Freedom of Religion in Abkhazia and South Ossetia/Tskhinvali Region Brief prehistory Orthodox Christians living in Abkhazia and South Ossetia are considered by the Patriarchate of the Georgian Orthodox Church to be subject to its canonical jurisdiction. The above is not formally denied by any Orthodox Churches. Abkhazians demand full independence and imagine their Church also to be independent. As for South Ossetia, the probable stance of "official" Ossetia is to unite with Alanya together with North Ossetia and integrate into the Russian Federation, therefore, they do not want to establish or "restore" the Autocephalous Orthodox Church. In both the political and ecclesiastical circles, the ruling elites of the occupied territories do not imagine their future together with either the Georgian State or the associated Orthodox Church. As a result of such attitudes and Russian influence, the Georgian Orthodox Church has no its clergymen in Tskhinvali or Abkhazia, cannot manage the property or relics owned by it before the conflict, and cannot provide adequate support to the parishioners that identify themselves with the Georgian Orthodox Church. Although both Abkhazia and South Ossetia have state sovereignty unilaterally recognized by the Russian Federation, ecclesiastical issues have not been resolved in a similar way. The Russian Orthodox Church does not formally or officially recognize the separate dioceses in these territories, which exist independently from the Georgian Orthodox Church, nor does it demand their integration into its own space. Clearly, this does not necessarily mean that the Russian Orthodox Church is guided by the "historical truth" and has great respect for the jurisdiction of the Georgian Orthodox Church in these territories.

Tbilisi’s lack of control of 20 percent of its territory has not only compromised Georgia’s national identity, it has also delayed im- portant state-building processes. Moreover, Russia’s invasion of Georgia in 2008 and its subsequent recognition of the two regions as independent states led to the belated realization that the secessionist conflicts are not merely domestic issues but belong to a larger conflict between Russia and Georgia. Over the last year, a series of events have again put Georgia’s relations with Russia and its breakaway regions at stake. Following the coming to power of Moscow-loyal Raul Khajimba in Abkhazia in August 2014, Mos- cow has initiated strategic alliance agreements with Sukhumi and Tskhin- vali, making the regions further dependent on Russia’s military support and increasing Russia’s political influence over the secessionist authorities.

Weekly Top 10 WASHINGTON, D.C. June 19, 2020 TO: NCSEJ Leadership and Interested Parties FROM: Daniel Rubin, Chairman; Mark B. Levin, Executive Vice-Chairman & CEO Dear Friend, On Thursday June 18, NCSEJ co-sponsored a film screening by the Kennan Institute to commemorate the 50th Anniversary of the Leningrad “Hijackers’”. The film is about a group of young refuseniks —mostly Soviet Jews denied permission to emigrate—who set out to commandeer an empty plane outside of Leningrad and use it to escape the USSR in June of 1970. The Leningrad Trials was one of the events that spurred the creation of NCSEJ almost 50 years ago and served as an inspiration to the millions of Jews wishing to emigrate from the Soviet Union. On Wednesday, June 24 we will honor outgoing NCSEJ Chair, Daniel Rubin, and welcome incoming Chair, James Schiller, at our Board of Governors Virtual Meeting. The guest speakers are Bulgarian Foreign minister, Ekaterina Zaharieva and Assistant Secretary of State at the Bureau of European and Eurasian Affairs, Philip T. Reeker. We hope you will join us. Sincerely, Mark B. Levin NCSEJ Executive Vice-Chairman & CEO If you enjoy these Newsletters, please consider making a donation to NCSEJ to help us support the Jewish communities of Eurasia during these uncertain times.
