Active Travel in Neath Port Talbot 1 Active Travel in Neath Port Talbot 1.1 Introduction 1.1.1 The Active Travel (Wales) Act 2013 (the Act) places new duties on Councils in Wales to prepare and publish active travel maps. 1.1.2 'Active Travel' means walking and cycling as an alternative means to motorised transport for the purpose of making everyday journeys. An 'active travel journey' means a journey made to or from a workplace or educational establishment or in order to access health, leisure or other services or facilities. 1.1.3 The definition covers short-distance commuting, travel to school and other educational facilities, travel to the shops, travel to leisure facilities and so on. Where routes could not be used to access a workplace or educational establishment, health, leisure or other services or facilities, then they are not suitable to be considered as active travel routes. This definition also excludes routes that are purely made for recreational use (e.g. routes intended as mountain bike trails) as well as routes that do not connect to facilities and services. 1.1.4 The Council is required to map and plan for suitable routes for active travel within the following settlements [or 'Built Up Areas' (BUAs)] identified by the Welsh Government: Neath, Port Talbot, Pontardawe, Croeserw, Cymmer, Brynamman, Gwaun Cae Gurwen, Blaengwrach, Glynneath, Cwmafan, Seven Sisters and Resolven. Specifically, the Council is required to prepare and publish the following two maps: Existing Route Map (ERM); and Active Travel - Existing Route Map & Integrated Network Map Consultation Document (June 2017) Integrated Network Map (INM). 1.2 Existing Route Map (ERM) 1.2.1 The ERM is primarily intended to inform the public of the existing routes in the County Borough that the Council considers suitable for active travel and which meet standards set out by the Welsh Government. 1.2.2 The Council prepared, consulted upon and submitted the first ERM to the Welsh Government early in 2016. Following a period of review, the Council subsequently received Ministerial approval on 12th August 2016. 1.2.3 The Council has continued to keep the ERM under review. This review has identified a limited number of additional routes that have warranted consideration for inclusion and 1 consequently, these routes have been audited and scored against the design guidance in the Act. 1.2.4 The additional routes proposed for inclusion in the Council's ERM are set out in Appendix A - all other routes included on the approved ERM remain unchanged. 1 . Active Travel in Neath Port Talbot Active Travel - Existing Route Map & Integrated Network Map Consultation Document (June 2017) 1.3 Integrated Network Map (INM) 1.3.1 The INM is required to set out the Council's aspirations for the next 15 years, identifying either improvements to existing routes that could be made or new routes that could be developed and added to the active travel network. 1.3.2 The INM is therefore mainly a tool to enhance the forward planning of active travel and to support infrastructure development planning. The INM will be an important document for the Council and once approved will be considered as part of the planning decision making process so that aspirations are realised as part of ongoing development, either directly or by means of financial contributions from developers. 1.3.3 Details of all routes proposed for inclusion on the Council's INM are presented in Appendix B. 1.3.4 The County Borough has been divided into the following fifteen sub-areas: Lower Brynamman & Gwaun Cae Gurwen; Cwmllynfell; Pontardawe; Ystalyfera; Seven Sisters; Resolven; Glynneath & Blaengwrach; Skewen; Neath, Tonna & Cimla; Jersey Marine; Briton Ferry; Baglan, Aberavon & Sandfields; Cwmafan; Croeserw & Cymmer; and Port Talbot, Taibach & Margam. 1.3.5 Each sub-area contains a map illustrating the extent and distribution of the proposed routes, along with a table providing baseline information including the unique INM reference number; the settlement/BUA; type of route; brief description; and whether the route has been categorised as short or long term. 1.3.6 The routes categorised as 'short term' are those which have the potential to be prioritised and are on parts of the network that are most likely to have the greatest impact on increasing rates of active travel and on the number of people choosing to travel actively. Those categorised as 'long term' are the more aspirational routes that could be developed and added to the active travel network in the longer term. 1.3.7 In terms of an overview, the Consultation Draft INM includes the following(1): Total number of routes - 100; Number of routes by type - 58 cycling and 42 pedestrian; Number of routes identified as having potential for delivery in the short term - 56; and Number of routes identified as long term / aspirational - 44. 2 1 These routes are in addition to the routes included on the Council's ERM. 1 . Active Travel in Neath Port Talbot 1.4 The Consultation 1.4.1 The purpose of the consultation is to give anyone and any organisation interested in Active Travel, the opportunity to get involved in determining if the routes are fit for purpose; whether the routes are mapped accurately and/or meet the Welsh Government standards; and whether any routes have been missed. 1.4.2 The consultation period will run for 12 weeks, starting at midday on Monday 26th June and ending at midday on Monday 18th September 2017. 1.4.3 Comments can be submitted: Directly Online at: www.npt.gov.uk 1.4.4 Alternatively: By E-mail to: [email protected] By Post to: Nicola Pearce Head of Planning and Public Protection, Active Travel - Existing Route Map & Integrated Network Map Consultation Document (June 2017) Neath Port Talbot County Borough Council, The Quays, Brunel Way, Baglan Energy Park, Neath, SA11 2GG. 1.4.5 Comments via E-mail or Post will need to be submitted using the 'Active Travel 3 Questionnaire'. Copies of the questionnaire are available on request or an editable version is available to download from the Council's website: www.npt.gov.uk 1.4.6 It should be noted that comments received cannot be treated as confidential. All comments will be made available for public inspection and placed on the Council's website. 1 . Comments received after the deadline will not be accepted. 1.5 What Happens Next? 1.5.1 All responses to the consultation will be reviewed by the Council's 'Regeneration and Sustainable Development Cabinet Board', together with any necessary amendments that are needed to the ERM and/or INM. Chick just north-east of Rheola Pond. Proceed south-west on the B4242 to Resolven junction. Continue south-west on the B4242 passing through Abergarwed village and Ynysarwed village to the ‘Rock and Fountain’ hill, climb and continue to TURN with care at the break in the dual-carriageway opposite the Groundhog factory at Ynysgerwen, SA10 8HH (5.0 miles). Descend hill and retrace route north-eastwards along the B4242 through Ynysarwed village and Abergarwed village. Continue north-eastwards through Resolven junction and past Rheola Pond to FINISH directly opposite the start. There is no car parking near the start and to do so will endanger competitors.     Community Profile – Cymmer & Croeserw Version 5 – will be updated and reviewed next on 29.05.20 The Villages of Cymmer, Croeserw, Abercregan, Dyffryn Rhondda and Cynonville make up the rural ward of Cymmer. They are situated in the east of the Afan Valley, the villages lying approximately 9 miles from the Towns of Port Talbot and Neath. The area is closer to Maesteg and people often travel there for shopping and services as it is easier to get to than Neath or Port Talbot. The villages are located very close to each other – about three quarters of a mile. The local landscape is wooded hills and some farmland. This breaks down as 0 – 17 20.8%, 18 - 64 59.5%, 65 and above 19.7%. 988 working age people are economically inactive, this figure, 47.8% been higher than both the NPT average, (29.4%) and Wales (23.0%). 9.7% of the population holds qualifications of Level 4 and above, with the NPT average been 20.8% and Wales as a whole 29.7%. 36.2% of housing is socially rented which is significantly higher than the welsh average of 16.5%. The majority of NPTCBC run facilities are now run and managed by the community. The local comprehensive school closed in July 2019 this has had a devastating impact on the whole valley. Natural Resources Wales manages the forestry in areas of the ward that houses lots of walking and cycling trails.

Again this year I can report that with the continuing close working relationship between the Trust and the Neath Canal Navigation Co. much has been achieved in continuing the progress ofrestoration ofthe Neath Canal. Current Activity. Following a meeting ofthe stakeholders seeking the Restoration ofAberdulais Aqueduct, of which the Trust is a member, a brief was developed by Opus International Consultants (UK) Ltd, for the Assessment of the Feasibility of Rehabilitation of Aberdulais Aqueduct. Funding to carry out lhe study is being sought by the Tennant Canal Co. along with CADW, and funding for the study should be in place during 2008 -2009. Neath Port Talbot County Borough Council along with the City and County of Swansea and the Welsh Assembly have appointed Hyder and Bridge Economics to undertake a socio economic benefit analysis of restoring the eath and Tennant Canals to navigation. A draft report has already been submitted to the Local Authorities and Welsh Assembly and agreed in principle, the final report is now awaited. Groundwork Trust has secured funding to design and install features promoting the canal corridor between Tonna and Aberdulais. The N&TC Trust was approached to help with the content of scenes depicting local history to be carved on slate panels for inclusion into a new wall being built overlooking the canal at St Annes Terrace, Tonna. The new wall is the initial projectto improve and promote the canal in the Aberdulais area.

    Appendix A Admission to Community Schools 2019/2020 1. Introduction The Council is the admission authority for all community maintained schools in the County Borough. As admission authority, the Council determines the criteria that will be applied when allocating places at community schools. This document sets out the admission arrangements that will apply during 2019/20 for: nursery classes based at community primary schools; community primary schools; community secondary schools; and the Welsh-medium sixth form at a community secondary school. For voluntary aided (i.e. Faith) schools, it is each school’s governing body that determines the admission arrangements, details of which can be obtained from the respective governing body. This policy document sets out the principles underpinning the admission arrangements for community schools together with the procedures and the timetables for admission during the 2019/20 school year (appendices 1, 2, 3 & 4). Further details to assist parents in applying for a school place choosing a school for their child will be set out in the ‘Information for Parents Handbook 2019/2020’ which will be available to parents in October 2018, prior to the application date. The handbook will contain important information about schools in the County Borough including their admission numbers, the catchment areas they serve together and their partner school arrangements. The handbook also contains the published admission arrangements for individual voluntary aided (i.e. Faith) schools. In this respect, the ‘Information for Parents Handbook 2019/2020 forms an integral part of the information available to parents on school admission. 2.
