Between the Cracks: Actor Fragmentation and Local Conflict Systems in the Libyan Civil War ....................................................................................................... 212 5 Thesis summary University of Sussex Andrea Carboni A thesis submitted for the degree of Doctor of Philosophy in Geography Essays on Political Elites and Violence in Changing Political Orders of Middle East and Africa This research project addresses the question of how political elites’ behaviour varies when competition among them is heightened. Focusing on changing political orders across Africa and the Middle East, it seeks to understand how political elites facing internal and external challenges manipulate local power structures for political survival purposes, resulting in distinct political trajectories. The thesis argues that local political and conflict environments are conditional on the nature of competition among elites. Volatile political transitions, intense popular unrest, and militarised environments all create distinct incentives and constraints which shape political orders, and determine the inclusion or exclusion of select elites in the resulting political settlement. Using a mixed-method research design which combines quantitative and qualitative methodologies, the thesis consists of five essays exploring select topics and three in-depth case studies. The essays address two cross-cutting themes. First, they show how elites reconfigure institutional structures to cement alliances and survive internal or external

Spanish) 1/4/2004 The Algerian Armed Forces: National and international challenges ∗ Carlos Echeverría Jesús THE ROLE OF THE ARMED FORCES: FROM INDEPENDENCE TO THE FIRST STEPS TOWARD DEMOCRACY (1962-1988) The Algerian Armed Forces arose from the National Liberation Army (ALN), particularly from the so-called ‘border army’ which, as General Jaled Nezzar recalls in his Memoirs, began to play a dominant role under the command of Colonel Houari Boumedienne in late 1959: this army relentlessly waged war on the French forces deployed on the borders of Morocco and Tunisia until the conflict ended in 1962 (1). Although the creation of the ALN itself dates back to 1954, it was not until the Summam Congress, on August 20, 1956, that its structure was determined and it became considered an instrument for implementing the policies developed by the party: the National Liberation Front (FLN). The internal struggles within the FLN-ALN tandem, both in and outside Algeria, have been described by many authors: both the confrontations within the National Council of the Algerian Revolution (CNRA) and those at the various FLN congresses during and immediately after the war –the Summam Congress (1956), Tripoli Congress (1962) and Algiers Congress (1964)– aimed at taking control of the embryo of the future Armed Forces. According to Mohamed Harbi, the session of the CNRA held in December 1959 – January 1960 was crucial, as it abolished the Ministry of the Armed Forces, replacing it with an Inter-Ministerial War Committee (CIG), directed by military officers of a General Chiefs of Staff (EMG) led by Boumedienne, who went on to become Defense Minister of the first independent government and, starting in June 1965, President until his death in 1978.

    CHAPTER I INTRODUCTION 1.1 Background The Yemen civil war is currently in its fifth year, but tensions within the country have existed for many years. The conflict in Yemen has been labelled as the worst humanitarian crisis in the world by the United Nations (UN) and is categorized as a man-made phenomenon. According to the UN, 80% of the population of Yemen need humanitarian assistance, with 2/3 of its population considered to be food insecure while 1/3 of its population is suffering from extreme levels of hunger and most districts in Yemen at risk of famine. As the conditions in Yemen continue to deteriorate, the world’s largest cholera outbreak occurred in Yemen in 2017 with a reported one million infected.1 Prior to the conflict itself, Yemen has been among the poorest countries in the Arab Peninsula. However, that is contradictory considering the natural resources that Yemen possess, such as minerals and oil, and its strategical location of being adjacent to the Red Sea.2 Yemen has a large natural reserve of natural gasses and minerals, with over 490 billion cubic meters as of 2010. These minerals include the likes of silver, gold, zinc, cobalt and nickel. They assume central functions such as promoting citizen participation in political life and shaping public opinion. They have a major impact on our country’s political development and serve as an interface between state organs and the public. Parliamentary democracy is ultimately always party democracy. Developments under way in modern societies, such as increasing polarisation of polit- ical positions and the digitalisation of many areas of public and private life, present parties with enormous challenges, which they must find creative ways of overcoming. Digitalisation in particular offers opportunities: Parties today have a much wider vari- ety of options for integrating people, disseminating information about their own posi- tions, and appealing to potential voters. Social media has long been indispensable to electoral campaigns. But parties must continue to communicate with their voters on all channels. A good digital campaign is a prerequisite in every corner of the world. Yet, it by no means replaces traditional forms of campaigning, such as classic canvass- ing, as Frank Priess notes in his article. Technical developments are not the only force influencing politics. Societal change is also becoming visible in the party landscape in many places. New parties are being founded to challenge established ones. This is not a new phenomenon in itself, but, as Franziska Fislage shows in her description of the situation in Europe, the speed at which new parties are achieving success is. New parties benefit from developments that we have observed for quite some time: declining party loyalty, increasing voter volatility, and the fading of old political lines of conflict.
