He kupu whakataki Introduction Transport contributes strongly to our wellbeing as individuals, as a community and as a region. It connects people to services, recreation opportunities, employment and education. The transport sector faces many challenges with a growing population and increasing demands for better services. With limited funds to pay for everything, a national, regional and local prioritisation process is in place to determine the best transport activities to invest in. Transport plays a vital role in enabling wider social, cultural and economic outcomes. The impacts of good (and bad) transport are widespread, ranging from the safe and efficient movement of people and freight, enabling land use and population growth, shaping community liveability, and influencing the health and wellbeing of the population. Transport also directly impacts climate change and the environment, primarily through the release of carbon emissions. New Zealand is committed to reducing our greenhouse gas emissions and, as a region, we need to keep this at the forefront of our thinking as we consider our current and future transport system. Ultimately, a well-functioning transport system is critical to the region’s wellbeing. This Plan, Horizons’ Regional Land Transport Plan (RLTP), sets out the current state of the region’s transport network, the challenges the region faces, and the priorities for future investment in order to achieve the following vision: “A region that connects central New Zealand and supports safe, accessible and sustainable transport options.” The Plan considers and takes into account the strategic direction provided by the Government through the Ministry of Transport’s Outcomes Framework and the Government’s Policy Statement on Land Transport.

    Wairarapa train services: survey results Introduction Greater Wellington Regional Council carried out a survey of passengers on the north-bound Wairarapa trains on 22 June 2011 as part of the Wairarapa Public Transport Service Review. A total of 725 completed forms were returned. We would like to thank passengers and train-staff for your help with this survey. A summary of the results are shown below. The full survey report is available at www.gw.govt.nz/wairarapareview Where people live and how they get to the station About 25% of passengers live in each of Masterton, Carterton or Featherston. A further 13% of passengers live in Greytown and 6% in Martinborough. Sixty-eight percent of passengers travel to the station by car (57% parking their car at the station and 11% being dropped off). A further 23% of passengers walk or cycle to the station and 7% use the bus. Origin and destination The main boarding station in Wairarapa is Featherston (33%), followed by Masterton (28%), Carterton (25%) and Woodside (12%). Most passengers (85%) are going to Wellington, with the rest (15%) going to the Hutt Valley. Why people use the train, and purpose and frequency of travel The main reason people said they use the train is because it is cheaper than taking the car (56% of passengers) and a significant number also said it is quicker than driving (29% of passengers). Comfort (45% of passengers) and ability to work on the train (47% of passengers) were also important. Twenty-six percent of passengers also indicated that it’s environmentally responsible and 20% said they had no other transport option.

    - PART II - Outline of the Plan CHAPTER 1 Land Transport Safety Section 1 Road Transport Safety 1 Improvement of Road Traffic Environment To address the changes in the social situation such as the problem of a low birthrate and an aging population, there is a need to reform the traffic community to prevent accidents of children and ensure that the senior citizens can go out safely without fear. In view of this, people-first roadway improvements are being undertaken by ensuring walking spaces offering safety and security by building sidewalks on roads such as the school routes, residential roads and urban arterial roads etc. In addition to the above mentioned measures, the road traffic environment improvement project is systematically carried out to maintain a safe road traffic network by separating it into arterial high-standard highways and regional roads to control the inflow of the traffic into the residential roads. Also, on the roads where traffic safety has to be secured, traffic safety facilities such as sidewalks are being provided. Thus, by effective traffic control promotion and detailed accident prevention measures, a safe traffic environment with a speed limit on the vehicles and separation of different traffic types such as cars, bikes and pedestrians is to be created. 1 Improvement of people-first walking spaces offering safety and security (promoting building of sidewalks in the school routes) 2 Improvement of road networks and promoting the use of roads with high specifications 3 Implementation of intensive traffic safety measures in sections with a high rate of accidents 4 Effective traffic control promotion 5 Improving the road traffic environment in unison with the local residents 6 Promotion of accident prevention measures on National Expressways etc.

    NIWA MEDIA RELEASE: 12 JANUARY 2012 New Zealand national climate summary 2011: A year of extremes The year 2011 will be remembered as one of extremes. Sub-tropical lows during January produced record-breaking rainfalls. The country melted under exceptional heat for the first half of February. Winter arrived extremely late – May was the warmest on record, and June was the 3 rd -warmest experienced. In contrast, two significant snowfall events in late July and mid-August affected large areas of the country. A polar blast during 24-26 July delivered a bitterly cold air mass over the country. Snowfall was heavy and to low levels over Canterbury, the Kaikoura Ranges, the Richmond, Tararua and Rimutaka Ranges, the Central Plateau, and around Mt Egmont. Brief dustings of snow were also reported in the ranges of Motueka and Northland. In mid-August, a second polar outbreak brought heavy snow to unusually low levels across eastern and alpine areas of the South Island, as well as to suburban Wellington. Snow also fell across the lower North Island, with flurries in unusual locations further north, such as Auckland and Northland. Numerous August (as well as all-time) low temperature records were broken between 14 – 17 August. And torrential rain caused a State of Emergency to be declared in Nelson on 14 December, following record- breaking rainfall, widespread flooding and land slips. Annual mean sea level pressures were much higher than usual well to the east of the North Island in 2011, producing more northeasterly winds than usual over northern and central New Zealand.
