Economic Transformation in Djibouti Report No: 134321-DJ Public Disclosure Authorized Economic Transformation in Djibouti SYSTEMATIC COUNTRY DIAGNOSTIC October 2018 Public Disclosure Authorized The purpose of this Systematic Country Diagnostic (SCD) is to identify the most critical development constraints facing Djibouti and how to make growth more inclusive and sustainable while promoting shared prosperity. The findings and recommendations of the SCD are based on analytical work carried out by a World Bank Group team with expertise in macroeconomics and poverty analytics, human capital development and labor markets, infrastructure and private sector development, governance and climate change. The team also undertook consultations with the Government of Djibouti and representatives from civil society, private sector stakeholders and the donor community. The SCD provides analysis and recommendations for policies that the Government might pursue to reduce barriers to inclusive and sustainable growth and achieve its vision of becoming a modern economy and Public Disclosure Authorized regional hub for trade and logistics, which can create jobs and raise living standards for Djiboutians.     DECEMBER 2019 ISSUE NO. 331 The Shifting Sands of Djibouti MONTY KHANNA ABSTRACT In spite of Djibouti being one of the smallest nations in Africa, its strategic location coupled with the shifting geo-politics of the region have increased its relevance manifold. Various events have influenced the position of Djibouti in the international reckoning: the secession of Eritrea from Ethiopia, the ‘Global War on Terror’, and increasing piracy off the Horn of Africa. Today Djibouti has the distinction of hosting military bases of four major countries, including China’s first overseas base. China has also started making deep inroads into the economy of Djibouti. This has created a large vulnerability for the United States, France and Japan, all of which depend on China-controlled ports for the sustenance of their bases.     WT/TPR/S/305 • Djibouti - 5 - SUMMARY 1. Djibouti's economy is dominated by services: goods production is marginal. The manufacturing and agricultural sectors have remained weak, owing inter alia to heavy taxation and the high costs of factors of production (labour and energy). International trade continues to play an important role for Djibouti given its heavy reliance on imports. Trade in goods and services account for an average of 94% of GDP. 2. Thanks to its price subsidy policy with respect to basic commodities and its foreign-exchange regime based on a currency board arrangement in which the national currency, the Djibouti franc (DF), is pegged to the United States dollar at a fixed parity of DF 177.721 per one US dollar, inflation has remained under control since 2006 at an average of less than 5%. Since the Central Bank does not have the authority to finance the public deficit, imports remain the main source of inflation. Fuelled by a weak revenue collection and significant exemptions and off-budget expenditure, the budget deficit, which had previously been financed by accumulating domestic payment arrears, was contained by tightening budgetary discipline under the stabilization programmes supported by the IMF. 3. Influenced by significant investment flows, particularly in port infrastructure, the average annual GDP growth rate was approximately 5% between 2006 and 2009. This momentum was stalled in 2010 and 2011 as a result of the world economic crisis. However, economic growth resumed in 2012 thanks to renewed investment in port, road and hotel infrastructure and to the robust economic growth in Ethiopia, 90% of whose goods transit through the port of Djibouti.

    History of Djibouti Nomadic herds people have inhabited the territory now belonging to Djibouti for millennia. The Issas and the Afars, the nation’s two major ethnic groups today, lived there when Arab traders introduced Islam to the area in the ninth century AD. Arabs at the port of Adal at Zeila (in modern-day Somalia) controlled the region until Adal’s collapse in 1543.Small Afar sultanates at Obock, Tadjoura, and elsewhere then emerged as the dominant powers. Frenchman Rochet d’Hericourt’s 1839 to 1842 exploration into Shoa marked the beginning of French interest in the region. Hoping to counter British influence on the other side of the Gulf of Aden, the French signed a treaty with the Afar sultan of Obock to establish a port in 1862. This led to the formation of French Somaliland in 1888. The construction of the Franco-Ethiopian Railway from Djibouti City to Ethiopia began in 1897 and finally reached Addis Ababa in 1917. The railroad opened up the interior of French Somaliland, which in1946 was given the status of an overseas French territory. By the 1950s, the Issas (a Somali clan) began to support the movement for the independence and unification of the region’s three Somali-populated colonies: French, British, and Italian Somaliland. In 1960, British and Italian Somaliland were granted independence and united to form the nation of Somalia, but France retained its hold on French Somaliland. When French president Charles de Gaulle visited French Somaliland in August 1966, he was met with two days of protests. The French announced that a referendum on independence would be held but also arrested independence leaders and expelled their supporters.

The report aims to provide a snapshot and an overview of the programs, stakeholders, and opportunities related to youth entrepreneurship (18-35 years old) in Niger. This report is based on a two-week field mission undertaken by Catalystas in June 2019 as part of a broader mission to provide insight into the needs and opportunities of youth employment and entrepreneurship in Niger, Mali, and Burkina Faso. The purpose of this mission and this report is to help the Dutch government to support existing structures and/or develop initiatives to be put in place by other local or international actors. Special attention was paid to young women in the areas of productivity and agricultural value chains. The main objective in undertaking this country-by-country entrepreneurial evaluation and in writing this report is to highlight the programs and initiatives which could be extended in the secondary cities of Maradi and Tahoua, two of the target cities in Niger for Dutch policy. The following report consists of a narrative of approximately 25 pages and five appendices that will provide readers with sufficient insight into the various challenges and opportunities of the target areas and the country. The report is also a first step in informing policymakers and embassy staff of the many opportunities and challenges that need to be considered for effective intervention in the Nigerien entrepreneurial context.
