Dreaming of Home, Dreaming of Land: Displacements and Hmong Transnational Politics, 1975-2010 A DISSERTATION SUBMITTED TO THE FACULTY OF THE GRADUATE SCHOOL OF THE UNIVERSITY OF MINNESOTA BY Her Vang IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY Dr. Erika Lee, Advisor July 2010 © Her Vang 2010 All rights reserved ACKNOWLEDGMENTS In 1933, the Lakota author Luther Standing Bear suggested that written history was second best to oral tradition because “a people enrich their minds who keep their history on the leaves of memory.”1 For much of their history, the Hmong also stored their past not in books but on “the leaves of their memory,” and they passed down their history orally from one generation to the next. Parents in Euro-America read to their children to put them to sleep, but Hmong children traditionally fell asleep listening to their parents tell Hmong folklores and their own family history. Storytelling and history- telling were important parts of traditional Hmong culture and livelihood. A Hmong child who learned the most Hmong folklores and knew the most about the family’s history often grew up to become the leader of the family and the clan. Today, the keeper of the family’s past is still the leader of the family and the clan. A Hmong leader knows all the secrets of his family and clan, and he is responsible for resolving all disputes involving his family and clan. Despite this significance, history, I admit, has not always been my chosen field of academic inquiry. First, I previously had no strong motivation to do written history because written history, for the Hmong, was secondary to their oral tradition. -

The Central Valley has been the new home to thousands of Hmong refugees who arrived in the United States (U.S.) after the Secret War. However, the Hmong people’s history and war-torn experiences remain invisible in the educational system and a mystery to society at large. Therefore, it is essential for our nation to honor the Hmong boys and men who fought fiercely alongside the U.S. soldiers, many of whom lost their lives. The U.S. Central Intelligence Agency recruited the Hmong men and boys to fight alongside the Americans and against the communists in Laos from 1961 to 1975. This war was known as the Secret War, America’s deadliest war. The Hmong people have endured and overcome great challenges throughout their history of migration before resettling in the U.S. and around the world. This qualitative study used narrative inquiry to highlight the lived experiences of 10 Hmong soldiers who served in the Secret War. This study highlighted the contributions of Hmong soldiers in the Secret War and provided a better understanding of how their war- torn experiences have influenced their educational aspirations. -

Wat Tham Krabok Hmong and the Libertarian Moment David M. Chambers1 Abstract This paper discusses how one group that James Scott might consider “Zomians,” now enclosed by the state, retains anarchistic tendencies even in recent years. From the early 1990s until 2004, Wat Tham Krabok Temple (WTK) in Saraburi Province, Thailand was settled by thousands of undocumented Lao Hmong refugees. This movement was enabled by a combination of local historical contingencies, with the extra-legal machinations of high-level state factions connected to the temple’s abbot, that likely went unseen by the majority of WTK’s Hmong inhabitants. After being deterritorialized from their Lao homeland, many of these Hmong were seeking out spaces for an autonomous livelihood, political legitimacy, and cultural reterritorialization. The pseudo-legal documentation, political patronage, and safe space provided to WTK Hmong through the abbot’s prestige and state-level connections allowed this group of immigrants to briefly enter a fold in Thai state space that sheltered them from harassment by local state agents as they pursued livelihood, cultural, and spatial autonomy. However, within WTK space the Hmong were hierarchically subordinated to Thai monks and laity in their respective access to land, resources, and cultural legitimacy. As such, WTK Hmong subverted the temple’s power structures by manipulating cultural hybridized symbols and placing them in spaces of reterritorialization. Introduction James Scott’s (2009) recent work has brought unprecedented attention to the field of upland Southeast Asian studies and has drawn its own critiques (Jonsson 2012, 2010; Dove et al. 2011; Lieberman 2010; Formoso 2010; Tapp 2010). -

This narrative addresses how these men escaped persecution from communist forces, and led their families to refugee camps in Thailand. The flight presented many challenges: coping with new laws, their masculinity and pride taken away from them. It explores how the lives of Hmong men were affected by leaving Thailand, an place similar to their homeland, and entering a new world where social economics and culture shock has “flipped them upside down,” feeling like they now reside at the bottom of the family structure. ii Acknowledgement I would like to take this time to thank my mentor and friend Joseph Orser. The Hmong were recruited by the CIA to assist in the Vietnam War and later fled to Thailand. American education and notions of western culture were introduced in the Thai camps. Hmong marriage rituals changed after resettlement in the United States.
