Domestic and International Shipping Enhancements

Package Dimensions Enhancement The minimum package dimensions for FedEx shipments have been changed to 1"x1"x1".

When field 1273 (Packaging Type) equals 01 (Customer Packaging), fields 57 (Height), 58 (Width), and 59 (Length) can be a minimum of one inch.

Rate Enhancement For the most accurate rate estimates for billing, when field 1273 (Packaging Type) equals 01 (Customer Packaging), field 59 (Length) should contain the largest dimension, field 58 (Width) should contain the second largest dimension, and field 57 (Height) should contain the smallest.

For example, if your package size is 5"x2"x3", submit the following in your transaction: 59 (Length) = 5, 58 (Width) = 3, and 57 (Height) = 2.

Handling Charge Enhancements These enhancements allow you additional options for calculating domestic and international handling charges.

With these new handling charge fields, you can: • combine your fixed handling charge and your percentage handling charge for all shipment types • subtract your handling charges to pass along a shipping discount to your customers.

Recipient Location Number FedEx Ground Shipments now have an additional recipient field, 2407 (Location Number). Use this field for information such as a store location number or ship to address for domestic shipments.

Location Number is an optional, 10 character field which maps to the 2D bar code on the shipping label to help FedEx Ground identify businesses that have multiple locations and similar addresses.

Note: Though this field is available for all shipments types, it is only used by FedEx for FedEx Ground shipments. The Location Number is stored in the bar code label but is not printed on your shipping label.

FedEx ShipAlert® Use the ShipAlert fields to send Shipment notification, Exception notifications, and Delivery notification for all shipments to yourself and others. • Shipment Notification indicates when a package has been shipped. • Exception Notification identifies any exception scans that may cause a delivery delay, such as customer not available or an international clearance delay. • Delivery Notification indicates when a package has been delivered.

International Shipping Enhancements

SED Changes Due to anticipated regulatory changes involving Shipper's Export Declaration (SED) and the U.S. Census Bureau, certain SED filing requirements, FTSR codes and terminology have been changed within FSM. Implementation of these enhancements allows FedEx and FedEx customers to avoid heavy fines.

The following changes have been made: • All instances of the term SED have changed to SED/EEI in response to the name change by the U.S. Census Bureau from Shipper's Export Declaration (SED) to Electronic Export Information (EEI). • The term FTSR (Foreign Trade Statistics Regulations) has become FTR (Foreign Trade Regulations).

What is Electronic Export Information (EEI)? EEI is used to impose export control under the umbrella of Homeland Security and to provide export statistics to the U.S. Government.

When is EEI filing Required? The following origin / destination paring require filing an EEI unless exempted by the FTR: • Shipments from the U.S. (including ) and the U.S Virgin Islands to international destination • Shipments from the U.S. (including Puerto Rico) to U.S Virgin Islands • Shipments between the U.S and Puerto Rico

In addition, filing an EEI is required when: • The value of the merchandise is under a single Schedule B commodity (or Harmonized code number) is greater than $2500 and is exported from the same exporter to the same consignee on the same day. • The content is other than personal or office correspondence and is shipped to , Iran, Iraq, Libya, North Korea, Serbia, Montenegro (excluding Kosovo), , or Syria. • The commodity contents include rough diamonds, or when there is an Export license/permit, or when commodities are subject to ITAR (International Traffic in Arms) regulations but exempt from license requirements.

What is Automated Export System? The Automated Export System (AES) is the government's "backend" system that accepts EEI and issues authorization to export shipments. AESDirect is the U.S Census Bureau's free, Internet based system for filing EEI/SED information to the AES.

SED Field Changes The following transaction fields previously used for SED filing are no longer required: • Forwarding Agent / Routed Export Transaction Indicator (field 600) • ITAR Exemption (field 601) • Exporter Identification Type (field 602) • AES Filing Status (field 1349) • XTN Suffix Number (field 1350) • Parties Related (field 73) • ECCN (field 528) • License Exception Symbol (404) • SED Legend Number (field 1359) • Exporter IRS/EIN Number (field 1295)

• Intermediate Consignee Company Name (field 603) • Intermediate Consignee Contact (field 604) • Intermediate Consignee Address 1 (field 605) • Intermediate Consignee Address 2 (field 606) • Intermediate Consignee City (field 607) • Intermediate Consignee State/Province (field 608) • Intermediate Consignee ZIP/Postal (field 609) • Intermediate Consignee Phone (field 610) • Intermediate Consignee Country (field 611) • Intermediate Consignee (field 1353)

AES Citation Types AES citation types are represented by either an AES pre departure Internal Tracking Number (ITN) generated by AES, an AES post departure citation for pre-approved AES filers or if AES is down for an extended period of time, an AES downtime citation for approved filers.

In addition, the SED/EEI exemption legend or proof of filing citation must be printed on the Air Waybill (AWB) label prior to tendering the shipment to the carrier.

The new AES Citation Type and AES Citation Number fields are defined in the following table.

Field Field Req/ Length Comments ID Name Opt 2414 AES 1 Require d Required if filing an SED/EEI through the AESDirect Citation See website Type comments Field is Alpha Numeric with the following values: 0 - ITN 1 - Post Departure 2 - AES Downtime 2415 AES 32 Required Required if field 2414 is used. Citation See Field is Alpha Numeric. See valid formats below. Number comments

There are three new AES Citation types: • Pre-Departure ITN Citation Rules: If 2414 (AES Citation Type) = 0 and you have an AES Pre-Departure proof of filing citation, this will include an internal transaction number (ITN), which is the AES approval number issued by AES that allows you to export the shipment out of the U.S. The valid format is:

AES_XYYYYMMDDnnnnnn "AES_X" is static, is upper case and the underscore represents a blank space. "YYMMDD" is the valid date. "nnnnnn" is the 6-digit random number issued by AES when you file your SED/EEI and the record is accepted by AES.

• Post Departure Citation: If 2414 (AES Citation Type) = 1 and you have a Post Departure Proof of filing citation, the valid format is:

AESPOST_#########00_mm/dd/yyyy or

FedEx Ship Manager Passport | v.2300 | New Features 14

AESPost_#########aa_mm/dd/yy where "AESPPOST" is static and upper case. The underscores represent blank spaces.

• AES Downtime Citation: If 2414 (AES Citation Type) = 2 and AES is down for an extended period of time when you attempt to file your EEI, the Proof of Filing citation format is:

AESDOWN_#########00_mm/dd/yy or AESDOWN#########aa_mm/dd/yyyy "AESDOWN" is static and upper case. "#########00" or "#########aa" represents the first 9 bytes are the numeric EIN number specific to the shipper, and the last 2 bytes are an alpha numberic EIN suffix. "mm/dd/yyyy" is the valid date. The underscores represent blank spaces.

FTR Codes There are new FTR codes that affect field 1358 (FTR, XTN or ITN Entry or AES Exemption number). New FTR (Foreign Trade Regulations) codes and old FTSR (Foreign Trade Statistics Regulations) codes are shown in the following table:
