Item No. 1 (DEVELOPMENT/CONSTRUCTION (CRZ-II))

Case No.1 PROJECT : Proposed development of a residential/Commercial complex in Chalta No. 21, 22, 23, 24 of P.T. Sheet No. 171 of Vasco-da-Gama city, Taluka, by Shri Adam Jumma (GCZMA/S/377 ).

Decision: Approved. Subject to compliance of the building bye laws and obtaining all necessary licences.

Case No. 2 Project : JNC Vieira Nagar Co-op. Housing Society ltd. has proposed rectification/alternation to the approved sub-division plan in Sy. No. 4/2 of Chicolna village, Mormugao-Taluka. (GCZMA/S/372)

Decision : Approved. Subject to compliance of the building bye laws and obtaining all necessary licences

Item No.2 REPAIRS AND RENOVATION (CRZ-III) Case No.1 PROJECT : Proposed repairs and renovation of existing structure in Sy. No. 95/1 of Reis Magos village, Taluka, by Shri Archie D’Souza (GCZMA/N/646).

Decision: Approved from CRZ angle.

Case No.2 PROJECT : Proposed repairs and renovation of existing structure in Sy. No. 248/1 of Calangute village, Bardez Taluka, by Shri Jose Mario D’Souza (GCZMA/N/581).

Decision: Approved from CRZ angle.

Case No.3 PROJECT : Proposed repairs and renovation of existing structure in Sy. No. 85/24 of Reis-Magos village, Bardez Taluka, by Shri Somesh Naik (GCZMA/N/664).

Decision: Approved from CRZ angle.

Case No. 4 Project: Proposed change of roofing by putting slab to the existing house in Sy. No. 15/1-A of Camurlim village, Bardez-Goa, by Shri Rajaram Mukund Bhosle (GCZMA/N/659).

Decision : Approved from CRZ angle.

Item no. 3 : Case No. 2: Construction of Net MENDING SHED AT Ashvem village of Mandrem proposed by Directorate of Fisheries

Decision: Proposal rejected. The GCZMA has expressed concern over the filling taken place in the said area and has therefore directed that a report be filed against unknown persons for mud filling in the Police Station concerned. The Collector (North) should be asked to have the land restored to its original position. Further, an inquiry is directed to be initiated to determine the facts relating to the various approvals being considered.

Case No. 3 Construction of ferry ramp at Ullando (Curtorim) Background The RND has proposed construction of a ferry ramp & turning place at Ullando (Curtorim) in Survey No. 123/part 1, 2 & 3 of Curtorim village, proposed to start new ferry service from Ullando (Curtorim) to Shiroda.

Decision: Re-inspection to be undertaken to assess the impact on the river ecosystem and the mangrove areas covered there.

Under Item No. 1 (DEVELOPMENT/CONSTRUCTION (CRZ-II)

Case No.3 PROJECT : Proposed development of a residential house in Chalta No. 1 of P.T. Sheet No. 175 of Baina, Vasco city, Mormugao Taluka, by Shri Alexander Barretto (GCZMA/S/355).

Decision: Approved from CRZ angle.

Case No.4 PROJECT : Proposed development of a residential house in Chalta Nos. 167 & 173 to 179 of P.T. Sheet No. 155 of Baina, Vasco city, Mormugao Taluka, requested by Shri Madhu S. Salgaonkar (GCZMA/S/350).

Decision: Approved from CRZ angle. Subject to compliance of the building bye laws and obtaining all necessary licences.

Case No.5 PROJECT : Proposed construction of multi family dwelling units at plot ‘A’ in Chalta Nos. 75 to 80 of P.T. Sheet No. 116 of Vasco city, Mormugao Taluka, by M/s Arch Bell Construction Co. (GCZMA/S/358).

Decision: Approved from CRZ angle. Subject to compliance of the building bye laws and obtaining all necessary licences.

Under item No. 2

Repair & Renovation: (CRZ III)

Case No. 5 Project:- Proposed repairs and renovations of existing structures in Chalta Nos. 2,3 and 4 pf P.T. Sheet No. 164 of Caranzalem Village Tiswadi Taluka, by Mrs. Luiza Maria Carmo Fernandes.

Decision: Approved from CRZ angle.

Case No. 6 Project:- Proposed repairs and renovations of existing structures in Survey No. 27/59 – C at Nagorcem, Palolem Village, Canacona Taluka by Mr. Anthony Francis Fernandes.

Decision: Approved from CRZ angle

Under item No. 3

Case No. 1 (A) Proposed Parking/Ticketing building at near Tourism Jetty under New Mandovi Bridge.

The GSIDC has proposed to construct a subway, Ground + one structure for ticketing booth and shops with basement parking to upgrade the facilities for the tourism at this location. The total construction area is 1734.78 sq. mtr. This area falls in CRZ-II as per the CZMP for Panaji. The project is of public importance.

Decision: Approved from CRZ angle.

(B) Improvement and upgradation of Dona Paula Jetty.

GSIDC has proposed to construct a RCC jetty at the request of Captain of Ports, Government of Goa having parallel to the existing jetty extending up to 60 mtrs. from the river bank, to permit berthing of 400 DWT vessel under low tidal condition ( 2m. draft). This project falls under CRZ-I area.

Decision: Only extensive repairs of the existing jetty may be taken up. In case the width is to be increased, a rapid EIA study may be undertaken through NIO. On receipt of this study, further action will be taken to consider the proposal.

(C) Development of infrastructure for Panaji Minor Ports.

GSIDC has proposed to construct a RCC jetty’s as follows at the request of Captain of Ports, Government of Goa. The proposed construction is in CRZ-I area.

(1) Panaji Jetty

a. Capacity of Vessels: vessels upto 4000 tonnes DWT b. Draft: 5 m. c. Size: length = 201.5 m , breadth = 10 m. d. Distance from river bank = 35.50 mts.

Decision: Proponent directed to submit Rapid EIA report and restrict the length on the Old Secretariat side. If required we can consider extension towards the side of Deptt. Of Fisheries. The project will be taken up for consideration after receipt of Rapid EIA study.

(2) Old Goa Jetty

a. Capacity of Vessels : vessels upto 4000 tonnes DWT b. Draft: 5 m. c. Size: length = 201.5 m , breadth = 10 m. d. Distance from river bank = 33.35 mts.

Decision: Proponent directed to submit Rapid EIA report and seek prior approval from the Archaeological Survey of India as Old Goa area is a heritage conservation site.

(3) Britona Jetty

a. Capacity of Vessels : vessels upto 2000 tonnes DWT b. Draft: 3.5 m. c. Size: length = 81.5 m , breadth = 8 m. d. Distance from river bank = 25 mts.

Decision: Approved for repairs and construction as per the given plans.

(D) Restoration of and revitalization of Reis Magos fort (Heritage Site)

Government has decided to restore and revitalise the Reis Magos Fort (Heritage site). The site falls in CRZ – I area. The project is being executed by Architect Gerard da Cunha

Decision: Approved from CRZ angle.

Case No. 2

Land filling in Survey No. 181/1, 181/2,3,5 and 180/1,2 at Goa Velha Village by one M/s Palacio Developers.

Decision: Developer has undertaken to remove the illegal filling in the small part of the project and that they would not conduct any activity in the NDZ demarcated. Based on their undertaking the GCZMA has decided to direct the Office of the Addl. Collector to withdraw the stop work order issued.

Case No. 3

Development activity in Survey No. 99/2, 12/1 abutting Zuari River Bay at Bambolim Village, violating CRZ guidelines and illegal hill cutting in Survey No. 96 by one Mr. Pascoal Trinidade, Goa Real Estate Developers (Aldeia de Goa Project).

Decision: The NDZ area in Survey nos. 99/2 and 12/1, i.e. 100 mts. from the river bank should be demarcated with the assistance of DSLR and the stop work order beyond NDZ should be discharged after the Addl. Collector is satisfied that the developer has obtained necessary approvals / permissions in this area from the respective authorities concerned.

Case No. 4. Construction of Govt. Circuit House , in between exsisting SAG buiding and Youth Hostel at Campal, Panaji (CRZ II area)

Decision: Approved subject to the proposed structure meets the requirements of the TCP guidelines and that it should be consistent with the surrounding architecture and height.

Other matters.

1) It is decide that whenever applicants seeking to revise their construction plans for which CRZ clearance ahs already been granted, than there is no requirement to approach the GCZMA again for clearance. They would need to obtain the requisite clearances from the TCP / Panchayat / Municipality concerned, subject to the fact that the proposed changes are within the permitted requirements of CRZ guidelines. This should also be determined by the authority concerned who grants construction permissions.
