    The Warrior £2.00 The Newsletter FROM THE LMS-PATRIOT PROJECT Issue 19 • September 2013 Patriot Front End revealed for the first time since 1963 The front of a Patriot was seen for the first time since 1963 when 45551 ‘The Unknown Warrior’ was photographed for a fundraising photoshoot at the Llangollen Railway Works at the end of July. As you will have no doubt seen, this iconic shot adorned the front cover of Steam Railway magazine (Issue 418, published on 16th August) and came about as part of a general appeal to raise £150,000 to complete the bottom end. A new fundraising leaflet was also inserted in every copy of Steam Railway magazine. The smoke box had been finished at LNWR Heritage at Crewe on 29th May and transported to the Llangollen Railway in time for Members’ Day on 15th June (see separate report). The painting was undertaken by Patriot Project and Llangollen Railway Members including Godfrey Hall and John Sandiford. The paint for ‘The Unknown Warrior’ has been kindly supplied by bromboroughpaints.co.uk The Newsletter FROM THE LMS-PATRIOT PROJECT Engineering Update • The driving wheelsets are have been completed by South Devon Railway Engineering and were delivered to Tyseley Loco Works on the 3rd July – the same day that a well-known blue LNER A4 Pacific was making all the headlines! The driving wheelsets are at Tyseley for tyre turning, wheel balancing and axleboxes will be fitted prior to transporting to Llangollen for fitting to the frames (see photo top right).

    ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)(a) THE M5 MOTORWAY (JUNCTION 7, WORCESTERSHIRE) (TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2017 NOTICE IS HEREBY GIVEN that Highways England Company Limited has made an Order on the M5 Motorway in the County of Worcestershire, to allow parapet repair works to be carried out. The effect of the Order will be to close – i) the northbound carriageway of the M5 from its junction with the exit slip road at Junction 7, to its junction with the entry slip road at Junction 7; and ii) the southbound carriageway of the M5 from its junction with the exit slip road at Junction 7, to its junction with the entry slip road at Junction 7. The work will be carried out over one night between 21:00 hours and 06:00 hours and is expected to start on Friday 6 October 2017. The Order will come into force on Friday 29 September 2017. Our road network carries a third of road traffic and we have seen demand grow by a quarter since 2000 with continued growth forecast. One reason for the introduction is smart motorways is because there are more vehicles on the road. By making use of the full width of the road, smart motorways add that extra capacity to carry more vehicles and ease congestion. They have evolved from Controlled Motorways (with variable speed limits) to Dynamic Hard Shoulder Running (opening the hard shoulder as a running lane to traffic at busy periods) to All Lane Running (permanently removing the hard shoulder and converting it into a running lane). Compared to a traditional motorway widening they deliver: • Increased capacity at significantly less cost than traditional motorway widening. • New technology and variable speed limits to improve traffic flow.

Collin Buchanan Email 2 OVERNIGHT HGV PARKING IN THURROCK 1.0 INTRODUCTION 1.1 The purpose of this report is to collate all available information on existing overnight HGV parking in Thurrock and future demands. This report will also provide an evidence base for use in the preparation of Local Development Framework (LDF) documents. 2.0 BACKGROUND 2.1 Thurrock has a significant level of roadside overnight parking due to: • Thurrock’s location in relation to the main crossings to Europe. HGV drivers leaving the ferry ports in Kent and heading to the Midlands or the North of England may have taken their 45 minute rest on the ferry, used probably up to an hour driving off the ferry, through customs and out of the port. The Dartford Crossing is then some 2-2.5 hours driving time from the ports. Delays at the Crossing may mean that the drivers are forced to take another break or an overnight stop around the area of the Crossing. Inevitably, therefore, drivers mat be looking to stop in and around Thurrock. • The high number of industrial and port-related businesses in the borough. There is a concentration of depots and industrial sites in the borough. Many HGV drivers plan to be as close to their destinations the night before to ensure they are at the front of the queue to deliver or pick up their loads the following morning.
