1 Introduction The initial contract 08441.2015.002-2015.722 between Statistical Office of the European Communities (hereinafter Eurostat) and the Hellenic Ministry of Rural Development and Food (hereinafter MRDF) was signed for the implementation of the project entitled “Provision of harmonized land cover/land use information: LUCAS and Greece”.

The Hellenic Ministry of Rural Development and Food (MRDF) is the beneficiary body and also has at its disposal extended data of land use and land cover, concerning amongst others the range of agricultural activities in Greece. Furthermore, MRDF is responsible for collecting statistic data regarding rural development while the Agricultural University of Athens (hereinafter Subcontractor) is the subcontractor of this aforementioned agreement.

The general management of the project was conducted by the permanent staff of the Ministry of Rural Development and Food (MRDF), which also provided the available statistical and geographical data necessary for the project implementation. This aforementioned management team of the Ministry of Rural Development and Food (MRDF) informs the project coordinator and is devolved on the project’s fulfilment.

One of the objectives of this project is initially to evaluate the comparability of each LU/LC data set with updated LUCAS Classification of 2015 and then manage an inventory of those updated national data sets and validate them through an open source tool (INSPIRE).

In the following chapters a short description of this effort, the role and the responsibilities of the Ministry of Rural Development and Food (MRDF) and the Subcontractor are presented. Tasks fulfilled, problems encountered and exceeded , results, as well as possible future activities are also discussed.

The data used, concerning Land Cover/Land Use, provided from the Greek public bodies and authorities through MRDF are addressed and analysed. Additionally, the main aspects and challenges concerning access and use conditions for selected micro-data are recorded. The analysis and harmonization among data by Hellenic Statistical Authority, Forests’ archive, Hellenic Centre for Marine Research (HCMR), geodata.gov, Hellenic Military Geographical Service (HMGS), CORINE Land Cover of 2012 (CLC2012), Farmers’ statements 2016 (OSDE), GAEC and MODIS Land Cover product of 2013 with LUCAS (Land Use/Cover classes) system are also presented, accompanied by the compliance of each dataset with LUCAS classes and the detection of each dataset’s precision. Furthermore, the production of harmonised, quality-assured, land cover/use statistics are presented, according to a predefined classification and at levels NUTS 1 (groups of development ), NUTS 2 (regions) and NUTS 3 (regional units) of Greece.

1.1 Short description of the project LUCAS 2012 grants focused mainly on studying the synergies between LUCAS and national LU/LC systems. In the 2012 project, the data sources available at the national and regional scale have been reviewed and a list of potential useful sources has been produced. Additionally, within the 2012 project, an estimation of the land use and cover of the nationwide datasets has taken place at a national level at the highest possible geographical detail (NUTS 2).

In the current proposal, MRDF has expanded the list of the datasets compared to the previous project in order to include all available land use/cover data of Greece such as the Hellenic Statistic Authority's datasets of population, blocks and buildings, Forest Resources Assessment from FAO, satellite imagery - Copernicus High Resolution Layers, airport data from HMGS, etc. Additionally, the current proposal includes the updates of the datasets that have been included in the previous project (2012 grants), such as the 2016 updated farmers statements database and also the updated ILOTS database (Land Parcel Identification System). Especially, land use classification system has been substantially improved in comparison with the results obtained in 2012 grant. Finally an (open source) INSPIRE validation tool for the LU/LC data sets has been developed.

The Land Use/Cover Area frame Survey (LUCAS) is a harmonised in situ land cover and land use data collection exercise that extends over the whole of the EU’s . An in situ survey implies that data are gathered through direct observations made by surveyors on the ground. LUCAS is based on statistical calculations that interpret observations in the field. It is based on a standardized survey methodology in terms of a sampling plan, classifications, data collection processes and statistical estimators that are used to obtain harmonized and unbiased estimates of land use and land cover.

1.2 The Hellenic Ministry Rural Development and Food (MRDF) and Agricultural University of Athens (AUA)

The MRDF is responsible for the coordination of the project including the design, implementation and the dissemination of the results. Furthermore, MRDF is in charge of researching all the available data sets originating from the available sources at national and regional level. The need for development of: a) a methodology for the integration of the new data sources and also integrates this methodology to the geographical-harmonization and geo-statistical developed (in LUCAS 2012) model tools and b) an (open source) INSPIRE validation tool for the LU/LC data sets, has been covered by the Subcontractor.

2 Inventory of existing data sources for land cover and land use The Lucas Management Team has provided the Subcontractor with spatial or not LU/LC data in order to be utilized in the framework of this project, which have also been presented in the Interim methodological report. In total, 78 datasets were acquired, 65 of them cover spatially the Greek territory at level NUTS1, 11 at level NUTS3 and only 2 at level NUTS2. 4 datasets were updated compared to LUCAS2012 (Farmers’ statements, ILOTS, GAEC and roads) while new datasets concerning the MODIS Land Cover Product, datasets provided by HMGS and HCMR, Greek Statistical Authority , Independent Power Transmission Operator (IPTO or ADMIE) etc, were used. Corine Land Cover 2012 Following this research of data sources, a set of criteria was used in order to select those data that are appropriate to the needs of the project. In this context, data sources from 15

Greek authorities and 2 external ones were requested officially, downloaded and analyzed. After collecting, editing, translating and gathering them together, those datasets acquired from each authority or external source and concerning the Greek territory are presented in the respective tables at the excel file (Inventory) also submitted. Each following referenced table, corresponds to the respective tables in the Annex VII b Inventory. (Annex-separately attached) Ministry of Rural Development and Food (MRDF) The Ministry of RDF provided us 5 datasets, including the GAEC Data (Good Agricultural and Environmental Conditions), the Corine Land Cover of 2012, the raster datasets regarding the aspect and the slope of Greece and the colonized woodland areas of Greece (Table 1). Furthermore, a list of ILOTS 2016 was also available, containing the descriptive data of cartographic units of LPIS (including pastures) and a list of agricultural exploitation records. More information at Table 1. Ministry of Interior Ministry of Interior’s data include a catalog of 17 digital datasets of existing boundaries of and major geographical units. More particular, this dataset contains the geographical limits of the 13 Regions (Eastern and Thrace, , , . , Ionian , , , , , Northern Aegean, and ), public buildings, railway networks, hydrographic network etc (Table 2). Ministry of environment and energy This dataset includes a catalog for the following 18 existing resources: Natura 2000 protected areas, National parks, National woodlands, Core Zones of National woodlands, Areas protected by international treaties for nature and the environment, Watersheds, wildlife refuges, Ecodevelopment areas, Aesthetic forests, State Game Farms, State controlled hunting areas, Protected Zones of Axios- Loudias-Aliakmonas National Park, Water Regions in mountainous areas, Natural areas with Management Agency, Groundwater, Surface water monitoring stations, soil maps and vegetation maps of Greece. Furthermore, Forests’ Archive, including forestry land uses classes, was also provided. This dataset belongs to the Special Secretariat for Forests (Table 3). Greek Statistical Authority

This type of data includes a catalog of 4 different datasets, concerning GIS maps and data of population, building blocks, buildings and population (Table 4). Centre for Renewable Energy Sources One digital file containing the biomass potential (Table 5). Agency for Cadastre and Mapping This dataset concerns a 5-list data of existing boundaries of municipalities and communities (1991-1997, Kapodistrias project), small island wetlands, settlements and units, major geographical units, decentralized administrations, administrative boundaries, regional units and boundaries of municipalities according to Kallikratis project. Furthermore, the Corine Land Cover 2012 was acquired from the Cadastre and Mapping agency’s website (Table 6). Hellenic Military Geographical Service (HMGS) A list of three datasets concerning the hydrography of rivers, coastlines, natural and artificial lakes (1:250000), vegetation cover of land (1:250000) and airports (1:250000) (Table 7). Hellenic Navy Hellenic Navy provided us with the Greek coastline and the digital depth and elevation model (Table 8). Payment and Control agency for guidance and guarantee community aid (OPEKEPE) OPEKEPE provided us the digital dataset of Farmers’ statements 2016 containing a registry of all agricultural land. Regulatory Authority for Energy (RAE) RAE granted a list of 7 geodatasets concerning wind farms, solar thermal plants, hybrid farms, geoparks, geothermal stations etc (Table 10). Forest Research Institute This dataset concerns a list of soil maps and geodatabase for , , Etoloakarnania and perfectures (Table 11). Organisation of Planning and Environmental Protection Organization of Planning and Environmental Protection provided us with 2 vector datasets including the protected areas of the national park of Marathonas- Schinias, Egaleo Mountain, Parnitha Mountain, Penteli Mountain, Lavrio Mountain and the urban plan of and Lavrio (Table 12). Hellenic Centre for Marine Research (HCMR) HCMR delivered us a list of habitats and biotopes of Greece (Table 13). DATE: 2018.03.13 DOCUMENT FINAL REPORT Page 14 / 137

Independent Power Transmission Operator (IPTO or ADMIE) ADMIE handed out 2 vector datasets including the boundaries of high voltage power stations of Greece and the outline of the substations’ position (Table 14). Foundation for Research and Technology-Hellas (IACM-FORTH). This dataset consists of 5 raster files, enclosing land cover maps of Crete Island (15 m resolution), Lesvos island (15 m resolution), Attica (30m resolution) and island (1 m resolution) and the land use map of North Rhodes (1 m resolution) (Table 15). MODIS Land Cover Type Product (MCD12Q1) The MODIS Land Cover Type Product provides a suite of land cover types that support global change science by mapping global land cover using spectral and temporal information derived from MODIS. The MODIS Land Cover Type Product supplied us with the land cover of Greece of 2013 with 500 m spatial resolution. The MODIS land cover map was used with particular attention at woodland cover type. The MODIS Terra + Aqua Land Cover Type Grid product incorporates the following five different land cover classification schemes, each derived through a supervised decision-tree classification method: Land Cover Type 1: IGBP global vegetation classification scheme Land Cover Type 2: University of Maryland (UMD) scheme Land Cover Type 3: MODIS-derived LAI/fPAR scheme Land Cover Type 4: MODIS-derived Net Primary Production (NPP) scheme Land Cover Type 5: Plant Functional Type (PFT) scheme The five research groups developed their own classification schemes to categorize land cover properties using one year of Terra and Aqua MODIS data. In the framework of this project, the International Geosphere Biosphere Programme (IGBP) Type 1 land cover scheme was used which identifies 17 land cover classes (0 – 16) including 11 natural vegetation classes, 3 developed and mosaicked land classes, and three non-vegetated land classes. MCD12Q1 data was acquired from the Land Processes Distributed Active Archive Center (https://search.earthdata.nasa.gov), (Table 16). Corine Land Cover (CLC2012) The CORINE Land Cover (CLC) inventory was initiated in 1985 (reference year 1990). Updates have been produced in 2000, 2006, and 2012. It consists of an inventory of land cover in 44 classes. CLC uses a Minimum Mapping Unit (MMU) of 25 hectares (ha) for areal phenomena and a minimum width of 100 m for linear phenomena. National Reference Centres Land Cover (NRC/LC) is producing the national CLC databases, which are coordinated and integrated by EEA. CLC is produced by the majority of countries by visual interpretation of high resolution satellite imagery. In a few countries semi- automatic solutions are applied, using national in-situ data, satellite image processing, GIS integration and generalization. The 2012 version of CLC is the first one embedding the CLC time series in the Copernicus program, thus ensuring sustainable funding for the future http://land.copernicus.eu/pan-european/corine-land-cover). Corine Land Cover of 2012 was downloaded from the website of the Agency for Cadastre and Mapping, http://www.ktimatologio.gr/forestmaps/Pages/xrisis-gis.aspx, http://gis.ktimanet.gr/cachenascommon/corine.zip (Table 17). After an analytical review and check of the description and metadata of about 78 geospatial data sets, it was decided that 28 datasets from 9 sources (Greek authorities and external ones) were related to land use / land cover classes across the entire country. Furthermore, those datasets had real value on extracting land use / land cover characteristics, so as to be lastly utilized for the updated LUCAS 2015 project. In particular, the MDRF’s pilot data concerning the farmers’ declaration and the ILOTS is established on the basis of maps or land registry documents or other cartographical references, using geographical information system (GIS) techniques. Moreover, the MODIS Land Cover Type Product (MCD12Q1) of 2013 with spatial analysis 500 m, provided a reliable source of woodland land cover, completed by the Forests’ Archive. After having collecting, editing and analyzing the most appropriate from the available data, the final datasets used for the updated Land Use/Land Cover classification LUCAS 2015 project are presented in the following table (Table 18).

3 Comparability and precision for each data set This chapter offers a summary description and analysis of the comparability and precision of the used data sets. Most of the finally used data sets, provide nationwide data that deliver land use / land cover information while the rest of them have been used in order to complete the respective class (in which have been utilized) in NUTS 1 level and further increase the precision of the land use / land cover classification.

3.1 Corine Land Cover (CLC 2012) Corine Land Cover (CLC 2012) data set was created by resolution satellite images. Second level classes were created by 1:500.000 to 1:1.000.000 scale images and third level classes were created by 1:100.000 scale images (Table 19).

3.3 Farmers’ Statements system Farmers’ Statements system is a subsystem based upon LPIS. Each farmer annually declares his property into the system by assigning certain values on Land Cover Agriculture Map. The scale of this dataset is 1:5,000 and it is updated annually (Table 21).

3.4 Forests’ Archive Forests’ Archive was created by black & white or colored orthophotomaps dated from 1965 to 1991. The archive became available in digitized form in 1999. Field work for collecting data covered country’s area and took place by forester working groups of the Central Forest Service. With the help of a series of aerial photographs referring to various years from 1960 to 1996 the groups produced approximately 1780 orthophotomaps of scale 1: 20,000, on the 1: 50,000 scale basemap of the Military Geographic Service. On the basemap, topography, place names, contours, trigonometric points, coastlines and roads are featured (Table 22).

3.6 ELSTAT (Hellenic Statistical Authority) ELSTAT (Hellenic Statistical Authority) provided data about the population and housing censuses of dwellings, the number and composition of households and nuclear families, as well as on the demographic, social, educational and economic characteristics of the resident population of the Country (NUTS 1-3). Areas characterized by an artificial and often impenetrable level, mainly of anthropogenic activity, are classified in A00 main category of LUCAS (Table 23).

3.9 Hellenic Military Geographical Service (HMGS) Hellenic Military Geographical Service (HMGS) produces, manages and distributes geographic data in Greece. The work of the HMGS is carried out each year on the basis of an annual program approved by the Army General Staff. The work of the NHS covers the entire Greek Territory, extending to neighboring states. This dataset was created in 2017 and its scale is 1:250,000. HMGS data set contains specific codes which explicitly describe some land cover of Greece, such as Rivers, lakes and airports (Table 26).

4 Methodology and technical solutions The basic concept of the methodology was the integration to the previous LUCAS project of the selected different data sources. These combinations of the data sets were conducted via geospatial methods resulting in the production of two hybrid maps (land cover and land use) of Greece and statistical information about the land cover and land use of Greece at NUTS 1, NUTS 2 and NUTS 3 levels.

After thorough research on LUCAS nomenclature about LC and LU classes’ definition and on the description of the given data sets originating from various sources such as Ministries, Research Institutes and open platforms, a harmonization among them, was conducted. The harmonization between MODIS and Corine classification systems with Lucas nomenclature was conducted according to A. Perez-Hoyos et al., 20121.

All the selected datasets were inserted in GIS environment in order to start creating every class of LUCAS nomenclature (A,B,C,D,E,F,G,H) and the coordinate systems of all data sets were redefined in order to gain projection on GGRS87 / Greek Grid (2100 - EGSA '87).

The methodology was based on three main phases: a) Harmonization of national data sets to LUCAS LC/LU classes b) Geospatial processes for creating Lucas LC/LU classes (including the spatial overlay elimination) and two hybrid maps. c) Calculation of statistics and the percentages of land use and land cover coverages at 3 different geographical levels (NUTS 1, NUTS 2 and NUTS 3).

4.1 Comparative evaluation of national data sources In order to better decide and select the most precise and optimal data sets for the generation of each main land cover category, a value classification system ranging between "0" and "100" based on the most important aspects was created. The study aspects include among others the coverage, scale, number and range of classes etc, Latest Update, Update Frequency, NUTS Level, Access Conditions and a weighting factor has been attributed to each of them (Table 29) in order to evaluate each data source for further analysis and in case of overlapping or duplication. The sum of 100 points characterize the dataset as an excellent one while Table 30 presents the scores achieved by each data set based on the aforementioned criteria.

According to table 30, the Farmer’s Statement dataset proved to be the most accurate- reliable compared to other data sets, following by GAEC and the datasets provided by the HGMS and HCMR. This means for instance that in case of an over lapping between Farmer’s Statements and HGMS data set, OSDE should be selected for identifying LC/LU classes. As the least reliable datasets were characterized the Forests' archive, the CORINE Land Cover 2012 and the opendata.gov.gr. Taking this into account, the aforementioned datasets were used as auxiliary datasets and not as primary regarding the landcover categories’ production. This methodological process contributed into deciding which is the most optimal dataset for each land cover category and has been applied in every case of detected conjunction or class-overlapping.

4.2 LUCAS LC main categories generation In order for the main LC categories to be created, multiple datasets have been utilized (either covering nationwide the country or completing some parts of it). Followingly, the components (datasets) used in each land cover category are described.

4.2.1.Main category A00 (ARTIFICIAL LAND) The Land Cover category A00 according to LUCAS nomenclature was created by the following data sets:

1. Census 2011 2. Opendata.gov.gr 3. Hellenic Military Geographical Service (HMGS) 4. ILOTS 5. Renewable Energy Sources from the geospatial portal of the Regulator Authority of Energy (RAE) of Greece. 6. Farmer’s Statement (OSDE) The Census set from Greek Statistical Authority contains data about the Population and Housing Censuses of dwellings, the number and composition of households and nuclear families, as well as on the demographic, social, educational and economic characteristics of the resident population of the Country (NUTS 1-3). A00 class was mainly created by Census data set. The road network and the public service’s buildings (schools, Ministries etc) were available in opendata.gov.gr. The project of the HMGS is carried out each year on the basis of an annual program approved by the Army General Staff. Airports were available in HMGS data set. ILOTS were provided by MRDF representing specific land covers and is the cover extracted by ILOTS. Areas with renewable infrastructures were provided by OSDE. Finally, all the data sets were merged with specific GIS processes while paying attention at excluding any detected overlapping.

4.2.2 Main category B00 (CROPLAND) The Land Cover B00 according to LUCAS nomenclature was created by the following data sets:

1. OSDE (Farmer’s Statement) 2. MODIS Land Cover Type Product (MCD12Q1) OSDE delivered values for the main category B. It is the most accurate data source for defying every class of B category. This data set is provided from OPEKEPE. It is a private legal entire operating since 2001 for the public interest. OPEKEPE is supervised by the Ministry of Rural Development and Food. After the spatial elaborations in GIS environment, some gaps were observed in areas where there are no farmers’ registrations but there is evidence that agricultural land is located. For that reason, a small area of croplands was extracted by the MODIS product in order to complete the B00 class.

4.2.3 Main category C00 (WOODLAND) The Land Cover C00 according to LUCAS nomenclature was created by the following data sets:

1. MODIS Land Cover Type Product (MCD12Q1) 2. Forests’ Archive This class was defined by using remote sensing classification techniques. In the framework of this project, the International Geosphere Biosphere Programme (IGBP) Type 1 land cover scheme was used which identifies 17 land cover classes (0 – 16) including 11 natural vegetation classes, 3 developed and mosaicked land classes, and three non-vegetated land classes. More specifically, the MODIS categories used for Woodland classification are the evergreen needleaf, evergreen broadleaf, deciduous needleaf, deciduous broadleaf forests, mixed forests, woody savannas and savannas. In order to fill some detected gaps in regions where the existence of forests is well known, some areas from the Forests’ Archive were also used. The MODIS data set (woodland) achieved a match with LUCAS 2012 survey reaching the percentage of 37.34%.

4.2.4 Main category D00 (SHRUBLAND) The Land Cover DOO according to LUCAS nomenclature was created by the following data sets:

1. GAEC 2. MODIS Land Cover Type Product (MCD12Q1) 3. Forests’ Archive Gaec (Good and Environment Conditions) set covers specific areas of environmental interest and the codes that have been used are the 3, 5 (native shrubs and native shrubs and trees, respectively). The corresponding classes used by the Forests’ Archive are the THAM (ΘΑΜ in Greek) and FTHA (ΦΘΑ in greek). Modis’s classes 6 and 7 (closed and open shrublands, respectively) have been used for this class. The percentage of coincidence for Modis data set with Lucas 2012 survey is 52.1%.

4.2.5 Main category E00 (GRASSLAND) The Land Cover EOO according to LUCAS nomenclature was created by the following data sets:

1. GAEC 2. MODIS Land Cover Type Product (MCD12Q1) 3. Corine Land Use Land Cover (2012) This class was kind of difficult to be characterized due to the lack of information in the National Data sets about grassland while the same difficulty was encountered in the previous LUCAS project. GAEC code 7 (weedy grooves) was combined with MODIS code 10 (grasslands) and CORINE classes 231 (pastures) and 321 (natural grasslands) in order to complete the EOO class. The percentage of coincidence for Modis data set with Lucas 2012 survey is 27.8%.

4.2.6 Main category F00 (BARE LAND AND LICHENS MOSS) The Land Cover F00 according to LUCAS nomenclature was created by the following data sets:

F00 class, according to LUCAS 2015 nomenclature, concerns areas with no dominant vegetation cover at least 90% of the area or areas covered by lichens and moss. The identification of FOO class in the context of this project was conducted by combining the OSDE crop code 6 (fallow land), the HMGS code DA010 (open rocks), the AGO (ΑΓΟ in Greek) code -originating from the Forests’ archive dataset- and the CORINE codes 332 (bare rocks), 331 (beaches, dunes, sands) and 334 (burnt areas).

4.2.7 Main category G00 (WATER) The Land Cover GOO according to LUCAS nomenclature was created by the following data sets: 1. Hellenic military Geographical Service (HMGS) 2. opendata.gov.gr 3. Hellenic Centre for Marine Research (HCMR) The Ministry of Interior provided valuable data including the hydrographic network, coastal lagoons and the estuaries of Greece. Additionally, HMGS datasets regarding the reservoirs (BH130), lakes (BH080), rivers (BH502) and springs (BH170) contributed to the creation of this class. HCMR provided accurate data about the ecological habitats in Greece and enriched the class with Estuaries and Coastal Lagoons (G30).

The Land Cover H00 according to LUCAS nomenclature was created by the following data sets: 1. Hellenic Centre for Marine Research (HCMR) 2. CORINE Land Cover 2012 Wetlands (H00) are areas that fall between land and water. These are areas that are wet for long enough periods that the plants and animals living in or near them are adapted to, and often dependent on, wet conditions for at least part of their life cycle. HCMR dataset including codes 1160 (large shallow inlets and bays) and 1140 (mudflats and sandflats not covered by seawater at low tide) and CORINE codes 411 (inland marshes), 421 (salt marshes) and 422 (salines) were combined in order to complete the Wetland cover class.

4.3 Technical details In terms of geospatial methods, most of the available datasets have been used in the same format they were obtained from the respective data sources (Ministries, research institutes etc.). On the other hand, other data sets were subjected to special transformations in order to be compatible with GIS techniques.

More particularly, national roads (obtained from geodata.gov.gr) concern a polyline shapefile consisting of three types (small, medium-sized and major roads). This polyline shapefile has been converted to polygon shapefile using the GIS buffer tool with defined linear distance units equal to 8 m (small-sized roads), 10 m (medium-sized roads) and 15 m (major roads). Wind generators (provided by the Regulatory Authority for Energy) concerned a point shapefile, fact that prevented the calculation of the total area of regions associated with energy production. GIS buffer tool has also been used with defined linear distance equal to 4 m. The same process has been followed for rivers (linear shapefile) with defined linear distances of 7 m (small rivers) and 10 m (large rivers), respectively.

After taking into consideration the aforementioned value classification system (§ 4.1), having decided which datasets should be used for the generation of each land cover class while having eliminated the internal overlay (inside each class) phenomenon (§ 4.2), the result was the generation of each cover class with the recording (inserting) of LC/LU cover (initial shapefiles). Next challenge concerned the overall combination of the land cover/use classes.

4.4 Automation of Methodology As it has been mentioned in previous chapter (§ 4), the harmonization between the available spatial data sets with Lucas nomenclature is an important part of the methodology, thus a Harmonization Toolbox was developed, following the concept of Lucas 2012 project’s Toolbox (§ 12, Final Report Lucas 2012). The tool was developed in ArcMap 10.5.1 in Model Builder Environment for HCMR, HMGS and MODIS national data sets while the rest of the data sets (such as Forests’ archive, Farmers’ Statements etc.) used in LUCAS 2015 project, were used exactly as they were produced within the previous Lucas project Toolbox (2012), since they include the essential field name. The automation of methodology covers the repeatability of the geospatial methods used. Consequently, the Harmonization Toolbox included 3 Models (Identity, Raster, Split) in order to reduce the repetition of methodology (Figure 9).

4.4.1 Harmonization Tool of National Data Sets HCMR tool box (Figure 10) refers to the harmonization of the data sets from Hellenic Centre for Marine Research, and particularly the natural habitats of Natura 2000 network. Figure 10 schematically shows the process followed by the model, each time a user chooses to boot HCMR tool for acquiring LUCAS classes. The model creates two fields at the existing input file. One field called Land _Cover (text, 5 character length) and another one called Land_Use (text, 5 character length). Following, through the recognition of the classes of the imported file (Fields with codes 1130,1140,1150,1160), the model proceeds to the harmonization (Python script presented at Appendix-3, §11.1).

HMGS tool box (Figure 11) refers to the harmonization of the data sets from Hellenic Military Geographical Service such as Airports, Rivers and Lakes. Figure 11 schematically shows the process followed by the model, each time a user chooses to boot HMGS tool for acquiring LUCAS classes. The model creates two fields at the existing input file. One field called Land _Cover (text, 5 character length) and another one called Land_Use (text, 5 character length). Following, through the recognition of the classes of the imported file (Fields with codes BH080, BH130, BH170, BH502, GB005, DA010), the model proceeds to the harmonization (Python script presented at Appendix-3, §11.2).

4.4.2 Models of Automation First step of followed methodology included the transformation of each cover class (shapefile) into raster format with cell size 500 m. Then, all raster files were combined into one raster file by using the GIS Combine tool (Figure 13). This tool gives the user the opportunity to further understand which the purely classified classes are, in which areas’ overlays are detected among two or more categories (a unique output value is assigned to each unique combination of input multiple rasters) and at last which areas were unclassified.

As far as the overlays are concerned, there have been some spatial elaborations (intersect, merge) via ArcGIS, according also to the value classification system, in order for them to be reduced at an acceptable spatial level. After having resulted into the final purely classified classes, unclassified class and the new class of overlays -as separate raster files-, then they have been converted into shapefiles. Those final shapefiles were geometrically intersected with the initial shapefiles (identity features) which had the valuable information of LC/LU cover. Via the GIS Identity tool (Figure 14), features of final shapefiles that overlap features of initial shapefiles, got the attributes of those identity features (aka LC/LU cover).

At the end, each cover class was split (Figure 15) (via the GIS Split tool) according to the shapefile of the regional units (NUTS 3) fact that resulted in the generation of a separate file per unit, containing its LC/LU cover and total area. Then, the aggregation of those separate files contributed to calculation of total areas concerning the regions (NUTS 2) and Greece (NUTS 1), respectively.

5 Results At this chapter, the total areas for each class of the land cover and/or land use classification are evaluated within the 2012-2015 period using the template in Annex-1 (e)_Statistical tables (Tables 10.1.1-10.1.11)., the Eagle Matrix .xls and the SDMX for Land Use and Land Cover (Annex-separately attached).

Furthermore, it should be noted that the class that is characterized by overlays, has been introduced as “Other” class in order to sum up all the classes (including the “Unclassified” class) to the total country area.

5.1 Land Cover main categories According to the methodology described at previous chapter, LUCAS Land Cover main categories were generated. The table Analysis of national data initially presents the harmonization among the final selected data sets’ classes and LUCAS land cover/use categories and it is shown at the Appendix-1 (Tables 10.1.7-10.1.8). Additionally, next table (Table 30) presents the total areas for each main and sub-category of the land cover at NUTS 2 level. Respective areas at NUTS 3 level are also presented at the Appendix-1, due to space restrictions (Table 10.1.3). Regarding the following table (Table 31), total area of Greece involves the area of the 13 administrative regions of Greece, including the area of Ecumenical Patriarchate of Istanbul (Agion Oros). In the context of this study, percentages of each main and sub-cover category was calculated at NUTS1, NUTS2 and NUTS3 levels. Due to space restrictions, Table 32 presents regions’ area percentages of the main categories. At Table 32, percentages of LUCAS project 2015 are highlighted either as green or red, depending on whether they are increased or decreased respectively, when compared to LUCAS project 2012. Regarding the A00 cover class, the majority of percentages are presented increased, except for Attica, and regions. On the other hand, B00 category is illustrated as decreased except for the regions of Central Macedonia, Eastern Macedonia and Thrace, Thessaly and Western Macedonia. C00 cover class indicates balanced increases and decreases among the regions and the LUCAS projects. In addition, it seems that in the frame of LUCAS project 2015, D00 has been underestimated when compared to the respective area of 2012, while covers E00 and G00 are overestimated when compared to 2012. In general, dominant cover categories throughout all regions are the C00 and B00 followed occasionally by the A00 and D00.

5.1.1 Land Cover Hybrid Map Based on the developed aforementioned methodology, a final Land Cover Hybrid Map was prepared for LUCAS main and sub- Land Cover categories levels (Figure 16). Land Cover Hybrid maps for each of the thirteen Administrative Regions (NUTS 2) and the 51 regional units (NUTS 3-including Agio Oros) of Greece are presented in Appendix-2 (Figures 11.2.1- 11.2.2). Land Cover hybrid map of Greece presents not only the main and sub- cover categories throughout Greece, but also the areas where multiple overlays were detected (named as “Other Class”) and areas that were not classified at all. The following Table 33 illustrates the total areas and percentages of Greece, regions that are purely classified as one-cover category, regions with overlays (“Other class”) and unclassified regions. Within the current LUCAS project (2015), the classification percentage based on area of Greece is 95.97 % while scores of “Other class” and Unclassified regions are 1.11 % and 3.3 %, respectively.

5.2 Land Use main categories According to the methodology described at previous chapter, LUCAS Land Use categories were produced. The table Analysis of national data initially presents the harmonization among the final selected data sets’ classes (grouped by data-source) and LUCAS land use categories and it is depicted at the Appendix-1 (Table 10.1.8). Additionally, Table 34 presents the total areas for each land use category at a NUTS 2 level. Areas with well-known land cover but non-relevant (NR) land use have also been included. Furthermore, Table 35 presents the percentages of detected land uses in the frame of LUCAS project 2015, which are highlighted either green or red, depending on whether they are increased or decreased respectively, when compared to LUCAS project 2012. The common land use categories between LUCAS projects of 2012 and 2015 are the following:

• U370 (Residential use) • U240 (Energy production) • U120 (Forestry) • U111 (Agricultural production) while some new Land uses occurred in Lucas 2015. In general, percentages of land uses are presented decreased within this project (2015) when compared to LUCAS 2012, except for U120 (Forestry) that seems to have been overestimated when compared to 2012. Both LUCAS projects 2012 and 2015, indicate that the most expanded land use of Greece is the U120 Forestry (50.47% -2015, 40.96%- 2012), followed by the U111 -Agricultural production with scores 29.7% (2015) and 32.4% (2012), respectively. Areas with non-relevant land use based on LUCAS nomenclatures, cover almost 7.9 % of Greece, while the rest of uses are characterized by quite low percentages.

Total areas of land uses at NUTS 3 level are presented also at the Appendix-1 (Table 10.1.8).

5.2.1 Land Use Hybrid Map Based on the developed aforementioned methodology, a final Land Use Hybrid Map was prepared by using LUCAS Land Use categories (Figure 17). Land Use Hybrid maps for each of the thirteen Administrative Regions (NUTS 2) and the 51 regional units (NUTS 3-including Agion Oros) of Greece are presented in Figures 11.2.3-11.2.4. Table 36 (follows) illustrates the total area and percentage of Greece for regions that are purely classified as one Land Use category and the land use classification percentage based on the area of Greece, which is 96.34 %.

6 Quality assessment

6.1 Quality assessment for Land Cover In order to assess the quality of every cover class generated following the aforementioned methodology, an identification under LUCAS 2012 survey points and a comparison with the previews LUCAS project (LUCAS 2012) was conducted. This assessment is represented to the following table (Table 37). More specifically, the identification of A00 class of this current project (2015) under LUCAS 2012 survey was 41.6% whereas the respective percentage of Lucas 2012 project was 43.34%. B00 class has the greatest matching percentage among all classes due the fact that it was created by Farmers’ Statements, a very detailed data set that derives from a body supervised by the MRDF. The identification of B00 (LUCAS 2015) class under LUCAS 2012 survey was 74.2%, while the respective percentage of Lucas 2012 project was 94.23%. As far as the C00 cover class is concerned, the current identification (LUCAS 2015) under LUCAS 2012 survey was 65,5 %, while the respective percentage of LUCAS 2012 project was 49.38%. A classification improvement has been observed concerning D and E classes when compared to the previous Lucas project, with matching percentages equal to 51.4 % and 24.8, respectively. The F00 class achieved the lowest rate with its identification under LUCAS survey 2012 to be 12.1%, while the respective percentage of Lucas 2012 project was 10.26 %. G00 class achieved higher rates than the previous Lucas 2012 project and in particular 67.93 % of matching with LUCAS survey 2012. For H00 class the percentage of matching of this specific project (2015) under LUCAS 2012 survey points is presented marginally higher (26.83%) than that of LUCAS 2012 project (25 %).

In addition to the quality assessment, a comparison with other data sets (FAO Woodland and MODIS) was conducted (Appendix 1 Table 10.1.4. Annex 2g :Template Comparison of results). FAO official database (http://www.fao.org/faostat/en/#data/LC) provides area for Land Cover types for each European country. In respect of Woodland cover, the comparison resulted in areas equal to 58816,50 km2 and 40540 km2 based on Lucas nomenclature and FAO data base, respectively. ‘’Other Wooded Land” cover was calculated as equal to 14870,13 km2 and the result from FAO data base was 14870,13 km2 Modis is another large scale product which also offers accurate information about land cover type. In this part the first level of Lucas nomenclature with Modis nomenclature was compared, due to the fact that Modis has more general information about each class comparing to Lucas. More specifically Lucas A00 (Artificial Land) class covers 3335,22 km2 and Modis urban and built up area is 1874,73 km2. The measurement of difference is 1460,49 km2. Cropland (B00) according to Lucas grand resulted in an area covering 37844,61 km2, which differs from

MODIS (50920,14 km2). Woodland (C00) is also presented different between the two systems, the area under Lucas survey 2012 is 58816,50 km2 and for Modis is 64591,31 km2 . The comparison about Shrub land (D00) points out that shrub land area based on Lucas survey 2015 is 6624,80 km2 and for Modis 1511,92 km2. A difference between areas was also observed in Grassland (E00), between Lucas survey 2015 (16033,72 km2) and Modis (10237,32 km2). Bare Land and Lichens/Moss (F00) class area according to Lucas survey is 1320,56 km2 and based on Modis is 124,63 km2. Water area (G00) seems to be slightly overestimated by Modis. The area for Modis is 1957,94 km2 whereas for Lucas is 1762,70 km2. Finally, Inland wetlands (H00) area for Lucas survey 2015 is 448,58 km2 and for Modis 817,69 km2. Table 37. 6.2 Quality assessment for Land Use For the calculation of the land use main categories the same methodology and data sets with the land cover was followed. The geospatial process for the identification under Lucas survey points 2012 for Land Cover was used also for Land Use. Table 38 presents LU categories detected and calculated throughout Greece as well as the number of points and

the percentage of matching them with the LUCAS survey 2012 points. As it is depicted below, the matching of the available national data sets with LUCAS 2012 survey points, was rather low, but some Land Use classes achieved higher rates than the previous Lucas 2012 project.

More specifically, categories U120 and U370 were overestimated in previous Lucas project (2012) with 152.53% and 177.10% respectively, whereas in Lucas 2015 project the percentage of U120 is more reliable (Table 38). U240 did not manage to reach even the slightest rate of 1 point out of 31, fact that can be partly justified due to the format of energy production associated-areas file (U240 Energy production) which was transformed from points to a polygon. U111 in both projects was high enough with 70.89% for Lucas 2012 and 43.53% for Lucas 2015. Lastly, U120 was overestimated in previous project with 152.53%, while in Lucas 2015 the percentage of matching reached an acceptable and reliable score (75%). As far as the new Land Use categories (U413, U411, U630, U432, U112) are concerned, U413 (air transport) achieved a perfect matching while U411 (road transport), U630 (semi-natural and natural areas not in use) and U112 (fallow land) use reached low rates (0, 7.6% and 4.15%, respectively). 7 Feasibility and sustainability of possible subsequent data deliveries (update cycle).

7.1 Technology and system feasibility Taking under consideration the Grant agreement, a multifaceted, few-in-number and very flexible working Team managed by the Directorate of Statistics, was created so as to cope with all aspects of the LUCAS project that were presented or might arise. What is more, a collaboration of the Team with the topografiki department was established that turned out of paramount importance, since the Team had to deal with the sudden and unexpected resignation of the topografo. Hence, as far as the requirements as set out in grant in terms of personnel are concerned, the outcome is that the Team as set out in the grant is competent and adequate to carry out the provision of regular updates on land cover and land use statistics.

Regarding the expertise requirements, the key element that could enhance the regular updates, by reference to the personnel, is a profounder training in GIS, photo interpretation software systems as well as seminars of large databases management that would provide a greater level of autonomy at the personnel. Therefore, following this statement, and having seen that the main tool of successfully processing the LUCAS requirements is the ARCGIS mapping tool, it is considered necessary for future activities related to the project, the acquirement of relative software (particularly including statistical packages and remote sensing programs accompanied by relevant knowledge are also necessary) and hardware infrastructure (powerful high-speed computers are essential in order for the spatial and statistical elaborations to be conducted in a reliable and on time manner ) for the Team. This LUCAS project, due to the limitation on the budget and therefore the lack of possibility of acquiring the aforementioned software and hardware, was implemented by in situ demonstration of the working process to Team members by the subcontractor.

7.2 Economic feasibility The overall budget, as described in the Grant Agreement, Annex III, pg. 49/56 is still the main means of funding of any future data update, since every further data update will include, as a process, the conduction of all the levels of activities that were carried out at the running Lucas project. The existing budget was utilised in full for producing the current LU/LC data, therefore the future costs could not be served by the aforementioned budget. The monetary costs for any future update will include at a minimum the same amount granted for LUCAS 2015 project, taking under consideration that the duration will extend to a maximum of 18 months. The sources of funding should start with a future LUCAS grant covering the data update. This grant would be increased including the necessary software and hardware infrastructure mentioned above. As far as overcoming any burden related to updating the data, this would refer to extra budget for a) obtaining data set that are subject DATE: 2018.03.13 DOCUMENT FINAL REPORT Page 58 / 137

to economic restrictions b) dissemination activities (see point 7.5) which were not included for financing at the current project.

7.3 Legal feasibility Following a thorough examination and statistical analysis of the datasets, it came out as a result that there was no restriction in the vast majority of them, 59 datasets out of total 79 (75%). On the other hand, restrictions were found for 20 datasets (25%), as indicated in the chart in Figure 18 below.

In particular, out of 20 datasets with restrictions the classification of the restrictions is depicted as follows:

a) Datasets available only to Governmental Agencies with explicit approval from the owner, 4 out of 20, i.e. 5.1% of the total number of datasets. More specifically, the datasets into this category are ‘Coastline of Greece’ , ‘Depths’, ‘Soil maps and geo- bases from Forest Research Institute of ’ and ‘Soil maps and vegetation maps from the Department of Forestry and Infrastructure of the Ministry of Environment and Energy’.

b) Datasets with Specific conditions of access and pricing, 4 out of 20, i.e. 5.1% of the total number of datasets. More specifically, the datasets into this category are ‘Hydrography of rivers, coasts and natural and artificial lakes’, ‘Vegetative land cover’, ‘Airports’, ‘Digital topographic maps’, all from the Hellenic Military Geographical Service. Regarding legal issues a 14% of the total datasets used in the current LUCAS project are subject to legal restrictions regarding confidentiality. These refer to datasets obtained from HMGS, Hellenic Statistical Authority, Independent Transmission System Operator for Electricity (ADMIE) SA and 4 datasets from MRDF.

What is more, Law 3882/2010 GGN 166A that refers on the creation of the National Geospatial Information Infrastructure (EVGEP), transposes the INSPIRE Directive. Despite that the law was adopted on September 22, 2010 aiming to ensure equal access to geospatial data and services for all citizens and Public Administration, no further actions were taken for the actual implementation of the Directive, by not enacting the necessary implementation circulars of the Law. Not complying with the Directive, a significant number of Public Services and public-private partnerships deploy the loophole and have a charging- pricing policy for submitting and distributing geospatial data.

7.4 Operational feasibility Regarding the constraints for the overall process, one of the most important issues that we had to deal with, had to do with “red-tape”, as described in the Annex I point D, last two paragraphs, of the Grant Agreement. More specifically, there was a significant delay that constituted the greatest constraint, for the issuing of the legal actions that had to do with: a) Formal selection of the other Operational Staff and Formal selection of the other Operational Staff b) Selection of Subcontractors through negotiated procedure with prior publication of a contract notice for the award, on a lowest-price basis. Coming down to data collection and data transfer the most important constraint that was faced was the availability of the required data from the various administrative sources and the limited human resources (in house and external limitation).

As far as the official agreement between different institutions is concerned, a very significant statement has to be mentioned at this point. The plethora of the data sets collected is a result of the fact that MRDF is a public body and not a private physical or legal person that would face tremendous difficulties in obtaining the data sets. What is more, the binding nature of confidentiality of the data sets is solely addressed by assigning the LUCAS grant only to public bodies. Supporting the issue mentioned just before, many of the data providers were hesitant for provide for supplying data due to the sub-contractor’s existence. In other words, we have signed Non- disclosure agreements for the provision of data sets to the subcontractor, providing him only accredited view to the data sets.

An official agreement between institutions could take on the form of a Gentlemen’s Agreement for overcoming obstacles that have to do with bureaucratic loopholes for faster and less obstructed data provision.

7.5 Schedule feasibility As an outcome of the running LUCAS project a rough estimation concerning the planning for the provision of statistical data would be 6 to 8 months. In other words, for data sets that are annually updated (Farmers’ Statement) and for data sets that are scheduled to be updated due to their nature (Renewable Energy Resources) are subject to the aforementioned time frame. Due to legal prerequisites, there are certain data sets that are to be updated every 7 or 10 years (HMGS, Hellenic Statistical Authority respectively) that are not subject to the 6-8 months data frame.

The tasks that need to be implemented are not structural different from the running but the workflow and the timetable should be significantly altered. For instance, the Gentlemen’s Agreement mentioned at the 7.4 should be extended including real-time information of every possible data set update to the MRDF Lucas Team. What is more, the issuing of legal actions when implementing a European Union program should be prioritized at an inter- ministerial level, so as no precious time and human resources to be wrongly allocated and spent.

The schedule of production process is a function of the next Lucas Grant, in other words, the timing compatibility with the running Lucas survey in Greece, depends upon the continuity of the Eurostat support for producing Lucas statistics.

Regarding the _LUCAS_Survey_2015 and when trying to have access to the link as provided by LUCAS_Grant_2015_Annex 1d_Link, until the moment of writing (2018.16.03) the request resource was not found (Annex- separately attached). Nevertheless, elements of the link to the LUCAS 2015 survey regarding comparative analysis are to be found at the tables 37 and 38 of the 5.1. point of the current report.

8 Access and use conditions for selected micro-data In general, most data sets require a special permission in order to be provided, except for the ones accessed through the geospatial portal www.geodata.gov.gr. Furthermore, most of datasets were provided by the Ministry of Rural Development and Food. In particular, the ILOTS and Farmers’ Statements are for use only by MRDF (and the Greek payment and control agency for guidance and guarantee community aid) users. GAEC are not readily publicly available as access is only allowed to the Topographic Agency of the Rural Development and Food Ministry. Datasets originated from other sources and were provided via the Ministry of Rural Development and Food due to special permission requirement are

depicted in 7.3 (Figure 19 further ongoing) adding the following 2 categories (provided once again by MRDF)

9 Action list of future activities In the frame of the current project, the updated LUCAS land cover and use categories of Greece will made available through Eurostat official website.

During the project implementation and spatial elaborations, differences were observed between the LUCAS surveys 2012 and 2015. More particularly, although LUCAS surveys of 2015 is characterized by much more sampling points (12542) compared to 2012 (7829), it has been remarked that specific areas in Greece have not been covered adequately in 2015 compared to 2012. It is well known that commuting to Greek islands is more difficult than the mainland for the surveyors; therefore the that are poorly covered by points in 2015 are those of South Aegean, North Aegean, Central Greece and some northern parts of Attica. It is proposed that in the future LUCAS surveys the spatial density of points should not present any differences between mainland and islands of Greece.

It is proposed that in the future LUCAS surveys, points regarding Greece should keep up with those of 2012, meaning the existence of a broader spatial coverage of Greece, focused on less covered areas. Furthermore, according to MRDF’s experience with LUCAS project it is also proposed:

1. Long-term cooperation between EU and national institutions and discussions on how land monitoring resources are best produced based on coordinated and long term programs. In this way LC/LU data can also be used in national monitoring programs while they are produced faster, with better quality and become nationally available. 2. Following the previous suggestion, European Union should cooperate with national agencies at regional and even local level in order to guide for further assistance. 3. More frequent updates are essential for some areas that are in particular environmentally sensitive or subjected to high rates of land use and land cover changes (urban areas, coastal zones, protected areas). Supplementary to the aforementioned Gentlemen’s Agreement, a certain action will be taken in ministerial level. This action will aim to overcome the obstacles posed by the legal “loophole”, that allows Public Bodies to still withhold data files or charge fees for providing them, claiming lack of implementation circulars of the Inspire Law.

Dissemination activities are also a major part of MRDF’s list of future activities in two levels: a) Intraministerial b) Data sources for the LUCAS Project. The LUCAS results will be communicated to the various relevant agencies of MRDF in order to compare them with their data in similar ministerial geo-data bases and also to begin the procedure of conforming their nomenclature to the LUCAS 2015 nomenclature. Additionally, all the major contributors (sources) to the project will have access to the LUCAS results and will be provided with the technical expertise on behalf of the LUCAS MRDF Management Team in order to conform with the LUCAS 2015 nomenclature.

The LUCAS 2015 results will be made public through a separate platform in the MRDF official site and links will be created to the major data sources, enabling those interested to examine the connections between LUCAS project and the agencies/ bodies/ companies etc that collect and process geodata in Greece. It will also provide a focal point to any interested agencies to further contribute to LUCAS projects by offering new data sets not used in previous LUCAS projects. Other actions have already been taken to inform the Greek scientific community, i.e. by presenting the results of LUCAS methodology at a specialized conference about GIS systems (http://hellenicgeosociety.org/en/node/957).Other conferences and papers are scheduled to follow.

Capitalizing on MRDF’s national and international status as the Greek expert on geospatial projects, especially in the primary sector, the LUCAS 2105 project will obtain synergies with other international projects of agencies i.e. MEDRINE by NASA.
