Telesat Completes Agreements for Satellite Capacity with Bell TV and EchoStar Corporation Bell TV Commits to Construction of New Canadian Broadcast Satellite and EchoStar Will Use Entire Available Nimiq 5 Payload OTTAWA, Sep. 17, 2009 (Canada NewsWire via COMTEX News Network) -- Telesat, the world's fourth largest fixed satellite services operator, announced today that it has completed agreements for new satellite capacity with two of its key customers, Bell TV and EchoStar Corporation (Nasdaq: SATS). Bell TV, the leading provider of direct-to-home services in Canada, has agreed to utilize a new Telesat direct broadcast satellite which is planned for construction beginning in the first quarter of 2010. The new satellite will augment Bell TV's capacity and capabilities at its prime orbital locations of 82 and 91 degrees West. EchoStar, which had previously contracted for half the capacity of Telesat's new Nimiq 5 satellite, has now committed to use the entire available Nimiq 5 payload for the anticipated 15-year life of the satellite. "We are very pleased to have entered into arrangements that meet the strategic requirements of Bell TV and EchoStar, two longstanding and important Telesat customers," said Dan Goldberg, Telesat's President and CEO. "We look forward to the launch of Nimiq 5 scheduled for later today and beginning construction on the new satellite for Bell TV early next year." Nimiq 5 is scheduled for launch on a Proton rocket September 18th from the Baikonur Cosmodrome in Kazakhstan (September 17th in Ottawa) and is intended to operate in geostationary orbit from 72.7 degrees West. -

SSC09-XII-03 The Promise of Innovation from University Space Systems: Are We Meeting It? Michael Swartwout St. Louis University 3450 Lindell Boulevard St. Louis, Missouri 63103; (314) 977-8240 [email protected] ABSTRACT A popular notion among universities is that we are innovation-drivers in the staid, risk-adverse spacecraft industry – we are to professional small satellites what small satellites are to the “battlestars”. By contrast, professional industry takes a much different perspective on university-class spacecraft; these programs are good for attracting students to space and providing valuable pre-career training, but the actual flight missions are ancillary, even unimportant. Which opinion is correct? Both are correct. The vast majority of the 111 student-built spacecraft that have flown have made no innovative contributions. That is not to say that they have been without contribution. In addition to the inarguable benefits to education, many have served as radio Amateur communications, science experiments and even technological demonstrations. But “innovative”? Not so much. However, there have been two innovative contributors, whose contributions are large enough to settle the question: the University of Surrey begat SSTL, which helped create the COTS-based small satellite industry. Stanford and Cal Poly begat CubeSats, whose contributions are still being created today. This paper provides an update to our earlier submissions on the history of student-built spacecraft. Major trends identified in previous years will be re-examined with new data -- especially the bifurcation between larger-scale, larger-scope "flagship" programs and small-scale, reduced-mission "independents". In particular, we will demonstrate that the general history of student-built spacecraft has not been one of innovation, nor of development of new space systems -- with those few, extremely noteworthy, exceptions. -

In addition to performance information, the PAR also presents the Agency’s fi nancial statements as well as NASA’s management challenges and the plans and efforts to overcome them. NASA’s Fiscal Year (FY) 2010 PAR satisfi es many U.S. government reporting requirements including the Government Performance and Results Act of 1993, the Chief Financial Offi cers Act of 1990, and the Federal Financial Management Improvement Act of 1996. NASA’s FY 2010 PAR contains the following sections: Management’s Discussion and Analysis The Management’s Discussion and Analysis (MD&A) section highlights NASA’s overall performance; including pro- grammatic, fi nancial, and management activities. Goliat the first Romanian satellite is approaching the launch date- less than 6 months since Romania will have its first space mission At a recent press conference, Jean-Yves Le Gall the director of ArianeSpace, shared with the public the plans of the company for 2011. Like for the last year we will have a busy schedule with not less than 12 launches (double than for 2010). As before the central point will be the veteran Ariane 5 rocket, but part of the new managerial strategy, ArianeSpace will look also for the segment of medium and small launchers meeting the demands of the worldwide customers. It is hoped that some part of the operations will be transferred gradually to these niches and thus to be over passed the record set last year when approximately 60% of the world GEO telecom satellites have been launched by ArianeSpace. The perspectives are very good with another 12 additional GEO transfer contracts being signed in 2010 (about 63% from the international commercial market). The technical procedures which make sure these flights are accomplished are also at the highest standards (proved by the last 3 launches of 2010 separated by one month each i.e. October, November and December) and the Ariane 5 rocket, because of the proven reliability has became today the preferred of the commercial launches (since December 2002 when the version ECA has been put into operation and when the inaugural flight ended by loosing the 2 satellite transported onboard-Stentor and Hot Bird 7- the rocket has an impressive record of 36 successful flights).
