Victoria Government Gazette No. S 258 Wednesday 26 June 2019 By Authority of Victorian Government Printer Transport Integration Act 2010 TRANSPORT RESTRUCTURING ORDER (ROADS CORPORATION) NO. 1/2019 Order in Council This Order may be cited as the Transport Restructuring Order (Roads Corporation) No. 1/2019. The Governor in Council under Division 2 of Part 4A of the Transport Integration Act 2010 orders that: 1. Commencement This Order comes into operation on 1 July 2019. 2. Definitions 2.1 In this Order – ‘conferred functions’ means the functions conferred on the Head, Transport for Victoria by paragraph 3 of this Order. 2.2 Terms used in this Order have the same meaning as that term has in the Transport Integration Act 2010, unless the context otherwise requires. 3. Conferred functions The functions specified in Part A of Schedule 1 are conferred on the Head, Transport for Victoria. 4. Ongoing and concurrent conferral 4.1 The conferred functions are conferred on the Head, Transport for Victoria on an ongoing basis. 4.2 The conferred functions are to be performed or exercised concurrently by the Head, Transport for Victoria and the Roads Corporation (meaning that each of the Head, Transport for Victoria and the Roads Corporation may exercise the functions independently of the other). 5. Effect of conferral on the Head, Transport for Victoria The conferred functions are conferred on the Head, Transport for Victoria only to the extent that the exercise or performance of the function does not require the exercise of a function, power or duty conferred exclusively on another person or body by or under another Act. -

For the past few generations, myopia, carelessness and excessive valuation of the present over the future have been squandering that wonderful legacy. The economic and social life of this city will be deeply impaired by barriers to movement of people around the city unless chronic underinvestment over recent generations is remedied. The Melbourne Rail Plan 2019-50 demonstrates the way to correct the mistakes of recent generations, and that some contemporary Victorians are up to the challenge. The Report is comprehensive, creative and authoritative. It is an excellent foundation for rebuilding Melbourne to secure its position as one of the world’s most successful cities. Melbourne is growing more rapidly than any other large city in the developed world. -

The sessional volume for the first sitting period of the Fifth Parliament, from 12 February to 10 April 1866, contains the following preface dated 11 April: As a preface to the first volume of “Parliamentary Debates” (new series), it is not inappropriate to state that prior to the Fifth Parliament of Victoria the newspapers of the day virtually supplied the only records of the debates of the Legislature. With the commencement of the Fifth Parliament, however, an independent report was furnished by a special staff of reporters, and issued in weekly parts. This volume contains the complete reports of the proceedings of both Houses during the past session. In 2016 the Hansard Unit of the Department of Parliamentary Services continues the work begun 150 years ago of providing an accurate and complete report of the proceedings of both houses of the Victorian Parliament. QUESTIONS WITHOUT NOTICE MINISTERIAL RESPONSIBILITY Mr BROWN (Leader of the Opposition) - Does the Premier accept that it is a fundamental principle of the Westminster system that Ministers must accept responsibility for their actions and also for their departmental officers? Ms KIRNER (Premier) - This is a matter that has often been broadly discussed in this place. In my view Ministers take responsibility for their portfolios. Ministers are not always able to know everything that departmental officers do, but I believe if there is any difficulty with departmental officers two issues arise: the first is the principle of accountability to the community; the second concerns loyalty to officers which means Ministers owe them careful investigation of the circumstances but, where there is need for action, they act. I hope the Leader of the Opposition also has the same views for his own staff that I have just expressed. Mr McNAMARA (Leader of the National Party) - Will the Premier give the House an undertaking that she will dismiss any Minister involved in unlawful expenditure without Parliamentary authority and who refuses to resign? Ms KIRNER (Premier) - To fling that kind of issue around the House as though there may be something behind it is a very serious way to use this House. It is a hypothetical question. If there is a matter which members of this opposition want to put on the table let them put it on the table and we will deal with it. -
