Personal watercraft safety. Safety Study NTSB/SS-98/01. Washington, DC. 98 p. Personal watercraft (PWC) are a type of recreational boat that has become increasingly popular in recent years. Manufacturers estimate that about 200,000 PWC are sold each year and that more than 1 million are in current operation. Although the overall number of re- creational boating fatalities has been declining in recent years, the number of personal watercraft-related fatalities has been increasing. PWC are the only type of recreational vessel for which the leading cause of fatalities is not drowning; in PWC fatalities, more persons die from blunt force trauma than from drowning. The National Transportation Safety Board initiated this study to more closely examine fatalities and injury in addition to accident characteristics associated with PWC accidents. The study was not designed to estimate how often PWC accidents occur, nor are the results of the study necessarily representative of all PWC accidents. The Safety Board analyzed 814 (one-third) of the 1997 reported accidents and examined all of the data for the 1996 reported accidents, which the Board believes provided a substantial number of accidents to identify the most important safety issues associated with PWC accidents. The safety issues discussed in the report include (a) protecting PWC riders from injury; (b) PWC operator experience and training; and (c) boating safety standards. The study also addressed the need for recreational boating exposure data. Safety recommendations concerning these issues were made to the manufacturers of PWC, the U.S. Coast Guard, the Coast Guard Auxiliary, the U.S. Power Squadrons, BOAT/U.S., the National Association of State Boating Law Administrators, the Personal Watercraft Industry Association, and the States and Territories. The National Transportation Safety Board is an independent Federal agency dedicated to promoting aviation, rail- road, highway, marine, pipeline, and hazardous materials safety. Established in 1967, the agency is mandated by Congress through the Independent Safety Board Act of 1974 to investigate transportation accidents, determine the probable causes of the accidents, issue safety recommendations, study transportation safety issues, and evaluate the safety effectiveness of government agencies involved in transportation. The Safety Board makes public its actions and decisions through accident reports, safety studies, special investigation reports, safety recommendations, and statistical reviews. (a) The definitions in Section 1900(b), Chapter 3, Title 13 of the California Code of Regulations shall apply with the following additions: (1) “All-Terrain Vehicle (ATV)” means any motorized off-highway vehicle 50 inches (1270 mm) or less in overall width, designed to travel on four low pressure tires, having a seat designed to be straddled by the operator and handlebars for steering control, and intended for use by a single operator and no passengers. The vehicle is designed to carry not more than 350 pounds (160 kg) payload, excluding the operator, and is powered by an internal combustion engine. Width shall be exclusive of accessories and optional equipment. A golf cart is not, for purposes of this regulation, to be classified as an all-terrain vehicle. (2) “Alternate Fuel” means any fuel that will reduce non-methane hydrocarbons (on a reactivity-adjusted basis), NOx, CO, and the potential risk associated with toxic air contaminants as compared to gasoline or diesel fuel and would not result in increased deterioration of the engine. Alternate fuels include, but are not limited to, methanol, ethanol, liquefied petroleum gas, compressed natural gas, and electricity. (3) “Alternative fuel” refers to liquefied petroleum gas, natural gas, alcohol, and alcohol/gasoline fuels. (4) “Alternative fuel conversion system” means a package of fuel, ignition, emission control, and engine components that are modified, removed, or added during the process of modifying a vehicle/engine/equipment to operate on an alternative fuel and to perform at an emission rate lower than or equal to the rate to which the engine family was originally certified.

While they make up a small percentage of all boats, they contribute to 36 percent of boating accidents (Wood 1998). "For the most part we have found that people use the craft responsibly, what gives them a bad name is the number of people who show off by irritating other boaters, fisherman, and beach users," says Bud Inman, spokesman for Lake Mead National Recreation Area (Wood 1998). Because of PWCs popularity among users, and the large population of people opposed to their use, the issue of banning PWC use has fueled controversy, national attention, and lawsuits. Arguments Supporting a PWC Ban Accidents: Personal watercrafts have high accident and fatality rates. As noted earlier, PWCs are involved in 35 percent of all accidents with water vessels. The number of accidents and fatalities due to PWC use has been increasing consistently with each year since 1987 (see Table 1). Pollution: Widespread PWC use has a significant impact on the environment due to the two stroke engines which leak millions of gallons of unburned fuel into the waters each year (Pearce, 1998). Scientists estimate that 20 to 25 percent of the fuel used in personal watercraft and other watercraft with two stroke engines fail to combust, and is flushed out into the water as raw fuel vapor emissions (Pearce, 1998).

    Personal Watercraft (PWC){PWC} Management Guide: a Comprehensive Reference Handbook Dear Friend: Recreational boating is an important part of our culture in Massachusetts and an increasing number of residents and visitors are participating in boating and boating-related activities. In recent years, the growth and diversification of boating on Commonwealth waters has begun to challenge coastal managers by fueling an array of recreational boating issues and conflicting waterways uses. Personal watercraft (PWC) are widely perceived as being among the most difficult recreational vessels to manage. They are frequently associated with management issues such as ecological damage, aesthetic degradation, multiple-use conflicts and public safety concerns, and they pose further concern because they can navigate in shallow water areas that are less accessible by other craft. However, few scientific studies have investigated, quantified or evaluated the environmental impacts of PWC operation and little is known about the cumulative or relative nature of PWC-related impacts. In response to this widespread uncertainty, the Massachusetts Office of Coastal Zone Management, in partnership with the National Oceanic and Atmospheric Administration’s Coastal Services Center, has collected and evaluated scientifically valid environmental, safety and management data to support the responsible development of public policy regarding the management of PWC. This document presents the findings of that work. I hope that municipal, state, federal and non-profit coastal managers, as well as others involved in recreational boating issues will find it helpful in addressing the many difficult aspects of personal watercraft management.
