1. TVBC and HCC Determinations 16/01961/LBWS Installation of cast iron guttering; creation of terrace to the east and the insertion of flue to the northern wall. The Garage Flat Michelmersh Court , Church Road, Michelmersh Decision: Permission granted

2. Village Issues Telephone Boxes The Lengthsman has now installed a wooden edge to level the access to the telephone box on New Road.

Overgrown Hedges Sovereign Housing has now trimmed the hedge outside the Milburns and the adjacent hedge has also been cut back. I have mailed a couple of other residents, including Southern Water, to request they cut back their hedges.

Highways Issues I have reported (again) the flooding from the top of New Road and the coned off area outside the Milburns to Highways:

“Dear Paul,

Just wondered if there is anything you can do to expedite the issues that are still unresolved in Timsbury.

There is still a 'coned' off area outside the Milburns on New Road, and there is still water running down Rudd Lane from under the road outside the property 'The Old Rectory.' As you know, the junction of New Road and Rudd Lane is very steep and is a tight turn. With winter approaching, this area will get very icy and therefore dangerous for both drivers and pedestrians if this flooding problem is not resolved.

Both these issues have been logged on the HCC website and state 'passed to contractor' - but these issues have now been active for several months now.

Any help you can provide is getting these problems resolved would be much appreciated”.

Jubilee Hall Hedge Installation I have asked Climbersway Tree Care to provide a quote for the following:

“The Parish Council is keen to get the hedging whips planted around the outside of the newly installed fence. Our landscape architect has suggested the following hedging mix:

Beech (Fagus sylvatica) Yew (Taxus baccata) Hornbeam (Carpinus betulus) Field Maple (Acer campestre) Spindle tree (Euonymus europeaus) Crab apple (Malus sylvestris) Guelder rose (Viburnum opulus) English oak (Quercus robur).

All in 90-120cm whips, except for yew which can be 30-45. All protected with individual spiral tree guards and with tree stakes. Planted in double staggered row, 45cm centres.

Please could you provide a revised quotation for supply and installation of the above”.

Road Resurfacing & Speed Limit The Parish Council has received a request from a resident to ask HCC if the road between school lane and Staff Road is due for re-surfacing, as it has a great number of potholes which are a danger to cars and cyclists. The Parishioner also asks if the Parish Council would consider applying for the roads in the conservation area to become a 20mph speed limit zone.

Minutes of the Parish Council Meeting held on Wednesday 26th October 2016 at 7.30 p.m. at the Jubilee Hall, Timsbury.

Present: Parish Councillors: Cllr. Bob Davis (Chairman), Cllr. John Rhodes, Cllr Peter Clarke, Cllr. Rory Fitzgerald, Cllr Helen Palmer, Cllr. Donald Cowling, TVBC Cllr. Tony Ward, HCC Councillor Andrew Gibson and Parish Clerk, Mrs. K. Hardy

2. Declarations of interest. Cllr. Rory Fitzgerald declared an interest in any matter relating to the Sports Club as he lives adjacent to the recreation ground. Cllr. John Rhodes declared an interest in any matter relating to the Sports Club as he is a member. Cllr. Donald Cowling declared an interest in any matter relating to the Jubilee Hall, as he is a member of the Jubilee Hall Committee.

Open Period

TVBC Cllr. Tony Ward Hunts Farm Recreation Ground Issues Cllr. Ward informed the meeting that the issue of littering by those hiring the football pitches at Hunts Farm recreation ground is being dealt with by TVBC. Signs are to be erected around the ground, stating that there will be fines and match bans for those found littering.

Cllr. Ward also informed the meeting that the Croquet Club had expressed concerns (no detail given) about the proposal to create a new football pitch on the Hunts Farm site, for the use of the M&T Sports Club.

Following some discussion, Cllr. Ward agreed to find out if TVBC had yet produced a plan for a new ditch alongside Hunts Farm and the A3057 to reduce the flooding risk at the bottom of New Road.

HCC Cllr. Andrew Gibson Electoral Boundary Changes Cllr. Gibson informed the meeting that now the boundary changes have been ratified. Subject to the next Local Election results it was likely that Cllr. Roy Perry would become the HCC Councillor for Michelmersh & Timsbury. Rural Broadband Cllr. Gibson stated that he had tried to contact Mr. Colin Brooks (BT) on behalf of the Parish Council, however he had not been successful, so will now escalate the issue. Cllr. Bob Davis informed Cllr. Gibson that the Broadband Group is giving a presentation at the Jubilee Hall on 19th November to explain the initiative by Virgin Media o provide a ‘full fibre’ connection to villages. Cllr. Gibson stated that HCC is actively promoting this Virgin initiative. Highways Following some discussion, Cllr. Gibson stated that he would pursue the lack of action on current highways issues (sink hole on New Road & flooding from the top of Rudd Lane down New Road) when he meets with HCC Highways this Friday.

4. Confirmation of Minutes

Following the request of Mr. Skilton, the Parish Council agreed that the following sentence be deleted from p.263 of the 28th September minutes: This sentence had been included in the draft minutes as the result of a misunderstanding. “Mr. Skilton stated that the elevation for Plot 1 has been lowered by 3 metres and is now set into the existing landscape and that Plot 2 has been lowered by 1 metre”. Following this amendment, the minutes from the Parish Council meeting held on 28th September and the Planning Meeting held on 17th October 2016 were approved.

5. Clerk’s Report Hedge Trimming KH Following a parishioner complaint, the PC agreed to send a letter requesting that a hedge on Stockbridge Road be trimmed back to avoid obstruction to the roadside footpath.

Cllr. Davis suggested that the Parish Council consider instructing a tree survey of the Pocket Park, as KH it has been several years since there has been one. It was agreed that the Clerk obtain a quotation for a tree survey.

Road Condition & Speeding Following a parishioner concern, the PC discussed the viability of introducing a 20mph speed limit in the conservation area. However Cllr. Ward stated that in his experience the police would not support the introduction of a lower speed limit because it could not be properly enforced and where it had been introduced elsewhere it had not been found to be effective.

A parishioner had complained about the condition of the road surface in School Lane, which had contributed to a recent accident to a cyclist. Cllr. Gibson stated that he would examine the road and report to highways for repair as appropriate.

Planning 7.1 16/02409/FULLS Redevelopment to provide two detached dwellings, the erection of three detached double garages, the creation of a new access off the existing and associated landscaping (re-submission) Site: Wealden Chapel Lane Timsbury SO51 0NW Decision: It was agreed that the overall design of the houses was much more in keeping with the local area. Cllr. Tony Ward asked if there had been any objections from Wealden’s neighbours. Cllr. Davis stated that the Parish Council had not received any correspondence from any neighbours about the revised application. . Cllr. Bob Davis asked the Councillors for their thoughts on this application: Cllr. Fitzgerald stated that one of the properties was set further back on the site, creating a tandem style development. Cllr. Fitzgerald stated that although this was no longer a reason for objection, it was not in keeping with the surrounding properties. Cllr. Palmer stated that she feels the houses are too close together and that this ‘built up’ design at the end of the village is not typical of this area. Cllr. Palmer also stated that the scale of the properties was also of concern. It was unanimously agreed that the Parish Council would object to this application on the grounds that the proposed structures would adversely affect the settings of the adjacent listed buildings because of their size and proximity. It was also agreed that the houses were too large for the sizes of plot and that the density of development was out-of-character with this location on the edge of Page 266 the village.

It was agreed that a draft response be circulated to Councillors for comment prior to submission. Cllr. Tony Ward stated that he would request the application be presented to the TVBC Planning Committee in light of the Parish Council’s objections.

Correspondence 8.1 Virgin Broadband Presentation It was agreed that the Parish Council would cover the hall hire cost for the West Tytherley Broadband Group/Virgin Broadband presentation to be held on 19th November. 8.2 Pantry It was agreed that the Braishfield Pantry can advertise in the village noticeboards, subject to space being available, upon confirmation that it is a non-profit organisation.

9. Village Issues 9.1 Jubilee Hall lease Deferred BD

9.2 Rudd Lane Noticeboard map It was agreed that Cllr. Helen Palmer would compile a map of the area and include some landmarks HP for consideration at November’s PC meeting.

9.3 Cricket Club Cage and Sports Club Insurance Insurance It was agreed that the Parish Council ask the Sports Club to have the Sports Club insurance policy KH amended to comply with Clause 3 of the Sports Club Lease which requires the buildings to be insured in the name of the Lessor (i.e. the Parish Council). Cricket Club Cage Cllr. Bob Davis informed the meeting that he had spoken to Mr. Norton Welch who had provided the Sports Club with a quote to supply and install a cricket cage. Cllr. Davis stated that Mr. Welch confirmed that the currently proposed structure comprised two free-standing screens but was not designed to support a roof. It was agreed that Cllr. Davis arrange a meeting with Mr. Goodland (M&T Sports Club) and Mr. Welch to define the Club’s requirements and discuss the issue. BD

9.5 Virgin Broadband Meeting The Clerk informed the meeting that the West Tytherley Broadband Group /Virgin Media are to give a presentation at the Jubilee Hall on 19th November from 2-3pm. All residents are welcome to attend. 10. Meetings attended and to be attended Cllr. John Rhodes attended a meeting at Waltet which raised awareness of new HGV safety measures. Cllr. Bob Davis informed the meeting that there is to be a TVBC Community Emergency Workshop at Longstock Village Hall on 29th October. It was agreed that the Clerk request that Mr. Dermot Cox, TVBC, provide some notes on what KH criteria the Parish Council should review a TPO tree application, rather than ask him to attend a meeting.
