Article 2 : Des textes réglementaires précisent, en tant que de besoin les modalités d’application du présent décret. In order to implement the Strategic Plan for Biodiversity 2011-2020 and the Aichi Targets, it reviews and updates its hereby National Biodiversity Strategies and Action Plans for (NBSAP) to become an instrument of national policy. It will have begun shortly to implement this updated NBSAP which is to be effective, participatory since its conception. We invite you to the discovery and to get a sounder knowledge of its so rich and unique biodiversity, but at the same time which is an overwhelming danger looming ahead if appropriate measures or steps are not taken to stop the scourge that prevails throughout its bosom this meet the ever growing needs of the Malagasy people more or less direct expense of the natural resources that surround it. We hope that the reality presented in this paper will encourage all concerned to work together to reduce various stresses and pressures affecting biodiversity and to open new horizons in order to provide greater promote the conservation and sustainable use of biodiversity. It is combining biodiversity conservation and sustainable economic development and to improve the quality of life of the Malagasy people and the future of the next generation. Moreover, it will also require a strong political will and a well concerted and thoughtful decision about the choice to do in case of sectoral disputes. Indeed, the competition persists between biodiversity conservation and the great mining explorations and oil exploitation in some places such as protected areas or other unprotected locations but very rich in biodiversity and even for multiple wild and illegal logging, claiming all policy decisions respecting the principles of sustainable development to deal with the poverty that persists. And following the socio-political crisis raging in Madagascar in recent years, more or less disastrous consequences that ensued remain engraved in the annals of the biodiversity of Madagascar. Indeed, it is known that the island continent holds a record in the terms richness and specificity of its biological diversity, unfortunately it also held that illegal 2 exploitation of natural resources especially during such crisis. Currently, it can be said that efforts are on the horizon to give the Malagasy biodiversity rank and consideration should return it, as before. The gradual return of donors and developing new partnerships will surely revive hope of this momentum. The beautiful photographs of this document, which show some animal and plant species shows a striking contrast between the prevailing social, political, economic and cultural richness of nature that risks becoming simply a mythical legend in a few years if no action is urgently undertaken now. The newly created protected areas will no longer be a distant memory knowing that they are mostly prey to the illegal exploitation of forest wood and precious minerals and where men are still seeking land to establish themselves, grow or exploit and in their passage to ravage natural resources. Indeed, the rate of deterioration in the present forest cover, the coral reefs and the reduction in marine production around the Big Island worried many people in the scientific and environmental community. In this document, the national targets are developed taking into account the Big Island priorities and capacities in order to contribute to the global collective efforts so that we can together achieve the Aichi Biodiversity Targets in its overall level. It is question for the countries to integrate biodiversity in the process of planning, development, and accounting at the national level. The integration of this strategy into national planning and activities of all sectors is expected to have positive consequences for biodiversity. This document is expected to be updated as and when changes in Biodiversity Conservation in Madagascar. It is also planned monitoring and review of the implementation of the NBSAP and national targets according to the indicators determined therein. Furthermore, biodiversity loss continues to increase dramatically in a worrying manner on our planet.

Abstract: Fecal samples from captive and free-living lemurs at Ivoloina Zoological Park (IZP) and domestic carnivores from six villages surrounding IZP were evaluated between July and August 2012. Free-living lemurs from Betampona Natural Reserve (BNR), a relatively pristine rainforest fragment 40 km away, were also evaluated in November 2013. All 33 dogs sampled (100%) and 16 of 22 cats sampled (72.7%) were parasitized, predominantly with nematodes (strongyles, ascarids, and spirurids) as well as cestodes and protozoans. Similar types of parasites were identified in the lemur populations. Identification of spirurid nematodes and protozoans in the lemur fecal samples were of concern due to previously documented morbidity and mortality in lemurs from these parasitic agents. Twelve of 13 free-living (93%) and 31 of 49 captive (63%) lemurs sampled at IZP had a higher parasite prevalence than lemurs at BNR, with 13 of 24 (54%) being parasitized. The lemurs in BNR are likely at risk of increased exposure to these parasites and, therefore, increased morbidity and mortality, as humans and their domestic animals are encroaching on this natural area.

    MADAGASCAR: The Wonders of the “8th Continent” A Tropical Birding Custom Trip October 20—November 6, 2016 Guide: Ken Behrens All photos taken during this trip by Ken Behrens Annotated bird list by Jerry Connolly TOUR SUMMARY Madagascar has long been a core destination for Tropical Birding, and with the opening of a satellite office in the country several years ago, we further solidified our expertise in the “Eighth Continent.” This custom trip followed an itinerary similar to that of our main set-departure tour. Although this trip had a definite bird bias, it was really a general natural history tour. We took our time in observing and photographing whatever we could find, from lemurs to chameleons to bizarre invertebrates. Madagascar is rich in wonderful birds, and we enjoyed these to the fullest. But its mammals, reptiles, amphibians, and insects are just as wondrous and accessible, and a trip that ignored them would be sorely missing out. We also took time to enjoy the cultural riches of Madagascar, the small villages full of smiling children, the zebu carts which seem straight out of the Middle Ages, and the ingeniously engineered rice paddies. If you want to come to Madagascar and see it all… come with Tropical Birding! Madagascar is well known to pose some logistical challenges, especially in the form of the national airline Air Madagascar, but we enjoyed perfectly smooth sailing on this tour. We stayed in the most comfortable hotels available at each stop on the itinerary, including some that have just recently opened, and savored some remarkably good food, which many people rank as the best Madagascar Custom Tour October 20-November 6, 2016 they have ever had on any birding tour.

Barry Ferguson Final Version 30th June 2008 Flora Ecopower in Madagascar : Potential Social & Environmental Impacts 1.0 Executive Summary 1.1 Context : Flora Ecopower AG, a German Biofuel company has conducted a feasibility study for the industrial scale cultivation of castor (Ricinus minnimus) in the Mandrare Valley, southern Madagascar. 80 hectares of plantations were established in the communes of Tsivory, Elonty, Mahaly and Sampona between November 2007 and May 2008. This final independent report completed on 30th June 2008. 1.2 Methods : The author accompanied three staff members of Flora Ecopower to visit two field sites in Elonty and Tivory. In addition semi-structured interviews were held with the senior employee present, and the author was a passive participant in a village information meeting. The author was also invited to meet Mr Ayal Hovev who is responsible for business development in FloraEcopower and Mr Maydad Hovev founder of the Hovev Agriculture Group and board member of Flora Ecopower. The draft of the report was made available to the company for comment, correction and clarification prior to being made public. The company kindly made a formal response. 1.3 Feasibility Study Operations: Flora Ecopower was allowed to use the 80 hectares of lands for the 6-8 months of the pilot for free. Lands were not in cultivation prior to their use, and were ploughed using a combination of tractor and ox drawn ploughs.

I- Remarques Initially the concept of the project had been to work across 4 of the sub-prefectures of Androy (Amboasary, Ambovombe, Tsiombe, Beloha), however at the outset of the implementation phase of this project several factors dictated that the work be limited to the subprefecture nearest to Fort Dauphin, namely Amboasary where the project team worked in 4 communes. (These mitigating factors included a prolonged drought in the Central and Western parts of Androy, lack of capacity in the forest service personnel in the central and western part of Androy and diminished logistical support from the major project partner WWF (due to the scaling down of their Ala Maiky Programme)). Additionally to this change the project over-ran its initial proposed implementation period due to startup and fieldwork taking longer than expected and due to various delays imposed by the forest service.
