That is why our community worked together to create Cleveland’s Plan for Transforming Schools, a new efort to reinvent public education in our city. A key component of the Cleveland Plan is to ofer families citywide school choice, allowing you to choose the school that is the best fit for your student regardless of where you live. This book—printed by the Cleveland Transformation Alliance—will help you learn about the many public school options—district and charter— now available for your family. The Cleveland Transformation Alliance is a key component of the Cleveland Plan. It is an advocate for quality schools. Serving as board chair of the Alliance reflects my deep commitment to Cleveland’s citizens to transform our school system so all children experience a high-quality education. As mayor, I will continue to lead the Alliance and all eforts within the Cleveland Plan, which aims to triple the number of Cleveland students enrolled in high-performing schools by the end of the 2018-19 school year. The Alliance works to ensure every child in Cleveland can attend a high-performing school and every neighborhood has great schools from which families can choose. The Cleveland Plan, our new citywide education reform plan, outlines four work roles for the Alliance: • Assess the quality of all district and charter schools in Cleveland; • Communicate to parents about quality school choices; • Ensure fidelity to the Cleveland Plan; • Monitor charter sector growth and quality. Background In late 2011, Cleveland Mayor Frank Jackson charged the Cleveland Metropolitan School District, the philanthropic sector, the business community and representatives of the charter sector to develop a plan to fundamentally reinvent public education in Cleveland. Cleveland’s Plan for Transforming Schools was presented to Ohio’s governor and legislative leadership in February 2012. The plan is based on an emerging national model— the portfolio strategy—that is showing promising results in other cities across the country. Key characteristics of this approach include: citywide choices and options for all families, school autonomy, student-based budgeting, external support, talent-seeking strategy, extensive public engagement, and performance-based accountability for all schools. The Cleveland Plan details our city’s proposed transition from a traditional, single-source school district to a new performance-based system of district and charter schools that work in partnership to create dramatic student achievement gains for every child. It is built upon growing the number of excellent schools in Cleveland, regardless of provider, and giving these schools autonomy over stafng, time and budgets in exchange for high accountability for performance. The plan calls for tripling the number of Cleveland students enrolled in high-performing schools and eliminating failing schools by the end of the 2018-19 school year. House Bill 525—the Cleveland Plan—was signed into law in July 2012 and provides the district with vastly increased flexibility and autonomy, modernizes employment practices, promotes charter quality and collaboration and establishes the Cleveland Transformation Alliance. In November 2012, the voters of Cleveland passed Issue 107, the first successful levy in 16 years and the largest in the district’s history. The levy, which annually raises from $60 million to $70 million, is dedicated to implementing the Cleveland Plan with fidelity and enhancing partnerships with high-performing charter schools. How to Use This Book Cleveland is home to more than 160 district and charter schools. There are elementary schools, middle schools, K-8 schools, PreK-8 schools, 6-12 schools and high schools. With so many schools available, understanding school quality and determining whether a school is a good fit for your family can be a complicated process. The Transformation Alliance is here to provide information to families to help guide them through the process of choosing a school, and to help them find schools that reflect quality academic standards. To help families find the best school that will meet their individual needs, this book profiles every public school option in Cleveland. The Alliance surveyed more than 900 parents to find out what’s important to them when choosing a school, and the results have been incorporated into this book and the interactive website, ClevelandTA.org. Each school profile features five quality indicators along with school-level demographic information, including race/ethnicity, special needs, and student and teacher attendance rates. 1. Academic Performance shows the school’s overall academic performance based on a combination of two state ratings. For K-8 schools, the two ratings are performance index (PI) and one-year value-add. For high schools, the two ratings are performance index and graduation rates. We call this the Alliance School Quality Framework (performance index, value-add score and graduation rates are explained fully in No. 5). Using these combined ratings, the Alliance School Quality Framework groups schools into one of four academic categories: High Performing, Mid Performing, Low Performing or Failing. For a school to rank as High Performing, it must have an A or B in both measures. For a school to rank as Mid Performing, it must have an A, B or C in both measures. Schools ranked as Low Performing have an A, B or C in one measure and a D or F in the other measure. Schools ranked as Failing have a D or F in both measures. Within those rankings, a school may fall higher or lower than others in that same category. If a school is not assigned a category under the Alliance School Quality Framework, it is too new to receive a rating based on state tests. Academic Performance History shows where a school falls in the Alliance School Quality Framework over a period of up to three years. This will help you see whether or not a school is improving over time. 3. Community Reviews show what people with direct knowledge of a school—parents and guardians, students, educators and community members—think about the school. Community reviewers give a one- to five-star rating to a school, and the Alliance averages the reviews to come up with a single community review score. Some schools have no reviews yet; others have many. Every day, more community reviews are completed, so be sure to visit ClevelandTA.org to read new reviews and comments, and to add your own review of a school you know best. 4. School-provided Information includes school mission and educational philosophy, highlighted academic oferings, student engagement and activities, parent and community involvement, student resources and services, technology and safety. Participation is voluntary, and not all schools have responded to requests for information for this section. If you see that your school does not have a profile, ask your school’s leader to provide one: parents want to know about schools! 5.
