1 month of October in the city of Samarra by themselves. They 2 had the most contacts of any platoon in the entire battalion 3 and they suffered no casualties. There is no other platoon in 4 the battalion that can say that. He set up the first police 5 station in Balad and trained and monitored the Iraqis. 6 7 Balad was the geopolitical center of that region. It was 8 very unstable at the time and one of the hottest spots in Iraq. 9 Within a month we owned the city and built great relationships. 10 Subsequently, we spent a lot of money improving the 11 infrastructure. The periphery was mostly Sunni. Trying to 12 bring them into the government was difficult, but once we 13 controlled Balad and the city outlines, we controlled the 14 entire region. 15 16 Lieutenant Saville's platoon were the key to the success for 17 Alpha Company. He was put in for two bronze stars. His 18 rehabilitative potential is very high. He's very mature. He's 19 a faith-filled man, outstanding leader, outstanding officer and 20 he's earned the faith of his men. He's combat tested and he's 21 a man of integrity. I would take him anywhere, anytime. I am delighted that you will be joining us for this event as we explore the implementation of the Affordable Care Act in southwestern Pennsylvania. In the course of the past year, a number of key policy issues have emerged at the state and local levels. We have not yet passed legislation to address pensions and transportation funding, two key issues that will be of critical importance during the legislative session this fall. Also among these is the implementation of the Affordable Care Act, which emerged as the most critical issue for Policy Makers and the Institute of Politics to address. This is primarily because the Act is so complex: it includes the components that one hears about in the media: employer and individual mandates, exemptions to various components of the law, the potential expansion of Medicaid, subsidies for certain categories of individuals, families and businesses, and tax changes, among other things. -

Complaints, indeed, forever fol- low misfortune, as that is but too often the companion of misconduct. Humphrey Marshall, The History of Kentucky, 1812. General Josiah Harmar’s campaign against the “Indian ban- ditti” along the Maumee River in 1790 marks a watershed in the settlement of the Old Northwest and also in the evolution of Amer- ica’s military institutions. His expedition, the Constitutional re- public’s first attempt to impose its will by offensive arms, initiated four years of warfare on the part of the federal government to halt Indian depredations on the Ohio frontier. It was one in a series of events that led to the Treaty of Greenville in 1795, to the abandon- ment by Great Britain of the forts still held on American soil, to expansion of the peacetime military establishment, and to the per- manent widening of the federal role in maintaining the nation’s security. Harmar’s campaign remains, paradoxically, both well known to scholars and in many ways not well understood. This state of affairs does not result from a dearth of information. Harmar’s con- temporaries could learn easily the outline of the campaign’s events and could infer from scattered but numerous clues the causes be- hind its failure. Since 1790 many more facts have come to light; yet, in spite of historians’ familiarity with the expedition, signifi- cant aspects of it are still unclear. The campaign’s climactic battle, for example, has never been accurately described and to this day remains nameless.
