Summary of the 56th session Skopje 08.11.2013 – The Broadcasting Council (BC) at today’s session, adopted the Information upon Request of TRD Alsat – M Skopje and concluded to issue orderto all operators of public communication networks that were not mentioned in previous request from Alsat – M to blackout specific program service and to notify the operators about the order in writing and by e-mail. The operators of public communication networks, immediately after receipt of the order should blackout the foreign television program service of TV 21 Kosovo, TV Hayat and Vizion Plus, during premiere and reruns of broadcasting/retransmitting of the TV serial “Karadaj” in the following time slots: – On the program of TV Hayat plus, during the premiere of the serial “Karadaj” from 22:00 to 23:00 and during its reruns from 10:00 to 11:00am, broadcasted in working days; -On the program of TV Vizion Plus, the serial will be broadcasted only on Tuesdays and Wednesdays from 21:00 to 22:00, without reruns; and -On the program of TV RTV 21 reruns are broadcasted every day staring from 12:30 till 13:00 and the premiere is broadcasted only in certain days from of 21:30 to 23:00. If the serial is broadcast in time slots, other than the above mentioned, operators of public communication networks are obligated to blackout the screen every time when serial “Karadj” is broadcasted. BC will conduct control monitoring to check whether they comply with the order for blackout. BC adopted the Report from the meeting with the owner of the TRD Radio BESA DOOEL,Crnilishte, Dolneni. At the meeting the owner was informed about the violation that the broadcaster made in 2013 and 20 November 2013 was marked as death line for the CBC Radio BESA, to fulfill the obligations and to eliminate the made violations of the Law on Broadcasting Activity. BC adopted the Information from official visits made in CBC RADIO FOKUS Ltd. Tetovo and CBC ENERGU RADIO Ltd. import-export Struga. The representative of Radio Fokus and ENERGU RADIO, were informed about the detected violations and death line for fulfillment of the obligations concerning the Law on Broadcasting Activity is 15 November 2013. Broadcasting Council concluded to issue certificates for the following registered packages of programming services: -CBC cable operator KDS KABEL NET LLC Prilep str.Pitu Guli 3/2 Prilep, Sertificate No.6 is supplemented with following television programming services: Alfa TV, Kanal 5, Kanal 5+, Sport Klub, Sport Klub +, Golf Klub,Fishing & Hunting, Ultra, Cinemania, Kopernikus, RTS-SAT, HRT 1, RAI UNO, RTV CG, TRT, RTL 2, B92 Info, CBS Drama, VH 1, CBS Reality, Chasse & Peche, AB Moteurs, TV 1000, Viasat History, Viasat Explorer, Animal Planet, Discovery Channel, TLC, Discovery Science, Boomerang, CN, Carton Network, Universal Channel, Style, Viasat Nature, MTV Adria, World Fashion, Fox Life, Fox Crime, National Geographic, Russia Today TV HD and RT Documentary HD..

Introduction and Methodology The NGO Infocentre, in cooperation with the Macedonian Centre for European Training (MCET), conducted monitoring of media coverage of the European integration processes in the Republic of Macedonia, in the period January 1 – April 22, under the auspices of the “Media Mirror” media monitoring programme. The monitoring programme is supported by the Foundation Open Society Institute Macedonia. The monitoring covered the reporting in seven daily newspapers (“Utrinski vesnik”; “Dnevnik”; “Vest”; “Večer”; “Nova Makedonija”, “Fokus” and “Den1”), the central news programmes aired on seven TV stations that broadcast nationally and over the satellite (Kanal 5 TV2; Sitel TV; Telma TV3; MTV14; Alfa TV; AlsatM TV and Vesti 24 TV5), and three news web portals - “Plusinfo”, “SkyMk” and “Kurir”. The monitoring covered the Monday, Wednesday and Friday editions of TV news and web portals’ reporting, and Tuesday, Thursday and Saturday editions of daily newspapers. The monitoring focused on the following journalistic genres: news, statements, reports, commentaries and interviews. 2. Quantitative Overview Between January 1 and April 22, 2012, the media coverage of the European integrations included a total of 654 reports and stories; 248 of them aired in TV news programmes (38%), 279 (43%) articles were published by the daily newspapers, and 126 articles (19%) were published on the internet portals.

INTERNATIONAL ELECTION OBSERVATION MISSION The former Yugoslav Republic of Macedonia – Municipal Elections, 24 March 2013 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS Skopje, 25 March 2013 – This Statement of Preliminary Findings and Conclusions is the result of a common endeavour involving the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) and the Congress of Local and Regional Authorities of the Council of Europe (Congress). Ambassador Geert-Hinrich Ahrens is the Head of the OSCE/ODIHR Election Observation Mission (EOM), deployed from 25 February 2013. Mr. Jüri Landberg leads the delegation of the Congress. The assessment was made to determine whether the elections complied with OSCE commitments and Council of Europe standards, as well as with domestic legislation. This statement of preliminary findings and conclusions is delivered prior to the completion of the electoral process. The final assessment of the elections will depend, in part, on the conduct of the remaining stages of the electoral process, in particular the tabulation of results and the handling of possible post-election day complaints and appeals. The OSCE/ODIHR will issue a comprehensive final report, including recommendations for potential improvements, some eight weeks after the completion of the electoral process. The Congress Report will be adopted at its Plenary Session in October 2013. PRELIMINARY CONCLUSIONS The 24 March 2013 municipal elections were efficiently administered and highly competitive. Although the campaign was active, partisan media coverage and a blurring of state and party activities did not always provide a level playing field for candidates to contest the elections. Inter- ethnic tensions overshadowed the campaign.
