His political history, undiminished popularity and large Congressional majorities weigh heavily against any change being made in approach. In the first year of his presidential term this approach has contributed to legislative inertia and mixed and confused messages on key policies. Statements by the president and leaders in Congress questioning the authority of the Supreme Court in relation to martial law, and supporting constitutional revision put into question the future of the current Philippine political system. * Malcolm Cook is Senior Fellow at the Regional Strategic and Political Studies Programme at ISEAS - Yusof Ishak Institute. 1 ISSUE: 2017 No. 44 ISSN 2335-6677 INTRODUCTION After his clear and surprise victory in the 9 May 2016 election, many observers, both critical and sympathetic, argued that Rodrigo Duterte would face a steep learning curve when he took his seat in Malacañang (the presidential palace) on 30 June 2016.1 Being president of the Philippines is very different than being mayor of Davao City in southern Mindanao. Learning curve proponents argue that his success in mounting this curve from mayor and local political boss to president would be decisive for the success of his administration and its political legacy. A year into his single six-year term as president, it appears not only that President Duterte has not mounted this steep learning curve, he has rejected the purported need and benefits of doing so.2 While there may be powerful political reasons for this rejection, the impact on the Duterte administration and its likely legacy appears quite decisive.

Benitez Ateneo de Manila University Philippines [email protected] Abstract Lav Diaz is a Filipino independent filmmaker notable as a key figure in the contemporary slow cinema movement. Of his oeuvre, one of the longest is A Lullaby to the Sorrowful Mystery (Filipino: Hele sa Higawang Hapis), a 2016 epic film that runs for 8 hours, orchestrating narratives derived from what are conveniently sung as mythology (i.e., Jose Rizal‘s El filibusterismo and Philippine folklore) and history (i.e., Philippine history and artifacts). The movie competed in the 66th Berlin International Film Festival, where it won the Alfred Bauer Prize. This success has earned Diaz‘s the spotlight in the Filipino mainstream culture, enabling the film to be distributed to and showcased in mainstream platforms, albeit primarily garnering attention from the Filipino audience for its runtime and international attention. The movement of the film, as a text, from the local Philippines toward the international and returning home, incurs in it a textuality that disrupts the phenomenology of time diasporically, scatteringly: that as much as its 8-hour languor ―opens new perspective in the cinematic arts‖ according to the international rendition of this time, it is also the 8-hour whose value in the Philippine time is that of a day‘s labor, and thus the exoticization of its cinematic experience as a ―challenge,‖ having to endure an entire working day of slow cinematography. This diaspora of time is of no cacophony; on the contrary, it is the lullaby, sorrowful and mysterious, that finally slows Diaz in to become a filmmaker attuned to both the spaces of the local and the international.

A negotiated settlement at last seemed within reach by 2015. Moros, an umbrella term for thirteen ethno-linguistic groups that practice Islam, make up roughly 5 percent of the population in the predominantly Roman Catholic Philippines.1 They are concentrated in two non-contiguous areas: the central portion of Mindanao, the large island in the country’s far south; and in the Sulu archipelago, which stretches from the western tip of Mindanao to Sabah in eastern Malaysia. Moros began mobilizing against the Philippine state in the late 1960s and launched an armed rebellion in 1972. The first of several peace agreements to grant Moros autonomy was signed in 1976 under martial law. The 1987 constitution envisioned a Moro autonomous region within the unitary republic. The government created this region by fiat in 1989 but it had few powers and remained under Manila’s control. The insurgents did not believe it was truly autonomous. As peace talks dragged out, the armed movement splintered and divisions among Moros deepened.
