S.I. 124 of 2021 [CAP. 23:02 Customs and Excise (Ports of Entry and Routes) (Amendment) Order, 2021 (No. 22) IT is hereby notified that the Minister of Finance and Economic Development has, in terms of sections 14 and 236 of the Customs and Excise Act [Chapter 23:02], made the following order:— 1. (1) This order may be cited as the Customs and Excise (Ports of Entry and Routes) (Amendment) Order, 2021 (No. 22). (2) This order shall be deemed to have come into effect on 1st January, 2021. 2. The Customs and Excise (Ports of Entry and Routes) Order, 2002, published in Statutory Instrument 14 of 2002, (hereinafter called “the Order”) is amended in Part III by the insertion of a new section after section 23A to read as follows— “Heavy commercial vehicle transit zone restriction 23B. (1) No heavy commercial vehicles transiting through Zimbabwe whether loaded or unloaded; whether fitted with electronic cargo tracking devices or not, shall be allowed to: (a) use any route not designated in terms of section 23A; (b) enter into any residential area of any city or town except if it is in the prescribed route as per Part III; (c) pass through the central business district of any city or town as defined in Part III of the Twelfth Schedule unless the prescribed route passes through the CBD. (2) For the purposes of this section, the prohibition in (1) above with respect to “heavy commercial vehicles transiting through Zimbabwe” shall also apply to the following: (a) All heavy commercial vehicles carrying goods from a place in Zimbabwe to a place outside Zimbabwe; and (b) All heavy commercial vehicles carrying goods from a place outside Zimbabwe to a place in Zimbabwe.”. 3. The Twelfth Schedule to the order is amended by the insertion of the following new Part after Part II— 665 Customs and Excise (Ports of Entry and Routes) (Amendment) Order, 2021 (No. 22) “PART III (Section 23B) HEAVY COMMERCIAL VEHICLE ZONE RESTRICTION For purposes of these regulations– “Heavy commercial vehicle” means a motor vehicle exceeding two thousand and three hundred kilograms net mass, but does not include a passenger motor vehicle. 1. All heavy commercial vehicles shall be restricted from entry into all areas designated as the central business district in all towns and cities as follows: (a) In Harare, the area bordered by the following road ways: (i) Glenara Road, Enterprise Road, Churchill Road, Dieppe Road, Cripps Road, Remembrance Drive, Paisley Road, Rekayi Tangwena Road, Bishop Gaul Road, Princess Drive, Harare Drive (West). (ii) Heavy commercial vehicles are specifically restricted from entry onto Harare Drive (East) from where it crosses Mutare Road up to the point it crosses Lomagundi Road in Bluff Hill; and (b) In Bulawayo the area bordered by the following roadways: Samuel Parirenyatwa Road, Harare Road, First Avenue, Lobengula Street and Fourteenth Avenue; and (c) With respect to all other towns and cities, the specified traffic should adhere to the routes specified under Section 4. 2. Any transporter who contravenes the provisions of this order shall be liable to a fine of US$2 000,00. 3. Any driver or other person in charge of a heavy commercial vehicle, who contravenes the provisions of this order shall be guilty 666 S.I. 124 of 2021 of an offence and liable to a penalty of not less than that prescribed in Level 6.” 4. The monthly data from the Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS) for the period January 2010 to December 2016 was used. The time series plot indicated mixed fluctuations in tourist arrivals and exhibited seasonality. The series became stationary after a logarithmic transformation and a seasonal difference. The Akaike Information Criteria (AIC) and the Bayesian Information Criterion was used in selecting the best model and a SARIMA(1,0,1)(1,1,0)12 model fitted well to the data. The residuals of the model confirmed to all tests. Accuracy measures like the mean absolute error (MAE) and the mean absolute percentage error (MAPE) supported the model and an out of sample for the next 24 months (2017 to 2018) were done. From the forecasts, an increase in tourist arrivals was noted. The results imply the need for enough accommodation facilities in and around the recreational centre. The project focussed on the design of a link road to connect the Beitbridge- Chirundu Highway to Harare Drive and Kirkman Road in Harare, Zimbabwe. The proposed link road is approximately 17 km long. The link road will alleviate traffic flowing into Harare by linking the missing portion of Harare drive a ring road to a major highway. A manual traffic count was carried out to determine the percentage of heavy vehicles in transit on the highway. The results were compared to historic traffic counts. The analysis was carried out using QGIS and AchiCAD softwares, Microsoft excel and AutoCAD. The geometric design of the link road and intersection was carried out based on guidelines for Southern Africa roads. The link road and grade separated intersection with a design life of 20 years was designed. It is recommended that traffic flow be diverted and extra caution be taken during the construction. PHIL Thesis, Programme for Land and Agrarian Studies, Department of Government, University of the Western Cape. The thesis examines continuity and change in the agrarian history of the Mwenezi district, southern Zimbabwe since 1980. It analyses agrarian reforms, agrarian practices and development initiatives in the district and situates them in the localised livelihood strategies of different people within Dinhe Communal Area and Mangondi Resettlement Area in lieu of the Fast Track Land Reform Programme (FTLRP) since 2000. The thesis also examines the livelihood opportunities and challenges presented by the FTLRP to the inhabitants of Mwenezi. Land reform can be an opportunity that can help communities in drought prone districts like Mwenezi to attain food security and reduce dependence on food handouts from donor agencies and the government. The land reform presented the new farmers with multiple land use patterns and livelihood opportunities. In addition, the thesis locates the current programme in the context of previous post-colonial agrarian reforms in Mwenezi. It also emphasizes the importance of diversifying rural livelihood portfolios and argues for the establishment of smallholder irrigation schemes in Mwenezi using water from the Manyuchi dam, the fourth largest dam in Zimbabwe.

Abstract The aim of this study was to assess the quality of source water used for domestic purposes in the town of Karoi. The objectives were: to determine the quality of surface water in the study area; and to characterize point and non-point sources of pollution. The study examined physical and chemical surface water quality parameters that may indicate pollution and so help to identify surface water pollution. The results showed that most of the measured parameters in surface water examined in Karoi were within the acceptable range of WHO drinking water guidelines. When compared with the guidelines, electrical conductivity was slightly higher; turbidity and total suspended solids were significantly higher in the wet season than in the dry season due to water flow- ing, which carries particles with it; and the changing seasons resulted in slight changes in surface water temperature.
