It also depended on the commitment of everyone consulted throughout the needs assessment process to make this plan a usable document for our sector, one which is actionable and not just a document that ‘sits on the shelf’ and ‘ticks’ the so-called ‘box’. The Ministry of Communications and Information Technology (MCIT), the Office of the Regulator (OOTR), and Samoa Post Company Limited (SPL) would like to express our gratitude to all of those who gave their time so willingly: our colleagues across the Government of Samoa, our partners in the Samoan private sector, and our citizen-friends in civil society. Last, but not in the least, a warm Pacific thank you to the Australian Department for Foreign Affairs and Trade (DFAT) who funded the production of this plan; the sector planning team who researched and wrote the document: national advisor, Sosefina Tualaulelei and international advisor, Tony Willenberg; local firm KVA Consult for their technical and logistics support to the sector planning team (including an office where they enjoyed the sound of Samoan afternoon rain on a tin roof while they worked); and facility team leader for the Samoa Technical Assistance Facility (STAF), Professor Peter Blunt, who edited the plan relentlessly. iii Communications Sector Plan, 2017/18 - 2021/22 Foreword A knowledge-empowered society that can take full advantage of the opportunities afforded by digital computing technologies is government’s vision for Samoa. It is an ambitious vision, but it is one that is achievable in the medium to longer term. To build momentum towards that end, we must start to lay the foundations now. The cornerstone of such development will be ‘affordable and appropriate ICT accessible to all’, which is the overarching purpose of this plan. To achieve this purpose, the plan proposes to: § Increase the degree of digitisation of our public administration; § Develop ICT capabilities among our citizens, students and teachers; and § Consolidate the ICT capabilities of government into a single ‘centre of excellence’ that builds upon the SNBH investment. Much of what is proposed in the plan will take advantage of the submarine cable and the lower costs associated therewith. The landing of the cable marks an important watershed in Samoa’s development. Bandwidth per capita will increase dramatically, making access to the Internet more like a low-cost utility service than an expensive privilege available to only a few. Samoa’s Internet utilisation was predicted to be about 100GB by 2032, but that has now been revised upwards by a factor of 80 to 8,000 GB or 8TB. Connections can be made and sustained between loved ones, between staff and headquarters, businesses and their trading partners, citizens and government; all with the click of a mouse button or the tap of a finger on a touchscreen. ICTs have a very broad range of possible applications and benefits, such as: § Enhancing economic productivity because of better education and training and the development of new skills, entrepreneurship, and new (or better penetration of existing) markets. § Developing new products and services, stimulating innovation, and enabling new organisational models and business processes. § Improving access to financial services such as mobile money, micro-credit, crowdfunding, and crowdsourcing1. § Making commerce more efficient through point of sale systems, online banking and mobile banking. § Lowering transaction costs by enhancing the speed and quality of information flows for managing knowledge. § Improving government and business service delivery, particularly by way of electronic service delivery which increases transparency, reduces opportunities for bribery and saves time and money for citizens and businesses (Minges & Stork, 2015). This plan will facilitate all of these things. It gives clear direction to government and the communications sector and informs citizens and the market about how the sector will be developed over the next five years and where the priorities will lie. It gives me great pleasure to present the Communications Sector Plan, 2017/18 to 2021/22, and to commit my Ministry to doing everything within its powers to help realise its objectives.
