw. This study uses GPS Displacement Data as tool to determine the location of fault beside Shuttle Radar Topography Mission (SRTM) Data and seismic activity. SRTM Data which is conditional equivalent with Digital Terrain Model has 30 meter resolution and measured in 2018. Seismic activity used in this research is obtained from USGS from last 100 years. Seismic activity used as support data to determine whether the fault delineated with SRTM and GPS displacement is active. GPS displacement is calculated from GPS coordinates measured periodically from 2006 to 2019.
