Even then, however, the Tatmadaw retained substantial power, including the right to appoint a quarter of parliamentarians and control of key ministries. Elections to both Myanmar’s upper house - Amyotha Hluttaw - and lower house - Pyithu Hluttaw – took place on 8 November 2020. Suu Kyi’s NLD won a popular landslide, taking 161 (of the 224) seats in the Amyotha Hluttaw and 315 (of the 440) in the Pyithu Hluttaw, an even larger margin than in 2015. This equated to 83% of the available seats, while the Tatmadaw’s proxy, the Union Solidarity and Development Party (USDP), won a total of just 33 seats. The USDP immediately began making accusations of fraud after the vote although the Union Election Commission said there was no proof to support these claims and there has been little or no independent evidence either. The Tatmadaw also disputed the results, claiming that the vote was fraudulent, perhaps fearing that the NLD, with its majority, would amend the constitution to reduce the Tatmadaw’s political influence – a longstanding NLD campaign pledge.

They held cordial discussions covered a wide range of issues including reconciliation, mapping of a new form of political culture, flourishing of democratic practices and promoting socio-economic status of the people and to work together in dealing with transitional challenges. Others issues included resolving land disputes, political prisoners and all inclusiveness of national races groups, political parties and Civil Society Organizations (CSOs) in the on-going peace process.1 CSOs, MEDIA PLAY CRUCIAL ROLE FOR FREE, FAIR ELECTIONS A media conference (2013) between the Union Election Commission and political parties, jointly organized by Myanmar Multiparty Democracy Programme and International Media Support (IMS), was held in Yangon on 14 September. In his speech, the Union Election Commission (UEC) Chairman Tin Aye said that a strategic plan is being drawn in cooperation to the holding of free and fair elections in 2015. Laws and bylaws which are being drafted and cooperation of all political parties is of prime importance for successful holding the elections.     Euro-Burma Office 6 - 12 September 2014 Political Monitor 2014 POLITICAL MONITOR NO. 21 OFFICIAL MEDIA ELECTION COMMISSION POSTPONES BY-ELECTIONS Union Election Commission Chairman Tin Aye announced in a meeting with political parties on 7 September that the by-elections to be held later this year would be cancelled citing concerns over costs and chairing ASEAN as reasons for the decision. Chairman Tin Aye explained that the Union Election Commission had initially told a parliamentary session on 20 May that the second by- elections would be held in late November or early December. However, now that the parliament is occupied with addressing constitutional and electoral reforms issues, holding by-elections would be burdensome on the political parties, some of whose representatives are members of the committees and commissions tasked with constitutional and electoral amendments. Tin Aye said that the government would have to spend over 2 billion kyats on two elections and, as a result, a second thought should be given to holding the elections as there is no telling whether the spending would benefit the country.1 PRESIDENT MAKES OFFICIAL VISIT TO SWITZERLAND President Thein Sein arrived in Switzerland on 4 September and held talks with Swiss President Didier Burkhalter and discussed a wide range of matters including improvement of vocational training schools, development of agriculture and livestock breeding sectors, capacity building for service personnel and local authorities, peace-making process, human rights promotion, constitutional affairs and holding of free and fair elections.     Myanmar Situation Update (12 - 18 July 2021) Summary Myanmar detained State Counsellor Daw Aung San Suu Kyi, President U Win Myint and former Naypyitaw Council Chairman Dr. Myo Aung appeared at a special court in Naypyitaw’s Zabuthiri township for their trial for incitement under Section 505(b) of the Penal Code. The junta filed fresh charges against Suu Kyi, bringing the number of cases she faces to ten with a potential prison sentence of 75 years. The next court hearings of their trial have been moved to July 26 and 27, following the junta’s designation of a week-long public holiday and lockdown order. Senior National League for Democracy (NLD) patron Win Htein was indicted on a sedition charge by a court inside a Naypyitaw detention center with a possible prison sentence of up to 20 years. The state- run MRTV also reported the Anti-Corruption Commission (AAC) made a complaint against the former Chief Minister of Shan State, three former state ministers, and three people under the anti-corruption law at Taunggyi Township police station while the junta has already filed corruption cases against many former State Chief Ministers under the NLD government. During the press conference on 12 July 2021 in Naypyitaw, the junta-appointed Union Election Commission (UEC) announced that 11,305,390 voter list errors were found from the investigation conducted by the UEC. The UEC also said the Ministry of Foreign Affairs is investigating foreign funding of political parties and the investigation reports will be published soon with legal actions to be taken against the parties who violate the law.

    Compilation © 2014 Pacific Rim Law & Policy Journal Association THE SLOW-BURNING GENOCIDE OF MYANMAR’S ROHINGYA Maung Zarni† and Alice Cowley† Abstract: Since 1978, the Rohingya, a Muslim minority of Western Burma, have been subject to a state-sponsored process of destruction. The Rohingya have deep historical roots in the borderlands of Rakhine State, Myanmar, and were recognized officially both as citizens and as an ethnic group by three successive governments of post-independence Burma. In 1978, General Ne Win’s socialist military dictatorship launched the first large-scale campaign against the Rohingya in Rakhine State with the intent first of expelling them en masse from Western Burma and subsequently legalizing the systematic erasure of Rohingya group identity and legitimizing their physical destruction. This on-going process has continued to the present day under the civilian-military rule of President Thein Sein’s government. Since 2012, the Rohingya have been subject to renewed waves of hate campaigns and accompanying violence, killings and ostracization that aim both to destroy the Rohingya and to permanently remove them from their ancestral homes in Rakhine State. Findings from the authors’ three-year research on the plight of the Rohingya lead us to conclude that Rohingya have been subject to a process of slow-burning genocide over the past thirty-five years. The destruction of the Rohingya is carried out both by civilian populations backed by the state and perpetrated directly by state actors and state institutions. Both the State in Burma and the local community have committed four out of five acts of genocide as spelled out by the 1948 Convention on the Punishment and Prevention of the Crime of Genocide.

Under the Presidential order, those serving death sentences will have their prison terms commuted to life while others will have their sentences commuted by one year exclusive of remission days.1 FOREIGN AFFAIRS MINISTER RECEIVES GERMAN DELEGATION Minister for Foreign Affairs U Wunna Maung Lwin received a Delegation from Germany led by Michael Glos, Member of Parliament of the Federal Democratic Party (FDP) and Dr H. C. Mult Hans Zehetmair, Chairman of Hans Seidel Foundation, at his office on 16 May. The meeting focused on strengthening bilateral ties and cooperation between the two countries.2 Prior to 1988, Germany provided technical cooperation programmes under the state-run German Technical Corporation Agency (GTZ). In 1985, a joint venture agreement to form the Myanmar Fritz Werner Industries Co. Ltd was signed. Under this agreement, German experts were dispatched to Burma to assist the Burmese in the production of small arms at the Defence Services Products Factory (Kapasa) in Yangon.
