14.30–18.00 ROUND TABLE DISCUSSION Pavilion G Market of natural gas in Russia: problems and prospects Today it is necessary to consider development of the home Russian natural gas Hall G25-G27 market development as an important factor of social economical development of the country in general. New market relations between gas manufacturers and consumers should be formed with due regard to rational use of gas. The basis for calculations and forecasts on the home gas market development should be, first of all, perspective gas consumption and implementation of energy saving programs. It is expedient to organize cooperation with large consumers, in the course of which the actually required gas amounts should be defined for the mid- and long- term, along with economic conditions ensuring gas demand that can be paid for. When amounts of natural gas consumption in the home market are determined, it is necessary to consider the most important trends of gas use, first of all, gas procession and petrochemistry that have high potential, then there go gasification, electric power sector and CNG production, use of gas as engine fuel and in technologic processes. LHG as engine fuel, along with compressed (CNG) and liquefied natural gas (LNG), has Hall B6-B8 good perspectives of use in motor vehicles in the Russian Federation. At the same time, poorly developed gas fuelling infrastructure and difficult certification procedure for gas-operated motor vehicles, along with the population hardly being aware about advantages of gas fuel use for motor vehicles restrains successful development of the sector. One can hardly believe that the interior consumption of LHG in the municipal sector won’t increase unless the urgent issues are solved. Use of propane-butane for independent gas supply of residential and industrial facilities is one of the factors of the LHG market development. Expansion of this sector largely depends on cooperation of big fuel suppliers and companies undertaking complex realization of independent gasification project. 10.00–13.00 ROUND TABLE DISCUSSION Convention centre How does the change in heat supply scheme affect zone B on the balance of gas consumption: the experience of the Russian regions Hall B10 In the recent years the energy market of Russia has been dynamically changing. After nuclear electric stations or renewable energy sources were put into operation, some regions encountered the energy surplus, and there came a violent tendency for reduction of loads on thermal power stations with combined generation type, working mainly on gas, and in some cases electrical generation was completely ceased, and the factual heat load was crossed over to peak- load hot water boilers. Thereat, on one hand, total reduction of industrial gas consumption takes place, which isn’t good for gas suppliers, and on the other hand, operation of regional generating companies becomes less cost-efficient. One of the important matters for the round-table discussion is how economic interests of a state, of a region, of the population, of generating companies and gas suppliers are coordinated under the condition of changing balance of power and heat generation. Primary subjects for discussion are: change of the fuel and energy balance in Russian regions: tendencies and perspectives; change of the list of members within the heat supplying system of the region under the condition of gas consumption reduction; impact of the gas consumption balance change on income of gas suppliers and different leveled budgets; possibility of conflict of interests between gas suppliers and power generating companies in case the power and heat energy balance changes. Representatives of the scientific and business community have been invited to take part in the discussion along with representatives of regional authorities and generating companies. Results of the round table discussion will be used to issue a series of articles in the Energy and industry of Russia newspaper.

Gazprom ensures continuous supply of natural gas to consumers of the Russian Federation and abroad along the largest gas-transporting system in the world, having the length of 171,2 thous. kilometers. Reliable and safe operation of gas mining and transporting facilities is ensured by systematic works on organization and implementation of technical diagnostics, use of new technologies, diagnostics and diagnostic equipment. Russian valve manufacturers have already mastered some of these products and have produces some pilot models, which are now put on pilot trials. Some of the products are being treated by engineers and design bureaus of Russian plants. What is needed to speed up introduction of these pilot projects into operation? How is the procedure for their certification and security clearance to Gazprom is organized? How can efficient quality control be organized over Russian analogues of imported taps, valves and latches that have got widely spread in the gas sector of the Russian Federation in the recent years? Do the regulative technical documents, interstate, national and corporate standards in effect promote real import substitution? The participants of the event will discuss these and some other issues.
