    Central Lancashire Walking and Cycling Delivery Plan 5. Network Planning for Walking The future walking network has been derived through identifying those areas which would benefit from creating a sustainable link between trip origins and trip destinations within a reasonable walking distance of approximately 2km. Trip origins predominantly include densely populated residential areas and trip destinations include educational, employment and retail areas which are likely to attract a significant number of trips. As part of this process, funnel routes have been identified which incorporate the route which most pedestrians will follow to access a particular destination, however given the diverse nature of pedestrian movements, the routes do not extend into particular destinations since the route of each individual user will vary depending on their individual trip origin/end. In alignment with LCWIP guidance, Core Walking Zones have also been identified from identifying the area within each town which encompasses the greatest amount of trip attractors and therefore likely the generate the greatest levels of walking. The Four Core Walking Zones (CWZ) identified are: • Preston CWZ; • Lostock Hall CWZ; • Leyland CWZ; and • Chorley CWZ. 41 Central Lancashire Walking and Cycling Delivery Plan 5.1 Proposed Walking Routes 5.1.1 Preston Core Walking Zone Figure 5-1 Preston CWZ / Funnel Routes The Preston CWZ proposals will improve facilities for both pedestrians and cyclists alike, making it safer and easier to access Preston inner city centre, UCLAN, Cardinal Newman College, and transport hubs such as Preston Railway and Bus Stations.     Village Introduction, History and Landscape Nestling in the Cheshire countryside, the Village is generally regarded as one of the most pleasant places to live in the UK offering an outstanding quality of life, this is due to the wide range of facilities on offer, beautiful surrounding countryside, superb commuter links, and friendly community feel. Holmes Chapel, also known as Church Hulme, was originally named Hulme, derived from Hulm or Holm, meaning rising ground. Holmes Chapel lies just South of the river Dane and many properties in the area enjoy views over the river plain. At the heart of the village is the historic church of St Luke, this is only one of three buildings to survive the great fire of 1753, evidence of the scorching can still be seen on the lime trees within the churchyard today. Since then the village has been re-built and expanded and over the course of time many new houses have appeared and spread the population over a wide area. The majority of housing was constructed since the late 1960s, however a good proportion of property towards the town centre is Victorian/Edwardian. There are two impressive local landmarks in the area: A testament to the Victorian era in the form of the Holmes Chapel railway viaduct, built in 1840, which dominates the landscape at Twemlow. The Jodrell Bank telescope can be seen for miles around, located on the Cheshire plains just outside Goostrey, it is currently Europe's largest radio telescope and responsible for many astronomical discoveries.     Appendix two Proposed admission arrangements for 2020-2021 for Cheshire West and Chester community and voluntary controlled schools Part one Applications for school places for the normal admission round into reception the September following the child’s fourth birthday, transfer to secondary school the September following the child’s eleventh birthday and applications received for in year (i.e. into any year group outside the normal admission round), shall be determined in accordance with the provisions set out below. These admission arrangements apply to all community and voluntary controlled schools, as listed in Part three, admissions within the borough for the school year 2020-21 and for subsequent years, subject to any review. Compulsory school age Children reach compulsory school age at the beginning of the term following their fifth birthday. Applications for admission are normally considered in relation to the availability of places in the child’s chronological age group, other than in exceptional circumstances. Parents can request that the date their child starts school in the reception class is deferred until later in the school year or until the child reaches compulsory school age in that school year. Applications for deferred admissions must be made by the published closing date. For parents and carers with children born between 1 April and 31 August they should contact the authority to obtain information on the ‘Summer Born Policy’ and for advice if they wish to consider delaying their child’s entry for a full year.
