Lewis Community Center in Rancho Cucamonga to participate in the San Bernardino County Responders Organized for Pass Emergencies (ROPE) Table Top Exercise created by San Bernardino County Fire Department Office of Emergency Services and the ROPE Committee. The exercise scenario addressed the challenges of accessing the Cajon Pass after a 7.8 earthquake. With the San Andreas Fault cutting through southwestern San Bernardino County, which houses some of the most densely populated areas in the region, the likelihood of post-earthquake challenges in the Cajon Pass are evident. Due to the fact that the Cajon Pass incorporates a major transportation corridor (Interstate 15), rail, and utility resources; infrastructure coordinated operations are essential to the response and recovery of San Bernardino County and the Southern California region. The exercise focused on Incident Command objectives and priorities, Operational Communications and Operational Coordination, including strategic areas north and south of the Cajon Pass to facilitate emergency responses, along with analyzing any gaps within the ROPE planning process. At the conclusion of the exercise more than 100 participants now feel prepared to respond to an incident within the Cajon Pass using the newly established draft ROPE Standard Operating Guidelines (SOG) and the draft ROPE Field Operations Guide (FOG) for all-hazards. -

4.2 Agriculture and Forest Resources 4.2 AGRICULTURE AND FOREST RESOURCES This section evaluates the potential impacts to agriculture and forest resources associated with implementation of the 2050 RTP/SCS. The information presented was compiled from multiple sources, including the County of San Diego, the State of California Department of Conservation (DOC), the United States Department of Agriculture (USDA), CAL FIRE, and local jurisdictions. 4.2.1 EXISTING CONDITIONS Agriculture Overview of Agriculture in the Region Agriculture is not only an important contributor to the economy of the San Diego region; it also is a primary land use in the unincorporated area of the region. San Diego County contains 6,687 farms and agriculture ranked fifth as a component of the region’s economic resources (County of San Diego 2010). San Diego County is the 16th largest agricultural economy among all counties in the nation. The region’s unique topography creates a wide variety of microclimates resulting in nearly 30 different types of vegetation communities. This diversity allows San Diego farmers to grow over 200 different agricultural commodities, such as strawberries along the coast, apples in the mountain areas, and palm trees in the desert (County of San Diego 2010). The region ranks first in both California and the nation in production value of nursery plants, floriculture, and avocados. Statewide, San Diego County is in the top five counties for producing cucumbers, mushrooms, tomatoes, boysenberries and strawberries, grapefruit, Valencia oranges, tangelos and tangerines, honey, and eggs. San Diego County has the largest community of organic growers in the state and nation, with 374 farms growing more than 175 crops (County of San Diego 2009). -

It forms in the strong up-and-down air currents inside tall dark cumulonimbus clouds as water droplets, hail, and ice crystals collide with one another. Scientists believe that these collisions build up charges of electricity in a cloud. The positive and negative electrical charges in the cloud separate from one another, the negative charges dropping to the lower part of the cloud and the positive charges staying ins the middle and upper parts. Positive electrical charges also build upon the ground below. When the difference in the charges becomes large enough, a flow of electricity moves from the cloud down to the ground or from one part of the cloud to another, or from one cloud to another cloud. In typical lightning these are down-flowing negative charges, and when the positive charges on the ground leap upward to meet them, the jagged downward path of the negative charges suddenly lights up with a brilliant flash of light. -

Schwartz ([email protected]) 9 10 Abstract. 11 Synoptic weather patterns are investigated for their impact on energy fluxes driving melt of a marginal snowpack 12 in the Snowy Mountains, southeast Australia. K-means clustering applied to ECMWF ERA-Interim data identified 13 common synoptic types and patterns that were then associated with in-situ snowpack energy flux measurements. 14 The analysis showed that the largest contribution of energy to the snowpack occurred immediately prior to the 15 passage of cold fronts through increased sensible heat flux as a result of warm air advection (WAA) ahead of the 16 front. Shortwave radiation was found to be the dominant control on positive energy fluxes when individual 17 synoptic weather types were examined. As a result, cloud cover related to each synoptic type was shown to be 18 highly influential on the energy fluxes to the snowpack through its reduction of shortwave radiation and 19 reflection/emission of longwave fluxes. As single-site energy balance measurements of the snowpack were used 20 for this study, caution should be exercised before applying the results to the broader Australian Alps region. 21 However, this research is an important step towards understanding changes in surface energy flux as a result of 22 shifts to the global atmospheric circulation as anthropogenic climate change continues to impact marginal winter 23 snowpacks. -

Mayerle U.S. Bureau of Mines STUDIES RELATED TO WILDERNESS Under the provisions of the Wilderness Act (Public Law 88-577, September 3, 1964) and the Joint Conference Report on Senate Bill 4, 88th Congress, the U.S. Geological Survey and the U.S. Bureau of Mines have been conducting mineral surveys of wilderness and primitive areas. Areas officially designated as "wilderness," "wild," or "canoe" when the act was passed were incorporated into the National Wilderness Preservation System, and some of them are presently being studied. The act provided that areas under consideration for wilderness designation should be studied for suitability for incorporation into the Wilderness System. The mineral surveys constitute one aspect of the suitability studies. The act directs that the results of such surveys are to be made available to the public and be submitted to the President and the Congress. This report discusses the results of min eral surveys of the Sill Hill (5-304), Hauser (5-021), and Caliente (5-017) Roadless Areas, Cleveland National Forest, San Diego dpunty, California. In 1968, the National Trails System Act, which is intended to provide for the outdoor recreation needs of the public, opened the door to federal involvement in all types of trails. Today, the Bureau of Land Management, along with the National Park Service and National Forest Service, are responsible for the administration and management of National Historic Trails.
