INVITATION TO BID The Executive Engineer, Karachi Central Civil Division No.III, Pak PWD, Karachi, re-invites sealed tenders, on percentage rate basis for the works tabulated hereunder, from the Contractors / Firms registered with Income Tax (who are Active on Taxpayers List & non-defaulter of Federal Board of Revenue) & having valid licence of Pakistan Engineering Council, in appropriate category & field of specializations. 2. A complete set of Bidding Documents containing detailed terms and conditions may be purchased by an interested eligible bidder on submission of a written application supported with requisite documents from the office of the undersigned latest by 20-04-2021 upon payment of a non-refundable fee as shown against each. 3. Bidders will submit two sealed envelopes simultaneously, one containing the Technical Proposal and the other Financial Proposals, duly marked separately with page numbering, signature & rubber stamp, and enclosed together in an outer single envelope, in consonance with Rule-36(b) of PPRA 2004 except for the works listed at Serial No.2, 7, 9 & 23 based on Single Stage Single Envelope procedure in consonance with ibid Rule-36(a) in single envelope with the mandatory documents as mentioned here-in-under, so as to reach the office of the undersigned on 21-04-2021 before 12:00 noon, which will be opened at 12:30 p.m. on the same day in the presence of bidders / representatives who choose to attend. 4. In accordance with PPRA Rule-25; Bid Security i.e. 5% of the Bid Cost is required, in shape of CDR, Bank Draft or Bank Guarantee in favor of undersigned, duly mentioned the name & title of the firm by any schedule bank. The bidder will submit 2% of estimated cost alongwith Technical Proposal, while balance / difference of remaining Bid Security is liable to be submitted along with sealed Financial Proposals. 5. In case bid cost is found abnormal below; the bidder will have to furnish additional bid security in the form of Call Deposit, Bank Draft or Bank Guarantee in an amount equal to the minus (-) variance with reference to Engineer’s Estimate / Estimate Cost. The additional Bid Security must be submitted within 03 working days from the date of announcement of financial bids, otherwise the bid will be declared NON-RESPONSIVE Summarily. S. All bids for the works listed at Serial No.2, 7, 9 & 23 must accompanied with the following mandatory documents: - (i) Proof of Average Account balance up to 40% of the cost of tenders applying for (latest), issued by Account Maintaining bank for 12 Months at the time of purchase of tender. (ii) Evidence of its capability and the experience: (a) Successfully completed atleast 2 civil works of general nature and 2 works of similar nature of Government Organizations during last 3 years supported with Work Orders and Completion/ Performance Certificates. (b) Executing atleast 2 similar nature works of Government Organizations at present supported with Work Orders. The similarity shall be based on the physical size, financial magnitude, complexity, method, technology and other characteristic for the work, applied for. (iii) Income Tax Return of last 3 years. (iv) PEC’s valid Licence, NTN & CNIC of the Proprietor / Partner, as the case may be. (v) Bid Security 5% of the bid cost in shape of CDR, Bank Draft or Bank Guarantee in favor of the undersigned duly mentioned the name & title of the firm by any schedule bank. 2nd SCHEDULE In case if the tenders are not opened due to unavoidable / unforeseen circumstance on 1st scheduled date; following 2nd schedule will be implemented. The project comprises of 132 kV Underground cables from Lyari Grid Station to Mauripur Grid Station. 132kV Underground cables are being planned to be laid initiating from Lyari Grid Station and terminating at Mauripur Grid Station covering about 2.1 km and a Right-of-way of about 1 meter. The project is proposed to fulfill the electricity requirements of the city by improvement of transmission networks. PROPONENT INTRODUCTION K-Electric Limited formerly known as Karachi Electric Supply Company Limited (KESC) is at present the only vertically-integrated power utility in Pakistan that manages the generation, transmission and distribution of electricity to the city of Karachi. The Company covers a vast area of over 6,500 square kilometers and supplies electricity to all the industrial, commercial, agricultural and residential areas that come under its network, comprising over 2.2 million customers in Karachi and in the nearby towns of Dhabeji and Gharo in Sindh and Hub, Uthal, Vindar and Bela in Balochistan. K-Electric is also one of the city’s largest employers with nearly 11,000 people currently working for it. It was established one hundred years ago on September 13, 1913 and is one of the oldest companies operational in Karachi.
