Anderson, Chief Division of Financial Programming Subject: SHOPP AMENDMENT 20H-008 ISSUE: Should the California Transportation Commission (Commission) approve the California Department of Transportation’s (Department) request to amend the 2020 State Highway Operation and Protection Program (SHOPP) under SHOPP Amendment 20H-008? RECOMMENDATION: The Department recommends that the Commission approve SHOPP Amendment 20H-008 that will amend the 2020 SHOPP, in accordance with Senate Bill 486 and the Road Maintenance and Rehabilitation Program component of Senate Bill 1, which require the Commission to approve changes to projects in the SHOPP or to adopt new projects being amended into the SHOPP. The Department recommends 12 new capital projects be amended into the 2020 SHOPP, as detailed in 2.1a.(1a). This amendment, summarized below, would be funded from the Major Damage Restoration, Collision Reduction, Mandates, and 2020 SHOPP programming capacity. The amended projects are consistent with the Commission-adopted 2018 TAMP. BACKGROUND: In each even-numbered year, the Department prepares a four-year SHOPP which defines major capital improvements necessary to preserve and protect the State Highway System. Periodically, the Department proposes amendments to the SHOPP to address newly identified needs prior to the next programming cycle. Between programming cycles, the Department updates scope, schedule and cost to effectively deliver projects. Senate Bill 486, approved by the Governor on September 30, 2014, requires Commission approval of projects amended into the SHOPP. Since then, the encampment areas have grown in size, and are currently blocking necessary access to an electrical control box, and are creating extensive debris, stromwater pollution, chemical and biological waste, and further illegal dumping. This project will clear the area of debris and hazardous waste, and construct wrought iron fencing with secured access gates. (Additional $450,000 from Highway Maintenance (HM) contribution.) In addition, the encampments have generated debris that clogs bridge-related drainage structures that could result in potential flooding conditions. The sites have also generated hazardous waste. Furthermore, over 100 abandoned vehicles have collected throughout the site. For the safety of the traveling public and preservation of existing structures, this project will clear the area of debris and hazardous material, remove abandoned vehicles, restore drainage, regrade the site, and construct fencing with secured access gates. 4 In El Cajon, at the Route 8/67 Separation Bridge No. 20-21 PA&ED $0 201.130 11-SD-8 57-0365. However, recent inspections have shown extensive random concrete delamination and spalling with a potential for hole through-punching under current conditions. In addition, large cracks in previously patched sections could result in deck repairs in the near future. This project is necessary to remove and repair the unsound deck, replace bridge railing, and transition the roadway to match the new deck profile. The work on this bridge will be removed from project EA 43043 in a future amendment. This project is necessary to harden points of entry at bridges, install security fencing, and slope pave with concrete to prevent digging and abutment damage. Cleaning and debris removal will be performed by a separate contract.
