Introduction 1.1 Background In spite of the widely publicised ‘success’ stories about Zimbabwe in the 1980s, 50% of the population continues to live in poverty. There is still food insecurity, extreme poverty, hunger and child malnutrition at the household level in communal areas, among commercial farming labourers and low income urban families, especially those which are female-headed. Recent research demonstrates that up to 70% of rural households are living in absolute poverty and between 75% and 90% are below the Government of Zimbabwe’s official poverty lines (Chipika, 1992). Land pressure is increasing in communal areas of Zimbabwe, since growth in population has not been matched by a corresponding increase in the amount of land available for cultivation. Rural households in Zimbabwe's Natural Regions IV and V hardly produce above their subsistence levels owing to poor soil and low rainfall patterns. For example, around 55% of farmers in Natural Region IV and 82% of those in Region V reported food shortages in 1993, which was a year of reasonably good harvests (Moyo, 1995). It is becoming increasingly apparent that small-scale farming on its own rarely provides a sufficient means of survival in many areas of rural Zimbabwe. Indeed, most rural households depend on a diverse portfolio of activities and income sources. Some households are looking towards activities such as processing as a means to enhance the livelihood they can achieve from a limited area of land (Simalenga, 1996). Previous research suggests that small-scale food processing activities represent a potential source of livelihood for the poorest people in Sub-Saharan Africa. Food processing may increase the value of crops to poor farmers, through improving shelf-life, adding value and thus yielding higher returns, and furthermore overcoming seasonal and perishability constraints for example. Value-addition via the adoption of improved and validated processing technologies, may help small-scale horticultural producers overcome some of the problems experienced in the fresh produce market, such as lack of market information and market integration, reliance on spot markets, transport constraints and wastage.

The Village Based Consultative Inventory (VBCI) was last done in 2004. Tools Inventory Tools for the inventory developed by the Information & Knowledge Management currently being Taskforce piloted in 30 rural wards (out of 34) in Gokwe South. Feedback refined by NAC for reports produced and shared with NAC. Government disbursed USD250, upscaling 000.00 for up scaling the VBCI in 10 districts (7 in Manicaland & 3 in nationally Mashonaland East Provinces) this year 2012.

    Foreword The Government of Zimbabwe has continued to exhibit its commitment for reducing food and nutrition insecurity in Zimbabwe. Evidence include the culmination of ZimASSET’s Food and Nutrition Security Cluster and the multi-sector Food and Nutrition Security Policy (FNSP). Recognising the vagaries of climate variabilities and the unforeseeable potential livelihood challenges, Government put in place structures whose mandates are, among other things to provide early warning information for early actioning. The Food and Nutrition Council, through the ZimVAC, is one of such structures which strives to fulfil the aspirations of the FNSP’s commitment number 6 of providing food and nutrition early warning information. In response to the advent of the El Nino phenomena which has resulted in the country experiencing long dry spells, the ZimVAC undertook a rapid assessment focussing on updating the ZimVAC May 2015 results. The lean season monitoring focused on the relevant food and nutrition security parameters. The process followed a 3 pronged approach which were, a review of existing food and nutrition secondary data, qualitative district Focus Group Discussions (FGDs) and for other variables a quantitative household survey which in most cases are representative at provincial and national level. This report provides a summation of the results for the 3 processes undertaken and focuses on the following thematic areas: the rainfall season quality, 2015/16 agricultural assistance, crop and livestock condition, food and livestock markets, gender based violence, household income sources and livelihoods strategies, domestic and production water situation, health and nutrition, food assistance and a review of the rural food security projections.

Specific Objectives of the Assessment • To determine the number of the affected people and establish their demographic characteristics • To determine the immediate, intermediate and long term needs of the affected communities Methodology • Field visits in accessible affected areas in Chimanimani and Chipinge; • Key informant interviews with the Provincial and District Administrators (Face to face and tele- interviews); • Secondary analysis of sectoral reports; • Key informant interviews with affected people. 1.1 Background of the flooding Zimbabwe experienced torrential rainfall caused by Cyclone Idai from the 15th of March 2019 to the 17th of March 2019.Tropical Cyclone Idai which was downgraded to a tropical depression on the 16th of March 2019 caused high winds and heavy precipitation in Chimanimani, Chipinge, Buhera, Nyanga, Makoni, Mutare Rural, Mutasa and parts of Mutare Urban Chimanimani and Chipinge districts among other districts, causing riverine and flash flooding and subsequent deaths, destruction of livelihoods and properties. To date, Chimanimani district is the most affected. An estimated 50,000 households/250,000 people were affected by flooding and landslides in Chimanimani and Chipinge, when local rivers and their tributaries burst their banks and caused the inundation of homes and schools causing considerable damage to property and livelihoods and in some cases deaths.

The conceptual aim is to connect the agrarian question with contemporary democratic theory, by inquiring into the global sources of ‘civil society’ and relating it to the phenomenon of semi-proletarianisation. There are three basic arguments. First, civil society cannot be understood in isolation from imperialism. The onset of the Cold War produced an ultra-imperial order under US leadership, with a ‘global development’ project crafted to its needs and a mode of rule preoccupied with the definition and enforcement of ‘civil society’. Second, capital accumulation in the postwar period has continued to operate in accordance with the laws of motion of the centre-periphery relationship; the main alteration has consisted in the closer integration of central-state economies with each other, along with a small number of industrial satellites.

  • Zimbabwe: Tropical Cyclone Idai Baseline Assessment - Round 1 Chimanimani, Chipinge, Mutare, Buhera Districts
    ZIMBABWE: TROPICAL CYCLONE IDAI BASELINE ASSESSMENT - ROUND 1 CHIMANIMANI, CHIPINGE, MUTARE, BUHERA DISTRICTS 11 APRIL 2019 OVERVIEW Tropical Cyclone Idai made landfall in Zimbabwe, on the 15 of March 2019. From the 29th of March to the 7th of April 2019 IOM, in close coordination with the Government of Zimbabwe, UN Women and Caritas Zimbabwe, conducted baselines assessments in Chimanimani, Chipinge, Mutare and Buhera districts. DEMOGRAPHICS Figure 1 — District population, affected population and IDPs by districts 59,125 IDPs (12,249 households)* were reported across the 4 affected districts. The largest number of IDPs have been identified in Chipinge (36,347 IDPs), followed by Chimanimani (14,016 IDPs), Buhera (4,469 IDPs) and Mutare (4,293 IDPs). The high number of IDPs in Chipinge can be explained by the fact that the district has the highest population. However, Chimanini is the district that is worst affected by the cyclone. *Due to inaccessibility, data from some of the wards were collected through phone interviews with districts officials. FOREWORD The Government of Zimbabwe (GoZ) through the Ministry of Health and Child Care (MoHCC) is committed to strengthening the linkages between public health facilities and communities for HIV prevention, care and treatment services provision in Zimbabwe. The Ministry acknowledges the complementary efforts of non-governmental organisations in consolidating and scaling up community based initiatives towards achieving the UNAIDS ‘90-90-90’ targets aimed at ending AIDS by 2030. The contribution by Family Health International (FHI360) through the Zimbabwe HIV Care and Treatment (ZHCT) project aimed at increasing the availability and quality of care and treatment services for persons living with HIV (PLHIV), primarily through community based interventions is therefore, lauded and acknowledged by the Ministry. As part of the multi-sectoral response led by the Government of Zimbabwe (GOZ), we believe the input of the ZHCT project will strengthen community-based service delivery, an integral part of the response to HIV. The Ministry of Health and Child Care however, has noted the paucity of data on the cascade of HIV treatment and care services provided at community level and the ZHCT baseline and mapping assessment provides valuable baseline information which will be used to measure progress in this regard.
