"DON'T FORGET THE WOMEN": A MULTI-LEVEL ANALYSIS OF INDIVIDUAL AND CONTEXTUAL EFFECTS ON BOYS' DELINQUENCY GIRLS' AND, Dana Peterson, Ph.D. University of Nebraska, 2002 Advisors: Finn-Aage Esbensen and Julie Horney Social disorganization theorists have long maintained that societal context is important in understanding crime and delinquency. Research has supported this assertion and offered evidence that neighborhood-level influences have not only direct, but indirect effects on individual delinquency, through more proximal spheres such as the My, school, and peer group. Little research has been conducted, however, to determine whether these factors have differential effects on girls and boys' delinquency. Some feminist scholars argue that "traditional" criminological theories cannot adequately explain females' delinquency, while other scholars assert a gender-neutral fiamework. I examined these issues by testing a cross-level integrated theoretical model, combining ecological and feminist perspectives with concepts drawn fiom social control and social learning theories. Of particular interest was whether the integrated model was usell in predicting serious delinquency and whether it operated in similar or different fashion for girls and boys. Individual-level data fiom 1,536 middle-school students in six U.S. cities were combined with census tract data fiom students' home addresses, and HLM techniques were used to analyze these multi-level relationships. Of five census-derived variables (mobility, unit density, overcrowding, I educatiodoccupation,and concentrated disadvantage), only overcrowding had main and direct effects on individuals’ delinquency. The individual-level theoretical factors (parental attachment and monitoring, school commitment, guilt, and delinquent peer I association) were not found to mediate the effects of neighborhood-level hctors, but I several of these variables directly innuenced delinquency. ,Noneof the interaction terms between sex and the individual-levelvariables was sigdicant, lending support for a gender-neutral explanation of serious offending for this age group. Residential mobility and unit density, however, did interact signiscantlywith sex, suggesting that the relationship between these variables and serious delinquency is moderated by sex. Limitations of this research and recommendations for fbture research are included. In addition, the relevance of the findings for policy-malung, particularly as they pertain to gender-specific youth programming, is discussed. Harer Neal P. Langan Can the same risk classification instrument be used for both female and male prisoners? The authors answer this question using data for federal prisoners by comparing female and male prison violence rates and by comparing the predictive validity of a risk classifi- cation instrument used to predict female and male violence. The authors find women commit less violence and less serious violence than men. However, despite these gender differences, they find the same classification instrument predicts violent behavior equally well for women and men. Taken together, these results lead the authors to argue for correctional policies requiring separate classification systems for women and men. In recent years, a number of criminologists have called for empirical research addressing their suspicions that prisoner risk classification systems originally designed for men are less accurate in predicting female violent misconduct (Brennan, 1998; Burke & Adams, 1991; Farr, 2000). These authors note research showing that female rates for most violent crimes are substantially lower than rates for men and, moreover, that evidence suggests the circumstances in which women are violent often differ from the circum- stances in which men are violent. For example, Steffensmeier and Allen (1998) reported that the female arrest rate for homicide in 1995, as computed with data reported by the FBI, was 1.7 per 100,000 women, whereas the male rate was 16.6 per 100,000 men—nearly 10 times the female rate.1 In addition, data pertaining to the circumstances in which women and men kill show that women are more likely to kill a family member or boyfriend, whereas men are more likely to kill an acquaintance or stranger (Greenfeld & Snell, 1999).

I stumble and have to think before answer- ing. That’s not because I have a bad memory. I’m just not sure what counts as Latin America. Outside of my predominantly Dominican neighborhood on Manhat- tan’s Upper West Side, the first Latin American “country” I ever visited was Puerto Rico. I went to a Casals Festival there in February 1967, enjoying the tropical sun and melodious classical music. But Puerto Rico’s not precisely a country. And it’s not a state either. The ambivalent nature of its status mingled with my perception at that time that Puerto Rico was entirely too gringo. While my Dominican neighbors were insist- ing on selling milk to me at the bodega in Spanish, my tourist experience and San Juan’s high-rise buildings gave me the impression that Puerto Rico was very American in the U.S. sense of the word. The people were wonderful and the music was great, and I fell in love with the taste of piononos, but all in all, I came away feeling that Puerto Rico was Latin Lite. Flash forward many, many years to my second and third trips to Puerto Rico, both of them for international confer- ences in the 1990s. I’d lived and worked for more than 14 years in Latin America by then, and Spanish was very much second nature.

Zatz A B Substantial attention has been paid in recent years to the effects of S race and gender on criminal justice processing and sanctioning. Far less consideration has been given to the multiple and often subtle T ways in which race, ethnicity, gender, and class converge to influence R decisionmaking and to the competing and shifting demands that shape this process. This chapter begins with a review of the major findings A from studies with singular emphases on race, gender, or class, outlin- C ing the key themes that have emerged in the theoretical and empirical literature. Next, research that explicitly considers the interaction of T two or more of these dimensions is addressed, again focusing on both substantive and methodological concerns. Having laid this ground- work, I use the prosecution of crack mothers and the murder trial of O.J. Simpson to exemplify the crucial importance of simultaneously considering the race, ethnicity, gender, and class status of both the offender and the victim. Continuing this theme, I examine three con- temporary crime control policies—the war on drugs, the war on gangs, and the automatic transfer of youths to adult court—to illus- trate how policies and the court decisions based on them may be racialized, gendered, and classed. 503 Marjorie S.
