BIOGAS RENEWABLE GENERATION PROJECT FINAL INITIAL STUDY / MITIGATED NEGATIVE DECLARATION ENVIRONMENTAL SETTING, IMPACTS AND MITIGATION MEASURE March 9, 2018 3.6 GEOLOGY AND SOILS This section describes existing geology and soils of the project site and is based on findings documented in the following reports: • Geo-Logic Associates (GLA; 2012) Geotechnical Report – Proposed Landfill Expansion, March. • Sanitation Districts of Los Angeles County – Planning Section and AECOM (2014) Draft Environmental Impact Report, March. • Stantec (2016) Geotechnical Investigation Report, provided as Appendix D of this document. 3.6.1 Setting Regional Hydrogeology According to the California Department of Water Resources (CDWR) Bulletin 118 Report, the Project site is not located within a mapped groundwater basin. The closest groundwater basin is the San Fernando Valley Groundwater Basin of the South Coast Hydrologic Region (4-12), located to the west of the Project site. The basin is approximately 226 square miles and is bounded on the north and northwest by the Santa Susana Mountains, on the north and northeast by the San Gabriel Mountains, on the east by the San Rafael Hills, on the south by the Santa Monica Mountains and Chalk Hills, and on the west by the Simi Hills (DWR, 2004). Regional Geology The Project site is located in the northwestern portion of the Transverse Range Geomorphic Province in the southwestern part of California. The region is separated by an east-west trending series of steep mountain ranges and valleys, sub-parallel to faults branching from the San Andreas Fault. The Project site resides in the portion of the Province drained by the Los Angeles River. -

Toiyabe National Forest Land and Resource Management Plan Table of Contents
United States Department of Agriculture NATIONAL FOREST PREFACE This National Forest Land and Resource Management Plan (Forest Plan) was developed to direct the management of the Toiyabe National Forest. The goal df the Plan is to provide a management program reflective of a mixture of management activities that allow use and protection of Forest resources; fulfill legislative requirements; and address local, regional, and national issues and concerns. To accomplish this, the Forest Plan: SPECIFIES THE STANDARDS AND GUIDELINES AND THE APPROXIMATE TIMING AND VICINITY OF THE PRACTICES NECESSARY TO ACHIEVE THAT DIRECTION; AND ESTABLISHES THE MONITORING AND EVALUATION REQUIREMENTS NEEDED TO ENSURE THAT THE DIRECTION IS CARRIED OUT AND TO DETERMINE HOW WELL OUTPUTS AND EFFECTS WERE PREDICTED. The Forest Plan will be reviewed (and updated if necessary) at least every five years. It will be revised on a IO- to 15-year cycle. Preparation of the Forest Plan is required by the Forest and Rangeland Renewable Resources Planning Act (RPA) as amended by the National Forest Management Act (NFMA). Assessment of its environmental impacts is required by the National Environmental Policy Act (NEPA) and the implementing regulations of NFMA (36 WR 219). The Forest Plan replaces all previous resource management plans prepared for the Toiyabe National Forest. Upon approval of the Forest Plan, all subsequent activities affecting the Forest must be in compliance with the Forest Plan. In addition, all permits, contracts and other instruments for the use and 0 occupancy of National Forest System lands mst be in conformance with the Forest Plan. RELATIONSHIP TO OTHER PLANNINC LEVELS Development of this Forest Plan occurs within the framework of Forest Service regional and national planning. -

U.S. Fire Administration/Technical Report Series The East Bay Hills Fire Oakland-Berkeley, California USFA-TR-060/October 1991 U.S. Fire Administration Fire Investigations Program he U.S. Fire Administration develops reports on selected major fires throughout the country. The fires usually involve multiple deaths or a large loss of property. But the primary criterion T for deciding to do a report is whether it will result in significant “lessons learned.” In some cases these lessons bring to light new knowledge about fire--the effect of building construction or contents, human behavior in fire, etc. In other cases, the lessons are not new but are serious enough to highlight once again, with yet another fire tragedy report. In some cases, special reports are devel- oped to discuss events, drills, or new technologies which are of interest to the fire service. The reports are sent to fire magazines and are distributed at National and Regional fire meetings. The International Association of Fire Chiefs assists the USFA in disseminating the findings throughout the fire service. On a continuing basis the reports are available on request from the USFA; announce- ments of their availability are published widely in fire journals and newsletters. This body of work provides detailed information on the nature of the fire problem for policymakers who must decide on allocations of resources between fire and other pressing problems, and within the fire service to improve codes and code enforcement, training, public fire education, building technology, and other related areas. The Fire Administration, which has no regulatory authority, sends an experienced fire investigator into a community after a major incident only after having conferred with the local fire authorities to insure that the assistance and presence of the USFA would be supportive and would in no way interfere with any review of the incident they are themselves conducting. -
3.12 Recreation
3.12 RECREATION INTRODUCTION This section analyzes the impacts of the Whole Foods and the Park Shopping Center Project on park and recreation resources. The analysis in this section was based on the City of Malibu’s General Plan EIR, prepared by Harland Bartholomew and Associates, the Malibu Creek State Park, General Plan and Final Environmental Impact Report, the California Department of Parks and Recreation, and the City of Malibu Department of Parks and Recreation. These sources are incorporated by reference. ENVIRONMENTAL SETTING Existing Conditions The project site is currently vacant. Past uses on the site include a private skate park. The skate park was closed on October 31, 2011, several months before the proposed project’s notice of preparation (NOP) was released on April 26, 2012. City of Malibu Recreational opportunities within the City of Malibu consist of parks, athletic fields, open space, trails, and coastal amenities, including coastal parks, beaches, campgrounds, volleyball courts and the Malibu Pier. The City of Malibu’s park system is comprised of six parks including neighborhood, community, and wilderness parks.1 The City of Malibu maintains and owns over 500 acres of parkland, including the Charmlee Wilderness Park (532 acres).2 Table 3.12-1, City of Malibu Parks, list the parks which are owned and/or operated by the City, the acreage of each park, and the amenities which are offered at each site. In addition, the Santa Monica/Malibu Unified School District operates several schools within the City. The facilities at each school site are available for use by local residents. -

South Coast Hydrologic Region California’s Groundwater San Fernando Valley Groundwater Basin Bulletin 118 San Fernando Valley Groundwater Basin • Groundwater Basin Number: 4-12 • County: Los Angeles • Surface Area: 145,000 acres (226 square miles) Basin Boundaries and Hydrology The San Fernando Valley Groundwater Basin was adjudicated in 1979 and includes the water-bearing sediments beneath the San Fernando Valley, Tujunga Valley, Browns Canyon, and the alluvial areas surrounding the Verdugo Mountains near La Crescenta and Eagle Rock. The basin is bounded on the north and northwest by the Santa Susana Mountains, on the north and northeast by the San Gabriel Mountains, on the east by the San Rafael Hills, on the south by the Santa Monica Mountains and Chalk Hills, and on the west by the Simi Hills. The valley is drained by the Los Angeles River and its tributaries. Precipitation in the San Fernando Valley ranges from 15 to 23 inches per year and averages about 17 inches. Hydrogeologic Information Water Bearing Formations The water-bearing sediments consist of the lower Pleistocene Saugus Formation, Pleistocene and Holocene age alluvium (CSWRB 1962). The ground-water in this basin is mainly unconfined with some confinement within the Saugus Formation in the western part of the basin and in the Sylmar and Eagle Rock areas (CSWRB 1962). The average specific yield for deposits within the basin varies from about 14 to 22 percent (DPW 1934). Well yield averages about 1,220 gpm with a maximum of about 3,240 gpm. Alluvium. Holocene age alluvium consists primarily of coarse-grained unsorted gravel and sand deposited by coalescing alluvial fans emanating from the surrounding highlands. -

More recently, with the catastrophic wildfire events of 2017 and 2018, fire has emerged as an annual threat roughly comparable to floods. Fire and flood fire hazards are surpassed only by high magnitude earthquake hazards, which typically occur less frequently but can result in extreme disaster events. For the 2018 State Hazard Mitigation Plan (SHMP), the fire hazards risk assessment has been expanded to include separate discussions on wildfire hazards and structural fire hazards. Structural fire hazards can occur as a cascading hazard emerging from wildfires or earthquakes, or as an independent hazard event. In either case, fire hazard mitigation actions are crucial in minimizing potential risk. Preparation and implementation of Local Hazard Mitigation Plans (LHMPs) with linkage to a jurisdiction’s general plan, play an important role in the fire mitigation process. -

The Del Norte Fire Safe Council volunteered for the task of coordinating the local effort to develop a fire safe plan. The Council received a grant from the US Forest Service Economic Action Program in 2003. The specific purpose of the grant was to fund the creation of a plan to identify and prioritize projects to reduce wildfire risk through the implementation of fuel hazard reduction, community education, and pre-fire suppression in Del Norte County. ForEverGreen Forestry was contracted to develop the plan through the collection of appropriate and necessary information regarding fire safety in Del Norte County (e.g. research, stakeholder input, etc.) using a collaborative process, and to document these efforts in a comprehensive fire safe plan. The Plan, in short, identifies risks and mitigations to reduce risks from wildfire in Del Norte County. It also provides residents with a step-by-step guide on how to fire-safe their homes, structures, and community, and how to best deal with an impending wildfire.
