 Why this presentation ? o During this second morning session, dedicated to tuna industry and the global tuna, a large part is attributed to asian industries. o Of course has a major position in the tuna market, but it is of critical importance to give in this conference a good focus of what happens in Africa. o Thanks to Anfaco to give me this opportunity. o My personal experience half in Europe, half in Africa, both in private and public sector, gives me some credibility.

• Fish consumption: World map of fish proteins rate in % of total consumption of animal proteins : for Africa, fish is essential.

JB/TOG - Vigo conference 08th September 2015 9 Perspectives of tuna industry in Africa • Tuna consumption: o When tuna and by catch are landed in African harbour, there are well appreciate. o The example of is significant: in 2012 around 600,000 tons of fish have transit through the Abidjan harbour :  280,000 tons are frozen small pelagic fish, mainly for local consumption  300,000 tons are frozen tuna, from which:  150.000 tons of frozen tuna have been transshipped  150.000 tons of frozen tuna have been landed for Abidjan processing industry and local consumption.  20.000 tons of fish have been landed by local fishermen. o No doubt that the african market is also growing for canned tuna.

• Other issues:

 Political stability: A lot of african countries has last decades political crisis. In the main maritim countries involved in tuna industry, political and economical stability is going better and better.

 Immigration to Europe: One of the solution to this difficult issue is to give more work for local populations, and tuna industry can take its part, as it is a labor intensive activity

• The actual tuna industry:

o Some historical reminders : African tropical waters was the first zone which has been exploited by the european fleets (mainly spanish and french), starting in the middle of last century o A lot of european (and asian now) companies have invested in african tuna canneries o Africa is surrounded by 2 oceans, providing processing facilities as near as possible of the fishing grounds, without transhipment, giving very good quality productions

 The actual tuna industry

During this conference, focus is made on social issues in the tuna industry

 It is important to mention that since the beginning of its activity, all african tuna industry takes care of social affairs: • Giving work for local population • Majority of women labor, and no labour • High level of social and working conditions ensuring rightsx principles

 African tuna industry is also very much involved in preservation of environment in a sustainable vision : water preservation, waste treatment, etc…

 Good valorisation of bycatch of the tuna fleet on local markets for human consumption.

 Importance of Africa/Europe cooperation in tuna industry: o Since the beginning of the tuna industry, Europe is the main market for canned tuna produced in Africa o Throught long terms policy between Africa and Europe(Lomé accords, ACP preference, now Economic Partneship Agreement = EPA), canned tuna and loins are imported without duties on the UE market. o It is important to mention that these new policy with EPA is based on private sector, without public subsidies

 Importance of Africa/Europe cooperation in tuna industry: Total import of canned tuna by 28 EU countries (2013 = 409,300 tons), from which 42% are african origin:

 Importance of Africa/Europe cooperation in tuna industry: o European fleets are landing a large part of their catches in african harbours, where there are processed in loins or cans. o This european origin is compulsory for the benefit of « no import taxes » on the UE market. o Good and controlled fishing agreement give a prime access for european tuna fleet in the african waters. This is of first importance for long terms fishing business. o Many european tuna vessels have mixed crew from Europe and Africa.

 All this facts show the very powerful links between Europe and Africa in the tuna business. They are essentials and must be reinforced,

 Focus on Abidjan and Madagascar :

Abidjan: o After some years of political issues, Côte d’Ivoire is since near 5 years, giving a very strong economic developement in all the . o Thanks to this situation, Abidjan still stay the major harbour for the tuna fishing fleet in the Atlantic Ocean. o Abidjan has 3 canneries, on the harbour. o In this context, Abidjan harbour authority has built a totaly new fishing harbour

 Focus on Madagascar : • Antsiranana – Diego Suarez, is the second port of Madagascar , in the second largest bay of the world • If Mahé in is the main harbour for the tuna fleet in Indian Ocean, Diego Suarez is very well located near the fishing ground of Mozambico canal, from february to may. • Inside the Diego harbour, the shipyard of SECREN give all facilities for tuna boats.

• Pêche et Froid Ocean Indien (PFOI) : builded in 1991 a tuna industry complex with cannery, cold stores, empty cans and fish-meal plant, directly on the fishing harbour

Between 2007 and 2011, a complete rehabilitation of the Diego-Suarez harbour have been done including :

 Repair of the quays  New cold stores in the harbour  New access road  Lighting for night working
