South West Monsoon

The south-west monsoon has been active during June and July across the country. As per the IMD forecast widespread rainfall will be active over Gangetic plains & northeastern states during next 2-3 days( 2nd August). Coastal areas of South Gujarat, Kerala would also receive widespread rainfall during next 3-4 days(4th August). Over southwest Bay of Bengal & adjoining coastal areas of north Tamil Nadu and south Andhra Pradesh widespread rainfall is likely to occur over Tamil Nadu and south Andhra Pradesh during next 2-3 days(3rd August) .

The flood condition continues to prevail within Ganga - Brahmaputra-Meghna river basin in the states of Assam, . 6 rivers are flowing above the high flood levels and 21 rivers are flowing at danger levels with a moderate flooding trend and 8 rivers flow in a low flood trend. AFFECTED STATES • Bihar: During the part 48 hrs 2 deaths have been reported from and . The upper catchment areas of rivers Bagmati, Budhi Gandak, Gandak and Koshi in Nepal and in Bihar (India) are flowing above the warning levels. 12 districts have been affected - Sitamarhi (17 talukas) Muzaffarpur( 8 talukas), Sahraha (6 talukas), Patna( 4 talukas) , Bhagalpur, (3 talukas) East Champarah (14 talukas), West Champaran( 4 talukas), Darbhanga (7 talukas) , Supaul ( 5 talukas) , Katihar (1 talukas), Madhubhani( 12 talukas), Samasitpur ( 2 talukas). 1615 villages in 12 districts with a population of about 414,300 people are reported to be affected In sections of Muzaffarpur - Sitamarhi NH-77 continues to be submerged. • Assam: the affected districts and villages - Dhemaji(397villages), Dibrugarh ( 148 villages), Nalibari ( 112villages) , Dhurbi ( 297villages) , Goalpara (153villages), Kampru( 209 villages) , Bongaigaon( 207villages), Morigaon(350villages), Jorhat(72villages), Nagaon( 69villages), Sivasagar(57 villages), Darrang(6villages), Sonitpur(11villages). Bailey bridge over Dilli River near Kamrup has been washed away disrupting traffic movement between Sonari and Namrup. The ring bundh of Buridehing River near Khowang has developed a breached; in Nalbari district all chas villages have been submerged and erosion of land has been reported at Nambazchar and Kalarchar, Kurihamari, Bhangnamari Kalarchar areas. Electricity network has been disrupted in Nalbari Rangia, also in areas along the right bank of Noona River in jabaribati (Ghograpar circle). The embankment of Mora Pagaldia River has breached at four sections affecting areas in Tihu and Barama. Erosion of bank dykes and areas along the right bank of the River Pagaldia at Hanapara, Gangapukhuri, Balikuria and Moriradonga area and side sloping of land along the embankment of river Nona at Narikuchi and Silpar; in Dhubri NH-31 connectivity between sonamukh and Salkocha and Bilasipara sub–division areas remains to be cut off and 1 person was reported dead; in Goalpara district, village Helenga Char has been completed submerged and 3 deaths has been reported. The roads connecting Goalpara via Dubapara is submerged; in Kamrup breaches have developed along left embankments of River Puthimari at Khatpara/Harijora in Bakasa sub- division area. 4 deaths have been reported. Road connectivity remains disrupted along Nagarbera road, Pijuopara Jamdai road, Lampara goroimari road; in Kamrup 50 houses have been damaged; in Morigaon road connectivity remains disrupted. 1 death has been reported; in Jorhat sections of Mudoijan Jhanjumukh road of Teok circle remains submerged; in Golaghat 2 deaths have been reported due to drowning. • Uttar Pradesh: Eastern parts of Uttar Pradesh the rivers Ghaghra, Rapti, Gandak, Saryu and Sarda are flowing above the warning levels, affecting 788 villages and 5 districts : Sravasti ( 1 taluk & 90 villages), Bahraic( 2 talukas & 165 villages) , Maharajganj( 5 talukas& 80 villages) , Barabanki (and Basti(1 taluk & 54) Other districts experiencing a rise in river levels: Pilibhit( 1taluk and 3 villages) Faizabad (1 taluk & 7 villages) Sant Kabir Nagar (3 villages) Siddharthnagar (2 talukas) Maharajganj ( 2 talukas & 55 villages ), Shahjahanpur, Gonda ( 2 talukas & 23 villages), Balrampur (3 talukas & 53 villages) , Khushi Nagar( 1 taluka & 10 villages), Sitapur ( 2 talukas & 47 villages) , Gorakhpur ( 89 villages). During the past 48 hrs 13 deaths have been reported from Sravasti, Basti, Bahraic, Faizabad, and Maharajganj. • Arunachal Pradesh: Rivers Siang, Sibo Korong, Lohit, Nao-Dehing, Digaru, Kamlang, are flowing above the warning levels. The affected districts are Lohit (Danglat, Changliang) West and East Siang (Pasighat), Upper Subansiri,( Gusar, ) and Upper Siang. • Kerala: During last 24 hrs 20793 people have been affected in Kottayam and Thrissur districts. There are possibilities of reported cases with viral fever in Malappurm district.

ADMINISTRATIVE MEASURES: • Bihar: 2719 people have been evacuated while rescue teams equipped with country boasts are deployed in Muzaffarpur, Sitamarhi, Supaul, Darbhanga, Sahraha, East Champaran, Patna, West Champaran, Bhagalpur, Katihar, and Madhubani. Relief camps are opened in Muzaffarpur (3), Sitamarhi,(9) Bhagalpur(1), West Champaran(1), Darbhanga(31), Katihar(3), Madhubani(25). Medical teams are stationed in Muzaffarpur (10), Bhagalpur (4), West Champaran (4), Darbhanga (2), and Katihar (9).

India • Assam: 195,878 persons have been accommodated in 239 relief camps( Dehmaji, Digrugarh(10), Nalbari( 17), Dhubri ( 13), Goalpara( 15) Bongaigoan ( 10) Bongaigoan ( 13) , Morigaon( 65), Nagoan(7), Sivasagar ( 18) and 144 temporary relief shelters built along the high embankment areas so far housing 35,751 perosns ( in Dibrugarh alone 20,743 people have taking shelter]. For rescue operation in Dhubri and Goalpara districts trucks and boasts have been deployed. • Uttra Pradesh : teams from PAC and country boats have been deployed for rescue operation in in Sravasti (17) , Basti ( 60) , Baharic ( 136 ), Maharajganj( 105) • Kerala: the district administration is still operating 88 relief camps with 13472 people .

NGO’s INITIATIVES :

• Sphere/Inter Agency Group: Inter Agency Group had a met at Action Aid office Guwahati on 28th July 2007.The participants were CRS, Action Aid, Oxfam, CASA, UNICEF and NEDSF. The next meeting is on 1st August 2007. The Agencies have distributed relief materials in the affected areas that include; Mosquito, Nets, Bleaching Powder, Rice, Dal, Water Purifier and Buckets Oxfam, UNICEF, CASA, CRS are planning for responses in Dhemaji, Dibrugarh and Morigaon districts. • CRS –Guwahati: Emerging needs from the rapid assessments conducted by the partners of CRS indicate the need of non-food items, shelter and relief assistance, drinking water and sanitation, monitoring vector borne diseases and immediate livelihood interventions. CRS partners have set up 5 camps for the people in Dibrugarh and Tezpur. Volunteers are assisting people in evacuation, getting resources from the government and functioning of the camps. Caritas is intending to support Seva Kendra Dibrugarh (CRS partner) and Tezpur was sanctioned earlier for food items. • Oxfam GB : A assessment of affected areas in Bihar is being done along with their our local partners BSS, SAKHI and Abhigyan Disha in Madhubani district ( team is trained by RED R and Oxfam) Darbhanga , Sitamarhi and Jhanjharpur subdivision . The team is involved in rescue operation through their FRP rescue boats. Oxfam has pre-positioned stock at Madhubani consisting of water tanks, boats, temporary shelters which would be used as per need. The immediate requirements are safe drinking water and food items. • Save the Children: For needs in Assam funding are mobilized to help 8,000 children in Dhemaji district by providing clothing and educational materials (GBP 40,000). In Orissa Save the children is responding to the need in Balasore by supplying 2500 tarpaulin, 200 education kit and support 20 health camps in seven panchayats of Bhogarai block of Balasore district. They will be operating through PECUC(local partner) in targeted villages.
