The Village of Glen Carbon Enters into Partnership for the Community’s TheCENTER Development

The proposed ice rink, track, fitness and teen lounge, called TheCENTER, is one step closer to development due to an intergovernmental agreement between The Village Officials: Village of Glen Carbon and The City of Edwardsville. Mayor: Robert L. Jackstadt This new development will be located by Edwardsville Clerk: Ross Breckenridge High School, off Tiger Drive and Governors’ Parkway. Because of this agreement, TheCENTER will be a Village Trustees: facility that affords Glen Carbon residents the same benefits as those in Edwardsville. It will, in essence, Mary Beth Williams be an extension of our existing park system. COVID -19 As of press time, 448 Madison County residents have died because of COVID-19, according to the Madison Coun- ty Health Department website. Our thoughts and prayers are with all of those families that have lost loved ones during this pandemic.

Thank you to all Glen Carbon residents for your continued patience, cooperation and understanding in dealing with COVID-19 issues. Just like you or your employer, the Village has never had to deal with anything like this previ- ously. Glen Carbon government has faced obstacles caused by COVID-19 and will continue to face challenges in the future.

To those that have been wearing masks, practicing social distancing and washing your hands frequently, thank you! To those that are not wearing masks and practicing social distancing, I realize that there is absolutely nothing I can ever say to change your mind one year into this pandemic. Glen Carbon Municipal Election Day Tuesday April 6, 2021 The 2021 Consolidated Election will take place on Tuesday April 6, 2021. On that day, Glen Carbon voters will elect a new Mayor, three (3) Trustees and a new Village Clerk.

Glen Carbon Street Superintendent Danny Lawrence and Glen Carbon Village Trustee Bob Marcus are running for Glen Carbon Mayor. Kathy Perry-Scaturro and Christal L. Laswell are running for Village Clerk, and Mike Sonderegger, Walter Brian Harris and Ben Maliszewski are running for the three Trustee spots.

The last day you may register to vote is Tuesday March 9, 2021.There is a grace period registration from Wednes- day March 10, 2021 to Monday April 5, 2021.

You may request to vote by mail until Thursday April 1, 2021.

With early voting, you can vote before the observed April 6, 2021 election day. The early voting period is from March 22, 2021 to Monday April 5, 2021. There will be early voting sites located throughout Madison County. Please verify voting times at other locations. Voters can vote now at the County Clerk’s office in the Madison County Administration Building.

Preliminary Financial Results for Fiscal Year January 1, 2020 to December 31, 2020 The Village concluded its fiscal year on December 31, 2020. For the prior fiscal year ending December 31, 2020, the Village received $1,022,485 more in revenue in the General Fund than that which was budgeted. Likewise, the Village spent $147,513 less in expenses than budgeted in the General Fund. Overall, in the Gen- eral Fund the Village spent $1,274,633 less than it received in the General Fund. The $1,274,633 will be allo- cated to the General Fund Reserves, a portion of which could ultimately be transferred into the Capital Fund Reserves. Approximately $650,000 of that $1,274,633 is comprised of the CURES grant and a prefunding agreement for a potential commercial development and would not be eligible for transfer to the Capital Fund Reserves.

Volunteer Camera Registry Program As many of you already know, our Glen Carbon Police Department would like the public's help in fighting crime by taking part in a Voluntary Camera Registry Program. This program allows residents and businesses to register the locations of their outdoor video surveillance systems with Glen Carbon Investigators. When a crime occurs, police will be able to identify the locations of nearby video cameras and enlist the assistance of the community to help officers collect video evidence and follow up on leads. To register your cameras, visit the Glen Carbon website Police Department page or call 288-7226.

I have registered my family’s residential outdoor video surveillance camera and encourage others residents to do so as well. By registering, this does NOT allow the police department to access your video camera. The reg- istration only registers the location of a potential camera and they will contact you to enlist your help and fol- low up on leads. You can always remove your registration for any reason.

Thank You Trustees Mary Beth Williams and Susan Jensen Trustee Mary Beth Williams decided not to seek re-election as a Glen Carbon Village Trustee. Mary Beth first was first elected Village Trustee in April 2013 and is currently the Chairperson of the Building & Devel- opment Committee. During her 8 years as Trustee, she also served on the Finance & Administration Committee, Public Safety Committee and the Public Services Committee. I also want to thank Susan Jensen for serving as a Trustee for nearly two years. She resigned on February 1, 2021 to take a position as an Assistant States Attorney for Madison County. Susan served on our Finance & Administration and Public Safety Committees. I want to thank Mary Beth and Susan for their public service to Glen Carbon and wish them both well!

I want to express my sincere thanks to each of you for allowing me to serve Glen Carbon for the last 22 years; first, as a member of the Planning and Zoning Commission from 1993-1995, then as a Glen Carbon Trustee from 1995-1999, and finally as Mayor from May 2005 to April 2021. It has been a distinct honor and privilege!

I have greatly enjoyed my time serving Glen Carbon and I look forward to spending more time with my wife Kathi, children and six grandchildren. I relish my time as a public servant and cannot thank enough my support- ers over the years and during the elections. I met some wonderful people over the last two and feel lucky that I was able to serve our community.

The Glen-Ed Pantry is humbled by the generosity of our neighbors this past year. You have graced us with many food and monetary donations. Our deepest thanks for your thoughtfulness and kindness.

We had a busy November and December at the Pantry. We provided more than 150 Thanksgiving food baskets to area families in November. In December we distribut- ed more than 200 Christmas food baskets and toys and Christmas gifts for 190 chil- dren. The Glen-Ed Pantry is only able to provide these programs because of your support.

If you know of anyone that you think may need some assistance with food or clothing, please refer them to the Glen-Ed Pantry. Our building is located at 125 5th Avenue, Edwardsville and our phone number is 618- 656-7506. The Pantry is open Monday and Wednesday 3:00 – 5:30 and Tuesday, Thursday and Friday, 9:00 – 11:30 am.

They do not need to do anything else. We have their information and will contact them to sched- ule their appointment when their turn comes. Please do not call the office. Do not share the link or passcode that you receive in your email. That information is just for the slot that you registered for. Sharing it with others causes line jumping and takes appointment slots away from the people who also completed the survey and are awaiting their turn.

4 GC Fire Protection District

GLEN CARBON FIRE PROTECTION DISTRICT ANNOUNCES 2021 INITIATIVES TO ENHANCE RESPONSE AND EFFECTIVENESS

The Glen Carbon Fire Protection District Board, under direction of President Luke Harris, has implemented the following measures to upgrade the District’s ability to protect and serve the Village and the surrounding District.

REQUIRED MEDICAL SCREENING – All firefighters will un- dergo a thorough medical screening, including an Electrocardio- gram, to ascertain cardiovascular health and suitability for the strenuous activities entailed in responses. Over the past 10 years some 900 Firefighters have lost their lives in the line of duty in the . Of these, half were attributed to heart attacks.

PHYSICAL FITNESS ASSESSMENT – Once medical screening is completed, firefighters will complete a skills agility course that is comprised of multiple tasks that a firefighter would perform in the line of duty such as hauling hose lengths and climbing steps while carrying a load.

ENHANCED TRAINING STANDARDS – The Board has approved a minimum training standard for all firefighters. This training includes Basic Operations Firefighter, Hazardous Materials Operations, Vehicle Machinery Operations, and Fire Apparatus Engineer. The District is currently hosting the Basic Operations Firefighter and Hazardous Materials Operations classes for all of its membership both on site and online. These classes started in January and will conclude in May. By creating this minimum standard for training, all of our members will be trained to the highest readiness level possible when duty calls. Go Green with Community Solar

Did you know that you can get solar power through your Ameren Illinois utility service? It’s true! Illinois’ new community solar program allows electricity customers to enjoy the benefits of solar energy without installing panels on their homes or properties. “Community Solar” is possible through multiple Illinois State Laws that promote renewa- ble energy. Ameren Illinois customers can simply subscribe to purchase power from a Community Solar project, typically a field full of solar panels, sometimes called a solar garden. As with any power plant, a solar garden does not need to be physically near customers’ property, it just needs to be within Ameren Illinois territory.

Details vary from company to company. Some Community Solar companies in Ameren territory project that you will save up to 20% on the energy portion of your electric bill. There should be no connection fees or credit checks--just your monthly bill that should be lower. The advantage is that you have a set rate for power over the term of the contract, and the contract is transferable. Overall, Community Solar is an excellent op- tion for any home, business, or non-profit, regardless of income or status.

Here we are with another attempt to report on a non-functioning, non-meeting, stay-at-home Group. Let’s take a look at what we have done in the past 3 months. The first part of December we were not able to hold our annual election, so I guess the powers that be decided that the same officers would serve another year, since they didn’t do much last year. Our illustrious secretary (Bill Long) filed our annual report with the same listing as we sent in last year. So far, no complaints. Now what about the dues. This is where I am going out on a limb. Our $10 a year dues will carry over. If a member had paid their 2020 dues, they will be considered as paid through 2021. If one hadn’t paid for 2020, we will deal with those when we return to full activity. I am not in the position to mandate this, so if we have Board members and/or Offic- ers disagreeing, then go ahead and impeach me.

In a short conversation with Michele at the center, we discussed how we could return. As long as there is a restriction on the number of people that can gather, as well as the Social Distancing caveat, it doesn’t look good for a near term solution to reactivating. Consider the fact that the 7 round tables are about 6 foot in diame- ter; that would allow maybe 4 at a table plus two at the head table. That’s a total of 30. Our average attendance over the years shows a weekly attendance of 45 to 50, of the 60+ members. Who, or how would we be able to pick and choose who comes and who doesn’t? “NOT ME!” said this little old writer. The photo at the left gives you a look at attendance at a 2019 pre Covid fun time. My hopes a month ago were that we could get back to our normal routine, with games and catered food at the center by St. Patrick’s Day. With the dawning of each new day, I feel that isn’t going to happen. Also, the city of Belleville has already cancelled their St. Patrick’s Day parade, which is normally a pretty big affair. So try and celebrate Mardi Gras safely, in your designated Covid spaces. Not too loud though; as our illustrious leaders might still be trying to figure out how to get all their constituents vaccinated for that mean old COVID-19. Let’s shoot for a Tuesday in May, since we now have a new President (Joe Biden), who is hoping for big things to happen in his first 100 days. On May 1 he will have been in office for 100 days.

Remember the phrase “We’ve got company”? Haven’t used it in quite some time. Oh we go a few places as do many of you. Walmart, Aldis, our family doctor, heart doctor, foot doctor, kidney doctor, skin doc- tor, and probably any other doctor that isn’t busy. My phone contact list is quite long in the “D” section. But that is part of getting old. I’m hoping that by the time this document is published, most, if not all of our seniors will have been vaccinated.
