Chairperson’s Address Cllr. Michael Maher

During 2016 I had the great pleasure of being elected as Chairperson of GRETB for 2016/17 which was a particularly busy year for me and for GRETB. I welcome the publication of the 2016 Annual Report and the positive developments while increasing our Learner and Staff numbers which continues to improve our Learners experience.

The Annual Report highlights GRETB’s year on year success in delivering excellent educational and training services in Galway County / City / Roscommon. GRETB has an annual budget of €100 million, staff of 1800 and 25,00 learners. The Board of Management work very closely with the CE and senior management staff to ensure GRETB deliver excellent learning opportunities and improved facilities.

Various Capital Projects were delivered in 2016 with ongoing meetings to ensure delivery of new schools in Athenry. Quarterly meetings have set up with all Oireachtas members in seeking additional funding for new projects identified in 2016.

I am a board member of VEC / GRETB since 2009 and have found members to be very focused in striving for an enhanced – co-ordinated and balanced service for everyone. This dynamic Board puts people first, works to highlight issues of importance and promote the many services currently provided by GRETB.

With the finances of the economy improving and the recruitment embargo eased, this has a positive impact on the ever-increasing demand for the services that GRETB provide.

The highlight of my term as Chairperson was attending various Award Ceremonies to promote the excellence and achievements of our student’s in our 20 GRETB schools and our learners in our 40 Further Education and Training Centres.

I offer my condolences to all staff who suffered bereavements during the past year.

Finally, I would like to compliment the CE, David Leahy, his Senior Management and all staff for their success in 2016 and for their excellent leadership and direction in ensuring that GRETB continue to improve our learner’s experience while simultaneously improving governance practices.

I look forward to working with you all in the coming years.

Mr. David Leahy, Chief Executive GRETB Chief Executive Address

Galway and Roscommon Education and Training Board is pleased to bring to you the Annual Report of GRETB for 2016.

2016 has been a year when GRETB has continued to improve our learners’ experience while simultaneously improving governance practices. We have continued to increase our learner and staff numbers as we respond to ever increasing demands from our learners and their education and training requirements.

Notwithstanding these positive developments, given the size, scale and responsibilities of this ETB, the need for GRETB to develop appropriate governance structures in terms of an IT system and management / staffing team cannot be overstated. The developments led by the Department of Education and Skills, to respond to these structural deficits, should be expedited in the shortest possible timeframe to ensure that we minimise the associated risks.

Details of the GRETB developments are outlined in this report, and are a reminder of the enormous progress that has been made this year. The various ETB schools detail their statistics and achievements for 2016, as does the Further Education and Training Services. These are outlined in the separate sections of this Report. Overall I wish to convey my thanks and appreciation to:

. Each member of the Board for their active co-operation in promoting the business of Galway & Roscommon ETB in so many ways – serving on Interview Boards, participating in Boards of Management, in Consultative Committees, attending Regional and National Meetings;

. The Principals, Deputy Principals and Co-ordinators for the progressive manner in which they lead their schools and centres; The teachers for the quality of their work both inside and outside the classroom; The Adult and Further Education staff, for their commitment to quality in a time of great change for the sector.

. The non-teaching staff for their commitment and loyalty; the parents for their unfailing support; the Boards of Managements, the various Sub-Committees etc, who give so generously of their time in promoting the work of GRETB.

. The officials of the Department of Education and Skills and Solas for their co-operation in expandingthe work of the GRETB.

Finally, I wish to acknowledge the retirements of long serving members of staff and wish them health and happiness in their retirement and to thank them for their service.

GRETB looks forward to continuing to work in partnership with all our Staff, Board Members, Parents, Teachers, Students, Learners and other stakeholders.

Legislative Background

The Education and Training Board Act 2013 established the Education and Training Boards throughout the country. Under the ETB Act 2013, responsibility for the development of policy rests with the Education and Training Board and is a reserved function. The implementation of policy is an executive function.

Corporate Governance

Introduction:

Effective management and leadership within Galway and Roscommon ETB, remains a key priority. In this context, effective and efficient governance provides the basis on which managers can manage and leadership is cultivated. Galway and Roscommon ETB adopted the ‘Code of Practice for the Governance of Education and Training Boards’ and provided a training schedule for GRETB members.

Composition of Education and Training Boards as per the Education & Training Board Act 2013 The Board of Galway and Roscommon ETB consists of 21 members comprising twelve members elected by the local authority; two members who are members of staff of the Education and Training Board; two members each of whom are the parent of a child who has not reached eighteen years of age and is registered as a student in a centre for education or recognised school, or is the parent of a learner in a children detention school, prison, education or training facility or other facility maintained by any other public service body where the board provides education or training; and five members with interest or knowledge in education and training from persons nominated by (i) business/industry/employers, (ii) learners and (iii) management/leaders of recognised schools.

Audit Committee: The Audit Committee is independent of management. It is responsible for monitoring the Executive in the carrying out of its functions and provides assurances to the Committee as to the adequacy and effectiveness of the internal control processes. It met four times during the year. It received reports from management, external and internal audit. Internal audit reports go to the Audit Committee and it is required to meet annually with the external auditor (Comptroller and Auditor General).

Finance Committee: The Finance Committee has responsibility for reviewing the income/expenditure of the ETB’s, including reviewing major contracts and the financial aspects of the education and service plans. Minutes of the Finance Committee are received by GRETB for consideration and to assist in providing assurance that the education and service plans are being achieved.

Galway and Roscommon ETB Audit Committee 2016:

The Audit Committee met four timesin 2016 on, 7th March, 20th June, 2nd September and 2nd December 2016.

The Finance Committee met four times on the 8th April, 9th June, 5th October and 1st December 2016.

Protected Disclosures Annual Report 2016:

The Protected Disclosures Act, 2014, was enacted on 15th July, 2015. This Act provides a framework within which workers can raise concerns regarding potential wrongdoing that has come to their attention in the workplace. By so doing, they are protected under the Act from penalisation by their employer, or other detrimental treatment.

GRETB has a Protected Disclosures Policy, which in tandem with the legislation, acts to encourage workers to report potential wrongdoing in the knowledge that their concerns will be taken seriously and investigated, as is deemed necessary, and that their confidentiality will be respected.

In accordance with Section 22 of the Protected Disclosures Act, 2015, GRETB confirms that no protected disclosures were received during the period from January to December 2016.

Consequently, no action was required to be taken by GRETB in relation to Protected Disclosures.

Capital Projects 2016

Coláiste an Ardeaspaig Mhic Éil, Tuaim, Co. na Gaillimhe

 First phase of the new school approved, Fire & Disability Access Certification granted and project has proceeded to tender stage.  Emergency Roof Repairs on existing school were approved by the Department of Education and Skills, consultant and contractor were appointed and works completed in December, 2016.

Coláiste Naomh Bríd, Baile Locha Riach, Co. na Gaillimhe

 Re-roofing project of main school completed.  Replacement of Boilers approved through Emergency Works Scheme. Works have proceeded to tender stage.  Electrical upgrade works under the 2016/2017 summer works scheme, consultant procurement process commenced.

Coláiste an Eachréidh, Coiléar Bán, Baile Átha an Rí, Co. na Gaillimhe

 Emergency works were completed to resolve flooding issues.  Application for two temporary classrooms has been approved for delivery in 2017.

 Roof replacement of block 1 completed.

Roscommon Community College, Lisnamult, Roscommon

 Approved 6 General classrooms, Home Economics, Science laboratory, Skills Preparation areas and associated toilet facilities. Stage 1 Report completed, Stage 1 meeting with Department of Education and Skills to take place early 2017.  Emergency Works for repair to the existing school roof completed.  Emergency Works for M&E upgrade applied for, minor works approved, works completed.  Major Electrical Upgrade works were approved under the summer works scheme 2016/2017 and a consultant has been appointed.

Abbey Community College, Boyle, Co. Roscommon

 Application submitted to Department of Education and Skills ASD unit.  Application submitted under emergency works scheme for electrical upgrade works to existing school building.

 Phase 2 of new school delivered by Department of Education and Skills as part of their rapid build programme.  Application submitted to Department of Education and Skills for temporary accommodation for new school year 2017.

 Emergency works application to Department of Education and Skills for disability access works, consultant appointed and tender being prepared.

Management Overview of Further Education and Training Services 2016

FAR / PLSS - Planning

At a national level, Eithne Nic Dhonnchadha, Director of Further Education and Training, is a member of the SOLAS/ETB Planning Group. This Group examined and discussed the overarching funding parameters for FET provision in 2016.

In 2016 application funding to SOLAS was comprised of the completion of the following:

 FAR 1 - Funding Allocations Request checklist  FAR 2 - Business Case/Supplemental Data Template  FAR 3 - Qualitative Data Template  FAR 4 – Financial Details

In addition to the above, all FET provision for GRETB for 2016 was entered into the FAR database: FAR is a web- based application that tracks Inputs, Outputs and Outcomes. The months of February and November/December saw programme managers focused on populating the FARR Database.

The FET budget for 2016, received from SOLAS, was €33, 186, 909.

Programme Learner Support System (PLSS)

The PLSS system was introduced in 2015 to capture provision in the GRETB for the purpose of assisting with referrals between the ETB and the Department of Social Protection (DSP). During 2016 the functionality of PLSS continued to be expanded. This involved more training for Programme Managers and Inputters. It also involved a lot more extra time being given to PLSS than in 2015.

The three components of PLSS are the:

 National Programme Database (NPD) – which holds information on validated programmes that can be run within the ETB.  Course Calendar Scheduling System (CCSS) – which will facilitate referrals from DSP and into the future from individual learners. All 2016 courses are scheduled on PLSS.  Learner Database – will hold the information on all learners who are participating on programmes and will facilitate creation of reports. Training on the Learner Database began to be rolled out towards the end of 2016 with a view to this section going live mid- 2017.

Co-Operation with other Organisations Scheme – Utilisation of Hours 2016

In 2016 GRETB provided 53,400 tuition hours to other organisations. These include Castlerea Prison Education Centre, Brothers of Charity centres and Probation centres.

Highlights for 2016:

The Manuela Riedo Foundation Ireland dedication and music celebration of Gleoiteog Manuela – Manuela’s Boat in association with Bádóiri an Chladaigh and Galway County Council on Friday 15th April – St Nicholas’ Collegiate Church, Galway.

The Manuela is a Gleoiteog Beag which is the smaller class of the Galway Hooker. It is owned by Galway City Council and in the caretakership of Bádóiri an Chladaigh Teo.

The Vessel will be used for sail training and the promotion of tourism. The Gleoiteog was built under the direction of Patrick Connolly, tutor/Boatwright with GRETB.

Study & Learning Handbook for Apprentices’.

The Adult Literacy Service is active in supporting apprentices in Training Centres across the country and a number of initiatives to integrate literacy and numeracy are underway. Here in Galway we have incorporated support that aims to help apprentices with maths, comprehension and reading skills. We also support those who are in the first phase of becoming an apprentice (those who are on the job), in order to help them to prepare for phase two, which is in the centre.

FET Skills Profile: Galway Roscommon ETB Report

The FET skills profile project was developed to capture the first detailed national picture of the training and experience of the Further Education and Training (FET) workforce, the jobs people are doing and the development needs identified by staff to develop in their careers. At national level, it is based on information gathered from over 4,400 staff members working in FET through the 16 Education and Training Boards (ETBs) in Ireland, nearly half of the entire estimated workforce in 2015.

Inputs were provided from all 16 ETBs and across the full range of FET jobs, including teachers, tutors, trainers, managers, guidance and support staff. This report sets out the 2016 skills profile results for Galway & Roscommon ETB. It details the demographic profileof staff providing FET programmes and services in the ETB. It also provides a profile of the qualifications and professional experience of staff. The final sections look at the perceptions of staff on their recent experience of professional development, as well as their perspectives on continuing professional development needs. The report concludes with a brief outline of the next steps in the development of a professional development strategy for the FET sector. Where appropriate, the report provides comparative data for all 16 ETBs.

Action Plan for Jobs

Action Plan for Education 2016-2019 including the Statement of Strategy was launched in September 2016. As part of the Plan we are committed to actively monitoring progress against plans, to engagingwith stakeholders to learn from experience and to adopt a planning approach that enables us to meet emerging challenges over the lifetime of the Plan. In October 2016 we initiated a consultation process to gather feedback on Action Plan for Education 2016-2019 and to inform the development of a specific Action Plan for 2017. Consultation activity included an online call for submissions, input from other Departments, regional fora, thematic workshops and other meetings with key stakeholders.

Since the launch of the Action Plan for Education 2016-2019 and Statement of Strategy substantial and significant progress has been made towards achieving our goals and objectives. 82% of actions targeted for delivery by the end of 2016 have been achieved including: a major increase in the number of inspections in Early Years settings; publication of the Education (Admission to Schools) Bill 2016; commencement of the Fitness to Teach provisions of the Teaching Council Act; launch of the new Junior Cycle Business Studies and Science subject specifications; publication of the Policy on Gaeltacht Education 2017-2022; allocation of funding for an additional 430 Resource Teachers; funding and launch of the Programme for Access to Higher Education (PATH); and launch of the International Education Strategy.

Action Plan 2017 is derived from the Action Plan for Education 2016-2019 and builds on the progress made to date and incorporates feedback from the consultation process. It reaffirms our vision and ambition to create the best education and training service in Europe by 2026. It reiterates our five key goals and over 400 actions and sub-actions to be achieved before the end of 2017. Action Plan for Education 2017 represents the significant strategic reform programme under wayin education and training and recognises the importance of critical business functions to ensure business continuity and quality of service to all our stakeholders. The publication of an annual plan within a broader strategic framework, enables us to respond in an agile way to the demands of the challenging and complex environment in which we operate while maintaining a strategic focus for sustainable reform over the next decade.

Challenges of political change both nationally and internationally, including Brexit, the growing demand for upskilling and reskilling for those in employment, innovations in technology and changing demographics and demands for places are some of the factors to which we must respond in 2017. Key themes and projects for 2017 include: work on promoting and supporting Wellbeing; tackling disadvantage and the launch of a new Action Plan for Educational Inclusion; setting targets and taking action on STEM; publication of the Interim Review of Literacy and Numeracy Strategy; introducing a new Resource Teacher Allocation Model; using digital technologies to enhance teaching, learning and assessment; increasing competence in foreign languages; strengthening entrepreneurship and innovation and building leadership capacity; embedding a new model of inspections; focused engagement with enterprise; and enhancing apprenticeships. We will publish progress reports against the actions in 2017.

It was with great regret that the GRETB learned of the the passing of Seosamh Mac Donncha, esteemed colleague and former Chief Executive of the former County Galway Vocational Education Committee, from 01 April 2006 to 30 June 2013.

We convey our deepest condolences to his wife Peig, to their children Eoin, Muireann, Eilish, sister Eilish, and to the extended Mc Donagh and Keady families.

May his giant and gentle soul rest in peace. A Book of Condolences was opened at the offices of the former County Galway VEC Offices/GRETB HQ in An Coiléar Bán, Athenry.

Highlights for 2016 Following a low utilisation figure from our courses in 2015, we developed a weekly marketing meeting. From this meeting we established the following –

A user friendly web site, which allowed learners to directly refer onto our courses. A training App /A twitter feed / A face-book add campaign / An open day / Hosting a chamber of commerce event Various school tours. This has resulted in 1440 expressions of interest for courses through the Training centre website. That’s 1440 individual clients we were unable to reach in 2015. Our Interior systems traineeship in conjunction with Castle ceilings started on the 14th of November. We have 15 trainees and 5 castle employees on this programme. This is the first on-the-job traineeship using workplace assessors in the Republic of Ireland. This 43-week course offers qualifications in – Partitioning, Ceiling Fixing and Dry-lining and is a combination of off-job and on-job training which allows Trainees to learn, develop and practise the skills required in this area.

In 2016 for the first time we opened the centre on Saturdays. The suite of seven nationally accredited programmes support training across a wide range of industry sectors, for example, Welding, Reception and Frontline Office Skills, ICT and Door Security and Guarding Skills. 84 Participants registered a Saturday course and 42% were fee paying clients.

In September 2016 we hosted the career guidance teachers throughout Mayo and Galway to inform them of the options for FE for their students and gave them all tours of our facilities to help increase awareness

On the 7th of December we are hosting our first ever apprenticeship open day aimed at parents of students to encourage them to look at apprenticeship a progressive route for their careers.

Highlights for 2016:

 Co-ordinating and developing structures to progress Education and Training issues highlighted by the Local Learning Networks. Working groups have been initiated and are currently focusing on – Enterprise and E Learning across 3 Local Learning Networks in Galway.  19 learners graduated with a Diploma in Youth and Community Development Practice at NUI Galway in October 2016. Development and delivery of an Active Citizenship Course for Older People in Mervue and Tuam in partnership with TOUCHSTONE and Galway Age Friendly Alliance  20 Young people with Intellectual Disability completed two modules in Everyday Living Skills and will complete their full Level 2 Certificate in 2017.  Development of a Taster Return to Education Programme for Young Homeless people in cooperation with Homeless agencies in Galway.  Delivery of a range of courses to Galway Deaf Community allowing them to engage in Community Education  Local Learning Network in County Roscommon developed and hosted several interesting guest speakers in 2016.  Presentation of certificates and celebration of learning during AONTAS Adult Learners Week February2016.  Supported work of Boyle and Castlerea Mens Sheds to provide meaningful learning opportunities to their members.  Supported Brothers of Charity leaners in ‘Open Door’ projects to access ETB funded horticulture and healthy eating and cooking classes.  Fifty two community learners achieved QQI Level 5 awards in ECCE (49 minor awards and 3 major awards) while twenty nine community education learners achieved Level 6 awards in ECCE (23 minor awards and 6 major awards).

Adult Guidance and Information Service Report 2016 for Galway County, City and Roscommon

GRETB Adult Guidance and Information Service Galway County, City and Roscommon provides an impartial, confidential and professional service covering a very broad geographical area from Clifden on the West coast to Monksland on the East to Gort on the South to Boyle on the North. The Service supports learners at pre-entry, ongoing, and pre and post exit stages to/from GRETB Programmes particularly those on VTOS, BTEI, Community Education and Literacy. The service enables learners to deal with a range of career, employment, educational and personal concerns and difficulties through impartial adult education information, one-to-one guidance and group guidance, which will help learners to make informed educational, career and life choices. The total beneficiaries of the Adult Guidance and Information Service in 2016 was 2,248 people.  A total of 1189 people engaged with the service in 108 different groups. Galway County met with 676 people in 68 groups and Galway City met with 513 people in 40 groups over the year.  The Adult Guidance and Information Service also met with a total of 618 people for one-to-one session, in Galway City there was a total of 480 one to one sessions with 246 clients and in Galway County a total of 272 people had a one to one appointment.  Additionally, a total of 541 General Public enquiries were dealt with throughout the year with 325 of these enquiries to Galway City service and 216 to members of the Galway County service NUMBER OF STAFF AND ROLES: Adult Guidance Counsellor/ Co-ordinator:

ADULT GUIDANCE AND INFORMATION SERVICE PROVISION TO VOCATIONAL TRAINING OPPORTUNITY SCHEME -VTOS The Adult Guidance Service provides a range of group and one-to-one personal support sessions to learners on VTOS which included taking part in Induction Programme for new students and at VTOS open days. The service run workshops on: Study Skills; CAO; Next Steps; Job-Search Skills and Working in Groups. The Service also works with Access Officers from local third level colleges NUIG, AIT, GMIT and SIT on progression opportunities to learners as well as some as some past VTOS students who spoke about their experiences as mature students at third level. The service also provided and maintained a career library to learners on the programme.

ADULT GUIDANCE AND INFORMATION SERVICE PROVISION TO ADULT BASIC EDUCATION SERVICE: The Service provides support to learners on Literacy programmes, ITABE and ESOL classes through Group and One to One sessions in all the ABE centre throughout the region. The service would have run sessions routes to Further Education, Job Search Skills, Social Skills, Presentation Skills, and offered one-to-one follow on support. For voluntary tutors we delivered training sessions on establishing and maintaining appropriate relationships with students. The service also supported students attending ESOL classes. Work with this group of client’s calls for a considerable amount of follow-up research and advocacy, due to their varied and complex visa arrangements and array of foreign qualifications obtained previously.

ADULT GUIDANCE AND INFORMATION SERVICE PROVISION TO COMMUNITY EDUCATION AND BACK TO EDUCATION INITIATIVE -BTEI: The Service tries to meet, at least once, all relevant groups in receipt of funding from GRETB for Community Education programmes, or on courses with BTEI funding, in order to introduce the Service and discuss possible progression routes for participants. The Service tries to attend as many Induction Programmes for learners as possible in the various FET Centres and Outreach centres throughout the region.

HIGHLIGHTS FOR 2016: The staff moratorium continued to affect the service however in October 2016, sanction was finally given to recruit Guidance Coordinator and a Guidance Counsellor and in November of this year, Siobhan was appointed to the role of Guidance Counsellor for Galway City and Nuala Kilgannon was appointed as Coordinator for the GRETB. The Guidance Information officer’s role remained unfilled for the year.The staff in Galway City provided a number of Training Sessions on Boundary Management with Adult Literary Volunteer Tutors, BTEI and Community Education Tutors in Galway City and to Further Education Staff in Roscommon. The Service in Galway City arranged some workshops with students on the VTOS programmes in Roscommon because of no staff in the area during the year.

Members of the Team attended the ETBI FET conference in Nass. Along with the workshop provision above, the service in Galway City were present at a number of events throughout the year such as the Lone parents event in Bohermore organised by Galway City Partnership and the service continues to liaise with community groups and services throughout the city such as Cope, Simon, Occupational Therapists, and Probation Services etc. Members of the Adult Guidance and Information team attended meetings of the South Galway Local Learning Network, North Local Learning Network and between DSP and GRETB Coordinator in Galway County attended the IPB Risk Assessment Training, NCGE coordinators’ meeting and the Occupational Profiling Course and the Guidance Information Officer attended the final day for the year of the H. Dip in Adult Guidance in June. Members of the team attended various meetings which included: the INOU delegate conference, INOU Regional Meeting in Limerick and INOU forum, Aontas General Meeting, the Intercultural and diversity Inter-agency group of Galway Co. Council, Public Participation Network Conference and Galway cluster of Men’s Shed. The coordinator in Galway County made a presentation to the Adult Education Board in Glennamady and attended the launching of a study skills manual for apprentices and a report on the Erasmus programme of GRETB in May. Members of the team attended various Open Days in Gort, FEC Letterfrack, FEC Clifden, GRETB Training Centre in Mervue and Athlone IT. They also were at the Enterprise day in CFE Ballinasloe and Meeting of Staff in CFE Ballinasloe.

Highlights for 2016: A number of changes took place during 2016 based on three identified needs.

 Student participation was low in the General Learning (L4),  Student feedback on the General learning Skills (L5) module was that it was too generic and aimed at students looking to participate at third level. (No students applied for third level for a variety of reasons)  A local tourism project has been given planning approval. It was felt, through staff discussion that it would be an ideal time to change one of the major awards. We looked at the cohort of staff, their skills base and discussed the possibility of offering Tourism with Business. Which commenced in September 2016. Uptake was good with 10 students starting the course.

The Men’s Shed launched their project-Together with VTOS students a number of Community based initiatives Further Education & Training Fair. We participated, along with a host of other providers in an Education Fair in the Trinity Arts Centre. Students travelled to Petersburg, along with two other VTOS Centres for an activity day. This was well attended and very successful. Roscommon County Council ran a Revival Roadshow from the centre this included Pallet construction and upcycling workshops. Participation was full over the day and a number of students from VTOS took part. Men’s Shed requested use of the premises. A porta cabin was allocated to them, we also installed a Poly Tunnel. The Men’s Shed maintain the grounds, use our facilities, and participate in a number of classes scheduled within the centre. It has been a very positive experience for both VTOS/GRETB students and the lads from the Men’s Shed. Art & Design Students had a number of Field Trips. Marie Keating Foundation visited and held a seminar with practical demonstrations. We participated in a two day local Community initiative with the Bank of Irelandin an Enterprise & Education day. Highlights for 2016: Youthreach Ballaghaderreen is a 50 place centre providing programmes at both Leaving Certificate Applied and FETAC Levels 3, 4 and 5. The main focus of the centre is providing alternative educational opportunities for those who have left mainstream school early or those who wish to avail of second chance education. The teaching is student focused and paced to help each individual learner. In 2016 the students raised €99 in aid of Mayo Roscommon Hospice as part of their Beauty Day. A Halloween fun day was held; students had games and puzzles during the day and a pool competition to raise some money for the student council. In July, 36 students completed a work experience placement as part of their time in Youthreach. While on placement students are monitored and supported to complete their time. For the students the placements are positive and have real outcomes for the main of students who engage with the process. As part of the work experience programme we now offer Manual Handling and Safety & Health at Work to all our students. In January students held a Shave or Dye event in Aid of the Irish Cancer Society and raised €229. As part of their work experience folder the LCA and Level 4 QQI classes paid a visit to SOLAS training centre in Athlone. We also offer Safepass during the year. The QQI Level 5 group undertook and successfully completed a one day First Aid training course.

 November the 9th Youthreach Letterfrack took part in the Petersburg Team Challenge event and won.  The whole centre took part in a local community parade “After the light”. The students made wooden displays and drummed for the parade.  Our Leaving Cert Applied students held a coffee day and a raffle for the Simon Community. They raised over two hundred euro thanks to the generous gifts donated by the Letterfrack Country Shop and Peter Coneys.  On the 29th March Youthreach Students held a Challenge day for GMIT Students whom had been on teacher observation throughout the year in the centre.

Highlights 2016:

The 15 students who sat LCA in June 2015 was the greatest highlight of our year. Re-writing the Proclamation Three students and two teachers from the centre attended the 1916 Commemoration ceremony in Croke Park on the 7th March 2016 Carol Singing A Pre-Youthreach Programme was run for prospective students (intending to enrol in Youthreach in September 2016). 12th April – 14th June 2016 Community Work Project : LCA Year 2 students took part in a community based project which involved voluntary work placement in various community/ charity organisations on Fridays for one term. Soft Skills / Trainee Workshops During the year included : Mindfulness: Keith Horan facilitated Mindfulness workshops. A SpunOut workshop was organised for all students explaining the tools needed to ensure their safety online. The local public health nurse facilitated 2 workshops for the female students on the Reproductive System Family Planning. Waterside House team facilitated a day-long workshop on healthy (and unhealthy) relationships to all of the students. Advocacy – GRETB County Galway Advocacy Service 2016

The GRETB’s County Galway Youth Advocacy Service operates in both North and East County Galway and in South County Galway. It is a community based service whose goal is to provide career path planning and support to young people between the ages of 16 – 21 years old who are at risk of leaving school or who have already fallen out of mainstream education with little or no qualifications. There are two Advocates based in County Galway, Conor Griffin (based in Tuam), who covers North and East County Galway, and Bartley Joyce (based in Gort), who covers the South County Galway.

Following a client referral, a one-to-one meeting is arranged with the person where previous education, training or work experience is discussed. All realistic options open to the client are explored along with potential barriers to progression. A tailored made career path plan is then put in place along with clear and attainable short term goals, with a view to motivating and progressing the young person to further education, training, or employment.

The Advocacy Service works with clients who are referred from a number of organisations. These clients, more often than not present with stumbling blocks or issues that prevents them from reengaging with education or progressing onwards. Using one-to-one meetings, the Advocate tries to identify where the client’s strength and weaknesses lie and after this initial meeting, a career path plan, with specific goals is drawn up in order to provide both focus and motivation.

Running parallel to this approach, the Advocate must work through any barriers that might derail future progression. Examples of these barriers may include: literacy and numeracy weaknesses, family and social care problems, previously poor or negative educational experiences, drug or alcohol misuse and mental health issues. Linkages are made with the clients consent to engage with any supports where necessary. Constant and ongoing one to one support is the key to a positive result, while empowering the client to take on more responsibility when it comes to decision making.

Western Regional Drug and Alcohol Task Force - Community Liaison Workers 2016

The importance of the Community Liaison Workers role was identified in the Western Region Drug and Alcohol Task Forces’ first regional strategy document“ Shared Solutions”. It highlighted a necessity for workers who would engage with the relevant statutory, voluntary and community organisations across the region. The Community Liaison Workers, who cover counties Galway and Roscommon, are employed by the Galway and Roscommon Education and Training Board with funding from the Department of Health. The role of the Community Liaison Workers is:

 To assist communities, develop tailored responses to substance misuse  To forge interagency collaborations and joint initiatives to tackle local problems  To help drive initiatives and co-ordinate developments in line with the National Drugs Strategy and regional policies  To identify the local impact of substance misuse and local service needs  To assist in drug and alcohol policy development at a local level  To signpost to relevant services and supports in the area

Emmet Major – Community Liaison Worker for East County Galway and County Roscommon

Junior Certificate Stay Safe Stay Sober Programme This is a large inter-agency project delivered in September with An Garda Siochana. The programme was completed in East Galway and Roscommon in 19 schools in total covering 1,870 students and is a highly effective prevention and education intervention. This programme is to be delivered regionally in 75 schools in 2017.

Regional Awareness Week 2016 The WRDATF organised a Regional Drug and Alcohol Awareness Week from the 7th-11th of November. As in previous years the purpose of the week is to increase the awareness of drug and alcohol related issues in the region and to highlight the services available to the public. Thirteen different events were organised during the week, taking place in different parts of the region.

Roscommon Schools Public Speaking Project This prevention focussed public speaking project was run in County Roscommon. The project involved all of the Transition Year and 3rd Year students in each of the nine schools in Roscommon during September and October and a grand final was held the beginning of December.

The overall purpose of the public speaking project is to create awareness among young people about the impacts of alcohol upon society and to challenge the attitudes that they hold in relation to Irish culture and alcohol. It is the purpose of the project to influence the decisions that they make about drug and alcohol as they progress through their teen years and into adult life.

Western Regional Drugs Tasks Force - 2016

Tuam Youth Mental Health Network Ongoing support and development of the Youth Mental Health Network. This is an information and training network for anyone working with or supporting the development of young people and is attended by workers in the Tuam district. Ballinasloe Response Group Working as secretary of this community group throughout the year. Projects included organisation of the Annual Candlelight Vigil, a public address by Mary Coughlan and supporting individual client work by the group. Drugs in Schools Projects – Roscommon and Tuam These are inter-agency initiatives that have been developed to examine the issue of drug use within the school- aged community. Schools have been reporting an increase in cannabis and other drug use and have been seeking different types of support in order to deal with the issue. These working groups have been established by the WRDATF, with the support of stakeholder agencies, in County Roscommon and in Tuam. Development and Launch of the Teen Talk resource for parents This is a new resource that was developed during 2016 in direct response to some of the finding from the Roscommon Schools Survey. Specifically, it was noted that there was a huge discrepancy, particularly in the Junior Cycle, when you ask the pupils and separately, their parents, do you discuss alcohol and drugs. When this is combined with the challenges of delivering the SPHE programme in schools, it becomes very clear that young people are receiving very little drug and alcohol education. This resource was thus developed to help address the overall issue and will be used in parenting initiatives and programmes within the region. It is a companion resource to the Teenage Years and Pre-Teen Years developed and used by the WRDATF. The Teen Talk leaflet was launched during the annual Awareness Week. Pre-Teen Years resource and Campaign This is the resource that is distributed to 6th class parents via the National Schools. A total of 7,800 leaflets were sent out through 480 schools in the region during May of 2016. This was supported by a series of parent information evenings offered to schools. This large-scale campaign was successfully evaluated and will be repeated in 2017. SAOR Screening and Brief Intervention Training The ongoing rollout of the SAOR Training Programme in the region continued in 2016. This responds to Action 36 in the National Drugs Strategy; which is to develop and implement the screening and assessment of people presenting with early indicators of drug and alcohol issues, utilising a uniform brief intervention tool, and including referral where appropriate. The SAOR training allows for the use of brief intervention in a variety of health and community settings. During 2016, agency specific training took place in Probation Services twice, in NUI Galway, and in Merlin Park Hospital and open community-based training took place in Tuam, Roscommon and in Ballinasloe. SMART Recovery Training of funded workers in SMART Recovery facilitation commenced in 2016. The intention is to have workers trained in this programme and to start a SMART Recovery group in Galway during 2017.

SMART Recovery is an addiction recovery support group that is open to anyone hoping to abstain from substance use or behavioural addictions. It operates a four-point programme based around; building and maintaining motivation, coping with urges, managing, thoughts, feelings and behaviours and living a balanced life.

Family support.

Continued to attend the Regional family Support Network and began a multi-agency piece of work aiming to develop an Information and Support Handbook for people affected by someone else’s drug or alcohol use. Supported 2 affected family members to run G-1 Family Support Group, a peer led group aiming to provide peer support to other affected family members.

Provided direct 1-1 support to 12 family members.

Information sessions delivered to Galway Traveller Movement, NUI Galway 1st Year Med’ Students and front-line workers from various agencies.

Galway city strategy to prevent and reduce alcohol related harm.

Completed the project with youth TY students at GCC and Dochas don Oige in relation to alcohol marketing awareness, altogether over 600 images were captured by the group and a PHD student from NUI Galway will write up the findings.

Sessional work.

Delivered 7 sessions within GRETB centres to students on basic drug and alcohol awareness and also on the effects on family members. Delivered one drug and alcohol policy development workshop and one on responding to family members. Presented to NUI Galway students at Corrib Village student accommodation and also to business owners in the Latin Quarter in the city. Took part in a Q+A session following the play “Heroin” at the Town Hall Theatre. Delivered the Drug and Alcohol section of the Seas Suas Programme within NUI Galway aiming to help students to develop the skills and confidence to intervene safely with their peers. Organised a 1-day training on Domestic Violence and Abuse facilitated by Women’s Aid.

Other.

Completed the Alcohol Policy Development process with GMIT.

Completed a set of guidelines for use when planning a Youth Party event in order to keep young people safe.

Contributed to many other networks such as Galway Healthy Cities, WRDATF Treatment and Rehab, WRDATF Project Network meeting.

Awareness week.

Took part in the planning and delivery of awareness week across the region. Delivered two seminars looking at alcohol and cancer and older people and substance use which were well attended and achieved good press coverage.

Youth Work Location Galway City, Athenry and Roscommon Description of Service Youth Work, as defined by the Youth Work Act 2001, is a planned programme of education designed for the purpose of aiding and enhancing the personal and social development of young people through their voluntary participation and which is complementary to their formal, academic or vocational education and training and provided primarily by voluntary youth work organisations.
