A Public Consultation - Prior to Approval & Referendum Following consultatons in 2012, 2013, 2015 and most recently in July 2017, the Alford Neighbourhood Plan has reached its fnal draf stage. Alford Town Council invite you to have a fnal opportunity to have your say!
The comments of all consultees will be taken into account and the Plan adjusted accordingly, before it is submited to the Natonal Planning Inspectorate for approval. Once approved, the fnal hurdle before adopton will be a town referendum. If adopted, the Plan, alongside ELDC’s Local Plan, will determine how the town should develop in the next 15 years.
It is important that as many townsfolk and other stakeholders as possible have the chance to voice their opinion on the fnal draf. Make sure your view is represented.
The Regulaton 14 consultaton will run from 1st January untl 11th February 2018. In that period the Neighbourhood Plan and its accompanying documents will be available for your perusal, together with a feedback form for your comments, online at www.htp://parishes.lincolnshire.gov.uk/Alford Or on its Facebook page

ALFORD NEIGHBOURHOOD PLAN-REGULATION 14 CONSULTATION Alford Town Council's steering group has developed a Neighbourhood Plan in compliance with the requirements of the National Planning Policy Framework, which was Neighbotrrhond Plan produced by the Department for Communities and Local Government. This stage of the development of the Neighbourhood Plan is called Regulation 14 Consultation and precedes a government lnspector deciding whether the plan is satisfactory i.e. compliant with statutory requirements. Once the lnspector is satisfied with the plan it will be offered to the community for its decision by voting in a referendum. The Regulation 14 consultation will run from 15th January until 25th February. ln that period the Neighbourhood Plan and its accompanying documents are available for your perusal . Aru ITVrATION To SPEND A WEEKEND IN Fnnruce 2017 saw the 20th Anniversary of Alford Twinning Association's relationship with its "twin" town Conlie (near Le Mans, France). To celebrate the occasion, members from I Conlie made the trip to elford, staying with their friends in and around the town enjoying the various activities which had been arranged, inctuding an anniversary dinner and ceilidh. ln reciprocation, the Twinning Committee of Conlie are inviting familieq couples and singles from Alford and District to join with the Alford "twinners" on a trip to a weekend in Conlie at the end of May next year Families with young children are particularly welcome. You will be staying with a French family who will introduce you to their town and surrounding area, as well as joining in with the communal activities and celebrations we enjoy when we get together with our French friends. This invitation is a wonderful opportunity for to experience the French way of life. You do not need to be able to speak French and there is no cost involved, beyond that oftravel. Alford Neighbourhood Plan – Regulation 14 Consultation
Alford Town Council has developed a Neighbourhood Plan in compliance with the requirements of the National Planning Policy Framework, which was produced by the Department for Communities and Local Government.
This stage of the development of the Neighbourhood Plan is called Regulation 14 Consultation and precedes a government Inspector deciding whether the plan is satisfactory i.e. compliant with statutory requirements. Once the Inspector is satisfied with the plan it may be offered to the community for its decision by voting in a referendum.
In the process of preparing and researching for the Neighbourhood Plan the Steering Group sought to choose the preferred sites for residential development within Alford. A list of all potential sites within the town was compiled from those identified by East Lindsey District Council as possibilities for future housing development in the “Strategic Housing Land Availability Assessment (SHLAA) 2012”, together with others identified by the Steering Group, or put forward by Alford residents. Each site on the list was then assessed against two measures – a Sustainability Appraisal developed by the Local Authority, and then a more sophisticated approach, where land was scored in relation to a set of carefully selected criteria. At the end of this process a preferential order of potential sites was arrived at. In light of the housing requirement for Alford, as set out in East Lindsey District Council’s emerging Local Plan, a certain number of the preferred sites were put before the residents of Alford and other stakeholders in a Consultation exercise carried out in July 2017. The aim was to establish which of these sites the public would support.
Following on from the above, further successful planning applications within the town, and an adjustment of Alford’s housing requirement by the Local Authority, Alford Neighbourhood Plan Steering Group has decided to allocate sites for the building of a total of 71 potential new homes across 9 sites, over and above existing planning permissions. The land that you own (referred to as site AL….) has been selected as one of these allocated sites.

Alford Neighbourhood Plan – Regulation 14 Consultation: Local Green Spaces
An Alford Neighbourhood Plan has been developed in compliance with the requirements of the National Planning Policy Framework, which was produced by the Department for Communities and Local Government. Paragraphs 76-78 of this Framework allows communities to identify green areas of importance for special protection. By designating land as Local Green Space, communities will be able to rule out new development other than in very special circumstances, in a similar way to and consistent with policy for Green Belts.
An Alford town Characterisation Appraisal was carried as part of the preparations for the Neighbourhood Plan, to fully understand the locality and aid the production of policies for it. The appraisal identified some areas in the town as important green spaces, whilst noting how few green spaces there are within the town, which had also been identified in East Lindsey District Council’s Green Infrastructure Audit 2012. These spaces were considered sufficiently important to justify registering them as 'Local Green Spaces', to give the protection provided by the designation.
One of the areas being considered for designation as a Local Green Space is ['...... ], as indicated in the attached sketch plan. This area is believed to be in your ownership and out of courtesy and prior to submitting our Neighbourhood Plan to the authorities for approval, the Town Council wish you to be aware of the proposed designation of the green space.
This stage of the development of the Neighbourhood Plan is called Regulation 14 Consultation and precedes a government Inspector deciding whether the plan is satisfactory i.e. compliant with statutory requirements. 52 people attended the Drop-In Event on Friday 19 January (10.00 am - 7.00 pm)
17 hard copy plus 2 electronic feedback forms were received from the public, making a total of 19. One further feedback form was completed online by Anglian Water. In addition one feedback email was received from an Alford resident, plus feedback in the form of emails or letters from Local Green Space landowners (5), the Environment Agency, Anglian Water, Historic England, Natural England, East Lindsey District Council Conservation Officer, Lincolnshire County Council Public Health Department, the National Farmer's Union, and potential housing site landowners (3).

General Comments I strongly disagree to the proposal to develop AL316 Farlesthorpe Road, currently the traffic is very heavy especially around school drop off and collection times. It struggles with the amount of HGV's and tractors that pass through the small street especially where on-street parking is an issue. I do not think Alford needs more housing considering the numbers being built on Willoughby Road, there is no employment opportunities, shortage of doctors and school places with Alford having very little to offer. Alford is going downhill rapidly and with more people it would be a greater drain on the town and its facilities.

General Comments I feel that Alford doesn't need any additional development considering recent and future plans on the Willoughby Road. I don't agree with the proposal on Farlesthorpe Road as it already suffers from high traffic volume.

General Comments Definitely no building on AL316. This is a greenfield site on a country road. School traffic is very heavy . It would be dangerous to access on to Farlesthorpe Road. The wrong area for development. If part of the building is for social housing why should we have to put up with, as we are doing now, all the people turned away from our neighbouring towns and the Midlands.

General Comments Policy 3 does not address the imbalance of the town (developing eastwards). The town centre old brewery site/ Straven Knitware as a brownfield site be built on first. / Policy 1 - Site AL316 - houses opposite this field all have septic tanks because they are too low for mains drainage. In 1979 no more houses were supposed to be built on Farlesthorpe Road because of this. Since then an agricultural bungalow & 3 large houses with septic tanks have already been built. AL316 is a field where rare barn owls hunt and also a route for badgers, deer & foxes. Buzzards also fly over. The road is very narrow and congested outside the cemetery and the primary school with parking from beyond the cemetery down into Rawnsley Close and as far as the Children's Centre. Lorries from the largest chicken farm in the area pass all day from 5.30 am and the narrow road already suffers from huge tractors, farm machinery and tracked vehicles. This is part of the 3 mile walk round the town through Bilsby Back Lane and Bilsby Road which many townspeople use regularly to keep fit.

The site would need a pumped sewer installing to reach the sewage works. It is an area with considerable wildlife presence i.e. barn owls, buzzards, deer, foxes & badgers have been seen. General Comments Having waded through many pages of officialise, I believe that Alford Town Council is doing its’ level best to face the oncoming government gale coming our way. There does seem to be a substantial comprehension gap between the directors of such ideas in Whitehall and ourselves, living in a small, well established community here in Alford. This gap seems to permit total ignorance of the fact that our services are creaking under the current load, e.g. our water services and sewage services were not designed for a population which has nearly doubled in size. I am told that we have two and a bit doctors to serve this population now, when I arrived in Alford over thirty years ago, there were five doctors here. What effect will a further 100 plus houses have on an already stretched medical service? Will those insisting on these changes provide funding, or perhaps more doctors to alleviate the situation? I just feel saddened when I see our town, through no fault of its’ own being treated in this shabby manner, by people who appear to live in a parallel universe, where numbers and balance sheets are the only directive

General Comments I can't understand why the government can't take into consideration the further expansion of the Willoughby Road estate. The infrastructure needs setting in place before any further big builds take place. It can take up to 3 weeks to see your doctor, dentists are hard to get, schools and hospitals are full and some closing. No work for all these new residents, let alone the people already living here. Where is the common sense? Must be in a tin in the cupboard! Absolutely bonkers!!

General Comments There is no consideration for the lack of infrastructure i.e. doctors, dentists, schools, jobs, hospitals, care for the elderly, just to mention a few. As for plot AL316 the road is sub-standard, there is a cemetery adjacent, it's used by heavy agricultural equipment and large lorries and would pose a threat to children's safety using the two schools at ""Spendluffe"" and the Sure Start Centre, not to mention the congestion it would cause. We have already planning permission for a number of large estates. Why more large ones when there is no work for the “would be” population which would only exacerbate all the already over-worked social services.

General Comments Alford will never prosper whilst there are lots of untidy land scarring the Town, owners should be made to tidy the land or compulsory purchase it to build on or turn into a park or land for the community instead of being an eye sore, in Hanby Lane, we have such a piece of Land and it has made Hanby Lane one of the worst looking roads in the whole of the Town, and certainly doesn’t look like the picturesque photos I have seen, its a blot on the landscape. Better public transport facilities.
