This 2+2 Ministerial is the highest-level institutional mechanism between the two countries and provides for a review of the security, defence and strategic partnership between India and the United States. This was the second 2+2 meeting and the first in US. At the Dialogue, both sides Raksha Mantri Shri Rajnath Singh and US Secretary of Defense Dr Mark Esper in positively appraised the growing Washington on December 18, 2019. Raksha Mantri being accorded a ceremonial welcome with a Guard of Honour and 19-gun salute ahead of his bilateral meeting with the US Secretary of Defense, Dr Mark Esper, in Washington. partnership between India and the United States, and noted that important milestones had been achieved since the inaugural 2+2 dialogue in New Delhi in 2018. Both sides reiterated their commitment to advancing a free, open, inclusive, peaceful, and prosperous Indo- Pacific region. At the Dialogue, both sides also committed to further deepen Raksha Mantri Shri Rajnath Singh and External Affairs Minister Dr S Jaishankar leading the military-to-military cooperation, Indian delegation, while US Secretary of Defense Dr Mark Esper and US Secretary of State Michael Pompeo heading the US delegation at the 2+2 dialogue in Washington. Also seen including between the Indian Navy are Defence Secretary Dr Ajay Kumar and Secretary (Defence Production) Shri Subhash and the US Navy Fleets under US Chandra. Indo-Pacific Command, Central 4 Sainik Samachar January 1-15, 2020 Command, and Africa Command and intend to expand similar cooperation between their respective Armies and Air Forces. A number of other initiatives to enhance military- to-military cooperation were also agreed upon. The two sides concluded the Industrial Security Annex during the visit. Priority initiatives have been identified for execution under the Defence Technology and Trade Initiative (DTTI) programme. The two sides also concluded a Raksha Mantri at the Library of Congress in Washington. Ancient Indian manuscripts from standard operating procedure the collection of the library were on display. for this process. These measures are expected to provide momentum to collaboration between the private defence industries of both India and the US. The two sides also agreed to move forward in their engagement in the area of defence innovation. Shri Rajnath Singh also paid floral tributes at the Tomb of the Unknown Soldier at the Arlington National Cemetery. After the 2+2 meeting, Shri Rajanth Singh, along with Dr S Jaishankar, called on President of the United States, Donald J Trump at the Oval Office. They were accompanied by US National Security Adviser Ambassador Robert O’Brian. - PRO Defence January 1-15, 2020 Sainik Samachar 5 Raksha Mantri visits NAS Oceana & Naval Station Norfolk during his US visit aksha Mantri Shri Rajnath Singh Rvisited the Naval Air Station (NAS) Oceana and Naval Station Norfolk on December 17, 2019 during his visit to the United States of America. The visit highlighted the depth of the US-India defence partnership and the close ties between the Navies of the two countries. During the visit to NAS Oceana, Raksha Mantri inspected a Boeing Mobile Flight Simulator, static display and F/A-18E flight demonstration. The Indian delegation also toured the Nimitz-class aircraft carrier USS Dwight D. Eisenhower (CVN 69), which is located at Naval Station Norfolk. Shri Rajnath Singh was accompanied by Ambassador of India to the US Shri Harsh Vardhan Shringla, Defence Secretary Dr Ajay Kumar, other senior officials of the Government of India and active- duty military officers. The Indian delegation was greeted by Dr James Anderson, who is performing the duties of 6 Sainik Samachar January 1-15, 2020 Deputy Under Secretary of Defense for Policy; Commander, Naval Air Force Atlantic Rear Adm. Roy Kelley; Deputy Assistant Secretary of the Navy for International Programs Rear Adm. Francis Morley; and Commanding Officer, NAS Oceana Capt. John Hewitt. Raksha Mantri said his visit reflected on the strong defence ties between India and the United States and hoped that the relations will further strengthen in the near future. The US officials said they were honoured to host Shri Rajnath Singh and the Indian delegation to Naval Air Station Oceana and onboard USS Dwight D Eisenhower, adding that the visit will further bolster the partnerships between the two countries. India and the United States continue to build defence cooperation ties through military exercises, defence trade and official visits & exchanges, including this visit to the largest US naval base in the world. - PRO Defence January 1-15, 2020 Sainik Samachar 7 Integrated Financial Advisors Workshop Integrated Finance is the backbone of any Ministry: RM aksha Mantri Shri Rajnath Singh Rhas termed Integrated Finance as the backbone of any ministry/ department, saying that desired objectives can only be achieved when a ministry/department is able to manage within its budgetary resources without compromising on operational needs. Addressing the Integrated Financial Advisors (IFA) Workshop on December 24, 2019, Raksha Mantri commended the Finance Division in the Ministry of Defence (MoD) and Controller General of Defence Accounts (CGDA) for meeting the needs of the three Services and other allied organisations, like Ordnance Raksha Mantri Shri Rajnath Singh addressing the gathering during the Integrated Finance Advisors (IFA) workshop.     No. 08/2019 AN INDIAN ARMY PUBLICATION August 2019 BATTLE OF HAJIPIR (INDO-PAK WAR 1965) MAJOR RANJIT SINGH DAYAL, PVSM, MVC akistan’s forcible attempt to annex Kashmir was defeated when India, even though surprised by the Pakistani offensive, responded with extraordinary zeal and turned the tide in a war, Pakistan thought it would win. Assuming discontent in Kashmir with India, Pakistan sent infiltrators to precipitate Pinsurgency against India under ‘OPERATION GIBRALTAR’, followed by the plan to capture Akhnoor under ‘OPERATION GRAND SLAM’. The Indian reaction was swift and concluded with the epic capture of the strategic Haji Pir Pass, located at a height of 2637 meters on the formidable PirPanjal Range, that divided the Kashmir Valley from Jammu. A company of 1 PARA led by Major (later Lieutenant General) Ranjit Singh Dayal wrested control of Haji Pir Pass in Jammu & Kashmir, which was under the Pakistani occupation. The initial victory came after a 37- hour pitched battle by the stubbornly brave and resilient troops. Major Dayal and his company accompanied by an Artillery officer started at 1400 hours on 27 August. As they descended into the valley, they were subjected to fire from the Western shoulder of the pass. There were minor skirmishes with the enemy, withdrawing from Sank. Towards the evening, torrential rains covered the mountain with thick mist. This made movement and direction keeping difficult. The men were exhausted after being in the thick of battle for almost two days. But Major Dayal urged them to move on. On reaching the base of the pass, he decided to leave the track and climb straight up to surprise the enemy.

The developments during the B ritish period are given below BRITISH PERIOD 1 671 The first M ilitary Engineer in India was appointed by the East India Company, in Bombay, He was Colonel Herman Bake, and was designated "Engineer and Su.y^e.yar' General” of the Island of Bombay. 1672 The first uniform appeared in Bombay, 1726 Surveyor of Works (possibly the first) appointed in B o m b a y , 1750 Appointment of “Engineer General” was created, 1755 Though M ilitary Engineers had taken part in several campaigns earlier, it was only this year that they were officially recognised as Combat O fficers, in addition to being Technical Experts, « ~ 1777 Company of Pioneer Laskers was raised in Bombay, 18 Field Company traces its origin to it and is possibly the oldest Company of the Corps of Engineers, 1780 Madras Sapers formed at Madras, 1799 "Engineer Brigade” employed at Seringapatam, 1803 The pontoon made its first appearance, inspired by local boats used by the Mahratta armies, 1818 Bengal Sappers formed at Allahabad, 1820 Bombay Sappers formed, 1831 The term “Corps of Sappers & Miners” first used, 1847 Thomason College of Civil Engineering was established with a Bengal Sapper as its first principal. 1870 First telegraph section was raised by Bengal Sappers, 1885 Battalion Organisation of ”Sa|>pers & Miners” was abolished.

    12 November 2019: PIB Summary & Analysis HADR Exercise TIGER TRIUMPH Context: The maiden India - US joint tri-services Humanitarian Assistance and Disaster Relief (HADR) Exercise named ‘TIGER TRIUMPH’ is scheduled to be held in November 2019 for 9 days. About HADR Exercise TIGER TRIUMPH: TIGER TRIUMPH is the first joint Indo-US Humanitarian Assistance and Disaster Relief (HADR) exercise. It is aimed at developing interoperability for conducting HADR operations. Participating teams from India: o Indian Naval ships Jalashwa, Airavat and Sandhayak o Indian Army troops from 19 Madras and 7 Guards o Indian Air Force MI-17 helicopters and Rapid Action Medical Team (RAMT) Participating teams from the USA: o US Navy Ship Germantown o Troops from US Third Marine Division It is an exercise carried out on the Eastern coast of India starting with the Harbour Phase at Visakhapatnam. Personnel from both navies would participate in training visits, subject matter expert exchanges, sports events and social interactions. After this phase, the ships, with troops embarked, would sail for the Sea Phase and undertake maritime, amphibious and HADR operations. On reaching the HADR area at Kakinada, the landing of Relief Forces would be undertaken to the Exercise scenario. At the HADR Exercise Area, a Joint Command and Control Centre would be established jointly by the Indian Army and US Marines. The IAFRAMT and the US Navy Medical Team would establish a Medical Facility Camp for providing medical aid to victims, who would have been previously evacuated by road and air to the Camp. 6th World Congress on Rural and Agricultural Finance Context: The 6th World Congress on Rural and Agricultural Finance was inaugurated in New Delhi.
