Respected Sir,

Sai Yuvak Mandal Trust is the organization of the villagers of Khajod Village. Surat Diamond Bourse project is coming on the government land at Khajod Village which is scratched land and it is also under tidal influence. This project is dangerous to the environment, residents and ecology, due to which the proposed commercial project shall not take place at the said location. Hence, we are strictly opposing the development project and this project shall not be granted.

We totally agree with objection submitted by the Samast Khajod Gam Vikas Samiti, Khajod Village and supporting their demand. Kindly consider our request as the request from Samast Khajod Gam Vikas Samiti.

Sub. : Public hearing of category B project of Commercial Township Complex Establishment by M/s Surat Diamond Bourse. (SDB) conducted on 25/09/208 - Regarding objections/oppositions/ suggestions.

Respected Sir,

Manavsetu Medical and Educational Relief Trust is providing healthcare assistance at Budiya.

Plot no. 177 is Govt. land having 1065 ha. area at village – Khajod, Surat and out of 1065 area, 561.98 ha. land has been allotted to Dream City – a SPV compose by Govt. for special purpose. In addition to above private plot of 119 ha. is part of proposed project. In addition to above Solid Waste Disposal Site of 188 ha. is also a part of proposed project. From Dream City is planning to allocate about 14.3 ha land to Surat Diamond Bourse.

In connection with PH of proposed project, we are submitting herewith our following objections/ oppositions/suggestions and request you to record it. 1. It is still not finalized. Project report is still incomplete. The final measurement of the land was also not done. In this circumstances, construction for project is wrong and against the law. Land possession order for the land is listed on Pages -16 and 17, the following pages have been misplaced. This also seems to be a rental agreement. That is not a rule of proprietorship, so give evidence of legal ownership. 2. Since 2014, Kantha Vibhag Yuva Koli Samaj Parivartan Trust request to district collector for 5 ha. Govt. land to construct relief hospital, which is pending till date as the land is not allotted to trust. In this scenario, we once again request that if Dream City project will developed on said land, than 5 ha. land (Block no. 177) adjacent to highway at Khajod Chokdi will be allotted to Parivartan Trust at Rs. 1 token rate by Dream City. So that local Koli samaj will organize relief hospital which is very old demand of the area. 3. Two local public spiritual places Navdurga Mandir and Chamunda Mandir in Khajod village is located inside the proposed project premises. We request that, spiritual places as well as road access to it will be kept as it is. 4. Home of local peoples from Khajod villages located at outskirt will be kept as it is and preference will be given to their basic requirement. 5. Arrangement for animal feeder at outside the project site so that local animal can sustain. Provision to provide animal feeder will cover under CSR activity and allot fund for the same. 6. We suggest reserving land of 100 mtr. for new storm water drainage and arrangement for flood water in North to South direction. 7. In violation scenario, it is our demand to develop 33% of greenbelt area with coordination with local organization. All the expense towards greenbelt development will bare by Surat Diamond Bourse. We as local organization is ready to cooperate for greenbelt development so that local tree like plum tree, mangrove, piludi, Mitho baaval etc. will develop. 8. There is shortage of water in Surat city, hence we request to recycle 100% treated sewage for greenbelt development. It is recorded in undertaking as Surat Diamond Bourse will not discharge treated water outside the project premises. Diamond Bourse is a modern project and does not need to discharge any of the water out of it. The project should be 100% zero discharged so that the name can be obtained internationally. 9. Clay filling in the project area should be done in such a way that there will be no effects on tidal movement. There will not be any negative effects of project on river or creek. 10. The Diamond Bourse has been restricted water supply the canal located in the north-east, and made the Labor Colony at that place. That the area of 100 meters from the canal should be reserved for the water disposal facilities. 11. One of the eastern south parts of the Diamond Bourse is planned on khajod municipal solid waste side of SMC (Surat Municipal Corporation). There is terrible pollution in that area so; court case formalities are in the process between SMC (Surat Municipal Corporation) and us. It is ordered by court that camping area should be kept as it is. Thus, we demand that comply of this order and it should be intact. Either the khajod solid waste management site included in the project will depend on final judgement of court. 12. As considering the risk and danger of Solid Waste Disposal Site's, it is our demand to conduct a profound study of the impacts of the gases and order on human health, coming out of it. 13. Project proponent did not mention any information regarding MSW site and obtained TOR from SEIAA so we demand severe clarification regarding this issue. 14. Samples of all creeks and mindhola river samples also monitored and reported of this region. 15. The COD of village ponds is 26,100,84 mg/L and reason of this much COD present in the pond is not mentioned. Thus reason of this pollution should investigate and preventive measures should be taken. 16. This is our demand to prepare 33% of the greenbelt area for a conservation of biodiversity. Greenbelt development plan should be the part of final EIA report, and there is the demand to include it as a condition. 17. Rain water management system will be developed after consultation with irrigation department. 18. It is required to obtain prior permission from Gujarat Coastal Zone Management authority for construction. 19. It is required to obtain no objection certificate for Bombay high gas pipeline by ONGC, by Reliance, by Gujarat Gas, by GSPC passing through project site. 20. Restrict any kind of construction in north-east direction and keep the CRZ area open. 21. We wish that Surat Diamond Bourse will propose all required facility for municipal solid waste disposal within premises and become Zero Waste Discharge facility. Surat Mahanagarpalika is fail in solid waste management and in such scenario this company will take the challenge for 100% recycling of solid waste and its disposal using scientific method. So our demand is that this Surat Diamond Bourse will become 100% garbage-free and achieve cleanliness mission objectives. Our demand is that SEIAA give the condition to provide 100% recyclable waste disposal system under the project. 22. The copy of the approval for construction on this land is not included here by Surat Diamond Bourse. Therefore, give a copy of the permission letter. 23. At now, company is using total 30 ha of land from Dream City. Give the justification for the same. 24. Fodder was in this area and animal husbandry was the main occupation. The development of land has gone past the grasslands as a pasture for the local people. So, the right livelihood should be provided by the company , as people's livelihood through animal husbandry. 25. Our demand is to study the Ecological Damage Assessment Report again, suggested by SEIAA. 26. Construction of the project is still in working condition, which never stopped. However, the wrong affidavit has been submitted to the government that the work is closed, which is a serious matter. 27. More than 5000 men work in the Dream City. Whose Labor Colony is set up on khadi located in CRZ area. So this Labor is to be remove and Khadi need to be open. 28. About 550 numbers of tree have been removed in this project, provide plan to rebuild them. 29. Present remediation plan is not proper; it needs to be revised with proper details. 30. Study the impacts of the underground water status as water is extracted through numbers of bore well. 31. The copy of the approved map by the respective Town Planning Department for the land of Diamond Bouse is not given as well. So copies of the approved map with appropriate amount need to submit. 32. Under the Tor issue, give a copy of the permit for the extraction of underground water from the Central Grout Water Authority. 33. Impact identification metrics are not correct. It will be tested and presented with a true study of the negative effects

Dear Sir,

Residents of Khajod Village are pleased by Surat Diamond Bourse project. Within some years, Name of Khajod village will be heard in every corner of the world and for that Katha Village Kodi Samaj and nearby villages are pleased.

1. We kindly request you that local residents shall get employment and basic infrastructure through this mega project. 2. We request you that owner’s land, which is included in SDB mega project, should remain within the area. This means, final plot should be allotted at the same premises where we are already having our land. 3. We request for affordable medical services at Kiran Hospital only for Khajod village. 4. We request that playground for children of Khajod village and Primary Healthcare Center should be allotted within village. 5. Approximately 4200 offices are going to come in Diamond Bourse project. For the employment opportunities for local residents, an employment committee of 11 members should be formed including our Dharasabhya, MLA, Community leader, vice community leader and other 7 members. 6. We kindly request you to regulate homes which are constructed on government land within Khajod village. 7. If our local residents are not qualified for employment than we request you to kindly trained them by providing training centres. 8. Choryasi Taluka Katha Vistar Kodi Samaj and Katha Vibhag Navnirman Mandal request for your cooperation for allotment of some land for educational purpose. 9. We request you to change the name from “Surat Diamond Bourse” to “Khajod Diamond Bourse” 10. For any advertisement regarding employment, we request for co-ordination between our local committee and your committee so that local residents will get more advantages. 11. We request your co-operation in local resident’s issues in future.

Subject: Regarding Objection with reference to Public Hearing conducted for M/s. Diamond Research And Mercantile (DREAM) City Limited Reference: Announcement of Public hearing in Gujarat Pollution Control Board News Paper.

Kindly inform that Samath Khajod village Vikas committee this Moje- Khajod village is a committee of people working in Surat city since 2006. This committee does social, education, creative and development work for the Khajod village. The government gives representations and suggestions from time to time to considering of welfare of local people and continue to work for the development of the village.

Government of Gujarat has allocated 561.98 ha. of Govt. land area out of 1065 ha. land with Block no. 177 located at village Khajod, Surat City to Diamond Research And Mercantile (DREAM) City Limited through revenue order on token amount of Rs.1/-. For allocation of this land, Khajod village has been removed from SUDA (Surat Urban Development Authority) and only for Khajod, KHUDA (Khajod Urban Development Authority) has been established on paper. The land value was estimated at Rs. 38,921/ - per Sq. m. by the State Valuation Committee of 2015, which is valued total Rs. 21,872/- Cr. This land was given to the Government owned DREAM City Company on 99 years lease on a token value of Rs.1/- due to not enough funds for purchasing the land. Dream City is a SPV company formed by Govt. of Gujarat for performing the specific tasks. Private developers can develop these lands by obtaining development rights on DREAM City land. The DREAM City is exempted from paying stamp duty, registration fees and any taxes from the state government. DREAM City Limited company does not have to pay the land prices to the state government revenue department for five years. But according to the benefits received by the company, and benefits received after five years and ten years by reviewing, the land value for the land allotted to the project should be paid to the government, which seems very suspicious and distribution of government land at free of cost. This DREAM City project is evolved on paper by allotting the development rights for development and employment generation. That's a totally false and misleading fact. We feel that this plan is meant to save some diamond industries and other large jewellery stores and sold this land at very cheap rates. Without projecting any consideration about the project being established in Gandhinagar with such objectives, it is similar to attacking local people's livelihood and their natural resources without studying or examining their examples.

1. Local government bodies has not provided any details till date regarding how much land and which lands are going to acquired for this project. In EIA report, farmer’s private lands are shown as a part of this project and shown as “119 Ha. Under possession”, which is wrong. We opposing the fact that land of farmers are acquired without given any prior notice to them. Dream City should openly disclose this matter otherwise the people of village will be forced to take legal action against this project. 2. Local government bodies has not provided any details till date regarding how much land and which lands are going to acquired for this project. Such details have not been disclosed in the village, but information given in public hearing of this project; it seems that this Government will also acquire land to the private farmers of Khajod village. We request that if authority body has such information then clarified in writing. We conveyed to government that farmers are not ready to give their land at any cost and we oppose the Dream City project. 3. Even though such a big project has been brought in our village, we do not have any information and no discussion regarding such project which is against the serious and democratic values. It is against the principle of natural justice. Final order for allocation of land is done but complete project report is not prepared. Also no final measurement of land has been done. In such circumstance doing construction is violation and against the law. 4. The ancient Navdurga temple is beside to the MSW site is in Khajod village boundary. This is come under the private farmer's land. The foot path going inside the temple was passing through the Diamond Bourse and Dream city, which closed due to such development project, which is causing the religious sentiments of the neighbouring villages and at present, there is a problem of going in the temple. Against the same entire Khajod villagers and surrounding villages are a big protest. Map of District land records (DILR) is attached as Annexure-I, which mentioned the marked internal roads of villages. As mentioned in EIA report page no 2-5, it is given that temple is outside project site which wrong and baseless. 5. Chamunda Mata temple situated in the eastern boundary of Khajod village, temple which is built by the villagers within the outskirts of the Dream city. This is Kundavi's temple of Koli Samaj and the people of other communities. Many people come here for pray/darshan. This entire temple comes under the premises of the Dream city project, which can hurt the religious sentiments of the devotees. People from Khajod village and people from across the coast area are opposing this project. Map of District land records (DILR) is attached as Annexure-I, which mentioned the marked internal roads of villages. As mentioned in EIA report page no 2-5, it is given that temple is outside project site which wrong and baseless.

6. Farmer’s private land area known as Khetar, Bhathali, Panjaru and dabhariyu. The way in which the private carrier's cargo road is communication is in the middle of the project. In which block no.161,162,163,164,165,166,167,168,169,170,171,172,173,174,175,178,178,180,181,182, 183,184,185,186,187,188,189,193,194,195,196,197,198,199,200,201,202,203,204,205, 221,222,223 are including. Due to coming of this project, farmers those who are using this road since long year will be gone away and they will suffer, without road they are not able to harvest the crops and question will be arised for their livelihood. Map of District land records (DILR) is attached as Annexure-I, which mentioned the marked internal roads of villages. 7. Boundary of Block no 177 is next to the limit of Khajod village. British labelled the outskirt of village and it’s remain the same today also. At that time population of village was approx. 300 and at present Khajod village population is more than 3000. No extension in inch are given by government till date in the limit of village, has not been increased by the government till date. Due to the growth in population, the families living in the village are facing a constraint so the needy people has to move to Block no. 177, which is government land adjacent to the village and the local self-government organizations are paying tax and all the benefits received from local self-government Part, proposed project has shown this area as part of their project, so that khajod village people have objection and against it.

8. The main occupation of Khajod village people is agriculture and Animal husbandry and they runs their family and earns their livelihood by this. The economic condition is very poor, they are not able to buy the land in the urban area or any other place, there is no condition that the animal husbandry business can migrate elsewhere, by leaving the village and to go somewhere else. So, creating such a woeful condition in which Sarpanch, Talati cum minister's oral and written permission and from the resolution required in the panchayat, they have been living in habitable houses on the demarcated lands. In addition, at that time the planning of plots of homesteads, which could be constructed for the household and people of the village, by the village council of the sarpanch and Talati cum minister, through verbal and written instructions, all the families who were allocated at that time were adjacent to the village. 700 meters of land is allocated, to save and land plots that can be made for local people to build their own habitable house. The purpose of getting this purpose has been in demand in the government since the years and it is pending decision. Keeping such land in unchanged condition, the Dream City is excluded from the extent.

9. Land of Block 177 of Khajod village is adjacent to village boundary and local people are using it as play grounds from many years. It is also regularly used by the youth of the surrounding villages. Many talented young people have got names in the state and country level through this ground. This playground is kept in an unchanged position and should exclude from the Dream City project.

10. In the village of Khajod, the Gujarat State Urban Development Department has declared Khajod Urban Development Authority (Khuda), for which notification is also issued. Under this either proposed development map of Khajod village or T.P. scheme is published. Even though the project is constructed which is subject of investigation? So, it is our request to investigate the same. If construction found illegal, then it is urged to demolish immediately.

11. In EIA report, the whole Master Plan of Dreams is not included. That is not recognized by the official authority. If given, then provide the copies of these before public hearing.

12. The grasslands required for animal husbandry were located on this government barren land. On which thousands of livestock are depended, will be destroyed due to this proposed project. So, the people and livestock of this area have adverse affected and have lost their livelihood. Due to this reason we oppose proposed project and request to give first priority in employment to local people.

13. Rainwater from Piplod, Vasu, Althan, Bharthana, Bhimrad, Sarsana and Surat city is drain through creek located in Northeast direction of Khajod village. The creek is blocked due to illegal developed proposed Surat Diamond Bourse Project. Now it is a big question about how the rain water in this area will dispose. The authorities of this project have done very serious crimes to block this creekby filling. It has created a major hazard to the life and property of people and alsocreated a situation so that entire Khajod will be submerged. There was heavy rain In July 2018 and Khajod village was flooded due to blocked of rain water disposal because of proposed project. Our demand is to open the creek by removing construction and to retain in the original condition. Need to take immediate legal action against CRZ Violation by this project.

14. According to the old government record, Pond is coming under Block No.176, which is useful to people, farmers and ranchers. According to the prevailing government policies and the well known judgment of the water resources of the Gujarat High Court, Maintaining the position of the lake as remain. So we have opposed project construction around pond and its 100 metre surrounding.

15. Thousands of trees with bird nest were in this seacoast area.Large nos. of Animals like fox lived in Southern area of proposed project. Biodiversity of surroundings was destroyed by dumping soil Proposed project is illegal and destroying the entire local ecological environment of the shore.

16. By losing pastoral will increase large no of unemployment in this area. Fodder was being used in this area and animal husbandry was the main occupation, but the authorities of this dream city project took possession of the entire land area and levelled land using soil. The local people have lost their grasslands and have impacted their livelihood. Therefore, we are opposing this project.

17. As per SEIAA information ecological damage assessment report is not carried out. This is openly violation of TOR point no.1. EIA report as per SEIAA suggestion ecological damage assessment report presented as part of EIA, which is totally wrong. It is written that the project is closed (page no.8-2) which is totally wrong. Therefore, we are demanding to take action against the owners of this project to present false details to the government and the people. which is openly violation of TOR point no.1? Jurisdiction of a government company, totally against law, runs misleading all other government departments and it is absolutely wrong to do illegal construction and this condition is very serious. This matter is very serious and form wrong perception for government department publicly. In any circumstances this project should not get permission.

18. As per SEIAA information ecological damage assessment report is not carried out. This is openly violation of TOR point no.1. It has been written that due to this project their very less possibility of water logging and it is false information. It has not been properly studied from the expert agency. Also, SDB is the part of this project, they have harm the environment by closing the creek and the natural arrangement of disposal of the water in this area cannot be brought back to its original state. This thing is not mention in report Attachment 2.

19. As per SEIAA information ecological damage assessment report is not carried out. This is openly violation of TOR point no.1 it is mentioned that as per revenue map there is no discharge of water in creek or khadi. This report is wrong and prepare by taking wrong information and closing the water discharge system and creek. Therefore, the complete information about barricades or bund, their present status of southern creek of khajod, their related photographs are not given in EIA report, and also damages due to construction and its quantification is not given. CZMP Map Attachment 2. 20. At present, more than 5000 people are working in Dream city. The project authority has established labour colony by covered bay in CRZ area. Hence request to submit permission letter of CRZ authority to establishment of labour colony. Therefore, action will take to violate of CRZ notification. 21. Ecological damage assessment report suggested by SEIAA is not carried out. This is clearly violating TOR point no.1, as indicating in report there is 200 people are working but in actual 5000 people are living in labour colony, So provide (1) SMC permission letter of water consuming for drinking and domestic purpose (2) In EIA report it is mentioned that wastewater from labour colony is discharged in to SMC’s STP so that provide permission letter for SMC drainage line and GPCB (3) Provide record of total water consumption in MLD till date and details of expenses by this project till now. Is it violation of law? Due to such project, it is needed to prepare Sewage Treatment Plant in construction stage which is not provided. Water is discharged openly in bay. Moreover, there is 5000 people working here instead of 200, please take in record (4) Solid waste of this area is disposed in SMC disposal plant for that, provide necessary SMC permission and quantity of waste & expenses for the same till the date. 22. Ecological damage assessment report suggested by SEIAA is not carried out. This is clearly violating TOR point no.1 as this project covered in 561.48 ha. Area and according to estimates of our villagers, 4000 acacia and other marine species have been destroyed. Apart from this, soil is thrown on the growing vegetation in most grassland and in the coastal areas and they are cleaning the vegetation by using JCB and destroyed them permanently. Hence, this project causes serious damage to living organisms and geographic conditions in area. Our demand is to take legal action against the developers of this project to cause serious damage to the environment of Khajod village and Surat city. As asked in TOR point no 31, Trees details is wrong, total trees quantity and quantity of destroyed tress are also not provided. as asked in ToR pint 31. As per ToR point 31, trees details is wrong also not provide total trees quantity and destroyed trees quantity in project area. Please provide detail information. Attachment 3. 23. Ecological damage assessment report suggested by SEIAA is not carried out. This is clearly violating TOR point no.1 because From log time Dream city is violating the law and amount of damaged cause to environment is not assess as per the guidelines published by Ministry of Environment and forest. And the ecological assessment has been prepared giving wrong and hiding correct information, which is sketchy. It is our demand that damage assessment shall be again conducted as per this guideline providing correct information’s. 24. This area is tidal and salty land, in which bund is constructed to prevent tidal and covered it with the soil. Due to soil filing, geographical condition of this region has been changed and the area towards the bank of the Mithola creek can create harmful condition during flood season for Surat city and Khajod area. For that, there is no information provide in EIA report so we opposed it. So these details are said to be hidden, without these, the EIA study is incomplete. Information given in TOR point no.17 is wrong, incomplete and misleading. 25. Area of Mindhola creek is area of dispersal of water during tide and due to this water is not being logged in the Surat City, many areas of Navsari district and villages located in upstream. We believe that development of dream city at this location will be very dangerous and will seriously damage the city, villages located in upstream, at coastal belt of Navsari district as these thousands of hectare land area providing natural protection during flood and tide. Hence, the government should take proper consideration of this matter and naturally preserve the land of the marine belt. As stated in EIA report on page no. 2-29, to protect sea water entering into DREAM city a bund of 7 kilometre length and having 8.5 m height will be constructed. In opposition to that in page no. 2- 12 sections no 2.5.1 it is mentioned that CRZ is not applicable to this region. If this area is outside CRZ area, then why this bund will be developed to stop tide water? No such information like environmental impacts and CRZ clearance related to bunds are provided in the report. These areas are falls in sea coast and inter tidal area. Legally development of commercial project is prohibited in this area. Hence, we appeal that permission should not be given to this project is being developed illegally, as per guidelines of CRZ notification 2011 issued by Ministry of Environment and Forest. We request you to consider this. For which we are in evidence (1) satellite image of Google earth- Attachment-4 (2) Rough Demarcation of CRZ area as par current CZMP - Attachment-5 (3) Demarcation image of ISRO for this seashore area- Attachment-6 (4) Land use image from ISRO of this project - Attachment-7 (4) Demarcation image of seashore 2006, are attached. Information given in ToR point no. 17 is wrong, incomplete and misleading. So that the construction of this project should be stopped immediately and we demand that the project is cancelled at this place.

26. Green cover area of Surat city is only 3% which is lowest in Gujarat (Gujarat Forest Department Report 2014. Bangalore 19.9%, Gandhinagar 53.9%, Chandigarh 14.9%, Delhi 11.9%, Vadodara 16.29%, Ahmedabad 4.66%). This green area sustained due to trees and clumps of coastal regions. From which, removal of 561.98 ha of government land is very wrong. Surat is a matter of constant opposition to the development of the city. Therefore, it is necessary to maintain a biologically sensitive area of the marine belt to maintain the ecological balance. We have a clear demand that this project to be cancelled in the interest of the urban and environmental condition and the illegal construction should be immediately stopped. Please note that, According to EIA report page number 3-35 the entire area has been reported as a land for shrub and mud plots-necessary information of report is Attachment-8

27. Due to the ever-increasing impact of global warming and Sea-level, it is not been advisable to develop Dream City on the seashore. According to the natural factors of this area, it is not advisable to create human interference and environmental imbalance for seashore area. Such projects can be replaced in other places but the environment of this area cannot be created to other places. Therefore, it is very important to save the area of Mindhola creek. Surat city should not be faced with the situation like floods in the state of Kerala at present, so that project should be cancelled to get protection from flood. As per EIA page no. 3-40, this entire area is marked as mudflat which is very true. Take the note; the entire project should cancel because the mud plot is always found in the coastal area. Compliance of Tor point no. 17 is false, incomplete and misleading. 28. Remediation plan consist of two pages in which no detail is given which is totally wrong. Work describe in it is the part of this project. Hence such remediation plan is wrong. We are rejected it, Now prepared new plan with study of place and condition in it so that true situation comes against and the project's conclusion can be cancelled. 29. Project administrators have not shown study of economic benefits which is wrong. And this land has been illegally developed and constructed which cause environmental damaged. Its instalment is payed out form Surat Diamond Bourse. Presently this project work is going on rapidly and doing violation of laws openly. Government system is breaking out which is like cruel joke. 30. As per ToR condition no. 2, No additional remediation plan or additional study and information of community or natural resources is provided. The answer given in is It is not true and valid, so we reject it , So show the situation with the correct information and get the correct answer. 31. There is no explanation in the project that ONGC, GAIL and other gas pipeline line, power transmission line passes through the main project site, the maps are not shown that pipelines will be removed in planning. 32. This is a project enacted by environmental law and environmentally damaged. If this project is approved, then other projects will also similarly create environmental damage, and will be able to fill the pose and take serious damage to the local environment so that no compensation can be made. So our demand is not to allow the project illegally created in the CRZ area. 33. The Dream city project is plan on Khajod MSW site which is a part of SMC at East South side which has also obtained GPCB authorization. On this MSW site, daily about 1500-2800 MT waste is disposing legally-illegally by Surat city. Thus, the area of 188 ha of this solid waste site can be part of the Dream City project? How will the plant and its waste be included in the Dream City? Legally, a GPCB authorized site, is already in working condition cannot be legally passed for the other project's environmental clearance. Although, if SEIAA will give permission letter to this violating project than we will start legal procedure against SEIAA. Solid waste site map is enclosed herewith. Attachment 9. 34. Project administrators has not given any information about existence of Khajod MSW site, to SEIAA and obtained TOR by hiding this matter. So we request to take legal action against project proponents. 35. If this project is being eliminated by municipal solid waste sites, then where will the garbage of 50 lakh people of Surat city go? In Consideration of surat city, We are requesting to cancel this project by checking the legality and taking this matter seriously. 36. Kindly consider the stay put on caping of Muncipial solid waste site and time to time judgements given by national green tribunal, Pune for application number 81/2014/(WZ) which is the case of Katha Vibhag Yuva Koli Samaj, Parivartan Trust and others vs. Gujarat government and other authorities. TOR has been obtained without disclosing the fact that 188 ha. of land which is the part of project is utilized for disposal plant and mislead the SEIAA authority by hiding the details of ongoing case on the said site. It should not be considered from ex-facto scenario, if this project is permitted then other projects will also obtain permission by paying fine after damaging the environment, which cannot be recovered. So we demand to not give permission to this project which is illegally established on CRZ area. 37. As per the page no 2-24, total 21 number of D.G.Set having capacity of 2000 KVA each will be installed. Hence total 42 MW electricity will be generated. Considering electricity generation capacity of this power plant category of this project would be changed. They should obtain environment clearances for thermal power plant project under category-1 (d)-B, which is not obtained for this case. No application is made or no TOR is obtained for this category. This project should be cancelled since it is established arbitrarily. No dispersion or emission study is done regarding this. 38. In the EIA report, details of Diesel Storage, its consumption and effects of air pollution generation by Diesel are not mentioned, and also not mentioning about mathematical modelling and EMP. Emission is not described. So, this EIA is not proper and misleading. Hence, cancel this project. This information is hidden in front of SEIAA intentionally. 39. Diesel storage tank is not display in project site. Risk assessment for fire has not been carried out. Fire fighting facilities are also not display. 40. For baseline environment analysis, water samples are taken only from the surface of the lake. No water samples were taken from Natural creek or river or any place is for assessment. Reason for this should be presented. 41. Our demand is water sampling should be collect from Kakra creek, Mindhola River and coastal region and analysed. 42. Prove that Surat Municipal Corporation has not given permission to collect water samples from the lake of Khajod village. It is a baseless thing written in a report which should be justified and analysis of lake water of Khajod village should be done again. 43. High COD is observed i.e. 26, 100, 84 mg/l at village ponds and reasons of the same are not addressed. Hence, it is proved that this region is polluted. Clarify this. 44. Map given on page no. 3-38 of the EIA report is the map of drainage pattern of the area shown with different colours. This map does not prove any scientific details. A drainage map should incorporate here which shows creeks, rivers and water movement along with drainage pattern. 45. Topography sheet shown on Page no. 3- 44 is not of this region. Hence, provide the toposheet of the project area. 46. Damage assessment is done incorrectly which is incorporated as Chapter-8. It is a very stupid thing incorporated in the EIA report. How do you evaluate the damage if you don’t know what damages have been done by you? We demand to scientifically evaluate all the following environmental damages done at Khajod village and these should be incorporated in final EIA report. Government should give clearance to this project after considering the these: 1) From the past eight months, saline water is withdrawn 24 hours a day from the ground through illegal borings and it is discharged into the sea through creek which caused severe adverse impacts on water level and ground water. 2) Entire area is levelled by destroying trees and other species without any study of birds, insects and biodiversity of the region. 3) Entire geography of the area is altered due to the extraction of soil from deep pits created within the project area. 4) Due to the destruction of trees and grazing area of the 561 ha. of land, habitats of many organisms and reptiles have been lost. 5) Water drainage problems have been raised due to the dumping or selling of excavated soil. This should be scientifically investigated and damage assessment should be prepared. 6) Creek is destroyed by 7) Water flow of Mindhola River is changed. 8) People of Khajod village have to suffer due to noise pollution. 9) Legal approach roads of the temple have been taken away. 10) Labour colony is established in CRZ area by closing the Creek. 11) Sewage effluent is discharging into creek and increasing pollution 12) Natural drains are destroyed because construction activity has been started without provision of any drainage facility which caused serious damage to scratching area. 13) Air pollution was done due to illegal use of D.G.Sets. 14) Waste oil, construction waste, food waste and all other wastes are dumped anywhere without any permission. 15) 4000 trees have been destroyed. 16) Salinity of ground water is increased due to continuous excavation and ground water withdrawal from the region 17) In 561 ha. Land animals of nearby villages are grazing in waste land and destroyed it completely. The livelihood of people living on animal husbandry has been damaged 18) All organisms of rare and endangered species were destroyed from 681 Ha of land.

All the above points are not included in EIA report and damage assessment. Since the damage assessment is not being completed, we demand to immediately stop illegal construction work of this project.

47. Page no. 2-28 is missing. Content of this page should be given before the public hearing. 48. Give information regarding how much money is deposited as a bank guarantee in the SEIAA authority for the said violation project. As per the law, how much amount at what percentage should be deposited? 49. Give information regarding how much money is and will be deposited as a bank guarantee in the SEIAA authority for the said violation project. 50. The copy of map approved by the KHUDA Authority for the DREAM city project is not given. This should be given in readable form. Beside 51. The copy of map approved by the Town planning department for the DREAM city project is not given. This should be given in readable form. 52. Provide details of staff of the DREAM City in brief along with their designation and from when the employees will be working? 53. Model conditions for Township and Area Development are announced by the ministry of Environment. Kindly inform, from that conditions which are complied in the EIA report? Purpose for each condition should be informed in detail. 54. R&R plan is not prepared. Farmers' 119ha private land will be possessed by a government owned company as part of the development of their project. Hence, R&R plan is applicable. We demand that R&R plan should be prepared and should be presented as per the provisions of prevailing revenue laws. 55. Project proponent should provide legal information under various acts regarding how can a government owned company take farmer's private land as a part of town planning? 56. Farmers’ private land will be force fully acquitted or not for this government owned company under the Land Acquisition Act? It is written that private lands are under possession. Correct details are not incorporated in EIA report. 57. Under which section of which law, proponent of Dream City will possess private land of the farmers of Khajod village for development plan? Provide information regarding the same since, it is not incorporated in EIA report. 58. Under which section of which law, proponent of Dream City will possess private land of the farmers of Khajod village for development plan? Provide information regarding the same since, it is not incorporated in EIA report. 59. Provide a copy of no objection certificate received from the irrigation department for this project. 60. Provide a copy of no objection certificate issued by the Gujarat coastal zone management authority for this project. 61. Provide a copy of no objection certificate received from the SUDA and SMC to this project. 62. Provide a copy of no objection certificate received from the 681 ha surat municipal corporation drainage department to this project. 63. High tension power line passing through 681ha project area, Provide a copy of no objection certificate received from the JETCO. 64. Creek passing through 681ha project area, provide a copy of the no objection certificate received from the irrigation department. 65. Bombay high gas pipeline of ONGC passing through project area, provide a copy of the no objection certificate received from the ONGC Company, reliance gas pipeline, gujrata gas pipeline, GPCB gas pipeline etc. 66. Khajod municipal solid waste site is located beside the proposed project, permission copy of land documents of dream city received from the Surat Municipal Corporation need to be provided. Due to this it prove ownership of dream city 67. Surat Municipal Corporation has been allotted land on lease of Khajod municipal solid waste disposal site 188 ha from district collector. The entire space is shown in dream city project. If this land is given to dream city by collector from SMC, provide the copy for the same. 68. It can be seen in map and EIA report that Project proponent has taken Khajod municipal solid waste disposal site 118 ha of land for their development. Provide permission copy of GPCB and application copy of dream city. 69. For CER, chapter-9 answer 9.1 and 9.2 is presented completely wrong and misleading. According to TOR calculation of CER has not been done and activities mention for khajod village is completely wrong. We are against it. Present this matter from again. 70. As per chapter-5 no alternative project site has been study. This land is allotted by district collector in 2006 and it has been planned. In respect to which no alternate site is studied and this project is forcefully established on allotted land. Hence, this entire chapter is wrong. For this there are many options, even than this project will be established on scratching land of CRZ area. 71. This company need to establish its own municipal solid waste disposal facility instead It is shown that Surat municipal solid waste disposal site will be used, that is completely wrong and it need to correct, shown entire waste management and expenditure. 72. GPCB require to present registered copy of court case number, date and name of court against dream city. 73. The natural geographical area has been severely damaged due to randomly dredging of soil in 681 ha areas of Dream city. According to EIA report details given in topic no 11.4 of chapter 11 is completely wrong and foolish. Complete project site is Dig and tone of soil Excavation and sell it. TOR point no. 24 has been not followed, only from the construction of SDB 400X275X15 metre around 16 lac 50 thousand tone soil has been removed from it. There is no record of soil excavation. Tremendous damage has been done to the land due to excess levelling in vast area. So kindly consider this. 74. In this project 45 MLD Sewage will be generated; it is not mentioned in EIA report that sewage water will be throw away in sea area. Is this project will pre-treat whole water and reuse it? Provide the information. 75. In EIA report on page no 2-17, section no 2.9.2 of chapter-2 has not mentioned the current population of village and after proposed project population, and mentioned the need of labour and its number. Due to this social economic study and effect of proposed project on local people has not been carried out and incorporated. 76. Green belt of around 44.2 Ha will be left in the dream city project area of 681 ha, it is very wrong, which is against the environmental laws and local sea area will be destroy. This project should not be given permission, because it is deadly for local Environment. 77. Kindly informed that what is 44.9 ha. Surat Park and their objectives? Because it is going to established on existing MSW cell in which Surat Municipal Cooperation is dumping tons of Municipal waste. 78. Around the dream city project 7 km of 8.5 km height and at the expense of 110 crore for bund construct.(EIA page no.-2-29) so that save from tidal water and 681 ha scratching area of Dream city will be use. Thus, this purpose to prevent sea tide is prohibited from the provisions of the illegal and CRZ act 2011. If environment permission will be given to this area so that is violation of act. That why SEIAA need reject this project. 79. Around the dream city project 7 km of 8.5 km height and at the expense of 110 crore for bund construct will be use than 681 ha scratching area will have to in soil. 80. As per the section No 2.17 in EIA report, conservation of natural resources is very petty and negligible compares to damage done to them. For public welfare, it is necessary to conserve natural resources like grazing fields, creeks, trees, Intertidal areas etc. which provides protection against flood. Project can be established on alternate site but environment cannot be established somewhere else and this environment will be destroyed permanently. It is not possible to repay the damage by money. 81. As per our estimation, if 60% area is filled up to 3 m with soil, than additional 1 crore 25 lac tones of soil should be purchased from outside. It is not possible to get said quantity of soil from this region. So, it is not sure what kind of impact would be done at the area from where this soil will be excavated. But it is sure that serious damage will be done to coastal area and probability of flood will be also increased due to reclamation of new land on coastal zone. Hence, this project is dangerous for local environment and it has many negative and permanent effects which is against the law. We, entire Khajod village, demanding not to give permission to this project. 82. No information is given in EIA report regarding Ecological damage assessment and Remediation plan along with project cost. Hence, we demanded that these calculations should incorporate here as suggested in TOR. Information incorporated in EIA report is not as per the discussion had during 402th SEAC meeting. So, incorporate all these information in details along with statistical data. We request you to provide all the information in EIA report regarding this violation application made under Ministry of Environment and Forest vide F No. 22- 65/2017-IA-III dated 01/05/2018 and copy of the same should be given to us. 83. Impact identification matrix is not based on the correct figures. It should be verified and appropriate study regarding adverse impacts should be incorporated.

For the said subject we all the resident of Khajod Gam all together oppose for this project and we demand to take necessary legal action against.

Subject: As per Government of notification of Ministry of Environment, Forests and climate change, New Delhi, S.O., No. 1533 dated 14/09/2006 of Public Hearing of M/s. SDB Diamond Bourse located at Village: Khajod, block of 177 / P, District: Surat arranged atPlatinum Hall, Sarsana, Surat for Category‘B’dated 25/09/2018for Township and area development project Surat Diamond Bourse establishment. We are noting our objection regarding the same as below;

Respected Sir,

1. As per Govt. orders prior environmental clearance should be obtained before establishment of any project, whereas in this case Surat Diamond Bourse has not obtained the environmental clearance. Then also 20-25% of construction work is carried out at site, which itself is violation of regulatory requirements and so the hearing is wrong in its place. So, the Surat Diamond Bourse project is liable to be rejected and we oppose for the DREAM City project. 2. Local government bodies have not provided any details till date regarding how much land and which lands are going to acquire for this project. No such details have been disclosed in the village, it seems that Government will also acquire private land of the farmers of Khajod village as perinformation given duringpublic hearing of this project; We request that if authority body has such information then clarified in writing.We conveyed to government that farmers are not ready to give their land at any cost and we oppose the Dream City project. 3. Even though such a big project has been established in our village, government and project proponent did not take care to discuss with local people regarding this project, which is serious and against democratic value as well as principal of natural justice. 4. Preparation of Complete project report and final order of said landallocation is not done. Also, final land measurement has not been carried out,In such circumstance doing construction is violation and against the law. 5. The ancient Navdurga temple is beside to the MSW site is in Khajod village boundary.This temple comes under the private farmer's land.The foot path going towards the temple was passing through the Diamond Bourse and Dream city, which is closed due to such development project, which is hurting the religious sentiments of the neighbouring villages and also facing turbel to reach temple. Due to this entire Khajod villagers and surrounding villages are against this project. 6. Chamunda temple situated in the eastern boundary of Khajod village, which temple built by the villagers which is within the boundary of the Dream city. This is Kundavi's temple of KoliSamaj and the people of other communities.Many people come here for pray/Darshan.This entire temple comes under the premises of the Dream city project, which can hurt the religious sentiments of the devotees.People from Khajod village and people from across the coast area are opposing this project. 7. SMC's MSW site is covered under the project of Dream City, which has not been transferred, which is not mentioned in the report. Also not inform that what is the impact of its pollution on this project. Planning the Dream City on this land is illegally and intentionallymisled government departments. Therefore, it is our demand to prosecute against theadministratorsof this project.About the project, our demand is to exclude the entire area of the MSW siteconsidering legal provision, by the SEIAA. 8. Boundary of Block no 177 is touched to Khajod village boundary. The outskirt of village labelled at the British time has remained as it is today. At that time population of village was approx. 200. At present Khajod village population is more than 2500. Even an inch in the extent of the outskirt of village has not been increased by the government till date. Due growth in population, the families living in the village are facing a constraint. So, the needy people moved to government land baring block no. 177 adjacent to the village. Where they are settled by constructing house,paying tax and taking all the benefits from local self-government organizations. We request thatthesehouseholdsshould kept in the same condition andexclude from the Dream City project. 9. The main occupation of Khajod village people is agriculture labourers and Animal husbandry through these they subsistence. Their economic condition is very poor, there is no condition in the urban area or any other place that they can buy the land and there is no condition that the animal husbandry business can migrate elsewhere, leaving the village to go somewhere else. So, creating such a woeful condition in which Sarpanch, Talati cum minister's oral and written permission, and from the resolution required in the panchayat,they have been living in habitable houses on the demarcated lands. In addition, at that time the planning of plots of homesteads, which could be constructed for the household and people of the village, by the village council of the sarpanch and Talati cum minister, through verbal and written instructions, all the families who were allocated at that time were adjacent to the village. 700 meters of land is allocated, to save and land plots that can be made for local people to build their own habitable house. The purpose of getting this purpose has been in demand in the government since the years and it is pending decision. Keeping such land in unchanged condition, the Dream City is excluded from the extent. 10. Land of block 177 of Khajod village is adjacent to village boundary and local people is using it as play grounds from many years. It is also regularly used by the youth of the surrounding villages.Many talented young people have got names in the state and country level through this ground. This playground is kept in an unchanged position and should exclude from the Dream City project. 11. In the village of Khajod, the Gujarat State Urban Development Department has declared Khajod Urban Development Authority (Khuda), for which notification is also issued. Under this either proposed development map of Khajod village or T.P. scheme is published. Even though the project is constructed which is subject of investigation. So, it is our request to investigate the same. If construction found illegal, then it is urged to demolish immediately. 12. In the south direction, government trees have been cut down a for levelling of land, which have a serious impact on the local environment. 13. The grasslands required for animal husbandry were located on this government barren land. On which thousands of livestock are depended, will be destroyed due to this proposed project. So, the people and livestock of this area have adverse affected and have lost their livelihood. Due to this reason we oppose proposed project and request to give first priority in employment to local people. 14. Rainwater from Piplod, Vasu, Althan, Bharthana, Bhimrad, Sarsana and Surat city is drain through creek located in Northeast direction of Khajod village. The creek is blockeddue to illegal developedproposed SuratDiamond BourseProject.Now it is a big question about how the rain water in this area will dispose. The authorities of this project have done very serious crimes to block this creekby filling. It has created a major hazard to the life and property of people and alsocreated a situation so that entire Khajod will be submerged. There was heavy rain In July 2018 and Khajod village was flooded due to blocked of rain water disposal because of proposed project.Our demand is to open the creek by removing construction and to retain in the original condition. Need to take immediate legal action against CRZ Violation by this project. 15. According to the old government record, Pond is coming under Block No.176, which is useful to people, farmers and ranchers.According to the prevailing government policies and the well known judgment of the water resources of the Gujarat High Court,Maintaining the position of the lake as remain. So we have opposed project construction around pond and its 100 metre surrounding. 16. Thousands of trees with bird nest were in this seacoast area.Large nos. of Animals like fox lived in Southern area of proposed project. Biodiversity of surroundings was destroyed by dumping soil Proposed project is illegal and destroying the entire local ecological environment of the shore. 17. By losing pastoralwill increase large no of unemployment in this area.Fodder was being used in this area and animal husbandry was the main occupation, but the authorities of this dream city project took possession of the entire land area and levelled land using soil.The local people have lost their grasslands and has impacted their livelihood.Therefore,we are opposing this project.

Subject: To stop illegal construction of Surat Diamond Bourse and for legal actions.

Dear Sir,

Please find here below answers of your queries raised dated 11.09.2018.

1. CRZ Permission is not issuedby GCZMA? As per the CRZ demarcation map published by GCZMA, SDB project site does not fall under CRZ purview. Also as per revenue map it does not show any existence of the channel or channels within the area. During interaction with locals, we came to know that these channels are prepared/made by locals for disposal of monsoon water as storm water drainage for these area and does not have tidal inflow of water. We have also verified the same in google image of year 2000 and did not found any channel or channel within the area. We assure to comply with all the guidelines and directions given by authority.

2. NOC is not obtained from GPCB? This project is under process for obtaining Environment Clearance and as per CPCB guideline dated 02/02/2017 (Clause III) project under 8(a)/8(b) does not require to obtain NOC from SPCB.

3. CCA /Consent has not been obtainedfrom GPCB? This project is under process for obtaining Environment Clearance and we assure that will obtain all necessary permissions time to time as directed by authority.

4. Heavy load D.G.Set is being used without obtaining permission. This project is under process for obtaining Environment Clearance and as per CPCB guideline dated 02/02/2017 (Clause III) project under 8(a)/8(b) does not require to obtain NOC from SPCB. We assure that will obtain all necessary permissions time to time as directed by authority.

5. Without obtaining any approvals around more than 50 borewell are digged and water is continuously discharged in nalla/khadi for 24 hours, due to which salinity in the village and surrounding area is getting higher. This project is under process for obtaining Environment Clearance and as per CPCB guideline dated 02/02/2017 (Clause III) project under 8(a)/8(b) does not require to obtain NOC from SPCB. We assure that will obtain all necessary permissions time to time as directed by authority.High water table of the area is the biggest challenge for such construction projects. As per chapter-8 Environmental damage assessment, remediation plan, natural and community resource augmentation plan of EIA report, we have assessed the damage caused due to dewatering of excavated area at 10 mt depth for foundation work by pumping, extracted approx. total 750 ML (Million Liter) ground water pumped out, which is reused for sprinkling and dust suppression purpose. The access water is disposed off to the nearby storm water disposal channel which is flowing towards sea. Rain water harvesting / conservation shall be ensured for project site to an extent for recharging the maximum rain water for reuse and to optimize the fresh water consumption. Accumulated water from seepage in excavation area shall not be mixed with any construction waste / water for dewatering. Feasibility for installation of desalination / RO plant to the nearby villages shall be explored.

6. In said project the creek which leads village water to sea has been completely filled. As per revenue map it does not show any existence of the channel or channels within the area. During interaction with locals, we came to know that these channels are prepared/made for disposal of monsoon water as storm water drainage for this area and do not have tidal inflow of water. We have also verified the same in google image of year 2000 and did not found any channel or channel within the area, so considering that image we have temporarily rerouted the channel for labor colony set up. We have also strengthened the same channel or channel to regulate the monsoon water flow. We have not permanently stopped this drain. We conform that after completion of the project, labor colony will be dismantled permanently and the rerouted channel will be retained as such or restored in its original state in consultation and guidance from the authority.

7. Environment Clearance has not been obtained for the construction work. We are under process for obtaining environment clearance,Furtherwe have made an online application to MoEF&CC on 5th November, 2017 under Category A and attended TOR meeting on 15th December, 2017 and received TOR minutes on 1st January, 2018. We were with the belief that our application was under process and EIA report is under preparation. So we could start the construction work and owing to the importance of the project we had started the construction work from 28thNovember, 2017.

We came to know that the activity performed without prior Environmental Clearance is falling under violation. Below details mentioned violation case application as per guidelines.

8. Although project is falling under violation category, it is openly violating the guidance and notice from Gujarat State Impact Assessment Authority by continuous construction activity. “M/s. SDB Diamond Bourse” is an organization emerged by whole hearted contribution of 4500 – 5000 members working and serving in the Diamond Industry. The proposition of the project came in existence with a good cause of development, economic growth, employment generation and to make Khajod, Surat painted on the world map. The project construction was started looking to the demand of stake members who are completely dependent and surviving on this business.

“Surat Diamond Bourse” project is to be built and executed as a part of the Dream City project proposed by Diamond Research and Mercantile City Limited, A Govt. of Gujarat owned company. The project of DREAM city was scheduled to be started in Year 2016 but delayed due to certain under planning circumstances. So, the management of SDB Diamond Bourse had decided to move ahead by obtaining necessary permissions individually for the proposed project. The management is strictly committed to follow and comply with all the statutory requirements and to work in the good cause of surrounding people also. Land for this project is allotted with developmental rights only by Urban Development and Urban Housing Department, Govt. of Gujarat as it is government waste land. As only development rights (FSI) was sold to us, as per original understanding all necessary permission including EC was to be obtained by DREAM City.

Honorable chief minister of Gujarat Shri Vijay Rupani inaugurated the project and then after it was discussed and insisted from government also for swift execution of project for quick revenue generation from the project. Though the basic responsibility of obtaining EC was with dream city and our project was likely to be delayed for the want of the EC, we decided to apply for EC for our project. We made an application for obtaining EC before starting construction work and attended TOR meeting. We were under belief that as we have made application and EIA is under preparation, and our application is under process, we are not violating the EIA notification and we started the construction work owing to importance of the project for betterment of diamond industry and need of the project for the economy of the Gujarat state and also for GDP growth of the country.

While following up for the EC during process of preparation of the EIA, we came to know that as per the provision of the EIA notification, we cannot start construction without obtaining or before the grant of EC. The board of directors immediately noted the cognizance of the matter and decided to make a fresh application for grant of EC under the procedure prescribed by notification date 14/03/2017, which is for the projects which have started the work at site before obtaining EC.

As this, project is of a common good purpose and no individual person or entity is receiving, no deliberate breach of any regulation was ever intended and the commencement of work was not willful from our side.

9. Although the project does not have any ownership documents, the project is running illegally and construction activity is being carried out. M/s. SDB Diamond Boursehas planned to set up the Commercial Complex called as “Surat Diamond Bourse” on totalplot area of 1,43,825.40 m2 being utilized for construction of commercial complex. RevenueDepartment of Government of Gujarat has allotted Government Waste Land to DREAM City Ltd for the development of Smart City in Surat on 99 years of lease, out of which 35.5 acres in turn has allotted with developmental rights to SDB Diamond Boursefor the commercial development. Land Allotment document is enclosed herewith as Annexure-I.

Sub.: Reply to the letter received from Mr. Jitendrakumar Babalbhai Patel, Dated 22.09.2018

Dear Sir,

We would like to reply for the letter received for the subject matter as below;

1. Special Purpose Vehicle (SPV) is formed to provide a common platform to the Diamond business of Surat and international level. The Surat city will be grown in the diamond sector and also will enhances the working capability, which will represent Surat as smart city.

2. SDB Diamond Bourse is allotted with 35.5 acre of land with development rights by DREAM City on lease.

3. This point is not applicable to us.

4. The basic responsibility of obtaining EC was with dream city and project was likely to be delayed for the want of the EC. So, we have applied for obtaining EC before starting construction work and TOR was granted in January 2018. We were under belief that EIA is under preparation, and EC application is under process, SDB is not violating the EIA notification and so, have started the construction work owing to be importance of the project for betterment of diamond industry and need of the project for the economy of the Gujarat state and also for GDP growth of the country. As per S.O. 1030(E) dated 08.03.2018 by MoEF&CC, the work / activity should not be continued till the environmental clearance is obtained, so, we have stopped the work.

5. We have not received any notice from authority and we are not aware about these proceedings.

6. For employment, we will put our all efforts to provide more employment to the local people within this project.

7. For this project rain water will be harvested from building tower and will be provided with max. 550 m3 storage tank for collecting and reusing the rain water.

8. Due to the environment consultant’s NABET accreditation assessment was under process for validity extension and so temporary validity was extended by NABET. According to that, the consultant can prepare the EIA report.

9. The environment consultant’s accreditation validity is extended upto December 2020 vide NABET letter dated 07.09.2018.

10. NABL accredited laboratory validity was due for renewal on 14.09.2018 and so it was valid during the baseline survey period i.e. 12 March, 2018 to 11 June 2018.

11. This point is not applicable to us.

12. No trees have been cut for developing this area till date.

13. We have planned for planting the pollution preventing tree species along with the ornamental tree species.

14. We will ensure maximum utilization of solar energy.
