A Public Consultation - Prior to Approval & Referendum Following consultatons in 2012, 2013, 2015 and most recently in July 2017, the Alford Neighbourhood Plan has reached its fnal draf stage. Alford Town Council invite you to have a fnal opportunity to have your say! The comments of all consultees will be taken into account and the Plan adjusted accordingly, before it is submited to the Natonal Planning Inspectorate for approval. Once approved, the fnal hurdle before adopton will be a town referendum. If adopted, the Plan, alongside ELDC’s Local Plan, will determine how the town should develop in the next 15 years. It is important that as many townsfolk and other stakeholders as possible have the chance to voice their opinion on the fnal draf. Make sure your view is represented. The Regulaton 14 consultaton will run from 1st January untl 11th February 2018. In that period the Neighbourhood Plan and its accompanying documents will be available for your perusal, together with a feedback form for your comments, online at www.htp://parishes.lincolnshire.gov.uk/Alford Or on its Facebook page and also in hard copy format at the Alford Focal Point/Library in Alford, Tuesdays 10.00 am - 2.00 pm, Fridays 10.00 am - 6.00 pm, & Saturdays 10.00 am - 1.00 pm Alternatvely these documents will be available for scrutny at a drop-in public consultaton event at the Corn Exchange, Alford Friday 19th January 2018 10.00 am — 7.00 pm Steering Group members will be on hand to answer any questons Your feedback is valued and will be accepted at any time during the consultation period. Regulation 14 Consultation: Alford Alford Town Council Newsletter Town Council Newsletter IANUARY, FEBRUARY AND MARCH 20I8 ALFORD NEIGHBOURHOOD PLAN-REGULATION 14 CONSULTATION Alford Town Council's steering group has developed a Neighbourhood Plan in compliance with the requirements of the National Planning Policy Framework, which was Neighbotrrhond Plan produced by the Department for Communities and Local Government. This stage of the development of the Neighbourhood Plan is called Regulation 14 Consultation and precedes a government lnspector deciding whether the plan is satisfactory i.e. compliant with statutory requirements. Once the lnspector is satisfied with the plan it will be offered to the community for its decision by voting in a referendum. The Regulation 14 consultation will run from 15th January until 25th February. ln that period the Neighbourhood Plan and its accompanying documents are available for your perusal . You can view the documents online at http://parishes.lincolnshire.gov.uk/Alford There is a link to this on the Town Council's facebook page. Aru ITVrATION To SPEND A WEEKEND IN Fnnruce 2017 saw the 20th Anniversary of Alford Twinning Association's relationship with its "twin" town Conlie (near Le Mans, France). To celebrate the occasion, members from I Conlie made the trip to elford, staying with their friends in and around the town enjoying the various activities which had been arranged, inctuding an anniversary dinner and ceilidh. ln reciprocation, the Twinning Committee of Conlie are inviting familieq couples and singles from Alford and District to join with the Alford "twinners" on a trip to a weekend in Conlie at the end of May next year Families with young children are particularly welcome. You will be staying with a French family who will introduce you to their town and surrounding area, as well as joining in with the communal activities and celebrations we enjoy when we get together with our French friends. This invitation is a wonderful opportunity for to experience the French way of life. You do not need to be able to speak French and there is no cost involved, beyond that oftravel. Samuel SKIPWORTH of Halton Holegate, presumed son of Thomas SKIPWORTH and Alice EVISON, was born about 1752 and was buried aged 82 on 2 May 1834 in Halton Holegate, Lincolnshire, UK.2 No baptism has been found, so his parents are a matter of speculation. The detailed argument for linking the six children of Thomas and Alice in one extended family is set out in my paper Skipworths from around Spilsby. Samuel married Rebecca SYLVESTER on 10 Jun 1782 in Halton Holegate, both were “of this parish”, both marked the register rather than signing, witnesses were John Skipworth (assumed to be Samuel’s eldest brother) and Thomas Atckin.2 Rebecca died giving birth to their son Thomas, and was buried on 3 Dec 1792 in Halton Holegate.2 She was possibly born in 1760, the daughter of Sarah SYLVESTER who had married Samuel’s brother John in 1772. Samuel and Rebecca’s children were: 2 i. Mary SKIPWORTH 1783 - refer to page 5 3 ii. Mary SKIPWORTH 1784 - refer to page 5 4 iii. Samuel SKIPWORTH 1788 - 1867 refer to page 5 5 iv. Thomas SKIPWORTH 1792 - 1854 refer to page 6 Samuel remarried Susannah HOFF on 25 Oct 1801 in Halton Holegate, both parties marked the register, both were “of this parish”, witnesses were John Skipworth and Thomas Bucknall.2 1841: Susannah aged about 80, living with Eliza Atkinson (John Skipworth’s granddaughter) in the 1841 census of Halton Holegate.

Geographically it is bigger than many English counties, being larger than counties such as Surrey, Buckinghamshire and Hertfordshire. East Lindsey is the 153rd most populous District in England with an estimated population of 137,9002. It is the second most populous District in Lincolnshire after South Kesteven (138,900). Local government services in the area are provided by Lincolnshire County Council, East Lindsey District Council and 117 town and parish councils/parish groups. Our Population Knowing both the population size and demography of an area, and understanding how it is changing, are both important factors for any organisation operating in that area. This is particularly the case for those delivering services to the populace both now and into the future, and also those that need to attract or draw down the right amount of government funding. The way we live our lives has changed considerably from a time where people tended to be born, live and die in the same area. Nowadays a more mobile population globally, as well as nationally and locally as a result of work or education, means that producing and interpreting population and migration statistics has become increasingly challenging.
