PETERSBURG INTERNATIONAL GAS FORUM 14.30–18.00 ROUND TABLE DISCUSSION Pavilion G Market of natural gas in Russia: problems and prospects Today it is necessary to consider development of the home Russian natural gas Hall G25-G27 market development as an important factor of social economical development of the country in general. New market relations between gas manufacturers and consumers should be formed with due regard to rational use of gas. The basis for calculations and forecasts on the home gas market development should be, first of all, perspective gas consumption and implementation of energy saving programs. It is expedient to organize cooperation with large consumers, in the course of which the actually required gas amounts should be defined for the mid- and long- term, along with economic conditions ensuring gas demand that can be paid for. When amounts of natural gas consumption in the home market are determined, it is necessary to consider the most important trends of gas use, first of all, gas procession and petrochemistry that have high potential, then there go gasification, electric power sector and CNG production, use of gas as engine fuel and in technologic processes. Matters for discussion: perspectives of the home gas market development; stimulation of gas consumption; new pricing policy of the Federal Antimonopoly Service of Russia; Proceeding to market pricing for gas; natural gas consumption structure: energy, industry, petrochemistry, housing and utilities maintenance, gas engine fuel, population; non-payment problem; independent gasification; arranged tender as a factor increasing gas sales volumes; factors providing impact on gas consumption: energy saving, reduction of energy capacity of industrial sectors, development of non-energy-intensive industrial sectors, interfuel competition, carbonless economy.
