1.0 Introduction

1.1 South Stainley is a small rural village located in the District of North , approximately five miles north of Harrogate and six miles south of on the A61 Ripon Road.

1.2 The development site, which is expected to accommodate the development of circa 25 dwellings, is bordered by the A61 on its western extent, agricultural land directly to the north, the village of South Stainley to the east and an access road to the south. Access to the village of South Stainley is via Church Lane. The site location is shown in Figure 1 below.

1.3 The A61 is a major route connecting Harrogate to Ripon. South Stainley and the site are adjacent to the Harrogate to Ripon section of the route which is subject to the national speed limit of 60mph.

1.4 The access road located to the south of the site provides a route to several properties and an existing gated access into the site. This access benefits from a right turn ghost island at its junction with the A61, allowing vehicles turning into the access to wait safely before turning into the access road.

1.5 Church Lane is located 150m to the north of the site on the A61 and also benefits from a ghost island right turn lane. The road has no footway on either side of the

carriageway and is not heavily trafficked, it provides access to South Stainley, the Parish Church of Saint Wilfred and a number of public footpaths and bridleways. The road terminates once through the village and turns into a bridleway

2.0 Sustainability

2.1 South Stainley is a small village consisting of a pub, a church, several farms and a small number of residential houses.

2.2 There is an existing pedestrian footway along the western side of the A61 which provides a pedestrian route to the local pub and the bus stops located to the north of the site.

2.3 The bus stops are located within walking distance approximately 200m north from the centre of the site on the A61. The Transdev 36 City Connect Bus service from Ripon to Harrogate and Leeds runs every 15-20 minutes throughout the day and provides a good connection to the local employment areas.

2.4 The Transdev 36 City Connect service provides a high quality alternative to car travel, with a top of the range fleet providing passengers with USB charging points, access to 4g WiFi, personal tables and quilted leather seats. Table 2.1 below shows the likely travel times to the major destinations.

2.5 In addition to the Transdev 36 City Connect service there is a school bus which runs from Ripon to Harrogate in the morning and returns in the evening. The school bus stops at two primary schools in Ripon and two secondary schools in Harrogate and picks up in numerous places in between.

2.6 There is little in the way of on carriageway cycling provision along the A61 or in the surrounding area due to its rural nature.

3.0 Access

3.1 There are two locations where suitable access into the site may be gained, the first being directly from the A61 on the western frontage of the site and the second from the access road to the south.

3.2 The first location would provide a suitable access from the A61, however based on TD 42/95 of DMRB, visibility splays on a 60mph road are required up to 215m in

both directions from the site access. This is currently unachievable in either direction at this time from any location along the site frontage.

3.3 In order to make this access location suitable it would be necessary to reduce the speed limit on the A61 through South Stainley to 40 mph. This would be appropriate in this location as the development of circa 25 homes would form an extension to the existing village creating a larger urbanised area fronting the A61.

3.4 The village of Wormald Green is a similar village to South Stainley. The village is located one mile north of South Stainley and the speed limit on the A61 through the village is 40mph. A drawing of the proposed access based on 40 mph speed limit and 120m visibility splays is appended to this document in Appendix BGH1 .

3.5 The second location considered appropriate for an access would be along the southern boundary of the site. The right turn into the access road from the A61 currently has a ghost island right turn pocket providing a safe place to wait before entering the access.

3.6 The access road would have to be widened to 5.5m and would require a larger radius on the northern kerbline to allow use by large vehicles for servicing. A drawing of this proposed access is in Appendix BGH2 .

3.7 Both access opportunities would allow the creation of a pedestrian footway along the eastern side of the A61 which may extend further north to Church Lane and the Red Lion pub subject to land ownership.

3.8 It is not anticipated that the number of trips likely to be generated by a development of circa 25 dwellings would have a material impact on the local road network.

4.0 Summary 4.1 The site is located in the rural village of South Stainley between Harrogate and Ripon. The village is very lightly populated with fewer than 30 homes and is accessed via Church Lane located to the north of the site.

4.2 Bus stops are located approximately 200m north of the site, Transdev 36 City Connect bus services are regular with a frequent service to Ripon, Harrogate and Leeds.

4.3 An access into the site could be formed from the A61 along the western frontage of the site but the introduction of a 40mph speed limit would be required to reduce speeds and allow an appropriate junction to be formed. This is considered appropriate as the site forms an extension of the existing village and makes the village more closely associated with the A61. Alternatively it may be possible to access the site from the access road located to the south.

4.4 The site itself is relatively small, circa 25 dwellings and is therefore unlikely to generate a significant number of trips, meaning that any development is not likely to have a material impact on the local highway network in operational terms.
