The Ministry stated in a press release that the evacuation plane was equipped with the latest medical equipment and staff to look after patients during their return trip. All medical tests were performed to all pas- sengers the minute of departure, the Ministry added. Furthermore, it also said that all patients have been transported to Jaber Al-Ahmad Armed Forces Hospital and some other hospitals. This trip was under the super- vision and instructions of Deputy Chief of the General Staff of the Army Lieutenant General Khaled Saleh Al- Sabah, who was on the top of the patients’ receiving team, accompanied by Chief of Medical Services Authority in the Ministry of Defense Dr Abdullah Mishal Al-Sabah, and some ministry’s officials. — KUNA.

INTRODUCTION Sri Lanka’s constitutional governance in the post-war context was already tak- ing an authoritarian turn when COVID 19 stuck in February 2020. The coun- try had just elected its war-time Defence Secretary, Gotabaya Rajapaksa, a former army soldier as its President in November 2019. President Rajapaksa came into power promising to repeal reforms enacted in 2015 that took away some powers from the disproportionately powerful Executive Presidency and to make the Presidency strong again. The Government that came into power in 2015 promised to abolish the Executive Presidency but settled for a re- formed Presidency unable and unwilling to muster support for a wholesome reform effort. President Rajapaksa has very conveniently instrumentalised the COVID19 pandemic to justify and further expand the powers of the Executive at the expense of the other two forms of Government. This short article will focus on three aspects of how COVID19 has impacted on matters relating to constitutional governance: Firstly, the impact of the military-run, non-statuto- ry, arguably extra-legal authorities on constitutional governance. Secondly, the extra-legal nature of the curfew imposed by the Government, the lack of pub- lic debate about its illegality and its impact on a public culture supportive of the rule of law and finally the side-lining of the Parliament and the re-emergence of the centrality of the Executive in constitutional discourse and practice.

    Annual Review 2012 The Dar al-Athar al-Islamiyyah is one of Kuwait’s leading cultural organizations and home to the al-Sabah Islamic art collection – acknowledged as one of the world’s finest collections of Islamic art. The collection consists of over 30,000 priceless objects, including manuscripts, scientific instruments, carpets, fabrics, jewelry, ceramics, ivory, metalwork and glass dating from the seventh century CE from countries such as Spain, India, China and Iran. This year, the annual reports of KIPCO Group companies each feature a different key glassware artifact from the al-Sabah collection. The images used within the reports reflect KIPCO’s commitment to protecting and promoting Kuwait’s heritage, while helping to build the nation’s future. The item pictured here is a glass mosque lamp made in Egypt during the early fourteenth century CE. The piece is gilded and enameled glass and was commissioned by the amir Husayn Abi Bakr for a mosque in Cairo. The image is reproduced with the kind permission of the Dar al-Athar al-Islamiyyah.
