Disabled Veteran Business Enterprise Declarations (STD 843) November 2008 Page 1 of 14 (RFQ Form Rev: 08-07) State of California Request for Qualifications No. C08E0019 Department of Parks and Recreation Architectural and Engineering Professional Services Acquisition and Development Division for Projects in the California State Parks System SECTION 1 – GENERAL INFORMATION 1.1 INTRODUCTION 1.1.1 The State of California, Department of Parks and Recreation (DPR) is requesting Statements of Qualifications (SOQ) for Architectural and Engineering Services for projects located in the California State Parks System for the disciplines of Architecture, Historic Architecture, Landscape Architecture-Design, Land Surveying, Geotechnical Engineering, Testing-Lab and Field, Civil Engineering, Environmental Engineering, Mechanical Engineering, Electrical Engineering, Electrical Engineering-Lighting Design, Structural Engineering and Historic Structural Engineering. Services for potential projects include, however are not limited to, some or all of the following: study, planning, schematics, preliminary design, design development, preparation of construction documents, estimating, specification writing, preparation of building analyses for existing historic and non-historic structures, obtaining permits from state agencies such as the State Fire Marshall and the Access Compliance Section of the Division of State Architect. Potential projects will include, however not be limited to, building and civil systems renovation, rehabilitation of historic structures, new construction, and remediation/mitigation projects. Firms (Contractors) will be selected and designated to perform Professional Services throughout California. 1.1.2 Contractors shall be selected, on the basis of written responses to this Request for Qualifications (RFQ) and an interview, to perform services for a term not to exceed two (2) years. Unless, upon mutual consent, a formal extension of the term of the Agreement is authorized by DPR and issued in the form of an Agreement Amendment. DPR does not guarantee that an Agreement shall be written from this RFQ. 1.1.3 Because the scope and number of projects and tasks are unknown at the time of Agreement execution, under this RFQ the Agreement is known as a “Master Agreement”. Services will be contracted on a Work Order basis, as project(s) requirement(s) dictate. (See 2.5 Work Order Procedure for Potential Projects.) DPR and Contractor agree that no specific quantity of work is guaranteed to be provided to Contractor under the terms and conditions of this Agreement. DPR does not guarantee that Contractor will be assigned a project specific Work Order during the term of the Agreement. 1.1.4 Contractor shall provide all services required by, and in accordance with, each project specific Work Order and such other necessary and incidental services that are required to provide professional services for the project(s). 1.1.5 If Contractor is unable to furnish adequate services, fails to perform tasks such as deliverables or does not achieve project milestones or deadlines, DPR reserves the November 2008 Page 2 of 14 (RFQ Form Rev: 08-07) State of California Request for Qualifications No. C08E0019 Department of Parks and Recreation Architectural and Engineering Professional Services Acquisition and Development Division for Projects in the California State Parks System right to discontinue using Contractor’s services on that project and for any future projects. If Contractor fails to perform or does not have the resources to handle all the projects requiring services, DPR reserves the right to contract with the ranked Contractor(s) in order of rank, for the services. Contractor must achieve all deliverables and deadlines on time in order to facilitate DPR’s goal. Contractor shall communicate any anticipated problem with achieving project deliverables and/or deadlines. 1.1.6 The Master Agreement is subject to DPR review and approval of Contractor’s performance at six (6)-month intervals. 1.2 TYPE OF PROFESSIONAL SERVICES 1.2.1 Contractors may submit qualifications for any of the disciplines listed. SOQs shall indicate the types and shall discuss for each type of professional services for which qualifications are being submitted, the firm’s ability to produce designs, complete construction documents, studies, reports or other required documents and products, including plans, specifications and cost estimates. (Refer to Section 3.1 Minimum Requirements) Selections will be made for the following professional services disciplines: Architecture: Experience in and knowledge of small to mid size public and recreational structures, including visitor centers with exhibit design components; an understanding of park architecture and design principles and; working knowledge of the California Building Code. Historic Architecture: Experience in and knowledge of the restoration and rehabilitation of historic structures that are small to mid size public, residential and recreational structures, working knowledge and experience with the Secretary of Interior’s Standards, the California Building Code, the State Historical Building Code and documenting historic structures and preparing Historic Structures Reports. Landscape Architecture - Design: Licensed Landscape Architect, experienced in the planning, design, and construction of recreational facilities. Land Surveying: Experience with digital terrain modeling, photogrammetry, aerial photo mapping, topographic mapping, GIS, and surveying to assist in site analysis for design purposes and ownership boundary location. Geotechnical Engineering: Surface and subsurface testing and analysis for the design and placement of public and recreational facilities of all kinds. Experience in road alignments, slope stabilization, erosion protection structures, bridge abutments, onsite wastewater disposal systems and building placement. Testing – Lab and Field: Experience in all types of materials testing and sampling both in the field and
