The proposed development is to set up a Solar Park. The entire study area is underlain by rocks of the Precambrian Transvaal Supergroup and more superficially by late Caeonozoic calcretes of the Kalahari Group. Dolomites of the Transvaal Supergroup are known to contain fossil stromatolites, and there is a slight, but unlikely, possibility that the calcretes of the Kalahari Group could contain fossils of Caenozoic age. In my opinion this development will not negatively affect palaeontological heritage.

INTRODUCTION An Environmental Management Framework includes a framework of spatially represented information connected to significant environmental (i.e. ecological, social and economic) parameters. It is one of the key instruments used in strategic environmental planning. In its formal context, the Environmental Management Framework that is adopted by the Minister or Member of the Executive Council will be taken into consideration when reviewing an application for environmental authorisation following the completion of an Environmental Impact Assessment, where the proposed development is contemplated within the areas to which the EMF applies The Frances Baard District Municipality identified the need to review its Environmental Management Framework that was developed in 2010.

Since Miocene-Pliocene times, thick masses of lime tufa have repeatedly accumulated at several points along this escarpment, and four regional sequences are described. These allow discrimina- tion of six major depositional complexes, commonly characterized by basal cryoclastic breccias or coarse conglomerates that reflect frost shattering and torrential runoff, followed by sheets and lobes of tufa generated in an environment substantially wetter than today. A chronostratigraphy for the last 30,000 yr is provided by 14C dating, with direct or indirect correlations to the Vaal River sequence. The regional stratigraphy as well as faunal dating indicate an early Pleistocene age for Australopithecus africanus at Taung. Repeated episodes of protracted cold or wetter climate or both begin in terminal Miocene times, and the last Pleistocene cold-moist interval began after 35,000 yr B.P. and ended 14,000 yr B.P. Early and late Holocene times were mainly wetter, whereas the middle Holocene was drier than today. The paleoclimatic sequence differs from that of the southern and southwestern Cape or that of East Africa, but close parallels are evident throughout the lower Vaal Basin and the southern Kalahari.

    CURRICULUM VITAE: DAVID ROGER NEACALBANN MCINTYRE MORRIS McGregor Museum, P.O. Box 316, Kimberley & Dept Anthropology & Sociology, University of the Western Cape David Morris is Head of Archaeology at the McGregor Museum in Kimberley, and has a PhD from the University of the Western Cape in Cape Town. His doctoral research revolved on the rock art of the Northern Cape, his prior Masters dissertation having focused on the site of Driekopseiland near Kimberley. He has done extensive fieldwork in the Karoo, while recent work has included research at sites north of the Orange River and in the vicinity of the Kgalagadi Transfrontier Park. His museum research addresses a wide cross-section of Northern Cape archaeological and historical matters. His interests include public archaeology, and he was closely involved in developing the Wildebeest Kuil Rock Art Centre outside Kimberley and in writing the SAHRA-approved Conservation Management Plan for Wonderwerk Cave near Kuruman. With John Parkington and photographer Neil Rusch, he has co-authored the book Karoo rock engravings (2008). He is currently preparing a monograph on Wildebeest Kuil as part of a Franco-South African Groupe de Recherche International partnership and research programme, and has helped co-edit chapters for a forthcoming book, Working with rock art: international perspectives, the proceedings of an international SACRA conference held in Kimberley in 2006. He has attended rock art meetings in France and Mexico and is a partner in the South Africa- Mexico rock art programme launched in 2008 and broadened to include Botswana and Moçambique (2009). He addressed colleagues in archaeology at the Russian Academy of Sciences in St Petersburg in 2004.
